Energy Performance of Buildings Directive

▪ Since buildings are one of the main sources of CO2


emissions, they became the focus of the European climate
policy at the beginning of the new millennium.
▪ The EU and their national governments have become an
important driving force for greater sustainability in the real
estate sector.
▪ According to the Kyoto Protocol signed by all EU countries,
the European Energy Performance of Buildings Directive
(EPBD 2002), which came into effect in 2002, became the
starting point for all the measures that have been taken to
reduce the energy consumption of buildings at a European
and national level.

▪ Main elements of the EPBD:


▪ - Standard method for calculating the total energy efficiency
of buildings.
▪ - Minimum requirement for the total energy efficiency of
new buildings, and existing buildings undergoing major
renovation work.
▪ - Preparing energy certificates for new and existing
buildings; the certificates must not be more than five years
old.
▪ - Regular inspections of boilers and central air conditioning
systems in buildings and the checking of heating systems
whose boilers are more than 15 years old.

▪ Effects of building automation on building efficiency


EN15232
▪ EN15232, released in 2007, offers a method for estimating
energy efficiency in new and existing buildings, and can
be used to evaluate the profitability of investments in
renovating building automation systems.

▪ EN15232 describes two ways to estimate energy efficiency:


▪ – a factor-based calculation, explained in detail here, and
▪ – a detailed calculation method, for which a detailed
knowledge of the planned automation capabilities is

▪ Second version of European norm EN15232:2012


provides a good example for a factor-based approach to
studying the impact of BACS and TBM improvements on
the energy consumption of a building.
▪ BACS: “Building Automation Control System” (provides effective control of heating,
ventilation, hot water and lighting)
▪ TBM: “Technical Building Management” (provides information on the operation,
maintenance and management of buildings)

▪ EN15232 is one of the specific standards under the


EPBD.
▪ EN15232 specifically treats the effect of building
automation and building management for thermal and
electrical installations.

▪ When applying EN 15232 to renovation projects with


known energy consumption, the savings from the
proposed investment can be evaluated with ease:
▪ If an owner upgrades an office building from efficiency
class C to efficiency class A, the norm shows the
reduction in energy consumption for heating to 30%
(factor 0.7), and the reduction in electrical energy
consumption to 13% (factor 0.87).
▪ For heating costs of € 10.000 per season the savings are
therefore of approximately € 3.000/year, and for electrical
power costs of € 25.000 the savings are of approximately
€ 3.250/year.

▪ What it does actually mean to upgrade the BACS?

▪ Room automation (heating/cooling):


▪ Replacing thermostatic valves with communicating
individual room controls that transmit the energy demand
to the energy generator (boiler, chiller), e.g., CentraLine
Serval or Merlin room controllers in connection with
CentraLine Eagle, Eagle-Hawk or Hawk plant controllers.

▪ Plant automation (generation and distribution of


heating and cooling energy):
▪ The energy requirements of the consumers (heating
circuits) must be transmitted to the generators (boilers,
chillers). Implementation of optimized start/stop functions,
use of pumps with variable speed, and control of the
energy generation sequence following the level of
efficiency.

▪ Summary
▪ The application of EN 15232 allows estimation of the
energy efficiency obtainable through the BACS and TBM.

▪ For offices – the reduction in thermal energy consumption


provides savings of up to 30%. In other situations, where
air conditioning plays a greater role (e.g., lecture rooms or
supermarkets), the savings can reach even higher levels
(up to 50%), given that the air quality control can be
precisely determined for optimum load conditions.
