1. Purpose:

The purpose of HSE Plan is to provide guidance on the Health Safety and Environment management
That will be applied during the execution to safeguard the Health, Safety and Environment. The entire
project activities will be executed the work permit issued by STA Team. This HSE Plan provides the
frame work to ensure that these works are carried out without any significant or unacceptable impact
on Health, Safety and Environment

Bashaer Al Benna Contracting Company shall follow with STA EHS management system and EHS
program Safety process permit to work program and Incident Reporting, Classification, Investigation
and Record Keeping.

2. Scope of Project work:

the scope of this is to explain the procedure, safety check for the below
mentioned activities:
1. REMOVAL , MODIFICATIONS AND CLEANING OF THE CURRENT SITE .
2. COMPLETING GATES AND FENCES .
3. MOBILIZATION WORKS .
4. EARTHWORKS INCLUDING EXCAVATION, BACKFILLING AND REPLACEMENT
5. THE TRANSLATION FOR THE PROVIDED SENTENCE IS: "ARCHITECTURAL FINISHING
WORKS INCLUDE BUILDING WORKS, PLASTERING, PAINTING, FLOORING, CEILINGS,

5.1 Project Manager:

Project Manager has the overall responsibility for ensuring health, safety and wellbeing of the project
team members, -contractors, suppliers and visitors. He is also responsible for ensuring strict
compliance with all relevant EHS requirements of the STA and other applicable legislation, standards,
guidelines and codes of practice. Specific EHS responsibilities of the Project Manager shall include,
but are not limited to:

● Reports to the Head Office Management on their behalf of the Project Management Team in
relation to health and safety matters
● Sets an example to the project team members regarding his performance on safety issues and
leads the team regarding individual issues

● Directly responsible for the health, safety and wellbeing of the project team members, -
contractors, suppliers and visitors
● Monitors that member of the Project Management Team have suitable organizations,
arrangements and resources in place within the areas under their sphere of influence to deliver
against:
● Delegate, in writing, specific responsibilities for health and safety to members of Project
Management Team
● Ensure that members of the Project Management Team are aware of their specific responsibilities
for health and safety and comply with the same.
● Ensures that the contractors are aware of their specific responsibilities and comply with the same;

● Review EHS performance of project personnel and -contractors in accordance with relevant
procedures and carried out disciplinary action where appropriate.
● Ensure health and welfare facilities are provided for workforce and comply with applicable
statutory requirements
● Provide adequate resources for effective implementation of the EHS Management Plan

● Participate in Executive EHS Tours

5.2 Project Engineer:

● Ensure that they are aware of all STA EHS Procedures and Regulations before commencing the
work.
● Organize projects so that work is carried out as required in compliance with standards with
minimal risk to men, equipment and materials.
● Know all the requirements of STA Be familiar with work permit procedures.

● Give specific instructions for correct work methods.

● Plan and maintain good housekeeping.

● Coordinate with contractors and other contractors on the site to avoid any confusion about areas
of responsibility.
● Check that equipment both power and hand tools are maintained in good operating condition.

● Make sure that proper personal protective equipment is available and used by workers.

● Cooperate with the safety personnel by acting on their recommendations. Assist foreman with
daily/weekly safety meetings.
● Set a personal example on site by wearing appropriate protective clothing and equipment at all
times.

5.3 HSE Officer:

● Complying with Bashaer Al Benna Contracting Company and STA EHS Procedures and Regulations

● Assist the workplace management in achieving the Client health and safety standards at the workplace
by reporting unsafe acts and conditions
● Intervene and engage with fellow workers to ensure workplace health and safety standards in place

● Ensure the wearing of mandatory PPE within the workplace.

● Through direct communication, ensure the persons in the workplace are made aware of any changes
to Health and Safety standards, distribution of EHS Alerts or Bulletins, and Tool box talks
● Monitor daily Pre-start safety briefings delivered by the supervisor and assist them in improving the
quality of briefings
● Identify EHS hazards and unsafe conditions on worksite and recommend appropriate controls

● Report incidents and near misses in accordance with the relevant procedures

● Assist workplace management with daily workplace safety inspections

● Set the example, maintain and display a positive safety behavior at all times;

● Support and enforce Zero Tolerance

● Ensure safety matters related to workers and equipment have been addressed.

● Demonstrate a personal commitment to Health and Safety by example and encourage others to do
likewise.

5.4 Site Supervisors:

● Organizing the site and work places so as to ensure that work is carried out safely to the required
standard, with minimum risk to men, equipment and materials and for ensuring that the
employees under his responsibility do not engage in unsafe work practices or take unnecessary
risks.
● Knowing the broad requirements of relevant EHS regulations and Owner specific requirements.

● Giving all employees precise instructions on their responsibilities for correct working methods
prior to tasks being undertaken.

5.5 Employees:

● Be familiar with and comply with STA Health and safety practices

● All site personnel must undergo initial EHS Induction Training before they commence
work on STA.
● It is recommended that Training passports are issued as proof of such Induction
Training. At the end of induction training, contractors and new employees will be
required to attend the evaluation test. All employees must attend the basic mandatory
training prior to work inside STA Company Any person carrying out any of the following
activities must be experienced, competent, trained and certificated before commencing
such duties

● Participate in Pre-start briefings and record attendance on relevant form.

● Check tools and equipment prior to use and maintain them in good order and condition.

● Report Unsafe act & Unsafe conditions, emergency events, incidents, injuries and near misses to
the supervisor accordance with the relevant procedure.
● Participate in emergency evacuation exercise, as and when notified

● Participate in EHS related training and awareness sessions

● Wear appropriate PPE at all times, while on worksite or PPE required areas.

5. Key performance indicator:

LEADING INDICATOR
● Leading indicators are proactive, preventative, and predictive measures that monitor and provide
current information about the effective performance, activities, and processes of a health, safety,
and environment (HSE) management system that drive the identification and elimination or
control of risks in the workplace that can cause incidents and injuries.

LAGGING INDICATOR
● Lagging indicators measure the impact of workplace incidents after an incident has occurred;
examples include number of fatalities, number of injuries, and severity rates. The observance of
all EHS requirements and monitoring of activities provide results that shall be assumed as
indicators of the system effectiveness and efficiency application to the Project. Key Performance

7. Job Safety Analysis / Risk Assessment:


Depending on the scope of work BBC will prepare the JSA/Risk Assessment for all kind of activity by step by
step to evaluate and control EHS hazards at workplace location. And the approved JSA/Risk Assessment will be
mitted through the work permit for the approval of obtaining the permit to work. According to the site activity
the JSA will be present in the site for everyone reference.

● An assessment shall be developed in context of the hazards associated in the area as per STA EHS Risk
assessment.
● Assess the potential risk from identified aspect/hazards.

● Assess residual risk from identified hazards with all control measures in place.

● Make decision as to whether risk reduced to adequate level

● As per STA EHS impact aspect program conduct regular review every 6 months of the date of
approval.

8. Personal Protective Equipment (PPE)


PPE should in compliance with the provision of prevailing international standards and practices. The basic
Personnel Protection Equipment includes the following:

● Safety hats

● Safety belts

● Steel toed safety shoe

● Safety glasses with side shields

● Retracting lines (fall protection)

● Face shields, goggles, gloves, aprons

● Rubber protective equipment (for electric works)

● Other specialized equipment required for work activity or by Client

Use of Personal Protective Equipment

When a hazardous situation is recognized, steps should immediately be taken to eliminate the hazard
either by engineering revision or alteration to the method of work. Should it prove impracticable to
eliminate the hazard, then personal protective equipment must be used. When it has been decided that
personal protective equipment is required, steps must be taken to select the proper type of equipment
and to ensure that the supervisor properly instructs his employees in the use of that equipment and sees
that it is used in accordance with instructions.

BBC Contractors have standard uniforms for the workers.


1. Head Protection
Safety hats or helmets shall be always worn by all employees entering the site. Helmet shall be ensuring to
protect the person from overhead impact falling material or object manufacturer certification complying
with ANSI Z89.1/EN 397.

2. Eye and Face Protection


All workers on the site shall ware appropriate safety glasses manufactured in accordance to ANSI Z87.1,
tinted safety glasses must be ware by workers on the field only during daytime otherwise a clear glass will
be ware.

3. Eye Protection from Radiant Energies


In addition to damage from physical and chemical agents, the eyes are eject to the effects of radiant
energy such as that produced during welding. Visible and infrared bands of the spectrum can produce
harmful effects upon the eyes and special attention must be paid to the selection of eye protection from
these hazards.

4. Hand Protection
The type of gloves used depends primarily upon the material or equipment being handled. Gloves should
not be used near moving machinery as they can be caught and trap the hand before it can be released
from the gloves.

5. Foot Protection
Safety shoes with rubber sole and steel toed are prescribing for the use in construction activities on the
project site ASTM 2413/EN IOS 20345.

6. Hearing Protection
Ear plugs are placed into the canal of the outer area. Materials used for these plugs are rubber, plastic,
wax, foam or Swedish wool. Rubber and plastic types are to be preferred as they give good performance
and are easy to keep clean. EN 352standerd ear muff or ear plug will provide.

7. Body protection /cover

The worker shall always were full sleeve shirt and pants coverall with high visibility reflective vest.
Disposable coverall shall be wore by workers during painting activities

8. Using ladder `A` type

A type ladder shall be engaged for accessing / reaching the elevation (less than 2Mtr),while fixing wall
and door.
Hand and shoes should be dry.
Portable ladder shall be inspected before each use.
3 point of contact shall be maintained while climbing.
Hand carry object shall be restricted while climbing. Use a shoulder bag or a bucket.
Remove damage ladder from the site.
A type portable ladder shall not be used as a straight ladder.
Portable ladder shall not be moved or shifted while occupied.

9. Safety signs and warnings signs

Necessary and required safety signs according to the nature of work shall be posted at work site.
Safety signage’s instructing use of prescribed PPE on the site.
Emergency contact number shall be posted.

10. Falling Protection

● Full body harnesses shall be worn to prevent falling greater than 1.8 M (6 feet).

● Safety belts (waist belts) shall NOT be used for fall arrest, but can be used only as a work place
restrain or for ladder climbing device.
● Lanyards shall be a maximum length of 1.8 M (6 feet).

● Tie-off lanyards to structural members at or above waist height.

● Snap hooks with locks should be attached to the end of each lanyard to prevent roll-out

● Safety belt lanyard shall be a minimum of 1⁄2 -inch nylon, or equivalent, with a maximum
length to provide for a fall of no greater than 6 feet. The rope shall have a nominal breaking
strength of 5,400 pounds.

11. Rubber Protective Equipment

Rubber protective equipment shall be visually inspected prior to use. In addition, an “air” test shall be
performed for rubber gloves prior to use. Protective equipment of material other than rubber shall
provide equal or better electrical and mechanical protection.

12. Barricades

Barricade is used to prevent personnel entering an area where risk of injury is high. These barricades must
provide clear visuals warning and be contrasting color the reason for the barrier shall be attached by mean
of a tag or label.

9. Reward & Recognition program
The purpose of the HSE incentive is to influence all employees to participate in the HSE management system
and to believe that safety is a value and not just a priority and to influence the behavior of individuals and
groups and develop a project culture

BBC shall implement and fund the safety incentives to support the HSE and to create competition in certain
categories. The basis for award to BBC workforce shall be established upon verifiable safety performance
based on the safety incentive compliance and initiatives supporting the “No Incident” goal and outstanding
performance in the following categories:

● Field Execution

● Behavior based

● Administration

● Housekeeping

● Accident - Free initiatives

● Reporting unsafe conditions & stopping dangerous occurrence.

10. Task Specific work program

● Pre-Planning: -

BASHAER AL BENNA CONTRACTING COMPANY ensured that the preparation and well-
planned schedule of the job is to be done with full safety as per STA & Standards according to
client satisfaction. Every activity should be planned and take into consideration before starting the
job. Preparation of Job Safety Analysis and tool box meetings are mandatory. Prior starting the
job, make sure required work permits has been obtained. In case of any emergency, stop work
immediately and proceed to the nearest assembly point.

11. Tools and Mobile equipment


Adequate training shall be provided for all tools and equipment utilized in the Manufacturing division.
Tools and equipment will be inspected regularly by the BBC Safety to ensure that remain in proper
working order. Workers using power actuated fasteners will be required to receive appropriate training
and to wear required eye protection. Dangerous or negligent use of this equipment shall be cause for
eviction from the manufacturing division.
1. General
Hand tools are those tools for which the hand provides the motive force, for example: wrenches, pliers,
cutters, files, striking tools, struck or hammered tools, screwdrivers, vises, clamps, snips, hacksaw etc. BBC
Contractors will ensure that its workmen are properly instructed in selecting the proper tools and using it
correctly for the job. Following considerations shall be given for hand tools.

● Quality
BBC Contractors shall ensure that good quality hand tools will be provided for all jobs where they are
required to be used.

● Cleanliness
BBC Contractors shall ensure that hand tools are cleaned regularly and, where necessary, lightly oiled as
protection against corrosion.

● Repair and Storage


All tools shall be regularly inspected before and after use, and before storage. If wear or damage is
observed, the tool should be withdrawn from use for repair or disposal. Proper racks and boxes shall be
provided for storage of hand tools.

● Selection
Using an improper tool for the job causes the majority of accidents. It is essential that the correct type,
size, and weight of tool be decided before any work is carried out.

● Electrical Risks
All non-insulated metal tools are conductors of electricity when work is carried out near electrical work.
Only proper insulated and non-conductive tools should be used. A competent electrician should check out
insulation at regular intervals. Measuring tape or measuring rope and tag-line must be made of non-
conductive material.

2. Portable Power Tools

ALL ELECTRICALLY OPERATED HAND TOOLS:


● Shall be plugged into a GFCI (ground fault circuit interrupter).

● Safety glasses shall be worn during use.

● Shall have a 3-wire ground core entry from ground plug, or be electrically double insulated.

● Double insulated tools shall bear other recognized testing laboratory level.

● Show no core damage, example: cuts, splices or exposed internal wires at plugs.

● Defective electric tools shall be repaired or replaced.

● All portable electric tools shall be operated by a functioning dead-man switch. Trigger locking buttons shall
be disabled.
● Any power tool designed with guards shall be equipped with those guards during use. (This sentence
guards protect against contact with belts, gears, shafts, pulleys, sprockets, spindles, drums, fly-wheels, saw
blades and other moving parts).
● Hand operated circular saws shall have a guard that can be adjusted, so that it only exposes that part of
the blade making the cut.

12. Work Permit System


Work Permit procedures will comply with STA Work Permits

All work tasks performed by and shall require in advance a work permit issued by an authorized permit
issuer of the area where work is to be performed. It is mandatory some of the contractor employees
(Particularly foremen) will be required to attend work permit training and qualify. Qualified attendees will be
given the corresponding authorization card as authorized permit receiver and type of work permits which
are valid throughout the duration of the contract, renewable at the option of STA

If there are any jobs in restricted areas, the foreman who was certified by STA will request to officer in
charge of the area for the required work permit. The permit shall be placed at a conspicuous place where
everybody can notice. At the end of each day this permit will be countersigned by both parties (Issuer &
Receiver). Work permits are normally valid for 8 hours work per day and should it be necessary to work
beyond this normal working hours, separate work permit must be secured for each shift. No work will be
done in the site unless the authorized foreman/receiver is present during the operation.

The work permit shall be one of the following:

e) Radiography Permit Orange
f) Electrical Permit Blue

Both issuer and receiver shall ensure that all the work permit conditions are complied with all the
times. Any non-compliance to instructions in the work permit would result in immediate suspension of
the work permit.

13. LTV requirements and program


Bashaer Al Benna Contracting Company is responsible for understanding the STA Lock out, tag out and
verifies the procedure and transferring this understanding to their employees through training. Specific
equipment lock, tag and verify procedures shall be reviewed prior to the application of locks and tags.

● No person shall isolate any primary isolation device unless they are competent and authorized to
do so
● Competent and authorized persons may place white personal danger tag and lock on single
isolation point or at a common isolation point.
● Where white personal danger tags and locks are required, individuals shall place tag and lock at
the start of a job and shall remove the lock and tag at the finish of the job or at the end of the work
period or shift. Personnel shall be prohibited from removing tag or lock other than their own.
● An identification tag or green flag is used to positively identity equipment where there is potential to
incorrectly identity the equipment that is to be worked on or removed for all work completed on an
isolation. Contractor shall not commence work on any system or equipment without identification
tags.
● Red group lockout tags are applied and removed by the designated authorizes person or the
supervisor in charge at the time that the work has been completed.
● There are three colors of safety locks authorized for use at STA facilities.
a. Blue personal safety locks are approved for use by STA employee.
b. Green personal safety locks are approved for use of contractor’s, -contractors and other
entities.
c. Red group safety locks are used to lock out energy isolation devices such as disconnect
switches, valves etc.

14. Safety Meeting/Training/Awareness

Weekly Tool Box Meetings

The weekly tool box meetings will be conducted by the Contractor for specific areas of
operation and under the direction of the field engineer/ superintendent/ foremen in
charge of the area. It will be attended by the Safety Engineer/Marshal or HSE
representative and the labor engaged within the area. The meetings will address
safety topics relevant to on-going operations and concerns raised in the Weekly
Manager Meeting. Safety Managers’ inspection check list and any safety violations or
accidents will be reviewed and preventive measures discussed. Positive comments
and suggestions related to safety will be solicited. The meetings will be by the
Contractor, mounted and copies mitted to the STA.

Daily Pre‐Work Meetings

Prior to the start of the work shift, each area supervisor will address the workers on
the safety measures to be followed for the day, particularly on any new trade or
equipment being introduced. The meetings will be conducted on the job site and will
be provide hands-on training & guidance concerning the health & safety requirements.
Emphasis will be placed upon general safety & health issues as well as specific
requirements associated with the commencement of new construction activities.

Weekly Project Safety Meetings

Weekly project safety meetings are an integral part of any effective safety program

that will be conducted at site meeting room by the Safety and construction team to
discuss any safety related issues, follow-ups and update on any revised or new local
or international regulations. The meetings will be mounted and copies mitted to the
STA. EHS Team.

Emergency Safety Meeting


Emergency safety meetings will be called in response to a stop work notice issuance
or a major accident. Attendance is mandatory for Project Manager, Project Engineer,
Safety officer, and all levels of contractors involved. The purpose of the meeting will be
to identify root causes and formulate an action plan for prevention. This meeting must
be successfully completed before work may begin.

Safety Training:
Safety Induction Program shall be provided to the new joiners. The Induction Safety
shall include other mandatory trainings as per scope of project shall include the
following

15. EHS Inspection program & Walkthrough:


To ensure effective implementation of this EHS Plan and compliance with the STA,BBC shall
implement a rigorous site HSE inspection/Audit regime. The schedule for site HSE inspections to be
undertaken by BBC personnel shall include the following as a minimum:

1. Daily Site HSE Inspection by BBC HSE Officer.


2. Weekly walkthrough by project management with the representatives.
3. Initial inspection of plant and equipment
4. Periodic inspection of plant and equipment (including electrical equipment and appliances) by a
competent person
5. Daily inspection of powered mobile plant by relevant Operator
6. Weekly HSE Management site inspections

Non-conformances and unsafe work practices or conditions identified through the above processes
shall be communicated to relevant BBC personnel

Any unsafe work practices or conditions identified during the activity that may cause a significant risk
shall be notified

Any member of the BBC project personnel has the authority to stop any unsafe work until such time
the unsafe practice or condition has been rectified to ensure health and safety of the relevant
workgroup members and other persons on the project site.

EHS supervisor/officers shall conduct daily walk around inspection and documented it.

Internal audit
BBC management conduct weekly internal audit to ensure that all the STA EHS requirements
are fulfilled during the execution of the job. BBC management includes (Site Manager, Site-In
charge, EHS Manager and supervisors). Audit recommendation shall be implemented within the
specified time and shall keep the record for the future reference and it shall be client up on the
requirement or demand.
BBC will undertake internal audits to objectively verify compliance with the following:
● Requirements of this HSE management plan

● Any requirement arising from relevant legislations, standards, guidelines and specifications
that is not specifically addressed in this EHS management plan
● Requirements of the STA EHS specifications

External audit
BBC is audited by the STA EHS Dept with adequate notice and scope of audit BBC will fully
cooperate with external auditors and provide evidences as necessary to satisfy any relevant audit
criteria.
Any non-conformance identified through external audits will be rectified

HSE reporting and record keeping
Project HSE statistics will produce and maintain with inspections reports. Incidents occurring on the
BBC site shall be reported in accordance with the Client “Incident Reporting and Investigation
Procedure”.
Copies of all HSE reports shall be maintained in BBC HSE Department as a reference and for audit
purposes and will be mitted to client as per the requirements.

RESPONSIBILITIES

1. Project Manager/Project Engineer


● Shall ensure that regular site inspections are conducted on site by qualified
personnel.
● Shall conduct a site inspection at least weekly or shall assign responsibility of conducting the
inspection to the Construction Manager on his absence.

2. Site Safety Supervisor


● Shall conduct follow-up inspections and ensure that corrective actions are being
taken by the relevant supervisors.
● Shall conduct a broad recorded weekly general site safety inspection apart from

● the daily safety inspection.

3. Site Safety Officer


● Shall conduct daily inspection to his area and submit to Safety Supervisor.

● Shall include all hazards information in his observation.

16. Incident investigation procedure


The purpose of this procedure MSHEM10.00 is to ensure a safe workplace for all employees,
contractors and clients through effective and systematic Incident investigation and reporting
mechanisms, to ensure that further risks of workplace incidents are eliminated.

RESPONSIBILITIES
1. PROJECT MANAGER
a. To ensure that this procedure is made known to all personnel and to promote reporting of
incidents (including fire), injury, near misses and other dangerous Occurrences as positive
approach in minimizing job-related incidents.
b. To ensure that all reported incidents (including fire), injury, near misses, and other dangerous
occurrences are investigated.
C. Shall ensure that recommended corrective actions are implemented to prevent recurrence.

d. Shall report to STA all reportable incidents (including fire), injury, near misses and to forward
investigation reports.

2. SITE SUPERVISORS
a. To ensure that all incidents, injury, near misses and other dangerous occurrences in their area
of responsibility are reported and investigated.
b. To ensure that persons reporting incidents, injury, near misses and other dangerous
occurrences are not reprimanded.
c. To ensure that rectifiable reported near miss, unsafe conditions, and dangerous occurrences
are addressed promptly.

3. SITE SAFETY SUPERVISOR / AREA SAFETY SUPERVISOR / SAFETY OFFICER


a. To ensure immediate notification of the incident, injury, near misses or dangerous occurrences.
b. To initiate initial and final investigation of the incident, injury, near misses or dangerous
occurrences by obtaining information, names of witnesses and persons involved, site condition,
etc.
c. To recommend corrective actions and conduct follow-up to verify corrective actions have been
taken.
d. To ensure investigation findings and lessons learned are communicated to the workforce.
e. Shall ensure that reported items are documented and records kept for evaluation and
assessment of the effectiveness of this program.

PROCEDURE
● NEAR MISS
Near misses should be reported, investigated, analyzed, and communicated with the goal of
sharing lessons learned and taking necessary action to prevent recurrence that could result in
injury. Near miss reporting is also a leading indicator in safety performance.

1. Any employee who has witnessed a near miss should verbally report to his immediate
supervisor as soon as possible. He shall make necessary action to secure the area if necessary
to prevent other persons from the hazard.
2. Supervisor shall make necessary corrective action and shall fill-up the Near Miss Report Form
and shall route the form to the Site Safety Supervisor for communication to the work force.
3. Site safety Supervisor shall make a trending analysis to identify areas for improvement and
frequency of recurrence of the same near miss.

● INCIDENT (INCLUDING FIRE) / INJURIES / OCCUPATIONAL ILLNESSES /


MOTOR VEHICLE ACCIDENTS
Incidents, injuries, occupational illnesses and MVAs should be reported and investigated to
identify the unsafe conditions and / or unsafe acts that caused the incident, personnel injury or
occupational illness and take corrective action to prevent recurrence.
1. Employee shall report immediately the on-job injury or occupational illness, MVAs, no matter
how slight, immediately to his supervisor.
2. Supervisor ensures that injured employee gets proper medical attention.

3. Supervisor shall report to Site Safety Supervisor for investigation and evaluation of the incident.
4. Site Safety supervisor shall forward an initial investigation report to STA within 24 hours from
the time of the incident.
5. Site Safety Supervisor shall communicate lessons learned and root cause to the workforce for
safety improvement or necessary changes required to prevent recurrence.

● INVESTIGATION
Investigation of incidents is a primary tool to prevent recurrence. Investigation of an incident is to
determine the fact and not to assign fault. Investigation should be prompt and shall involve
interviewing witnesses, examining site and equipment involved, and other factors that could have
contributed to the incident such as weather, light condition, temperature and type of work.

Personal working at the confined space to the evacuation team
c) Give instruction to Switch on the Emergency siren immediately.
d) Call all the STA- ERT members and direct them to do their respective duties.
e) If the situation is not under control, call Fire station and inform the situation to the IMT
members
f) After doing the communication he should proceed to the Emergency assembling point.
g) Verify the Emergency Assembling checklist.

i) In case of any major injury, call the ambulance and send the injured to the hospital.
j) If the situation is not under control, the STA-ERT chief should discuss with IMT team members and

k) After control the situation again ask STA-ERT chief to press the siren to retain to their work
l) After that he should go to the emergency happened area and discuss with STA-ERT members
Regarding the disposal of damage environment (material or soil)

EMERGENCY EVACUVATION TEAM


a) Once the message is received from the STA- ERT chief, they should proceed to as per the allotted
locations or process are as from where they have to evacuate the personals or ensure that all the
personal have been evacuated.
b) Check all the places for any body and evacuate.
c) Evacuate Deaf and Dumb people from the production area carefully. Take the aged persons
Or those who could not move fast to the emergency place or those who are injured to the emergency
assembling points
d) After evacuating the people from the area close the doors and windows ensuring that NO
personals inside by writing on the door
e) Then check with the head count at the emergency assembling point whether the no’s are
Matching
f) If still anybody missing go to the respective area or locations to find out the person and
evacuate

FIRST AID TEAM: -


a) Once the message is received from the STA-ERT chief, they should proceed to the Emergency
Situation location.
b) Check anybody is injured or not.
c) Provide necessary first aid and take the injured or wounded persons from the place to the
safe place immediately.
d) If the injury is major, discuss with STA-ERT chief. Then take them to ambulance and send to
Hospital

FIRE FIGHTING TEAM: -


a) Once the message is received from the STA-ERT chief, they should proceed to the Emergency
location.
b) The Fire fighter should evaluate the situation and type of fire.
c) If the fire is in starting stage take the fire extinguisher and try to put off the fire. Stand on
the opposite direction of air flow and hold the FE hose & apply at the bottom of fire as
trained with appropriate fire extinguishers which are available at the place.
d) If the A class, fire is start to spreading all over the place immediately use the suitable type
of extinguishers as per the chart
e) If the situation is not under control or worst stage discuss with STA-ERT Chief for Seeking
external agency or government body help.
f) After quenching the fire, discuss with ERT chief regarding the disposal of damaged
materials

VEHICLE ACCIDENT:
a) Once you witness vehicle accident immediately inform to the STA-ERT chief. Once BBC- team
arrives decide for further action.
b) The first aid team should take action on victims or wounded or injured persons. If any critical or
cramping of vehicle found, immediately call for the mechanical team for rescue of personal by
dismantling vehicle.
c) See if the fuel spilled around it and do not allow until remove it from that place. Let
Firefighting team arrive immediately after the instruction from the STA- ERT chief as a precautionary
action.
d) If things are not under control, call for external agency for further action.

18. Temporary facilities & Requirements:


● This document provides requirements for the locating, constructing, setting up, and using of
temporary facilities in order to ensure the safety of workers, property, and the environment.

LOCATION OF TEMPORARY FACILITIES REQUIREMENTS

● Ensure that temporary facilities are located appropriately and comply with the STA
requirements.
● All temporary facilities shall be at designated area allotted by STA.

● The locations shall permit emergency vehicles to operate within.

● The facilities shall not block fire-fighting equipment.

● The facilities shall not impede or hinder the access of emergency response vehicles to other
facilities or structures.
● The space between the structure and the road shall be free of natural obstructions that would
prevent or severely restrict access by emergency responders or snow removal equipment
(10-foot minimum).
● Flammable and combustible materials shall be held to a minimum and stored in an approved
flammable storage cabinet.
● Inspection of Temporary facilities with STA representative.

equipment, especially when working outdoors, or within a wet or confined place

● Ensure that all extension boards have proper earthling connection of suitable rating and only
three pin metal clad industrial type sockets are mounted on the board
● For electric hand tools metal clad three pin plug tops are used Never use earth as neutral

● Ensure that workers know how to use the electrical equipment safely

● Make sure enough sockets are available. Check that socket outlets are not overloaded by
using unused adaptors as this can cause fires
● Ensure there are no trailing cables that can cause people to trip or fall

● Switch off and unplug appliances before cleaning or adjusting them

● Ensure everyone looks for electrical wires, cables or equipment near where they are going to
work and check for signs warning of dangers from electricity, or any other hazard. Checks
should be made around the job, and remember that electrical cables may be within walls,
floors and ceilings (especially when drilling into these locations) etc.
● Make sure anyone working with electricity has sufficient skills, knowledge and experience to
do so. Incorrectly wiring a plug can be dangerous and lead to fatal accidents or fires
● Stop using equipment immediately if it appears to be faulty – have it checked by a competent
person
● Ensure any electrical equipment brought to work by employees, or any hired or borrowed, is
suitable for use before using it and remains suitable by being maintained as necessary.

20. ENVIRONMENTAL MANAGEMENT PROGRAM

Environmental Management
In line with the commitments made in its environmental strategy with the BBC shall take all
reasonable initiatives to minimize environmental impacts associated with the Project. Environmental
impacts associated with the activities shall be assessed prior to commencement of any work on site
BBC will follow the STA Environmental procedures and plans that shall be implemented in the project
during execution. The Environmental Management Program describes how the Environmental
Management System will be implemented during project execution stages by

● Identifying environmental reference standards

WASTE MANAGEMENT PROGRAM

Scope of this document is to identify sources and disposal methods for all liquid and solid wastes
produced, classify and estimate wastewater produced, provide the guidelines in order to collect,
storage, handle, transport and dispose all kind of solid wastes produced, minimize the waste water
generated during the project execution. The waste minimization process includes a strategy for
managing wastes based on the hierarchical principles of:
