Cum). Conereting in Dam area is in progress and a total quantity of 90,409 Th. Cum has been placed till date. Conereting in Dam and Spillway upto EI. $50.0m and up to EL 618.0m is scheduled to be completed by Nov'07 and Mar'09 respectively. Stilling Basin: + Excavation in Stilling Basin area has been completed. (Total quantity-373 Th. Cum), Concreting in Stilling Basin area is in progress and out of total quantity of 51.0 Th. Cum, a quantity of 8.314 Th. Cum. concrete has been placed till date. Concreting in Stilling Basin area is scheduled to be completed by Mar 08, Power Intake: + Excavation in Power Intake area has been completed. (Total quantity -399 Th. Cum). Conereting in Power Intake area is in progress and out of total quantity of 67.0 Th. Cum, a quantity of 22.29 Th. Cum of concrete has been placed till date. Concreting in Power Intake area is scheduled to be completed by Sept08. Power House and Right Bank: + Excavation in Power House area is in progress and it has reached up to El.+.530.0 m in Power House pit however in the service bay area excavation is in progress below 570m and expected to be completed by 25.10.2007 Progress of excavation in Power House area suffered due to geological failure on Right Bank in Nov05. A qty. of 78.40 Th. Cum is balance to be excavated in Power House pit, which is scheduled to be completed by Nov'07 Excavation and remedial measures for slope stabilization on right bank are in progress as suggested by CWC and GSI. Excavation and rock bolting in affected area has been completed from El. 750,0 m to EL. 605.0 in. Excavation up to EL.570,0 M has been completed and excavation below 570.0M is in progress Slope stabilization ‘measures in RBM (River Borne Material) area of right bank i.e, placing & fixing of geo-grid / geo-text has been completed from El, 750.0 m to 605.0 m. Slope stabilization work below EL 605.0M is also in progress simultaneously Excavation of Penstocks: + Underground Excavation for 4 Nos, vertical penstocks (30.0 RM each, total length 120.0 RM) has been completed. The underground excavation for horizontal penstocks is in progress. Out of total qty. of 299.0 RM of horizontal penstocks, a ty. of 122.0 RM has been excavated till date and the balance quantity is scheduled to be excavated by Dec-07. Access Tunnel: + + Underground excavation of Access Tunnel, which is only access to the Power House, is in progress. Out of total qty. of 376.0 RM, a qty. of 70.60 RM has been excavated in reduced section till date. Excavation of Access Tunnel is scheduled to be completed by March'08. Rock strata in access tunnel is very poor, excavation is in progress only in heading. Out of total quantity of 995.0 Th. Cum, a quantity of 595.27 Th. Cum. has been excavated tll date, Equipments + Aggregate Crushing & Screening Plant (700 TPH) has been commissioned in Jun-04 and is in operation, + Batching plant (240 Cum/Hs) has started the production of normal concrete since 7th Jul-06 and the production of chilled concrete has also been started in April-07. + One no. Tower Crane has been erected and commissioned in Power Intake area in Dec.-05. + Conerete Placement Machine 'ROTEC’ has been arranged by the Contractor from USA. Erection of ROTEC tower belt crane has been completed. It is in operation since 13.09.2007. Rehabilitation: + Due to construction of Koteshwar Project, 02 villages will come under submergence and 14 villages will be partially affected. There are 77 fully affected families, which have already been rehabilitated. Another 292 families are partially affected. + The Dam and Power House are located at village Pendars and the construction material is being arranged from villages Mulani and Gairogi Sera. + Ail the entitled families of 2 villages under fully submergence, Pendars(61 Nos.) and Mulani Villages (14 Nos.) have been allotted residential and agricultural plots at Rural rehabilitation sites. Also affected families of Gairogi Sera & Sauntiyal village have been paid compensation/allotted residential and agricultural plots. + The villages Pendars and Mulani, have been evacuated completely in April-05 and January-06 respectively. The village Gairogi Sera has also been evacuated and quarrying, of material has started from the village + Land acquisition of other villages is under process and the matter is being pursued regularly with the Director Rehab, and the concerned authorities of State Govt. at different levels for early evacuation of villages Commissioning Schedule: ‘Project is scheduled to be commissioned by June'2010, Expenditure on the Project: * The expenditure incurred by the corporation on Koteshwar Hydro Electric Project till July-07 is Rs Status [October, 2006] + Dam- 97.5m high, 300.5m long concrete gravity: Excavation completed & Conereting taken up in June, 2006. * Power Dam: Excavation in PH area reached upto foundation level (.e. Civil Works: * The work was awarded to PCL Intertech Lenhydro Consortium JV. in Aug-2002 and the scheduled date of completion of the work was May-2006. © Presently the excavation work in different structures is in progress. Out of total qty, of open excavation of 7024 Th.Cum, a qty of 5970.82 Th.cum. has been excavated till date, * The concreting in Power Intake area was started on 24th January, 2006 and is in progress. Till now 3.8 Th. Cum. concrete has been placed. © The concreting in Dam & Spillway area was started on 17th June, 2006 and is in progress. Till now 2.6 Th. Cum. concrete has been placed. B, Electro-Mechanical Works: © The Electro-Mechanical Equipment package( including design, manufacturing and supply of E&M equipments for main generating unit with EOT Crane etc.) have been awarded to BHEL in Feb-03, © Supply of Ist Runner has been received at site in Aug-06, Pre-despatch Inspection of 2nd Runner is scheduled in Septmeber, 2006 © Pre-dispatch Inspection of one no. Generator Transformer has been done at BHEL, Bhopal ‘Earth resistivity test for grounding system has been conducted by BHEL. Earth mat (steel bars) for earth grounding. system have reached at the project site * The Test for soil receptivity of Power House and Switchyard area has been conducted by BHEL © The supplies of equipment by BHEL are being progressively received. © Out of the entire supplies amounting Rs. 266.68 Crs,, till date composite supplies worth Rs. 50,00 Crs, (18.75% of total supply) have been made by BHEL. Hydro-Mechanical Works: © HM Works for Diversion Tunnel: © The work of supply and installation of hydraulic gate for Diversion Tunnel was awarded to TSPL, Kamnataka. The first and second stage embedments have been installed. Supply of diversion tunnel gates is still awaited. River diverted on 29.12.2003, + Order for diversion tunnel gate (HM package) has been awarded to TSPL, other works of HIM package are yet to be awarded. But due to court case hydro mechanical package of Koteshwar project is lagging behind and has become critical + Total excavation 525 th cum,completed 206.20 th cum upto January 2006, + Dam: Total excavation 1250 th cum, excavation completed 1198 th cum, + Power Dam Excavation in PH area reached upto foundation Ievel (.e.EL.5765 m), + Power House: Total excavation is 1070 th cum, excavation completed 995 th cum, TRC: Total excavation 825 th cum, completed 446 th cum upto January 2006, # Necessary access to the project in the form of the all-weather road, accommodation and communication fac construction power for the project is available. ‘+ The diversion tunnel has been constructed and Bhagirathi River diverted in Dec.03, + The construction of U/s coffer dam has been completed and D/S is in advance stage of completion, ‘The open excavation for dam, spillways and surface power house is in progress. Out of total open excavation of 49.86 Lac. cum,,a quantity of 40 Lac. Cum. has been executed for dam, spillways and power intakes. * The earth resistivity test for grounding system has been conducted and steel bars (earth mal) for grounding system have reached the project site. Expenditure details: An expenditure of Rs 254.42 crores has been incurred up to January 2005. The approved outlay for Tenth Plan is Rs 1120.22 crores, Background ‘The Koteshwar H.E. Project is an integral part of the 2400 MW Tehri Hydro Power Complex. Koteshwar Project comprises a 97.5 m. high concrete Dam and Surfaco Power House, housing 4 units of 100 MW each and is located around 22 Km, downstream of Tehri Dam. Koteshwar Project is a run-off-river scheme with minimum diurnal storage. The Koteshwar Project will regulate water releases from Tehri Reservoir for irrigation purposes. ‘The Govt. of India has approved the execution of Koteshwar H.E Project (4X100 MW), in April!2000, at a cost of Rs. 1301.56 er, including IDC of Rs. 190.04 cr. at Oct.99 price level (with debt equity ratio of 3:1) and the project to be completed within a period of five years, Benefits: ‘wi italine.comi(mpi454om2y24Sbq5db2aw))/powerimagesiKoteshwarHEP aspx 520 1125128, 10:58AM Kotashwar HEP The main benefits from the Project when completed would be * Peaking Power 400 MW + Annual Energy generation 1234 MU (90% dependable year) + Re-egulation of water releases from Tehri Reservoir fr Irrigation purposes + Koteshwar Reservoir will function asthe pre-requisite lower reservoir for Tehri PSP. Clearances: Environment clearance was accorded to entire Tehsi complex, including Koteshwar in July'90. Approval for Diversion of 338.982 Ha. of Civil Soyam land was conveyed by MOEP in Oct,2002. Certain essental/comustted works of Koteshwar Project were approved while conveying the sanction for Tesi Stages Approved Cost: CCEA has approved the execution of Koteshwar H.E Project (4X100 MW), at a cost of Rs.1301.56 Cr. including IDC of Rs.190,04 Cr. at Oct. 99 price level. Sharing Cost: Koteshwar HEP is being funded with Debt Equity Ratio of 75:25. The Equity portion is being borne by GOI & GOUP in the ratio of 3:1 Break up of Cost ct99 PL (incl. The matter is being pursued regularly with the Director Rehab, and the concerned authorities of State Govt. at different levels for early evacuation of village. Expenditure on the Project: ‘The expenditure incurred by the corporation on Koteshwar Hydro Electric Project ill Aug-06 is Rs 393.69 Crores, Reasons of Delay: + Uncerperformance of Contractor * Frequent breakdown of excavation equipment and inadequate arrangement for timely repair by contractor (civil works contractor) © Agitation/Dharans by local people for different demands, time to time. Intermittent stoppage/ slow-down of work due to rains, ‘* Non-vacation of villages Pendars & Mulani timely, requited for construction of project. The village Garogisera still not evacuated, required for quarry area. Remedial Measures: * Concrete placement methodology has been changed from Tower Cranes to ROTEC Concrete Placement equipment, which shall place the conerete at a faster rate. * All possible support is being provided to the contractors by the project developer.
