Service Bulletin (SB) 1304B supersedes SB 1304A, except for requirements of SB 1304A that are mandated by an
FAA-issued Airworthiness Directive.
Aircraft that were previously made compliant with SB 1304A are in compliance with SB 1304B. Aircraft that were
previously made compliant with only SB 1304 (that is, not revision A) are in compliance with SB 1304B, unless
corrosion was removed in accordance with Part I, Step 4. If so, measure (1) the top inboard skin and (2) the bottom
inboard root skin, and verify that the thicknesses meet or exceed the minimum thicknesses (revised since SB 1304
was published) in Figure 2 of SB 1304B.

SUBJECT: MAIN WING SPAR INSPECTION

REASON FOR REVISION: SB 1304B provides notification of an optional access


panel kit, for some aircraft, to aid visual access for the
forward main wing spar inspection. Other changes are
clarifications to the existing inspection procedures.

COMPLIANCE TIME: To coincide with the next regularly scheduled maintenance event, but not to
exceed the next 100 hours time in service.

APPROVAL: The engineering aspects of this service document have been shown to comply
with the applicable Federal Aviation Regulations and are FAA approved.

PURPOSE: This service bulletin mandates a thorough one-time inspection of the wing root
area for corrosion.

SAFETY INTENT: The safety intent of this service bulletin is to identify and treat any corrosion of
the main wing spar. Left untreated, corrosion of the main wing spar could reach a
level that compromises the aircraft’s airworthiness.

CONFIGURATION
DESCRIPTION: This service bulletin mandates installation of a kit that provides parts and
instructions for installing access panels on the lower wing skin, to facilitate the
inspection mandated by this service bulletin, as well as the recurring inspection
that is already part of normal maintenance.
Some of the affected aircraft may already have this kit installed as part of some
previous service action.

INSTRUCTIONS:

NOTE: Some steps in these instructions are identified as “required for compliance” (RC). If this service bulletin
is mandated by an airworthiness directive (AD), the steps identified as RC must be done to comply with
the AD. Steps not identified as RC are recommended and may be deviated from, done as a part of other
actions, or done with accepted methods different from those given in this service bulletin, if the RC steps
can be done and the airplane can be put back in a serviceable condition.
NOTES:
• Perform the inspections described in this service bulletin using a 10X magnifier, a mirror and a suitable light
source or other equipment capable of providing equal or better resolution.
• Refer to the applicable Piper Airplane Maintenance Manual for model specific details.
• The instructions that follow apply to both left and right wings.
• Although the inspection mandated by this service bulletin is applicable specifically to the main wing spar,
it is recommended that all areas made accessible by the removal of an inspection panel receive a visual
inspection for damage and corrosion.
• Refer to FAA Advisory Circular AC 43-4A, “Corrosion Control for Aircraft” (which is available at http://www.
airweb.faa.gov), for additional information.

Part I. Wing Spar Inspection


1. Examine the area of the lower wing skin that is identified with hatching in Figure 1 (aft of the main wing spar
and inboard of the main landing gear) for an access panel. This access panel, if present, will be oval shaped,
roughly 8 inches long by 5.50 inches wide.
• If an access panel already exists in the defined area, proceed to Step 2.
• If there is no access panel in the defined area, then order and install Inspection Access Hole Kit, Piper Part
Number (P/N) 765-106V (or P/N 765-106 – equivalent). Each kit provides parts to install one access panel
on the lower surface of both the left and right wings, at a location that provides direct visual access to the
inspection area. Proceed to Step 2.
NOTE: Before installing Piper Kit P/N 765-106(V), examine the inner surface of the wing skin at the
installation location for a rectangular vibration damping mat. If present, remove and discard the
vibration damping mat. Remove any adhesive residue using a suitable solvent, such as methyl
ethyl ketone (MEK), acetone, or an equivalent.
NOTE: To inspect the main wing spar, visual access to the forward and aft sides of the spar is required. Some
of the affected aircraft do not have an inspection panel on the forward side of the spar (the panel is
shown in Figure 1). For these aircraft, visual inspection can be accomplished with a light source and a
mirror, looking through the lightening hole in the web of the spar. Optionally, Kit – Access Cover Instl,
Piper P/N 88692-701, announced by Piper Service Spares Letter 508, may be installed. A single kit
contains the parts and instructions to install two access panels (one on each wing).

2. Remove wing inspection panels and fairings, as required, to gain visual access to the main wing spar.
NOTE: The access and inspection provisions for the airplane are typically shown in the applicable
maintenance/service manual. In maintenance manuals, see Chapter 6. In service manuals, see
Section II.
3. Prepare surfaces for examination. Using a solvent based degreaser spray that conforms to SAE AMS 1525
(such as LPS Presolve Orange Degreaser) and/or an alkaline cleaner that complies with SAE AMS 1526 (such
as Chemetall Ardrox 6333A), thoroughly clean the main wing spar structure (fore and aft sides of main wing
spar), removing surface oil, grease, loose paint, and soil, followed by a clean water rinse and dry.
4. Compare the aircraft model and serial number against Tables 1 and 2 and Figure 2, to identify the applicable
main wing spar configuration before proceeding.
NOTE: If compliance with SB 1304 (original publication) was accomplished (but not SB 1304A), and, in
accordance with Part I, Step 4, corrosion was removed, then: to comply with SB 1304B, measure
(1) the top inboard skin and (2) the bottom inboard root skin. Their thicknesses must meet or
exceed the corresponding minimum thicknesses provided in Table 2 and Figure 2, Sheet 2, below.
Carefully inspect forward and aft wing spar surfaces and components for corrosion. The initial stages of
corrosion are often masked by paint coatings, and hidden under faying surfaces, such as riveted lap joints. Since
corrosion products occupy more volume than the original metal, carefully inspect these areas for irregularities
such as blisters, flakes, chips, lumps, bulging skins and missing rivets.
• If no corrosion is present, proceed to Part III.
• If corrosion is detected, remove per FAA Advisory Circular AC 43.13-1B, Chapter 6. Proceed to Step 5.
5. RC – After removal of the corrosion, verify that all affected areas meet or exceed the minimum thicknesses stated
within this service bulletin. At locations where direct measurement is not possible, thickness measurements shall
be accomplished using a nondestructive inspection method such as ultrasound, eddy current, or equivalent,
provided that such method achieves a measurement accuracy of +/- 0.005 inches or better.
• If the part thickness at all locations meets or exceeds the minimum thicknesses stated within this service
bulletin, proceed as follows: Apply primer to the areas where paint was removed using MIL-PRF-85582D
Type I Class C2 primer, or any primer conforming to MIL-P-23377 and apply per manufacturer’s instructions.
Alternately, any of the primers listed in Table 3 may be used. Proceed to Part III.
• If corrosion is detected, and removal of corrosion in the affected areas results in a part thickness at any
location that is less than the minimum values stated within this service bulletin, further assessment and/or
structural repair is required. Proceed to Part II.

Part II. Structural Repair


1. Corrosion damage that exceeds the limitations described in Part I will require additional and/or different
FAA approved repairs. At the operator’s discretion, contact Piper Customer Service for guidance: call

Friday, 7:30 a.m. to 4:30 p.m. (Eastern).
2. Proceed to Part III.

Part III. Return to Service


1. RC – At any location where an existing corrosion preventative compound was removed to facilitate the cleaning
and inspection mandated by this service bulletin, reapply a corrosion preventative compound such as LPS
Procyon, Ardrox (Dinitrol) AV8, or other MIL-PRF-16173 Class I or II, Grade 1 or 4 compliant corrosion preventive
compound (procure locally, or order Piper P/N 89500-800). The treatment may be brushed or sprayed.
NOTE: Verify that all drain holes and drain passages are clear before proceeding.
2. Reinstall access panels and fairings. Perform a functional test of any system or component that may have been
disconnected, removed or otherwise disturbed.
3. Make a logbook entry documenting compliance with this service bulletin.

Dear Mr. Cannon:

The Federal Aviation Administration (FAA) received your AMOC proposal dated December
7, 2021 proposing an AMOC to paragraphs (g)2, (h)1, and (h)2 of Airworthiness Directive
2020-24-05.

The Atlanta ACO Branch approves your AMOC proposal to use applicable sections of Piper
Service Bulletin 1304B dated December 2, 2021 (SB 1304B) for compliance with AD 2020-
24-05 as follows:

x Table 1 and Figure 2 (sheets 1 and 2) may be used for compliance with paragraph
(g)2 of AD 2020-24-05.

x Table 2 and step 5 of Part I may be used for compliance with paragraph (h)1 of AD
2020-24-05.

x Step 1 of Part III may be used for compliance with paragraph (h)2 of AD 2020-24-05.

This AMOC applies to all airplane serial numbers listed in AD 2020-24-05, paragraph (c)
“Applicability.”

The following material provides the data used to establish the acceptable level of safety which
was the basis for approving the AMOC.

1. Piper Service Bulletin 1304 revision B, dated December 2, 2021.


2. Piper AMOC proposal letter summarizing changes to SB 1304B.

This AMOC is transferable with the aircraft to another owner/operator.

Before using this AMOC, notify your appropriate principal inspector, or lacking a principal
inspector, the manager of the local flight standards district office/certificate holding district
office.

All provisions of AD 2020-24-05 that are not specifically referenced above remain fully
applicable and must be complied with accordingly.

This AMOC only applies to the FAA AD listed above. The FAA does not have the authority
to approve this as an AMOC to any AD issued by another civil aviation authority (CAA).
Approval of an AMOC to another CAA’s AD must come from that CAA. A copy of this
response will be forwarded to the CAA where these aircraft are registered.
