a) a ” VISION 2030 and POVERTY REDUCTION BILL 2022” in the current

session of Parliament and whose objectives could include the following;

i) To harmonize and consolidate into one piece of legislation all current and
past social protection measures meant to fight poverty,
ii) To create provision for MONITORING and EVALUATION of all
resources meant for poverty reduction
iii) To create provision under which ` primary rural producers can participate
in the lucrative export market, within COMESA and Africa free trade area
iv) To establish a road map and structures to help the country attain its
VISION 2030.
v) To provide for advocacy programs that will contribute to the attainment of
the VISION 2030 and UN Sustainable Development Goals( SDGS) 2030
vi) TO provide for creation of ‘POVERTY REDUCTION FUND”.
vii) To provide for the creation of VISION2030 Secretariat ( outside cabinet
office) which will include civil society organizations, private sector and
research institutions
viii) To provide for the creation of the V2030 committees in line ministries,
Parastatal bodies, private sector, research institutions, whose role will be
(i) submit reports to V2030 secretariat
(ii ) help influence and align programs of those institutions to be in line
with V2030 goals
(iii) act as M $ E tools for V2030 within those institutions.
(xv) To provide for amendment of those pieces of legislation that
perpetuate poverty in the country
(xx) To provide for the monitoring of Zambia’s assets outside the country
