1. Background
Ethio Engineering Group (EEG) is a government owned company having more than 9 industries, from
those METALS FABRICATION INDUSTRY (MFI) is engaged in manufacturing steel structure products
and errection and installation of produced or purchased semi processed metal products. So far MFI
contribute a lot for the group or national economy through building different types structural warehouses,
semi processed raw materials for mega projects and the like for different governmental and non
governmental institutions. Recently, the industry planned to be competitive enough both in quality and
quantity of structural steel production so as to meet the government GTP plans requirement. Therfore, to
achive this mission, the the EEG/MFI Industry strategic leaders, “as HDG plant project is the best solution
to resolve the quality problems and tools to creat bargaining power over compitettor through out the
country” deside to establish a galvanizing plant to galvanize upto 12 meter size of (both ferrous and non
ferrous???) structural steel.

2. Objective of the Terms of Reference (TOR)

Demanding an international company engaged in design, manufacturing and supplying of reliable and
robust Hot Dip Galvanization plant. So, we are in need of a company interested in working with
EEG/MFI to provide best technology transfer, supply of reliable Equipment with a design capacity of
galvanizing 50000 tons/annum of steel products at a kettel size of 12m x 15m x2m with (70 – 85) microns
galvanizing capacity.

3. Scope of the Agreement

The supplier will be responsible for providing the following services and raw materials:

3.1. Know-how Transfer:

 Transfer of technical know-how, assembly process, and quality control guidelines for the
production of HDG technology.
 Training sessions for MFI’s engineering team to ensure efficient production
processes, maintenance, and troubleshooting of the technology.
 Assistance in setting up a production line, including layout planning, equipment
selection, and optimization of assembly procedures.
 Supply of production manuals, drawings, quality control documents and related.
3.2. Raw Material Supply:

  Supply of high quality of every ingridiantes/chemicals like zink, sulfuric acid, flux……
applicable for 1 year.

5. Qualification criteria of the Company

6.1. The company must be Original Manufacturer (OEM) of the Product

6.2. The company should have international license for each HDG equipment
6.3. The company must be able to provide 3rd party recognition/acceptanc on each equipment
6.4. It is recommended if the company have IP (intellectual property) for the given product.
6.5. The company must be supplies ISO Certifications and Standards that meets a minimum
EN ISO 1461/ISO 14001/……etc.

 6.6. The company shall have best supply practices, certificate and recommendations.
6.7. Expertise: The supplier should possess significant experience and expertise in plant
building, errection, installation and commissioning.
6.8. Technical Support: The supplier must be capable of providing prompt technical support
and assistance to resolve any production-related issues.
6.9. Quality Assurance: The supplier should have a proven track record in delivering high-
quality raw materials and ensuring consistent quality throughout the supply period.
6.10. Compliance: The supplier must comply with all relevant legal and ethical standards,
including intellectual property rights and labor regulations.
6.11. Financial Stability: The supplier should have demonstrated financial stability and
capability to fulfill the proposed contract.

7. Proposal Submission:
Interested suppliers are required to submit their proposals in electronic format to the contact person
mentioned below by [MM----/D-----/Year----]. The proposal should include the following information:

7.1. Company profile, highlighting relevant experience and expertise in the field.
b) Detailed description of know-how transfer plan, including training methodology, target areas, and
timeline.
7.2. Clear description of the proposed raw materials, including specifications, quantities, and expected
delivery schedule (any better feature of the other than the above article 4 of this TOR is welcomed) .
7.3. Pricing information, including unit costs of raw materials, training charges, and any other applicable
fees.
7.4. Any additional information, certifications, or references that may strengthen the proposal.

8. Award of Contract:
The final selection will be made based on the proposal's overall quality and adherence to the
requirements.
