9. STATUS OF NON CIVIL WORK


(a) Shifting of Utility Tentative cost of shifting of utility amounting to Rs 240.68
Lakh. For Shifting of pipe line cost has been work out based
on the Estimate by AE PHE Poonch letter No. PHEP/5108-09

(b) Forest Clearance Tentative cost of forest clearance including forest land
amounting to Rs 9.53 Lakh considered in this DPR. Based on
DFO Poonch letter no. DFO/PFD/2513 dated 17 Oct 2022

(c) Cost of Tentative cost of compensation of building amounting to Rs


208.32 Lakh considered in this DPR. Rate adopted based on
Compensation of
DC Poonch Notification No. DCP/SQ/2021/1617-40 dated

(d) Land acquisition Tentative cost of land acquisition amounting to Rs 572.86

10. MODE OF EXECUTION


(a) Formation work Execution through departmentally
(b) Permanent Execution through departmentally and material through supply
work contract except stone.

(c) Surfacing work Execution through departmentally. Material for GSB has been
proposed through departmental collection and Material for
WBM, DBM & BC through supply contract.

11. RATES

A) Departmental Work
Rates have been adopted as per DGBR SSR-2016, Zone ‘J’ for work done up to 20 Oct 2023
and for Balance work as on 21 Oct 2023 as per DGBR SSR-2023, Zone ‘B’ with all CPL for
Altitude below 2100 Mtr.

B) Basis of rates of Contract Work


Permanent work: Rate of supply of contract material for PMT work adopted based on
concluded CA GeM No 511687743215541 dated 03 Oct 2023 except stone.
Surfacing work: Rate for contract material for Surfacing works has been considered as
per Para 8 of General rules of SSR 2023 except GSB materials(Departmental).
12. DESIGN &SPECIFICATION: -
(a) All the works proposed in the estimate are as per MORT&H specifications for road and
bridge (Vth revision).

(b) Technical specifications and design of all the items provisioned in estimate have been
checked with respect to relevant IRC/IS codes and all are as per sound engineering practice.

(c) Road geometrics like gradient, radius of curve, Super elevation, Camber, Sight distance etc
and all the Pmt works proposed in the estimate meet the laid down criteria as per IRC SP 48:
1998 (Hill road manual) and other relevant IRC/IS codes.
(d) Specifications of surfacing works (Flexible pavement) have been catered.

14. Quality Control Tests: Procedure for construction of Pmt/ Flexible Pavement as mentioned
under MoRT&H specifications for road and Bridge works Shall be followed.

14.1: All items of work included in the scope to be executed as per MoRT&H specifications
for Road and Bridge works (5th revision 2013) and various circular circulars/Guidelines
issued by MoRT&H/IRC /Dte GBR from time to time. Deviation of specifications for any
work shall got approved from competent authority before adopting the same.

14.2: Commander TF will ensure adequacy of the design, safety and suitability of
various structures with respect to ground conditions as well as specifications of works to
ensure the quality of same before execution of work.

14.3: Adequate quality control tests shall be done and documents be maintained by TF as
per the guidelines issued by HQ DGBR and stated under section 900 of MoRT&H
specifications for road and Bridge works.

15. General observation

15.1 Procurement of stores/ construction material required for this job to be


done as per latest Govt policies/ guidelines.

15.2 No work beyond the scope of sanctioned estimate leading either to increase in scope
of work or change in specifications should be undertaken without obtaining prior written
approval by the CFA.

15.3 The provision of current estimate should not overlap with the scope of works already
sanctioned on this road in other jobs.
16. AUTHORITY: -The above Technical Approval is accorded under the power delegated to CE
(P). as per Annex (i) to GOI, MoD (BR) letter No. BRDB/04/696/2015/D (BR-I) dated 11 Aug 2017.
