1. SCOPE OF WORK
The scope of this method statement will cover all in-situ concreting procedures during construction of the
Midfield Terminal Building (MTB). This method statement is applicable to all permanent in-situ concrete
elements such as pile caps, foundations, beams, slabs, etc.

For rebar fixing and installation, formwork systems and concrete curing please refer to the method
statements mentioned below in the references section.

2. PURPOSE
The purpose of this method statement is to set out the procedures to be implemented by ONYX in
performing the in-situ concrete works in accordance to the specifications 03300 “Cast-In-Place-Concrete”.
This method statement includes those procedures to be performed by ONYX after concrete delivery, before
that is included in method statement “Supply of Concrete” .

4. RESPONSIBILITIES
It is the responsibility of all personnel involved in the works to implement this Method Statement and in
accordance with the Risk Assessment, ITP, Contractor ES&H plan, and project safety rules and regulations.

4.1 The Construction Manager shall be responsible to:


1. Implement and maintain a successful completion of the work.
2. Communicate this Method Statement to his subordinates.
3. Provide his subordinates with the information they need to carry out their responsibilities.
4. Enforce the application of this document once it is approved.
5. Stop all unsafe work activities.
6. Ensure the Health and Safety of the personnel on the site.
7. Ensure that the requirements of the Project Specifications and relevant ITP is followed and
implemented during construction

4.2 HSE Manager


1. Ensure Site Specific Safety Plan (SSSP) is implemented and followed for each activity.
2. Assist in the implementation of this method statement.
3. Provide required training.
4. Regularly pay site visits to ensure that safety is being exercised at site as per requirement.
5. Report to construction manager of his designee any infraction of safety procedures.
6. Insure availability of all required tools to ensure a safe work place.

7. Insure compliance with procedures with respect to equipment and related certifications and
permits.
8. Verify field activities are following the MS/RA and any new risks not previously identified are
addressed and reflected in a revised/new MS/RA.
9. Stop all unsafe work activities.

4.3 QC Manager
1. Supervise of Quality Control activities involving all materials, undertake the more complex
inspection and resolve technical and client issues on Quality Engineering.
2. Assign QC Engineers and their monitoring all Site Inspection activities.
3. Interpret codes, standards and project specifications to ensure contract requirements are met.
4. Liaise with internal and external concerned parties to co-ordinate presence at inspections.
5. Carry out more complex Quality function activities, such as Procedure Qualification Test.
6. Complete relevant forms and prepare reports on inspection undertaken for inclusion and
maintenance of inspection records.
7. Review and make recommendations for the continuing development and improvement of
Inspection Test Plans and Quality Control Procedures / Method Statements specifically in relation
to workmanship activities.

4.4 Section Engineer shall be responsible to:


1. Ensure that this Method Statement is being implemented correctly at site.
2. Ensure that sufficient resources are allocated to enable full compliance with this document.
3. Ensure that all construction works are being carried out as per project specs. ITPs and approved
drawings.
4. Ensure the quality of work is as per approved standards, ITPs and QCPs.
5. Ensure that the required Work Inspection Requests are issued to QC Department and coordinate
with them for the necessary inspection to be carried out by the Engineer.
6. Monitor the work and be in charge of the overall construction of site activities.
7. Monitor the progress and induce corrective and remedial provisions whenever required.
8. Ensure the proper implementation of contractor / subcontractor quality systems at site.
9. Recommend stop work order if required.
10. Ensure a safe practice of subcontractors at all time.
11. Identify new risks and ensure they are controlled and a revised MS/RA is issued to document the
risks and control measures.
12. Stop all unsafe work activities.

4.5 Site Engineer shall be responsible to:


1. Assist the section engineer in carrying out his responsibilities.
2. Coordinate the work with the G. Foreman.
3. Directly monitor the construction activities at site.
4. Implement the relevant ITP
5. Ensure that the quality of the works meets the requirements of the Project Specifications, ITPs
and QCPs
6. Ensure that working areas are properly covered with work permits.
7. Report on the spot any non-conformance to the section engineer.

8. Provide all necessary tools, equipment, and material required at site.
9. Ensure that safety awareness at site is continuously maintained through JSTI and tool boxes talks.
10. Make sure that site personnel are adequately trained to do the job.
11. Stop all unsafe work activities.

4.6 QC Inspector shall be responsible to:


1. Maintain all quality records properly documented.
2. Conduct inspections and monitor the required tests.
3. Determining and reporting any non-conformance to the ONYX QC Manager.
4. Checking compatibility between production processes, test procedures and the applicable
documentation through review and circulation of the technical and administration document
related to the various activities.
5. Ensuring that all personnel are fully aware with all the quality requirements and applications for
all quality documents as relevant to their discipline.
6. Ensuring appropriate supervision for all work activities enabling quality related operations to be
effectively covered.
7. Coordinate with the Independent Laboratory representative so that all tests are carried out as
required by the specifications and records as per the Contractors Quality Control Plan.
8. Stop all unsafe and substandard work activities.

4.7 Safety Officer shall be responsible to:


1. Ensure that toolbox talks are conducted as per SSSP plan.
2. Assist in the implementation of this Method Statement.
3. Provide the required training for the site personnel involved.
4. Ensure availability of all required tools to maintain a safe working environment.
5. Ensure compliance with procedures with respect to equipment’s and related certification and
permits.
6. Stop all unsafe work activities.

4.8 Site Supervisor shall be responsible to:


1. Directly supervise and monitor all construction activities at site.
2. Directly coordinate with Section Engineer.
3. Ensure that the workers under his command fully understand the hazards and risks involved in
the job and are responsible to ensure they work in a safe environment.
4. Make sure that the manpower under his supervision are adequately trained and are qualified to
carry out the work.
5. Insure a safe working environment for the work force.
6. Provide the site workers with the required PPE for the job.
7. Provide the necessary the material, equipment, and machinery for the job.
8. Site supervisor shall be responsible for conducting the JSTI Card.
9. Ensure the work area is safe for the activities being performed.

5. PROCEDURE

5.1 Plant and Equipment


The following plant and equipment will be required:

1. Concrete Vibrator.
2. Hand Shovel.
3. Trowel.
4. Screeds.
5. Level Instruments.
6. Curing Tanks.
7. Concrete Pumps.
8. Light arrangement (for night shift).
9. Bucket.
10. Power Float.
11. Generators.
12. Air compressor
13. Concrete trucks.
14. Concrete Skip.
For each concrete pour activity the amount of required plant and equipment will be assessed individually.

5.2 Materials
The following Materials will be required:

• Concrete.
• Admixtures.

5.3 Elements of Cast-In-Place Concrete

5.3.14 Tunnels sections.

5.4 Site Planning & Preparation


5.4.1 Work Coordination

5.5 Sequence of Works

5.6 Site access and Concrete Supply


Concrete will be supplied by the Onsite concreted production plant or by external approved alternative and
backup concrete suppliers. The concrete will be delivered in 8 or 12 m3 ready mix transit trucks. All
procedures followed for concrete supply are in accordance to “Supply of Concrete”

5.7 General Checks Before Placing the Concrete


5.7.1. Surveyor to mark the level of concrete on formwork.
5.7.2. Chairs, bar supports, and spacers shall be seized and shaped for strength and support of
reinforcement during concrete placement conditions. Reinforcement shall be placed as per
the drawings.

5.7.3. To prevent displacement before or during concreting, the bars shall be secured one to the
other and steel supports shall be provided between layers of reinforcement. They shall be
fixed by means of soft, annealed, mild steel wire. The tying wire shall be finished tight with
the end of tying wire bent inwards away from the concrete faces.
5.7.4. Surveyor will check the position of starter bars prior to pour and any adjustment of rebar
position will be done within the pour depth to avoid joggling of rebar.
5.7.5. Approved spacers shall be used to ensure the correct cover to reinforcement.
5.7.6. Concrete stopper shall be provided in each construction joint.
5.7.7. Top layer of concrete should be finished to match the surface required.
5.7.8. Prior to placing new concrete close to the joints, the hardened concrete should be chipped
to make the surface rough and cleaned. After this, the concrete shall be placed which shall
be well compacted by vibrator.
5.7.9. An internal concrete pour plan shall be developed to facilitate the concrete pour.
5.7.10. TCA-JV Site Engineer will be responsible to ensure that the following items are completed
satisfactory. ONYX QC Inspector will perform surveillance checks and report to the Site
Engineer any discrepancies noticed.
5.7.10.1 Check the Blinding has been completed.
5.7.10.2 Existing concrete surface has been prepared correctly.
5.7.10.3 Formwork is proper and release agent applied.
5.7.10.4 Rebar has been installed in accordance with the Shop Drawing and is free from rust,
oil, damage etc.
5.7.10.5 Check the adequacy of spacers and specified concrete cover.
5.7.10.6 Check the Civil piping is fixed and ready for casting.
5.7.10.7 Check that all Electrical items are in place.
5.7.10.8 Check that all Mechanical items are in place.
5.7.10.9 Check the availability of wind protection and curing materials.
5.7.10.10 Check that all anchor bolts and embedded items are installed as required.
5.7.10.11 Check that all setting out is verified by the Surveyor.
5.7.11 On satisfactory completion of the preparatory works, as above, the Site Engineer will issue
the Work Inspection Request (WIR). 24 hours advance notice for the inspection shall be given
to the Engineer. The WIR will be available on site during the inspection and the obtained
approval will release the structure for placement of concrete.

5.8 Concrete Placement


5.8.1 During Placement
5.8.1.1 Concrete temperature at placement should not exceed 35 C, this also applicable on massive
concrete placement. Target slump at placement should be 175 mm +/- 25 mm or as agreed.
5.8.1.2 For the successful placing and finishing it is necessary to establish an environment in which
both operatives and equipment can function effectively so the concrete can be placed, finished
and protected from rapid drying as quickly as possible. If high winds are predicted, then
adequate protection will be provided to avoid early surface drying.
5.8.1.3 Concrete will be placed as appropriate either per pump, skip or shoot, to its final position and
care taken to avoid segregation of concrete, displacement of reinforcement, formwork or
embedded items. All conveyances and tools used in placing concrete shall be cleaned prior to
starting concreting.

5.8.1.4 Concrete will be fully consolidated throughout its depth to ensure that it forms a homogeneous
mass, using appropriate vibration equipment. Vibration will be carried out in a manner to avoid
segregations, displacement or damage to vapor barriers, embedded items, formwork or
reinforcement.
5.8.1.5 Concrete will be poured in a way that prevents the occurrence of cold joints; this is achieved
by ensuring placement of the concrete within 30 minutes of placing of the previous layer.
Unless the in-situ concrete has been kept damp with a layer of wet hessian and protected from
the weather. If concrete can’t be poured continuously, construction joints will be provided.
5.8.1.6 Concrete will not be dropped into place from a height exceeding 3 m.
5.8.1.7 In case of pouring in horizontal layers, no thicknesses will be deeper than 600 mm and concrete
will be poured in a way avoids the inclined construction joints.
5.8.1.8 During placement, concrete will be worked completely around reinforcement, cast-in items
and into corners. Also, slab surfaces will be brought to the correct levels with straight edges.
5.8.1.9 Electrically and mechanically operated poker vibrators of adequate sizes will be used to
consolidate the concrete in the form. See section 6.9 below for further details on concrete
compaction.
5.8.1.10 Concrete shall be finished as specified on the design drawings using timber float, steel float,
power float or broom as necessary.

5.8.2 After Completion of Placement


5.8.2.1 It is essential that all concrete surfaces be kept moist and curing is maintained so that
there is always sufficient surface moisture available to prevent plastic shrinkage
cracking.
5.8.2.2 Curing procedure is detailed in “Concrete Curing” method statement

5.9 Concrete Compaction


5.9.1 Compaction will ordinarily be undertaken by internal power driven immersion type vibrators
designed for the purpose to produce a dense, homogeneous mass. They will be inserted to
the full depth of the layer, and in the case of multi-layer work, just into the underlying layer
to ensure that there are no planes of weakness.
5.9.2 Vibrators shall not be used to move concrete laterally, they shall be inserted and withdrawn
vertically so that they quickly penetrate the layer and are withdrawn slowly to remove the
entrapped air.
5.9.3 Vibration shall be applied at close intervals using a systematic pattern to ensure that all
concrete is adequately consolidated and shall be withdrawn at a rate of approximately 75
mm per second. Internal vibrators shall be kept at least 50 mm from the architectural face.
5.9.4 Particular attention will be paid to ensure that all concrete is compacted in corners, around
embedded items and beneath box-outs. Vibrators will be inserted in a regular pattern with
overlap to ensure that all concrete is compacted. Also, they will be withdrawn slowly to
guarantee no void is left behind. External form vibrators shall not be used without
acceptance from the Engineer.

5.10 Concreting in Hot Weather


5.10.1 General
For the purposes of this project procedure, hot weather is any combination of: high ambient
temperature, low relative humidity and high wind speed. This procedure recommends that external
concreting operations should not commence when any of the following conditions occur, unless special
precautions are taken and accepted by the Engineer prior to use:
5.10.1.1 The shade air temperature exceeds 42°C.
5.10.1.2 The formwork temperature exceeds 42°C.
5.10.1.3 Excessively windy conditions with low relative humidity.
5.10.1.4 Excessively rainy conditions.
Concrete cast internally which is protected from direct sunlight and high winds may be placed at ambient
temperatures above 42°C subject to providing an effective curing environment to prevent rapid moisture
loss from the concrete. This could also apply to piling concrete.
It is possible to cast external concrete at temperatures in excess of 40°C or in dry windy conditions
providing an adequate protection/curing environment (fog spray/shading/wind breaks etc) is provided.
This method would need to be tested and accepted by the Engineer before use. In all cases, the
concrete temperature at point of placing must not exceed 35°C.

5.10.2 Precautions in Hot Weather Conditions


The following preparation measures should be adopted prior to concreting:
5.10.2.1 Check the weather forecast and prepare additional requirements for windy
weather.
5.10.2.2 Make sure all required equipment and materials are readily available and close to
where they will be needed.
5.10.2.3 Use cool ingredients before mixing to keep the temperature of the concrete at
placement below 35 C. Chilled water and ice will be used in mixing to control the mix
temperature.
5.10.2.4 Cool down steel shutter and reinforcement bars using shade prior to casting or
wash them with water to achieve ambient temperature.
5.10.2.5 Commence concreting operations in the early morning or late afternoon and
through the night when ingredients of the mix are coolest.
5.10.2.6 Control the rate of concrete placement to avoid cold joints.
5.10.2.7 Be prepared for concrete to set more rapidly and have a shorter finishing time.
5.10.2.8 Where necessary/practicable use plastic sheeting or evaporation retarder to
further reduce moisture loss from the concrete surface after initial leveling off and before
commencement of finishing operations.
6. ENVIRONMENTAL, SAFETY AND HEALTH
6.1 Activity Risk Assessment
A risk assessment analyzing potential risks and their mitigation measures is attached to this method
statement

6.2 HSE General Precautions & General Mitigation Measures/Controls


6.2.1 Activity to be adequately supervised by competent staff (both Construction & HSE)

6.2.2 All Personnel/Workforce involved in the activity to be inducted, and received the required
training/competencies BEFORE commencing the activity
6.2.3 Engineer/Supervisor/Foremen In-Charge to prepare and the JSTI (Job Safety Task
Instructions) form, and discuss it with the workforce BEFORE commencing the activity (form
and discussion to be in the language understood by the workforce)
6.2.4 Required Permits/NOCs (including Permits To Work, as applicable) to be obtained ahead of
time (BEFORE commencing the activity)
6.2.5 All Plants/Machines/Vehicles/Equipment used in the activity to be pre-inspected and
approved by the competent authorized personnel
6.2.6 HSE Procedures relevant/applicable to the activity to be reviewed by the
Engineer/Supervisor In-Charge, and specific precautions to be conveyed to the
Foreman/Charge-Hand and Workforce through JSTI and other forms of communications
6.2.7 All Personnel/Workforce involved in the activity to fully comply with PPE requirement
(Personal Protective Equipment)
6.2.8 Use adequate and visible HSE signage, posters and board to promote awareness
6.2.9 Ensure adequate rest areas (welfare facilities) are accessible
6.2.10 Engineer/Supervisor/Foreman/Charge-Hand to be familiarized with Emergency Response
Plan & Contact Numbers.
6.2.11 Supply toilets and cool drinking water at the immediate area of the activities.
