Welcome to Your Refugee Sponsorship Handbook!
For more than 30 years, AURA (the Anglican United Refugee Alliance) has been
supporting refugee sponsorship in partnership with the Anglican Diocese of Toronto
and the United Church of Canada. We are a Sponsorship Agreement Holder (SAH)
working through the Private Sponsorship of Refugees (PSR) program.

AURA's job is to:


Guide groups through the refugee sponsorship process.
Help prepare sponsorship applications and submit them to Immigration,
Refugees and Citizenship Canada (IRCC).
Support sponsor groups with training, resources and advice.
Ensure sponsored newcomers receive adequate support.

We commend your interest and dedication to welcoming refugees. Sponsorship


requires a serious commitment of resources, time, and energy. While it is important to
be prepared and understand your responsibilities, you must also realize that not every
problem will have a solution - you are embarking on a journey that may surprise and
challenge you.

This handbook is a resource for planning and carrying out your sponsorship as
effectively as possible. You will find information about your responsibilities, overarching
considerations, tips, checklists, and resources AURA has available specifically for you -
a refugee sponsor group member. This handbook is dynamic - it is constantly being
updated based on feedback we receive from sponsors.

A note to non-AURA Sponsor Groups: AURA's mission is to provide expertise and


support to any and all refugee sponsors. We are very happy to share our resources.
However, if AURA did not submit your refugee sponsorship application to IRCC then
our responsibilities and requirements as described in this handbook do not formally
apply to you.

Sponsor Responsibilities
You and your group must work together to:
Welcome the sponsored newcomer(s) upon arrival at the airport.
Locate and utilize interpreters, as needed (see tips on page 23).
Provide sufficient financial/in-kind support to cover the cost of rent, food, utilities, and
reasonable day-to-day expenses for one year.
Develop and follow a budget plan that is in line with the PSR program's financial
guidelines.
Ensure sufficient clothing, furniture and household goods.
Help newcomers open a bank account and manage their own finances.
Provide ongoing orientation to day-to-day life (shopping, transportation, etc.)
Assist with accessing health care and coverage (OHIP, IFHP, doctor, dentist, glasses,
mental health supports etc.)
Help to enroll children in school, adults in ESL classes. Help liaise with schools.
Support access to services (settlement agencies, employment programs, tax benefits,
registrations, recreation etc.)
Ensure they receive the documents they need (COPR, PR Card, SIN, OHIP, Driver's
Licences etc.)
Help identify and prepare for employment.
Provide emotional and settlement support in line with their needs.

Every sponsor group working with AURA must:

Getting the most out

AURA's Responsibilities
AURA works with dozens of Constituent Groups (CGs) or Sponsor
Groups. Our job is to:
Develop, submit and monitor refugee sponsorship applications
Liaise with IRCC on behalf of sponsor groups
Maintain records for each sponsorship (Settlement Plan and Budget)
Ensure sponsors are aware of and fulfill their responsibilities
Provide information, training, and links to helpful resources
Check-in with sponsors periodically post-arrival
Monitor sponsor groups post-arrival to ensure sponsored refugees receive
the support they are entitled to within the structure of the PSR program

explanation (both among sponsors and with newcomers).

Cultural Awareness: Strive to inform yourself about the customs and culture of the newcomer to
understand/be aware of how this might affect your communications and relationship.

Newcomer Expectations:
Refugee newcomers also have expectations that may or may not be realistic. They may come
from family members or friends who were sponsored, the media, the 'rosy image' of Canada
projected to the world, or their own priorities, hopes and dreams. Often times, connecting pre-

COVID-19 Updates
Given the dynamic nature of our new reality, we have not updated the contents of this
handbook in light of the pandemic. The considerations, tasks and responsibilities associated
with sponsorship remain the same - although the path to reach these goals may look different.
In general, when planning to access a program or service, call ahead to confirm the
procedure.

IRCC and PHAC (Public Health Agency of Canada) have material available in different
languages that we suggest you utilize.

Application Processing:
Overall, there have been delays in processing and finalizing refugee sponsorship
applications because of Visa Offices' limited capacity and Canada's border restrictions.
The effects of these delays will likely be felt long after the pandemic "ends".

New Step: Notification of Arrival and Quarantine Plan Request Email:


When IRCC determines a sponsored refugee is ready to travel, sponsors will receive a
"Confirmation of Arrival" e-mail confirming their ability and willingness to welcome the
refugee(s), fulfill their obligations and facilitate a quarantine period.
Travel arrangements will be made after AURA responds to this email and submits your
group's quarantine plan. The Notice of Arrival with itinerary details will follow (timelines
vary).
Ask AURA if you'd like to see an example of this "Confirmation of Arrival" e-mail and
quarantine plan template.

Quarantine and Isolation:


If a quarantine or isolation period is required, sponsors are responsible for making all the
necessary arrangements.
This includes arranging for transportation from the airport to a quarantine/isolation location
and ensuring the newcomer(s) have everything they need.
Even if newcomers are fully vaccinated (with a Canada-approved vaccine) and exempt
from quarantine, a plan must be in place in case they are instructed to quarantine/isolate.

Entry Requirements and Procedures:


All the rules/regulations that apply to any traveler entering Canada also apply to sponsored
refugees - the only exception is that sponsored refugees do not need to be fully vaccinated
to enter to Canada (and in that case must quarantine).
All travelers arriving to Canada must register through the ArriveCan Form. It can be
accessed online, is free, and must be completed within 72 hours of departure.
Sponsors can help by entering the information and sending the travelers the receipt.

Social Insurance Numbers:


The ServiceCanada Kiosk at the airport that usually issues SINs to Permanent Residents
upon arrival may be closed - in which case sponsors must assist with the online or in-
person application.

A Different Kind of Sponsorship:
