FUNDAMENTALS OF
PLANNING
FUNDAMENTALS OF PLANNING
Planning is a forward-looking, goal-oriented
practice. It reduces risk and uncertainty, gives
people a sense of direction, offers rules for
making decisions, and improves organizational
and operational effectiveness. It entails
looking ahead and connecting the happenings
of today with the potential of tomorrow. As
a result, it ought to follow the basic
principles of planning.
1. KNOW YOUR SITUATION
What issues do you have? What resources do you
have to improve your circumstances? What
brought you to this point? Analyze the situation
you are in now. Know your officials. Examine the
population makeup of the area. Examine the past
reports from your forebears. Consult the
populace and your own police officers.
2. KNOW WHAT YOU WANT TO DO
What is your aim or purpose? Plan
out how, where, and when your tasks
will be completed before you begin.
You can better manage your energy
and resources as a result.
3. BREAKDOWN YOUR GOALS INTO
SMALLER TASKS
Take the necessary actions to reach
your goal. The completion of tiny,
linked tasks leads to the
accomplishment of larger goals. Be
aware of the initial step to take.
4. WHAT ARE THE RESOURCES NEEDED?
Decide what needs to be done, what should be done, and who would
be the ideal candidate for the task. Because of the scarcity of
resources, economists will always have a job. Plan to use your
resources as efficiently and effectively as possible. Make a plan
on how to obtain the materials you need. Engage In
"interoperability" with the neighborhood. Work together, coordinate,
and cooperate with the city, municipality, and barangay leaders.
When invited, attend meetings of civic organizations.
5. ANTICIPATE PROBLEMS OR
CHANGING CONDITIONS
Practice creating scenarios. Think about or fantasize
about your strategy. Be prepared to adjust as the
environment changes. Be prepared to face any
opposition to the strategy. Organize believers behind
your initiative to spread enthusiasm among others.
Talk about the situation with your non-uniformed
staff and non-commissioned officers.
6. IMPLEMENT YOUR PLAN
Your plan will always be
subjected to criticism. They must
perform this. Implement your plan
after doing your best to make it.
7. MONITOR THE RESULTS
Evaluate how well your plan is working. Learn
about the challenges and issues that the assigned
resources faced. Talk about how to overcome
obstacles with your group of friends. Conduct
perception studies and get opinions from the
business community, the church, and the media.
8. EVALUATE THE PLAN
The sets of success criteria or indications of success are a
component of the plan. Are you satisfied with the results
thus far? Do you need to make any changes to your plan's
specifics? Avoid making significant changes to your plan.
Only alter when absolutely necessary. Assess the
effects using metrics such as crime decrease,
effectiveness of crime solutions, input from the public, the
media, and implementers.
9. DOCUMENT THE EXPERIENCE
Record everything that occurs. Record key
occurrences in a journal. Describe everything related
to the plan in writing. The knowledge you gain will
help you instruct others on what to do and what not
to do. Include your write-up in the executive briefs
and special reports that you will send to higher
offices.
10. REPORT YOUR EXPERIENCE
Inform your peers and supervisors about your
experience. Let them evaluate your strategy or
your approach. Take note of these. If you have
the opportunity, present your proposal during
command conferences, meetings with local
officials, and even corporate organizations.

1. It entails future-focused thinking. It is
a planned course of action.
2. It is not merely contemplating about
the future but also taking action on it.
3. It is making decisions that entails
locating options, evaluating each one,
and picking the best ones.

suggests becoming a little more structured.
Making a workable commitment entail
organizing already accessible action plans
around it.
5. It is a structured process for generating
and articulating results in the form of a
coordinated set of choices.
CLASSIFICATION OF
POLICE PLANS
A. OPERATIONAL PLANS (OPLAN)
It is defined as coordinated
sequence of methodical activities
and the allocation of resources to
line units in order that it can attain
its mandated objectives or mission.
B. CASE INVESTIGATION PLANS
(CIPLAN)
It serves as a working plan and strategy
in the conduct of investigation to come up
with a detailed planning, preparation,
implementation and monitoring among
concerned offices/units for funding and
for other relevant purposes.
C. CASE OPERATIONAL PLAN (COPLAN)
It has a definite target. It is a specific activity
conducted in relation to an intelligence project under
which it is affected. Several case operations may fall
under one intelligence project - refers to a
preparatory plan on how to carry out a case
operation which is the last resort to pursue
intelligence objectives when normal police operations
fail.
D. COMMUNICATION PLAN (COMPLAN)
It is a detailed plan from beginning to
end on how to deliver any strategic
message to a target audience as a way
to drive a positive business result. This
type of plan is usually crafted by the
Community Affairs Development Unit.
E. IMPLEMENTATION PLAN (IMPLAN)
It provides the guidelines and
procedures to be undertaken by an
operating unit when rendering security
coverage and other related public
safety services during a specific
event/s.
F. INFORMATION OPERATIONS (IO) PLAN
It is a tool and mechanism for the PNP in the
application, integration and synchronization of
Information Related Capabilities (IRCs) to
influence, disrupt, or usurp the decision making
of Target Audiences (TAs) to properly address
issues and to effectively negate. if not
prevent criminal activities and offenses.
G. LOCAL ANTI-CRIMINALITY
ACTION PLAN (LACAP)
The anti-criminality action plan includes
a strategy to address localized goals
and concerns for peace and order as
well as to encourage community
engagement and ownership of security
and safety issues.
H. ANNUAL OPERATIONS PLANS
AND BUDGET (AOPB)
To maintain consistency and resource balance
within and among important activities, this is
created by the Operating Plan and Budget
Committee. In terms of resource management
and budgetary administration, it displays the
fully coordinated effort of management
officials.
I. INTEGRATED AREA/COMMUNITY
PUBLIC SAFETY PLAN(IA/CPSP)
Sec. 51 of RA 6975 mandates the creation of this plan. According to its
provisions, the municipal or city mayor in accordance with E.O. 309, shall work
in conjunction with the local peace and order council of which he serves as
the Chairman. The plan develops and designs an Integrated Area/ Community
Public Safety Plan that includes objectives of action and plans for
implementation by the neighborhood police station. This strategy is the "blue
print" for the protection of people and property in a certain area with an
eye toward improving public welfare and safety, keeping the LGU stable, and
preserving democratic institutions. For all local public safety initiatives,
including counter-insurgency, it establishes a single and coordinated direction.
J. PATROL PLAN
It is a must for all Police
Stations. The Patrol Plan serves
as the blueprint of the crime
prevention strategy of Police
Stations.
K. CAMP DEFENSE PLAN
It gives instructions on how to carry out threat
simulations, such as a staged external attack
that leads to the takeover of the camp, in
which provides the disposition of uniformed men
where they are divided into teams and assigned
to various parts of the camp's interior and
external perimeter for actual defense.
