The State President called to order the 79th meeting of the Annual General Body.

The 79th meetings of the Annual General Body of Indian Medical Association Tamilnadu State Branch
commenced with Thamizh Thai Vazhthu.

IMA Prayer recited by Dr. Rajesh Babu, President IMA Coimbatore branch, Physician’s Prayer by Dr. S.
Karthick Prabhu, Asst. Secretary-IMA TNSB and Flag Salutation recited by Dr. R. Palaniswamy, State
President Elect IMA TNSB.

Dr. A.K. Ravikumar, Hony. State Secretary : He welcomed all the leaders and members on and off the
daisand requested them to sign in the register without fail.

AGENDA 05 : HOMAGE TO THE DEPARTED COLLEAGUES.

Members of IMA TNSB stood for two minutes and paid homage to the departed colleagues since the last
General body meeting.

AGENDA 06 : STATE PRESIDENT ADDRESS BY DR. P. RAMAKRISHNAN:

Wishing the leaders on and off the dais and the members, he thanked all the office bearers and the
members for their cooperation and support for last one year. He thanked Dr. A.K. Ravikumar, Hony. State
Secretary and Dr. N.R.T.R. Thiagarajan, Hony. State Finance Secretary for their support. He encouraged all
the wings and the schemes and the Standing Committees to work for the betterment of the Doctors and the
society. He had congratulated the office bearers who are elected for the year 2022. He also sought the
support of the members for the new team, so as to accomplish the goal of IMA TNSB.

Election : The IMA Election conducted for the year 2022 &2023 was unanimously approved by the Annual
General body, as proposed by Dr. S.S. Sukumar and seconded by Dr. R. Anburajan.

AGENDA 07 : HONY. STATE SECRETARY REPORT BY Dr. A.K. RAVIKUMAR :
Greeting the leaders on and off the dais, he also thanked all the seniors, all the office bearers and the
Branch President and Secretaries for their support for last two years. He requested all to support the new
team and go ahead with the projects planned. He emphasised all the branch President and Secretaries to
enrol more members which is the strength of any organisation.

Resolutions passed in 78th AGM held at Hotel Quality Inn Viha, Kumbakonam, hosted by IMA
Branch Kumbakonam on 18-08-2021, 01.00 PM./Action Taken Report.

investigating officer, who after proper investigation, is to file a charge sheet copy
sheet with accussed list in the court before 1st Sep 2021. Those name
appear in the charge sheet is not elegible to contest the State election.
2 As Dr. T. Senthamil Pari had accepted to withdraw the case against Dr. T. Senthamilpari
IMA TNSB on Election dispute State President Dr. P. Ramakrishnan withdrawn the case. He
instructed Dr. T. Senthamilpari to apply for advane hearing before 29- also paid a sum of Rs.
8-2021, as the scrutiny of nomination for the elections are to be held in 1,39,110/- for the
Sept 2021, also this case having a hearing on 03-9-2021. Dr. T. expenditure involved in
Senthamil Pari agreed to give the copy of the withdrawl from the case. the court case he filed
agsainst IMA TNSB.
3 IMA Coimbatore can organise Annual Conference in Dec 11th and Annual Conference is
12th, 2021. conducted in Dec 11th
and 12th, 2021.
4 78th AGM resolved to pass the resolutions passed in 77th AGM held in Noted
Tex Valley Erode on 21-03-2021 unanimously, proposed by Dr.
R.V.S. Surendran and seconded by Dr. Swaminathan.

5 78th AGM resolved to pass the resolutions passed in 308th and 309th Noted
SCM held in Tex Valley Erode on 21-3-2021 and Heritage Madurai on
18-7-2021 respectively
6 The audited statement of Accounts of IMA TNSB M/S Subashini Noted
associates for the period from 1-4-2020 to 31-3-2021 has been
resolved to pass and approve to adopt unanimously by 78th Annual
General body Meeting held on 18-08-2021, as proposed by Dr. K.
Prakasam and seconded by Dr. N. Mohandas.
7 It is passed that any Govt. Doctor of any recognised association can Noted
contest for the post of IMA TNSB Govt. Doctors Wing.

Thanking all the leaders and the members for supported him as the Finance Secretary for last two
years, he requested all to help him in the years to come as well. The Fixed Deposits spread in many
branches were amalgamated and kept in a bank. There are few accounts maintained without any transaction,
would be amalgamated soon with an approval of the FSC / State Council.

present he said,FSC meetings were conducted regularly and the accounts were scrutinised properly. State
Office accounts and Scheme accoutns are maintained properly. He thanked the members for the cooperation.
Dr. R. Palaniswamy, State President Elect announced that Dr. V.N. Alagavenkatesan has been
nominated as the State Finance Secretary for the year 2022 and 2023. Dr. N.R.T.R. Thiagarajan and Dr.

Dr. K. Selvam, IMA Kodambakkam : We are going away from the Constitution by not nominating the
Finance Secretary from the local branch.

Dr. R. Palaniswamy, State President Elect : As there is no suitable candidate available in the local
branch, Dr. V.N. Alagavenkatesan has been taken from the neighbouring branch of Madurai.

Dr. S. Kanagasabhapathy, Past State President : We are diverting from the constitution. For example,
the Treasurer of FSS and the FSS Secretary was in different places, where the Treasurer could not visit the
FSS office often and verify the accounts, lead to misappropriation of fund. Hence, it is important that the
Finance Secretary is from the local branch, or else, he must visit the State office thrice in a week.

Dr. K. Prakasam, Past State President : The process of nominating State Finance Secretary was violated
last time, it should be as per the constitution.

Dr. L. Chittibabu, Past FSS Secretary : He must be accessible to the office.

Dr. T. SenthamilPari, State President Elect 2022: As the State Secretary Elect has not got any suitable
candidate from his own branch for the post of State Finance Secretary, he chose Dr. V.N. Alagavenkatesan
from Madurai branch.

Dr. C.N. Raja, Past State President : The role of Finance Secretary is important in the day to day
accounting. There are many candidates from Mullai Periyar branch, it is best if he is selecting someone from
the local branch, it is good for the organisation.

Dr. Capt. G. Raghavelu, Past State President : Finance Secretary is the ultimate authority and have lot of
responsibilities. We should not deviate from the constitution. Once it happened last time, why not this time?

Dr. C.N. Raja, Past State President : State Secretary Elect can nominate anybody from the Cumbum
Valley.

Dr. S. Kanagasabhapathy, Past State President : The proposed Finance Secretary must visit State Office
3 days in a week and sign, or else to be chosen from the local branch.

Dr. N.R.T.R. Thiagarajan, Hony. State Secretary Elect : Constitution allows the State Finance Secretary
from the local branch or from the neighbouring branch. As he is in Madurai, he can come to office thrice in
a week, it is my responsibility.

Dr. R. Palaniswamy, State President Elect : Dr. V.N. Alagavenkatesan is nominated as the State Finance
Secretary, as most of the members are in favour of him.

Question i : The issue of Chennai Corporation not reverting back the raised property tax remains
unsolved in spite of IMA meeting senior officials. The Corporation tax-collection wing is putting a lot of
pressure on us. When will it be possible for the State leaders to meet the Minister to sort out the issue and
help us?
It is replied, Dr. K. Selvam can join the other office bearers when they planned to meet the Minister.

Question ii : The concept of "Run-off cover" in Professional Indemnity Insurance Policy has been accepted
by ICICI Lombard Company for Indian Orthopaedic Association members. Will it be possible for IMA to
take it up with IRDAI to insist on other companies also to provide this service for the benefit of all the
doctors who want to avail this?
It is replied, Dr. A.K. Ravikumar will escalate to IRDA as Health Forum member.

Question iii : Is immediate past State Secretary a member of the Executive committee of IMA TNSB? If
not, can he/she be made as a member at least for one year after relinquishing office?
It is replied, the matter will be forwarded to the Constitution amendment committee to decide.

Question iv : Our Association elections are not a fight among candidates. Being a Professional body, can
we avoid using the terms "WON" / "LOST" in the OFFICIAL announcements of the results? Can it be just
mentioned as "Dr.XXX has been elected for the particular post"? Is it really necessary to announce the
number of votes each candidate has got? The candidates and their representatives can have access to all the
details.
It is replied, the matter will be forwarded to the Constitution amendment committee to decide.

or election, it is important that they should have the coordination. Finance Secretary must be perfect in
accounts whether he is from the local branch or through election.

Dr. M.S. Ashraf, Past State President : State Finance Secretary had been nominated so far, Why to go for
election? So long they work in coordination with each other, w can go ahead with the nomination.

Dr. L.P. Thangavelu, Past State President : Madurai to Theni is not far away, there is no need of election.

Dr. Mariappan, IMA Coimbatore : The post of State Finance Secreatry can be a elelcted post.

Dr. P. Ramakrishnan, State President : It is not possible to have election forthe post of Finance Secretary.
It is the coordiantion of the both Secretary and Finanace Secretary.

Dr. Boopathy John, Secretary IMA Kodambakkam : Depends upon the situation, they should cooperate

Dr. K.M.Abul Hasan, State President Elect 2023 : There is a positive and negative in both mode of
selecting State Finance Secretary. A suitable Finance Secreatry is required to work along with the State
Secretary. In future, the State Secretary candidate can announce the Finance Secretary and campaign during
election. It should be the interest of the State Secretary.

Dr. P. Ramakrishnan, State President : Regarding the election for the post of Finance Secretary, it can be
discussed in next GB

c. New IMA TNSB logo model is inagurated by the State President Dr. P. Ramakrishnan, which will be
used in all the official function / official purposes.

d. Release of FSS Newsletter : Dr. B. Venkatesan, Chairman-FSS : The hard copy of theTIMA
Newsletter is not sent to everybody. As per the decision of the Management Committee of FSS and the
desire of Dr. K. Thangamuthu, we are releasing a Newsletter which would be released every three months.

e. Dr. K. Prakasam : Award Committee is not constituted for last 2 years. In future, there should be an
award selection Committee.

holds the dues.
State Secretary replied, a member who got elected has promised to pay the dues. State President asked

the elected members who have dues to TNSB to pay before 31.12.2021, if not will be disqualifed.

311th STATE COUNCIL MEETING

12.12.2022 – 10.00 am

1. It was resolved to pass the minutes of the 310th State Council Meeting held on 10th Oct 2021at
Thanjavur by the members unanimously, as proposed by Dr. K. Prakasam and seconded by Dr. S.
Karthick Prabhu.

2. It was resolved to pass the request of IMA Karaikudi Kauvery to change their branch name as IMA
Karaikudi K.M.C. is accepted by the members of the State Council unanimously. The request will be
forwarded to IMA HQs. for necessary change.

3. The Wings having huge amount, where the finances are not managed by the State Office can have
their own PAN Card on an approval of State Office / General body, till the time no separate PAN
card can be allowed.

4. 25% of the JDN amount paid to IMA TNSB can be utilised for the activities of MSN.

5. It is resolved to approve and pass the statements of accounts of IMA TNSB for the months of July
2021 to September 2021 unanimously by the members, as proposed by Dr. K. Vijayakumar and
seconded by Dr. K. Selvam.

6. Dr. Capt. G. Raghavelu has been elected as the Chairman of Past Presidents Council for the period of
two years, as proposed by Dr. R. Gunasekaran and seconded by Dr. M. Balasubramanian.

7. Past Presidents are the advisors of all the wings and the schemes. The facilities available to the
management committee members is applicable to all the past Presidents.

8. No IMA member should go to the court or to media, and not to damage the name of IMA.

1. It was resolved to pass the minutes of the 311th State Council Meeting held on 12th Dec 2021 at PSG
Coimbatore by the members unanimously, as proposed by Dr. T. Sadagopan and seconded by Dr. B.
Venkatessan..

2. It was resolved to pass the request of “IMA Chennai Metro Branch” to change their branch name to
“IMA Chennai Metro Venkateswara branch” is accepted by the members of the State Council
unanimously.

3. It is resolved to approve and pass the statements of accounts of IMA TNSB for the months of October
2021 to December 2021 unanimously by the members, as proposed by Dr. K. Thangamuthu and
seconded by Dr. C. Thangamuthu..

4. Most of the members are in favour of purchasing a property at Chennai only, hence decided to have a
property at Chennai. Members are also in a view to buy vacant land in Chennai where we can have
our own building in future.

5. The room No. 107 and 108 in the JVL Plaza will be for the State President and State Secretary only.

6. One year Diploma courses conducted by IMA TNSB Paramedical Wings is to be converted to 2
Years. Lateral entry to the students completed two years DHA to second year AHA is approved.
Introduction of two new certificate courses, ie. 1. CSSD and Infection control technology. 2. Basic
computer with ward and MRD records maintenance is also approved the state council.

1. It is resolved to pass and approve the minutes of the 312th SCM held at Kallakurichi on 20-03-2022,
as proposed by Dr. S. Karthick Prabhu and seconded by Dr. Gowri Sankar.

2. The new branch of “IMA Chennai Tharamani VHS Branch” is approved by the State Council
Meeting, as proposed by Dr. V. Saravanan and seconded by Dr. Vaibhav Suresh.

3. The State Secretary who is taking over the office is authorised to take Rs. 2.00 L for the routine
office work till the bank transfers are completed. A sum of Rs. 50,000/- may be sanctioned to form
the new office.

4. The procedure of handing over and taking over of offices in respect of State Office, Wings, Schemes,
Guest Houses etc. must be brought in to the SOP.

5. It is resolved to approve and pass the statements of accounts of IMA TNSB for the months from Jan
to March 2022 unanimously by the members, as proposed by Dr. V. Rajesh Babu and seconded by
Dr. R. Kannan.

6. Purchase of Property in Chennai already approved in 312th State Council Meeting, the Purchase of
Property in Chennai on Chennai Bangalore Highway near Poonamallee is approved by State Council
Meeting, can be registered after seeking proper legal opinion from lawyers.

7. Property purchase Payments are to be made through cheque/DD only, brokerage may be 1 % on
official payment.

8. The approved financial management to buy the land is as shown below :

As PPLSSS Management Committee has given approval to grant amount to purchase
property, Rs. 12 Crores out of 18 Crores will be received from PPLSSS, the reserve will be Rs. 6
Crores. Rs. 5 crores out of Rs. 6 Crores from IMA TNSB, Rs. 1 Crore will be reserve. Rs. 2 Crore
from Rs. 3 Crores from NHB, Rs. 1 Crore will be reserve.

9. It is decided and assured to the members that the State Office will take care of any eventualities that
may come to PPLSSS or NHB for the shortage of funds.
