Policymaking — to what end? ‫ کس مقصد کے ل یے؟‬- ‫پالیسی سازی‬

ONE critical challenge plaguing Pakistan is the tendency
of its power elites to give priority to simplistic solutions

to complex problems. Thoughtful approaches presented ‫د پنے کا رجحان ہے۔ نالیسی سازی کے دوران پیش کنے گنے سوچے محھے طریقوں کو اکثر ف وری‬

quick fixes. As economic, security, and political issues

problem-solving, but the system in the country belongs

and tends to discourage groups or individuals who
regularly air their dissatisfaction with existing policies.

to the problems that I highlight? The truth is that the

Meanwhile, going by the feedback received by those

into thinking that the power wielders have been
frustrated in their quest to find solutions and are in
need of concrete recommendations. The fact is that the ‫کوشش میں مایوس ہو حکے ہیں اور انہیں ب ھوس سفارسات کی ضرورت ہے۔ حق نقت یہ ہے کہ‬
power wielders’ observations emanate from a sense of ‫طاقت کے مالکوں کے مساہدات ان کی طرف سے ترتری کے احساس سے بھو پنے ہیں۔ انہیں‬
superiority on their part; they believe they know the

the policymaking process comprises four stages that
provide a framework for understanding policy

input. ‘Close-door’ policymaking means that an

Policymaking is a complex process, and, in Pakistan,

However, not all policies had the same effect as the
NSP. Several other security-related policies, including

the February election result and asserting himself,

spoilt for choice either when it comes to civilian

point ‘reconciliation proposal’ — which received ‫ حس میں دو تڑی تراڈ‬،‫ حس تے میڈنا میں کاقی یوجہ حاصل کی‬- ‫'مفاہمنی تجوتز' کے تس م نظر میں‬

considerable traction in the media, with two major
broadsheets carrying his bylined piece on consecutive

conservative Telegraph newspaper.

Imran Khan’s piece blew to smithereens any idea of

reconciliation that the retired general was pushing
which, according to the latter, had reached the right
military quarters even as he conceded he had not heard
back from them. Even if he was being presumptuous, it
was a well-meaning move.

In his nine-point proposal, Gen Lodhi called for a

This article went way beyond Imran Khan playing the

bad cop to, for example, Naeem Khalid Lodhi’s good
cop. It was indicative of the fissures that now define his
party’s relationship with its erstwhile benefactor, the
establishment. These fissures have grown into an ever-
widening gulf.

Inconsistent ties

AFTER withdrawing its troops from Afghanistan in

This is not the first time that Pakistan and the US are

nurseries for the Afghan jihad. However, as soon as the
Soviets left Afghanistan, America imposed sanctions on
Pakistan under the Pressler Amendment.

this time to fight a global war on terror. However, as the

THE only movie I wanted to watch on my trip to the US
last month was Dev Patel’s Monkey Man. I was blown

I don’t think anyone can say with conviction how this

outraged crew would respond to art, but given they’ve
attempted bans on Bollywood for portraying Hinduism
in a negative light, we can safely assume they’ll be mad
about Monkey Man. It still hasn’t been cleared for
release in India. As Menon explained, “If any ideology or
any group has to make a claim that it’s victimised, then
it needs to, on a regular basis, come up with examples
of how it’s being victimised.”

That he remains nameless in the movie is a reminder of
