INTRODUCTION

1 –BARANGAY DEVELOPMENT PLAN CY 2024-2029

I. INTRODUCTION

Barangay Poblacion crafted its Barangay Development Plan with

the facilitation of MDPO officer, MLGOO, Provincial Director and
participation of barangay Council and sectoral representatives from
Farmer, women, youth, senior citizen, health workers, Purok leaders,
BNS, Tanod who are BDC.

Barangay Poblacion formulated its BDP. This development plan

covers the sectoral development needs of the barangay in which get the
bulk of their development fund budget. Since the barangay has huge
development needs, their yearly revenue allotment or IRA cannot suffice
for these needs; therefore, they need to plan and execute them in
staggered basis, to their term, yearly basis since their barangay funds is
given annually. In this manner, their barangay development funds are
directed towards a concrete and sustaining programs and projects.

With that context in mind, Barangay Poblacion projected their Five

(5) years development budget and distributed it to their priority projects
in each of their sectors. Given the fact that the barangay funds cannot
suffice for the financial requirements of the projects laid down as priority
needs by the barangay constituents, they identified other agencies in the
government, non-government organization wherein they could source out
funding to help them realize the programs and projects they needed in
their barangay. Having these sustaining programs and in placed facilities
in the barangay, the people in the community would increase their
capacities and become resilient, prepared and well developed.

BDP is a Five (5) years comprehensive Multi-sectoral development

plan that is formulated through an inclusive and participatory approach
led by its Development council and approved by its Sanggunian. It is an
official document of the barangay that specifies policy options,
programs, projects and activities intended to contribute towards the
achievement of the barangay development goals and objectives. Without
the priority programs and projects embodied in the plan, there is no basis
for the programming of funds and therefore no basis for budgeting.

I. INTRODUCTION

A. Historical Background

The Municipality of Binuangan was a former Barangay of the Municipality

of Salay, Misamis Oriental. Before Salay became a municipality, Binuangan was
trading center of the area due to its bay that is safe for the merchant to anchor
their ships even during bad weather. In history Binuangan was considered the
old town of Salay but due to the geographical location, Salay was formally
endorsed as the official town.

Binuangan got its name from the following version; first it was during the
coming of the Spaniards when they ask the old folks about the name of the
place while they anchor their ships at the bay (now Lourdes Bay) looking at the
mass of floating coconut husk and by using their language, the Spaniards asked
the residents, “COCO SE LLAMA ESTE LUGAR,’ the old folks taught the Spaniards
were asking about the floating object, they answered as “BINUONGAN.” The
Spaniards repeatedly pronounces “BINOUNGAN” until further develop into
Binuangan for a better sound.

Now, by virtue of Republic Act 5312, an act creating the Municipality on

June 15, 1968 whereby the barangay’s barrios of Binuangan, Mabini, Kitamban,
Kitambis, Valdeconcha, Mosangot, Dampias and Nabataan, in the Municipality of
Salay, of the same province. The seat of government of the new Municipality
shall be the present site of the barrio, Barangay of Binuangan, now called
Barangay “POBLACION” as the center and capital barangay of the Municipality of
Binuangan
