Purpose

The procedure identifies all quality control keys for the control cable pulling and termination, and
the required inspection for all I&C systems in the Project. To ensure the construction quality as per
the contract specification and code requirement.

1 Scope

This procedure describes the control cable pulling and termination work and accessories(like as cable
gland etc.) installation to be used for all I&C system in the Project.

2 Relevant Definitions

Project Manager- shall be responsible of timely execution of the project, coordinating the works with
the Site Managers/Engineer In-charge and is advising on technical and contractual matters. He shall
be responsible for the overall implementation of the company safety & Quality plan and ensure
efficient execution of works in accordance with Project specifications.

QA/QC Manager- shall oversee all activities, to ensure all activities are executed as per QA/QC Plan
and Project specifications.

Construction Manager- shall be responsible for compliance/implementation of the HSE


requirements, monitoring and implementation of scope of work as related to construction and
accordance with approved project schedule.

Site Engineer- shall be responsible for the compliance/ implementation of the HSE requirements and
controlling the site activities. He shall play an effective role in the implementation of the Safety
Program as he has direct contact with the workers. He shall plan the site work without jeopardize the
safety of people.

Site Supervisor- shall organize the daily works, assign the required manpower and report on the
equipment status to his line manager. Further he shall be responsible to comply /implement of the
HSE requirements on site. He shall do on spot-check on all delivered materials, monitor the proper
use of plant and equipment. He shall record the progress in the Daily Production Reports.

Subcontractor Construction Manager-Attendance of pre-construction meeting and execution of


sample work when required Analyze all construction activities including manpower and equipment,
Resources requirements, ensure adherence to the statutory requirements for both implementation of
work schedule. Responsible for the implementation of the scope of work and ensure that the work
will be executed in accordance with the approved IFC drawing and project specification.

HSE Manger/Officer -shall be responsible to monitor the HSE compliance with the site HSE
requirements, local regulations and organization HSE Policy. He/she shall monitor the compliance
with PPEs. He/she shall advise the construction team on safety compliance. He/she shall monitor that
work being performed as per agreed methodology and PTW requirements.

5 Operation Condition

All the drawings have been approved and the equipment materials have arrived.All required tools
and equipment will be provided for the erection activities as per the site condition and requirements.
Inspection tools and machine shall be calibrated and qualified. Valid PTW shall be available.
 General requirements:

General requirements shall include preparation of site inspections and all related documentation
readiness. All tests shall be performed according to the approved ITPs. Equipment and Machines
used shall be all tested and certified by third party. Client representative shall be requested to
attend for all witness points.

 Material Handling and storage:

Material shall be received stored and arranged as per project procedure manuals. While
receiving from warehouse or store shall be confirmed the material Receiving inspections are
completed.

 General requirement and installation procedure


The cables shall generally be installed as follows:
 Arrange proper cable drum stand for cable drum placement.
 Verify whether the cable drum is tested and accepted by client.
 Place the cable drum on cable drum stand carefully.
 Place rolling wheels throughout the route for large cables.
 Arrange manpower at equal distance to monitor and pull the cables.
 Do not bend the cable either temporarily during installation or permanently to a radius less than
the Manufacturer's recommended minimum bending radius.
 Low voltage instrument cables shall each be installed in their own separate totally enclosed
galvanized steel raceway throughout the plant except in corrosive environments where PVC
conduit shall be used above grade.
 Fire protection and data highway cables shall each be installed in their own separate totally
enclosed galvanized steel raceway in exposed locations throughout the plant except in corrosive
environments where PVC conduit shall be used above grade.
 Utilize standard cable routing/management system follow as designed route strings to ensure
the proper fill requirements and circuit lengths are maintained.

 The cable reels shall be kept in a secure storage area outside the work area until the cable is to
be installed. Empty reels shall be returned promptly to the storage area.
 For non-metallic sheathed cable from cable tray to equipment, the cable shall be supported if
over 0.5 m in length.
 Cable splices in general shall not be used. Where a splice cannot be avoided, it shall be brought
to the Company's notice. The method of splicing shall be approved by the Company.
 Use approved clamps to support for cables exiting the tray where trays are subject to significant
vibration.
 For non-metallic sheathed cable from a tray to equipment, the cable shall be supported if over
(1.8 m) in length.
 Instrumentation and communications cables pulling at any significant change in direction the
cable will be looped out and refeed with a loop kept there until the final dressing

6.1.3 Installation Requirements for Cables in Trays

 In pulling, laying and training cable and wire, shall minimize damage, maintain neat and
orderly groups, and provide maximum ventilation to minimize heat problems.
 Install cables neatly avoiding crosses as much as practical.
 Use guide rollers at each change in tray direction.
 Use a protector at the raceway entrance to protect the cable jacket.
 Guide Roller Radius: At least 50 percent greater than the Manufacturer's recommended bending
radius of the cable.
 Support cables clear of the tray lip where they exit the tray.
 Anchor cables in place at (1.8 m) maximum intervals vertically, and at each bend within (300
mm) of the change in direction at both sides of the bend with T & B Ty-Rap fasteners
 Install a bushing on the tray end of the conduit and anchor the conduit to the tray.
 Arrange open wiring in a neat orderly manner.
 Use T & B Ty-Rap fasteners to couple together single conductors belonging
To the same cable.
 Space and individually support groups of cables.
 Provide slack in all junction boxes, pull boxes, and other places so that the cables are not
drawn tight against conduit and bushings or short radius corners and the insulation eventually
damaged by being squeezed between conductor and other objects.

6.1.4 Cable Preparation

 Inspection and Preparation. Cable appearance intact, insulation competent.


 Complete installation of raceways and supports before installing cables.

 Clean and check conduits for obstructions or dirt by pulling a mandrel or Company approved
object through the conduit. Clear obstructions with a cutting mandrel or Company-approved
means. Clean and inspect any other raceway such as cable tray or wire way prior to cable
installation.
 Handle cables carefully when unreeling to avoid damage due to kinking or otherwise bending
to radius less than the Manufacturer’s recommended bending radius.
 Do not lay cables on rough ground; drag them over sharp objects or drive over them with any
equipment or vehicle.

6.1.5 Arrange Proper location for cable drums

 The set-up area for the cable drum is clean from foreign matter, which may cause damage to
the cable jacket
 Set cable reels as close as practical to the raceway entrance, and train the cable as directly as
possible to the entrance with minimal bending.
 The cable laydown area should be isolated with warning tape; scaffolding should be set up if
the cable pulling work near the road.
 Cable drum reel centre line should be parallel with ground, never perpendicular to the ground
to avoid the twisting together.
 A cable drum shall be place on a cable stand with smooth grease provided at the pipe holding
the cable drum for soft pulling process, there will be one person holding the cable drum to let
roll the cable drum and not by means of cable pulling.

6.1.6 Cleaning Cable Routing

 Clean the channel cable tray by proper way and remove any objects can get damage
on the cable sheath. Cable duct holes should be covered by proper way, and if
necessary, compressed air may be used for blowing.
 Clean the sharp and dust of conduit/duct bank by proper way.
 Use protection cover at the raceway entrance to protect the cable jacket.
 Cable installation shall be performed so that no undue stress is placed upon the
insulation and coverings when they are drawn through conduits or otherwise handled.

6.1.7 Cable Pulling

 As per cable routing drawing to judge the optimized way, in the duct bank ,raise-up,
and bending corner arrange proper quantity worker to control the critical points .Seal

the cable ends for installations where moisture could enter the cable during
pulling .Use cable lubricant as recommended by the cable Manufacturer if necessary.
 According to different cable location, the requirements should be taken care for
expediting the work:
 Use cable lubricant as recommended by the cable Manufacturer. If low smoke zero
halogen cable is specified, Polywater LZ lubricant or equal shall be used.
 For installations of multiple cables in a conduit pull all cables simultaneously.
 Install proper PVC protecting bush in the elbow or tee of the conduit to avoid damage
during cable pulling.
 Above Ground Cable Installation
 The QC Inspector accompanied with the client’s representative shall inspect the cable trays
before cable pulling, including all tools, rollers, cable stand, cable grease, cable puller,
scaffoldings, access ladder and cable schedule with pull card.
 The safety officer will inspect the scaffolding for acceptance with the green tag attached, he
shall make sure that all workers pulling the cable are safe with proper and additional PPE worn
at all times.
 The cable roller are place proper distance apart each other and a turn roller shall be place to
every turn of cables in both left or right turn. The roller shall be freely rotated to avoid stress on
cables.
 The Manufacturer’s cable installation guidelines shall be followed during the installation of
cable if available.
 Specified on manufacturer’s cable installation guidelines and manual.
Note: cable winches shall not be used for instrumentation, communication, fibre optic
or any small cables.
 The cable shall be pulled from the drum as per the direction arrows on the drum. (The leading
end of cable coming from the top of the drum) Refer to Figure 1.
 Before the cable pulling start, the cable pulling supervisor shall check the cable cutting list
accordingly and the assign cable drum, he shall mark both ends cable with its tag number
according to cable Schedule by white marker and cover with transparent tape to let the mark
not be erase.
 He shall write the starting meter of cable before pulling and the ending meter of cable after
cable pulling to the cable pull card. He shall sign the pull card and submit to Instrumentation
and Communication Engineer for verification before cutting the cable. He shall provide
maximum of three (3) meter extra at both end before cutting for cable looping.

 After cutting the cable, each end shall be protected properly by Instrumentation and
Communication tape and rubber tape to prevent moisture at the cable.
 After Cable Pulled in one layer, the cable shall be permanently tag (Refer to Figure 2)
 A proper greasing at the rope, swivel and cable to let the cable run smoothly at the roller, pipe
sleeve and stub-up without damaging the outer jacket or excess tension on cable.
 After Cable pulling the extra cable at the drum shall be return to store for safe keeping, it shall
be stored properly by Material Control Engineer. The Instrumentation and Communication
Engineer shall mark the cable drum by specifying the remaining length of the cable on the
cable drum. He shall take record on the remaining cable on the drum with the cable drum tag
no.
 The Cable Pulling supervisor shall ensure properly segregation and dressing on cable in a cable
trays/ladder, he shall minimized or avoid the overlapping of each cable in a cable trays by
pulling the first cable that has a first turn. A PVC Cable tie shall be tied at every alternate rung
with a proper cable dressing manner in both vertical and horizontal

 Below Ground Cable Installation (Cable Trenches, Duck Bank, Stub-Up, Man-hole &
Hand-Hole)
 Cable pulled at the Cable Duct, Stub up or Pipe Sleeve shall take proper precautions. Prior to
cable pulling into ducts, the duct must be cleaned to prevent injury to the cable at the duct
opening or in passing over other cables. (Extreme care must be taken where you have sharp
edges).

 A means of communication between the drum side and the winch side shall be provided, i.e.
flags, portable telephone, whistles etc. It is very important that the cable is not bent to a radius
below manufacturer’s recommendation or is subjected to abnormal tension.
 After the cable is laid in the trench, the cable ends shall be temporarily supported so that they
will not be on the ground.
 Additional installation requirements for cables in manholes:
 Use cable racks to support cables passing through manholes with a minimum of interlacing.
 Provide a minimum of 300 mm cable slack for each cable in each manhole through which the
cable passes.
 Permanently and effectively separate medium voltage conductors from the conductors of other
systems and securely fasten to racks.
 Suitable insulating supports or cradles to be provided where necessary to ensure adequate cable
support, in particular for the single conductor power cables.
 Low level instrument, fire protection and data highway cables shall each be installed in its own
separate totally enclosed galvanized steel raceway through the manhole.

6.1.8 Cable Marking

 Fabricate cable identification tags from either strong non-conducting material, approximately
one inch in size, with a hole for attaching it with a cable tie to the cable on both ends of the tag,
or with a slip-on type cable tag.

 Utilize temporary cable mark with adhesive sticker for primary cable laying as per cable
schedule.
 Permanent Cable Tag shall be installed at each end of the cable before cable termination and
gland. A PVC Cable Tag with Tag Carrier to be tied with PVC cable Tie. For a cable to be

directly buried to ground or on the trenches, Stainless Steel Cable Tag Emboss type with A
PVC Coated tie wire at the edge of the cables.
 The Cable tag shall be placing every end of the cable before entering to the panel, Junction,
Box, entering and leaving to the wall or duct bank.

6.1.7 Cable dressing

All the cable pulled should be kept neat and smooth in right location. Cable tie pig tails
should be cut, and clean up.

Make sure that there is no cable cross and twisted together and proper bending force.

During cable dressing ,the cable out sheath should be cleaned by clothes ,and if any cable
out sheath is broken after pulling, WP shall be informed in time ,and evaluate the damage
condition for final solution.

6.1.8 Cable continuity

Proceed cable continuity test after cable laying to make sure he cable without damage
during cable pulling, and relative report will be initialled for record .Once any resistance
have large variation ,the cable should be recheck ,once confirming the cable is not health
for using ,new cable should be replaced .

6.1.9 Covering Cable Trays & Conduits Sealing

Once the cable pulling is done, after cable inspection by WP, and cable pulling RFI report
return to construction team, and the punch items have been closed due to construction
issues, the cable tray should be covered and the conduit should be sealed properly. And
the cable tray grounding jumpers shall be installed as per specification. And the stub-up
conduit, cross the wall or enclosure panel shall be sealed properly with approved
materials.

6.1.10 Cable core check -Cable continuity test

After cable sheath is removed for termination, Field testing shall include continuity and
insulation testing of all shields and conductors should be executed to confirm the cable is

health without hurt the cable core insulation. Between conductor and conductor, and
conductor and ground for all cables. Relative report should be submitted to WP.

OTDR test for fibre, report shall be submitted to WP, and the relative certification shall
be attached .The maximum allowable attenuation for any termination shall be in proper
band.

6.2 Control Cable Laying


1) Control cable laying in trench / tray shall be executed in accordance with the IFC
drawing.
2) Adequate safety precaution shall be observed at all excavations by providing safety
3) barriers, warning notices etc.
4) Sufficient space shall be provided between Cable racks / Trays / Ladders / Structures /
Walls & Columns etc. in accordance with the IFC drawing.
5) Cable bending radius shall be verified as per manufacturer’s recommendation.
6) Prior to start of cable laying in trays, tray size / adequate supports shall be verified in
accordance with the IFC drawing.
7) Cable tray / rack route shall be cleaned and ensured free from any sharp edges.
8) Adequate precaution shall be taken to prevent any risk of chafing of cables insulation.
9) Adequate cable ties / clamps shall be provided in accordance with the Standard /
Technical specification.
10) Cables shall be numbered / identified at both ends and at regular intervals as per IFC
drawing / Specification.
11) Post installation, the underground / above ground cables shall be dressed properly with
Trenches / Trays / Ladders etc. to avoid crossing of cables.

6.3 Control Cable Termination


1) Continuity and resistance value shall be checked, prior to cable termination.
2) Prior to glanding of cables, gland size / type shall be conformed in accordance with the
cable.
3) After completion of cable glanding, armour of the cable shall be ensured rigidly clamped
inside the gland.

4) Prior to cable termination, contact portion of equipment shall be cleaned free from
damages.
5) Prior to start of connection, multi-core control cable ferruling shall be provided in
accordance with the approved termination chart.
6) Control cable termination shall be carried out by approved termination chart.
7) Control cable termination shall be carried out by cable jointer.
8) Ensure that gland plate for single core cables are made of non-magnetic material.
9) Proper dies and crimping tools shall be used for crimping the cable.
10) Prepare the cable termination / cable jointing in accordance with the manufacturer’s
recommendation.
11) Adequate care shall be taken while preparation for termination / jointing, to prevent any
damage to the cable insulation.
12) Cable / Core identification and phase sequence shall be verified in accordance with the
IFC cable schedule.
13) Spare cable entries in the panels shall be sealed by using stopper plugs.
14) Earthing and bonding shall be carried out in accordance with the approved earthing layout
drawing.
15) Final inspection of cable conduit installations as per IEC, OES Standard, Technical
Specification and IFC drawings.

6.4 Panel support Protection


1) All indoor supports, Stands, C-channel, U-Channel, Angle Bar, Uni-strut Channel and
base plate shall be Hot Dip Galvanized and High durability C4 Painting coat. For the
outdoor area all supports, stands and Brackets shall be Hot Dip Galvanized and High
durability C5m Painting coat.

7 Records

1) An advance written request / notice to inspect must be given by initiating and obtaining.
Request for Inspection (RFI) form in accordance with Inspection Test Plan (ITP).
2) Confirm correct material sizes / type and other associated materials available that would
meet the requirement of the project specifications, codes and standards

3) All material shall be physically checked and inspected upon receipt at the site prior to
installation.
4) All inspections being conducted shall be recorded on approved forms, signed, dated and
approved by authorized Contractor and Owner representatives
5) Check if all materials are available to complete the testing process.
6) Ensure that qualified inspector with approved tools and equipment shall carry out the
testing processes.

8 HSE

1) All manpower are to be trained for initial orientation and education in safety prior start
work.
2) All Work Permits for the instrumentation and control system installation work are to be
completed and received by Authorized Personnel only.
3) Work permits such as hot work, high work, lifting work shall be submitted by TIEJUN
for execution of the works.
4) All works shall be carried out in close coordination with TIEJUN HSE team.
5) Prior to working in areas where there is interface with other companies, a special work
permit shall be applied for with the concerned authorities.
6) Approved work permit must be obtained prior to any steel structure assembly/erection
activity.
7) Specific Risk assessments shall be prepared and reviewed prior to commencing of the
works.
