1. Introduction
The quality of Trainers plays a key driver for the success of any skilling program and quality
training depends on the skills, domain knowledge and instrumental knowledge of the trainer.
There is a traditional shift in the trainer’s role from being the primary provider of subject
knowledge to that of a facilitator of learning, using a variety of instructional mediums. Instead
of only “transmission of information” the main emphasis is now on “exchange of ideas,
methods, techniques and experience.”
The Standard Operating Procedure [SOP] lays down the overarching process for Empanelment
of Trainers [ETs] to implement the Skill Development & Entrepreneurship Development
Programs for the aspirants of unemployed youth/students in all districts of Andhra Pradesh
with support from the Central/State funded schemes/programs.
2. Empanelment of Trainers
2.1. Objectives
The Empanelment of Trainers [ETs] objective is to create a platform where Trainers
certified by NCVET approved Awarding Bodies can provide skill training to the
unemployed youth from the marginalized communities in the state of Andhra Pradesh.
The broad objectives are as follows:
▪ Implement training as per the defined outcomes.
▪ Promote a practical, interactive, problem solving and participant centric approach and
plan the content and approach of the training accordingly.
▪ Prepare the subject matter.
▪ Apply current practices in delivering the training as per learner requirement.
▪ Exhibit mastery using key learning strategies like role play, practice sessions, case
studies etc.
▪ Understand various modes & methods of training and apply the appropriate mode as
required.
▪ Understand various modes & methods of assessment and apply the appropriate mode as
required.
▪ Understand principles of Blended Learning and apply the same.
▪ Plan the training through appropriate strategy & tools like development of session plan,
lesson plan etc.
▪ Apply steps involved in monitoring of training and check learner’s progress.
▪ Ensure sufficient training infrastructure / equipment.
▪ Prepare content of the training as per the Job Role / Occupations by familiarizing
themselves with the NSQF approved and aligned qualification that they are going to
deliver.

Component Measure
▪ MD&CEO, APSSDC issues the order for constituting the “Trainers
Constituting
Empanelment Committee” (TEC) with the following members:

▪ The primary task of TEC is to evaluate and empanel competent trainers.
▪ The Committee reserves the right to reject any or all application based on any
deviations.
▪ APSSDC issues annual/periodic (as per the need indicated by TEC)
notification for ETs to provide skill training in different modes of training like

▪ Issuing the notification will be through APSSDC portal (www.apssdc.in) &
AP Skills Universe
▪ The applicants shall submit the applications along with a non-refundable
“Processing Fee” through online payment mode. Details are as follows:

o For OBC and Women - Rs. 2,00/-
o For SC, ST, PWD, and Ex. Servicemen - Rs. 100/-
▪ APSSDC will carry out an evaluation of the applications received by it who
meets the prerequisite mentioned in the following.

Empanelment Validity
▪ The validity period for the empanelment will be for two (2) Year from the
date of the issuance of “Empanelment Order” to the successful applicants.
Periodical Reviews
▪ APSSDC will review the empaneled trainers once every year to decide if the
empanelment will be continued or not.
Empanelment ▪ The ratings of the review will be based on the following parameters:
Validity, o Project Implementation Rate
Periodical o Dropout ratio
Reviews, and o Placement Percentage
Meetings o Feedback from stakeholders
Trainer Empanelment Committee (TEC) Meetings
▪ The Trainer Empanelment Committee shall meet once a year (preferably at
the beginning of the financial year). The TEC shall investigate the items
below and shall give the recommendations appropriately.
o Empanelment of New Trainers
o Job role addition of empaneled Trainers

With reference to the notification issued by APSSDC dt: DD.MM.20YY, for empanelment
of trainers to implement the skill development targets in Andhra Pradesh, Mr/Ms/Mrs/<Name of
the Trainer > has successfully met the criteria quoted.
Further to the application submitted to the competent authority, Mr/Ms/Mrs/<Name of the
Trainer >has been selected for empanelment with APSSDC.
This order of empanelment shall be applicable from the DD/MM/20YY to DD/MM/20YY.
The same order is bound to undergo modification/ cancellation anytime based on the circumstances
as decided by the empanelment committee.
This order shall not guarantee any project or skill target allocation by APSSDC.
Mr/Ms/Mrs/<Name of the Trainer>. The final target allocation and prioritization of implementing
trainer shall be at the discretion of the APSSDC as per requirement.
