MEMORANDUM CIRCULAR NO. 004 . 2023

TO All BLGF Regional Directors; All Assessors of Provinces, Cities and
the Lone Municipality in the Metropolitan Manila; and Others Concerned

SUBJECT Submission of Latest Approved Schedule of Market Values and Other

Pertinent Assessment Information of Local Government Units (LGUs)

In line with Joint Memorandum Circular (JMC) No. 2010-01 dated 20 October 2010,
issued by the Department of the Interior and Local Government (DILG) and the Department
of Finance (DOF), entitled "Enjoining All Provinces, Cities and the Municipality of Pateros,
Metro Manila to Prepare the Schedule of Market Values (SMVs) of Real Property and to
Conduct the General Revision of Property Assessments in the Respective Jurisdictions", and
for the purpose of updating the official records of this Bureau for FY 2023, all Provincial and
City Assessors, and the Municipal Assessor of the lone municipality within
Metropolitan Manila, in coordination with the concerned local treasurer, are hereby
requested to furnish this Bureau with a certified copy of the latest ordinancels and the
assessment levels and tax rates being used as basis for all real property assessment
within their respective territorial jurisdictions.

To facilitate the submission, please visit https://bit.ly/3Y7yXDV to accomplish the

online questionnaire and compliance monitoring form, and to check the necessity for the
resubmission of SMVand the enabling and amendatory ordinance/s. All concerned assessors
are hereby directed to comply with this Circular no later than 31 March 2023.

All BLGF Regional Directors are hereby directed to monitor the compliance of all LG Us
within their respective jurisdictions and to extend the necessary technical assistance in
