1. SCOPE AND PURPOSE

The Noise Management Procedure (the Procedure) specifies how CDB Melchorita (CONTRACTOR) will
manage ambient noise generated during construction activities for the Peru LNG Export Project (the
Project). The procedure takes into account statements from the Compliance Monitoring ESIP but
specifies actions to be taken with more detail. Occupational noise management is addressed in the
Health and Safety Plan (F12254-CDB-W01-HSE-PLA-000100)
This Procedure covers noise management for activities related to the Marine Facilities, Quarry and
Quarry Haul Road. This Procedure applies to CONTRACTOR and subcontractors.
For all Quarry activities, the Quarry Plan (F12254-CDB-W13-HSE-PLA-00125) should be reviewed and
implemented in conjunction with this Procedure. Similarly, additional noise management requirements
for Dredging activities are described in the Dredging Plan (F12254-CDB-W16-HSE-PLA-00147).

modify the environment quality in a programmed way (See S.D. Nº 085-
2003-PCM)
NOISE: Any undesired noise that bothers, harms, or affects people’s health, (i.e.
1. Occupational noise; 2. Ambient environmental noise (See Supreme
Decree Nº 085-2003-PCM)
AMBIENT NOISE Noise that can cause disturbance in environment components and
processes.
OCUPACIONAL NOISE Noise in work places that could affect personnel during their working
hours.
TRAFFIC AREAS: Areas that receive regular canalized traffic of vehicles or personnel.

4. ACTIVITIES DESCRIPTION

4.1 ROLES AND RESPONSIBILITIES

CONTRACTOR has the responsibility for noise management with respect to the construction
phase of the Project as it relates to the Marine Facility, Quarry and associated Quarry Haul Road.
Therefore, CONTRACTOR is responsible for complying with the policy and legislative

requirements described in Section 2.0 of the Pollution Prevention Plan (F12254-CDB-W01-HSE-


PLA-00107), in order to implement specific actions described in Section 4.2 of this Procedure, as
well as all contractual obligations.
The table below provides a description of the roles and responsibilities of the CONTRACTOR
Health, Safety, Environment and Security (HSES) Project Team key personnel with regards to
noise management, including the senior personnel representing any subcontractor organizations.

4.2 PROCEDURE FOR NOISE MANAGEMENT

Ambient noise monitoring will be conducted at the beginning of construction activities and when
factors modifying the normal conditions have been introduced (start of new activities, operation of
new machinery, etc.). Noise monitoring stations selected will be those used during the
environmental baseline studies. Noise monitoring will be carried out using a sound level meter
mounted on a tripod at a height of 1.2 meters above the ground surface. The weighted decibels
(dBA) will be recorded continually during a period of one hour per monitoring station. The speed
and direction of the wind and the temperature, as well as, detailed field notes and the sources of
background noise will be recorded during each sampling period. A windscreen will be utilized to
attenuate for wind effects on the microphone.
Monitoring location criteria will take into account those used during baseline studies, however
other locations may be required and baseline locations changed upon agreement with Owner as
required.
The use of mufflers in vehicle exhausts, machinery and heavy equipment is required.
Maintenance will be carried out on all silencer systems, when required, to ensure correct
operation.
If ambient noise levels exceed the Project governing standards (see Table 1) and are specifically
related to project activities, CONTRACTOR will implement appropriate corrective actions.

Both environmental and occupational noise monitoring will be conducted during the construction
phase. Ambient noise will be measured within the Marine Facilities area, at the nearest receptors
located outside the project boundary, Quarry and Quarry Haul Road. Appendix I provides noise
monitoring summary tables with locations (table 1), parameters and methods (table 2), and
standards (table 3). For more details, see Procedure B provided in Appendix J from Compliance
Monitoring ESIP (F12254-CDB-W01-HSE-PLA-00102).

4.2.1 Quarry and Material Transportation


The Quarry Manager will verify that all trucks transporting material from the Quarry to the

Marine Facilities area have the appropriate mufflers installed.


Likewise, the equipment that operates in the quarry will have adequate noise attenuation
devices.

4.2.2 Offshore Construction


Offshore activities include trestle construction, rock loading facility, dredging and
breakwater construction.
In construction activities on sea, noise protection shall be used to mitigate ambient noise
impacts. See Compliance Monitoring ESIP.
As required in EIA (RESPONSE TO REPORT No. 12-2006-MEM-AAE/MHT), pile
penetration into the first 3 to 6 m of substrate will be performed with 40% or less of
hammer energy and then progressively increase to reach the peak level in order to allow
the fish and the mammals to move away from and avoid the area. See Pipe Driving
Method Statement (F12254-CDB-W03-MET-MST-22004).

4.3 NOISE MONITORING AND INSPECTIONS

4.3.1 Monitoring
CONTRACTOR will perform the required noise monitoring as described in the
Compliance Monitoring ESIP (F12254-CDB-W01-HSE-PLA-00102).
A qualified approved subcontractor shall undertake monitoring and shall train Contractor
staff. After 3 rounds of monitoring, trained, competent Contractor staff shall undertake the
monitoring.

A Class 1 sound meter will be used under the slow response mode to obtain the integral
of the noise pressure levels of A-weighting and frequency data of 1/3 octave.
The device will be programmed to measure levels equivalent (LEQ) to intervals of 1 hour
during a complete 24-hour period measuring per site, providing a total of 24 records by
site.
24 hour monitoring has been considered. It is feasible just if security and safety can be
ensured at monitoring locations. If monitoring needs to be modified it would be
coordinated previously with the owner.
The equipment is protected and secure with personnel especially in charge of noise
measurements.
The sound meter will consist of the following components:
1. Equipment for Continuous Noise Measurement
a. Delta Ohm, model HD 9019 Integrating Type I Sound Level Meter
b. HD 9019S/1, Class 1 Microphone Preamplifier
c. MK221 Model Condenser Microphone
d. Windscreen, tripod and various cables

2. Sound Level Calibration Unit


a. Delta Ohm HD 9101 Model Noise Level Calibrator, 94/114 dB at a frequency at
1,000 Hz.
The Delta Ohm HD 9019 sound level meter complies with the IEC 651 (CEI EN
60651/1994) and IEC 804 (CEI EN 60804/1994) standards for Type I precision
instruments. The band filters of 1/3 octave are under the IEC 1260 (CEI EN 6126/1995)

standards for Class 2.


The sound level meter used to monitor the noise levels will be operated in a slow
response mode to obtain accurate, integrated, A-weighted sound pressure levels. All
measurements will be taken outdoors and a windscreen used to alleviate any possible
measurement errors due to wind effects across the microphone face. The microphone will
be mounted on a tripod at a height of 1.2 meters above ground and positioned at a 45-
degree angle, as specified by ANSI standards, and powered by a 9-volt external power
source. The sound level meter and octave band analyzer will be calibrated immediately
prior to and immediately after the sampling period to provide a quality control check of the
sound level meter operation during monitoring. Integrated sound pressure level (SPL)
data consisting of the following parameters will be collected at each location. Leq is the
SPL averaged over the measurement period. This parameter is the continuous steady
sound pressure level that would have the same acoustic energy as the real fluctuating
noise over the same time period.
Max: The maximum SPL for the sampling period; and
Min: The minimum SPL for the sampling period.
LEQ: The SPL averaged over the measurement period; this parameter is the continuous
steady sound pressure level that would have the same acoustic energy as the actual
fluctuating noise over the same time period.
Local wind speed and temperature will be noted during each noise-monitoring period as
well as any background or third party (i.e. non project) activities present in the area that
may impact measurements.
The CONTRACTOR will ensure compliance with their requirements to provide protection
against the effects of noise exposure when the sound levels within their work areas
exceed those shown in table 2, when measured on the A scale of a standard sound level
meter at slow response.

When employees are subjected to sound levels exceeding those listed in table 2, CDB
will ensure proper engineering controls are reviewed and implemented where feasible. If
such controls fail to reduce sound levels to within the levels of table 2, appropriate
warning and instruction signs will be placed in the appropriate locations, hearing
protection equipment will be provided by the CONTRACTOR and used by their

employees to reduce sound levels to within the levels on the table.


Occupational noise monitoring of the work area will be conducted as often as to ensure
compliance with hearing conservation requirements, verify if occupational noise levels are
within table 2 limits, implemented engineering controls are achieving desired results,
warning and instructive signs are properly placed, and employees’ compliance with
hearing protection requirements. Monitoring protection will invariably change as the work
areas and locations increase and activities change.
Instruments used to measure noise level will be calibrated according to manufacturer’s
recommendations, to ensure sound level measurement accuracy.

4.3.1.1 Quarry
Ambient noise levels will be monitored at the Quarry and Quarry Haul Road. For noise
monitoring details, see Compliance Monitoring ESIP (F12254-CDB-W01-HSE-PLA-
00102).

4.3.1.2 Pile Installation


Offshore construction noise is not expected to impact the nearest residential receptor
(Wakama beach). Nevertheless, CONTRACTOR will measure the noise levels during
offshore construction activities. For noise monitoring details, see Compliance
Monitoring ESIP (F12254-CDB-W01-HSE-PLA-00102).
CONTRACTOR will implement necessary corrective actions to reduce noise levels,
such as bubble curtains, if necessary.

4.3.2 Inspections
Noise level monitoring will perform a schedule for testing each of the locations, both day
and night, will be developed and followed. See frequency requirements in Compliance
Monitoring ESIP (F12254-CDB-W01-HSE-PLA-00102).
In the event that an inspection indicates non-compliance with Project governing
standards, the source of excess noise will be identified and temporarily removed from
service until repaired or retrofitted with noise attenuation measures. Appropriate
mitigation or corrective actions will be implemented.

4.4 RECORDS AND DOCUMENTATION

All monitor records will be kept at the Project site and will be available for review by OWNER
and government entities. Monitoring will be documented using a standard noise monitoring form
to record individual monitoring point data and a construction site plots to indicate location of
monitoring activities.

4.5 REPORTING

Data shall be provided in an electronic database format agreed with Owner.
