I. INTRODUCTION
Barangay Dampias crafted its Barangay Development Plan with
the facilitation of MDPO officer, MLGOO, Provincial Director and
participation of barangay Council and sectoral representatives from
Farmer, women, youth, senior citizen, health workers, Purok leaders,
BNS, Tanod who are BDC.

Barangay Dampias formulated its BDP. This development plan

covers the sectoral development needs of the barangay in which get
the bulk of their development fund budget. Since the barangay has
huge development needs, their yearly revenue allotment or IRA
cannot suffice for these needs; therefore, they need to plan and
execute them in staggered basis, to their term, yearly basis since
their barangay funds is given annually. In this manner, their
barangay development funds are directed towards a concrete and
sustaining programs and projects.

With that context in mind, Barangay Dampias projected their

Five (5) years development budget and distributed it to their priority
projects in each of their sectors. Given the fact that the barangay
funds cannot suffice for the financial requirements of the projects
laid down as priority needs by the barangay constituents, they
identified other agencies in the government, non-government
organization wherein they could source out funding to help them
realize the programs and projects they needed in their barangay.
Having these sustaining programs and in placed facilities in the
barangay, the people in the community would increase their
capacities and become resilient, prepared and well developed.

BDP is a Five (5) years comprehensive Multi-sectoral

development plan that is formulated through an inclusive and

BARANGAY DAMPIAS – BARANGAY DEVELOPMENT PLAN 2025-2028

participatory approach led by its Development Council and approved
by its Sanggunian. It is an Official Document of the barangay that
specifies policy options, programs, projects and activities intended to
contribute towards the achievement of the barangay development
goals and objectives. Without the priority programs and projects
embodied in the plan, there is no basis for the programming of funds
and therefore no basis for budgeting.

I. PASIUNA

Background sa kasaysayan sa sinugdanan, and dapit nga

Dampias nailhan nga “kimamaon”. Gikuha gikan sa
lumulopyo nga tribo nga nag-okupar sa maong dapit.
Samtang nag-uswag ang lugar, ang maong dapit gitawag ug

tribu nga gihinganlan og “Dam” ug “Pias” nga gimahal sila

kasikbit nga barangay nga karon gitawag nga Dinagsaan nga
mahimong bahin usab sa Salay.
1. INTRODUCTION

A. Historical Background

1. HISTORY OF THE BARANGAY

Originally, the place Dampias was known as “Kimamaon”,

taken from the tribal settlers who occupy the place. As the place
progresses, the place was then called “Dampias B” described as
the original site of Dampias. It has expanded beyond the creek
that serves as boundary of Salay municipality which was being
called as “Kalanganan”, it identifies the entire area along the
national highway before the Dinagsaan of Salay.

The name Dampias originates from the name of a great

tribal couple named “Dam” and “Pias”. They were so loved by the
community that in honor of their great contribution in developing
the place, the residents named the barangay after their name,
although, the first settlers were the Kimamaon Tribe, who have
moved to the mountains as a customary tradition for another tribe
to settle.

Settlers in the mid - 50’s did not forget the original tribes of
“Kimamaon and Kalanganan”, instead unite in calling the place
Dampias. These settlers came from the provinces of Camiguin and
Bohol. These ethnic groups fought for the negotiation to separate
the place as another barangay through a resolution passed to the
leader of the Mother barangay of Ampenican of Salay
municipality. Until, the mother barangay was convinced and
declared Dampias as a separate barangay through a resolution
approved by the Sangguniang Bayan of Salay, together with
another adjacent barangay now called Dinagsaan, then, part of
the municipality of Salay.

BARANGAY DAMPIAS – BARANGAY DEVELOPMENT PLAN 2025-2028

After its declaration as a barangay, the first elected Teniente
del Barrio was Ramon Gumahin Bacala, who also became an SB
Member of Binuangan in the year 1955 until 1958. He’s being
followed by Gerardo Ranido, from the period 1961 – 1963. The
title Teniente del Barrio was later changed to Barangay Captain
during the term of Anacleto O. Rañises in the period 1964 – 1971.
He lost the mayoral race when he first joined the election in
Binuangan. Mr. Jesus Rayos followed Rañises from the period
1972 until 1980, this was under the martial law years of the late
President Ferdinand Marcos. It was also during this period that
Dampias became part of Binuangan municipality along with other
seven (7) barangays, after it separated from Salay municipality.
During Rayos term, he successfully initiated the establishment of
the secondary school in the barangay, now called Dampias
Anacleto O. Rañises National High School (DAORNHS), named
after the lot owner, late and former Barangay Captain Anacleto O.
Rañises, whose heirs donated the lot. Jesus Rayos was succeeded
by Jose P. Ranido and was replaced through election by Benito P.
Abao in 1981 until 1983, and was succeeded by Jorge Virtudazo
after the later won in the election as Sangguniang Bayan member
of Binuangan. Since 1994 until 2007 the elected barangay captain
was Manuel Virtudazo, the younger Jorge Virtudazo. In 2007 up to

Motorized fishing boats are equipped with engines for propulsion, enabling
fishermen to navigate waters more efficiently and cover larger fishing
grounds. With 30 facilities dedicated to motorized boats, this indicates a
significant portion of the fishing fleet using mechanized power to support
fishing operations. These boats are crucial for reaching deeper waters and
maximizing catch efficiency, contributing to the productivity of the fishing
industry in the area.
Demano fishing boats are traditionally non-motorized or manually
powered vessels used in coastal and inland waters for fishing purposes.
With 9 facilities supporting Demano boats, this highlights the importance

of traditional fishing practices and smaller-scale operations within the
community. These boats are often used for artisanal fishing methods,
targeting specific species or fishing in more shallow waters where
motorized vessels may not be as practical.

BARANGAY DEVELOPMENT PLAN CY 2024-2029

Barangay Dampias relies predominantly on agriculture and fishing
as its primary sources of income and livelihood. Here’s a detailed
analysis based on the provided information:

Agriculture

Primary Source of Income: Fishing is identified as the primary

income source for residents, indicating a strong reliance on marine
resources for livelihoods.

Sustainability of Agricultural Land Use

Mixed Cropping: Farmers commonly practice mixed cropping, which
promotes biodiversity and can enhance soil fertility. This method
helps mitigate risks associated with mono-cropping.

Production by Type of Crops

Major Crops: The identified major crops include corn, banana,
coconut, mango, lanzones, and cassava. These crops are well-suited
to the local soil types (Camiguin clay and undifferentiated mountain
soil).
Technological Utilization: Each crop has specific cultivation methods:
coconut in mono-cropping, banana through farmer-led planting, and
cassava traditionally using plow and yoke.

Cropping Pattern
Seasonal Planting: Mango and durian are planted at specific times
(December and September, respectively), aligning with optimal
growth periods. Lanzones and cassava also have designated
planting seasons, optimizing agricultural output.

Labor Requirements

BARANGAY DEVELOPMENT PLAN CY 2024-2029

Seasonal Variation: Labor requirements peak in September, likely
due to planting and harvesting activities, with minimal requirements
during April to June and October to December.

Occurrence of Pest and Diseases

Common Issues: Crops face challenges such as pole worm borer
and stem borer, impacting plant health and yield. Effective pest
management strategies are crucial for sustaining agricultural
productivity.

Livestock and Poultry

Livestock Production: Backyard-scale operations are prevalent,
primarily for subsistence and additional income. Animals such as
chickens, goats, cows, and hogs contribute to household economies.
Poultry: Native chicken rearing is favored due to its economic
viability and suitability to local conditions.

Occurrence of Pest and Diseases

Health Concerns: Livestock and poultry are susceptible to various
diseases like pneumonia, diarrhea, and external parasites. Proper
management and veterinary care are essential to maintain animal
health.

Aquatic and Fishery

Fishing Activities: The barangay engages in fishing with motorized
and traditional (Demano) boats, targeting fish species like tuna.
Seasonal fish catches (Nukos, Pedlayan, etc.) reflect the availability
and peak periods of marine resources.

Agricultural Facilities
Equipment Availability: Basic agricultural tools like plows, sprayers,
and carts are common among farmers, supporting various stages of
BARANGAY DEVELOPMENT PLAN CY 2024-2029
production. Limited mechanization suggests opportunities for
enhanced efficiency and productivity.

Credit Facilitation
Access to Credit: A significant number of households (164) access
credit facilities from private institutions, aiding in agricultural
investments and economic stability.

Irrigation Developments
Dependency on Water Systems: Lack of existing irrigation facilities
necessitates reliance on municipal water systems and rainwater,
impacting agricultural productivity during dry seasons.

Other Infrastructure and Post-Harvest Development

Farm-to-Market Access: The presence of farm-to-market roads
facilitates the transportation of agricultural produce, connecting
farmers to markets efficiently.

Extension Support, Education, and Training Services

Land Ownership: A majority of households (65%) own their land
under CARP (Comprehensive Agrarian Reform Program), promoting
tenure security and fostering agricultural investments.

Trade and Industry

Local Economy: Small-scale enterprises such as sari-sari stores
contribute to local trade and community commerce, providing
essential goods and services.

Tourism and Recreational Facilities

Community Engagement: Recreational facilities like covered courts
support social activities and community bonding, enhancing quality
of life within Barangay Dampias.

Barangay Dampias demonstrates a robust agricultural sector with a

strong emphasis on fishing and diversified crop cultivation.
Challenges such as pest management, limited irrigation, and
seasonal labor demand require strategic interventions to sustain
productivity and enhance livelihoods. The integration of modern
agricultural practices, improved infrastructure, and continued
support for small-scale enterprises will be crucial for fostering
economic resilience and community development in the barangay.

Barangay Dampias primarily relies on the Rural Health Unit (RHU) in

Balingoan, Misamis Oriental, and occasionally on the Provincial
Hospital in Talisayan or even Cagayan De Oro City for advanced
medical cases. The health station within the barangay serves as a
BARANGAY DEVELOPMENT PLAN CY 2024-2029
local point for basic health services and is staffed by 7 Barangay
Health Workers (BHW) and 1 Barangay Nutrition Scholar (BNS). The
honoraria for these personnel vary, with BHWs receiving between
PHP 500 to 700 monthly, and the BNS receiving PHP 1,000 to PHP
2,000, funded by the Barangay Local Government Unit (BLGU),
Municipal LGU (MLGU), or Provincial LGU (PLGU).

Leading Causes of Maternal Mortality

No maternal mortality cases were reported in 2023. This can be
attributed to regular prenatal and postnatal care provided by the
health workers in the barangay, emphasizing education on maternal
health.

Nutritional Status
Out of a population of 68 children aged 0-5 years, only 2 (2.94%)
are malnourished, indicating a generally good nutritional status
among young children in the barangay.

Birth Control and Methods Used

42 households out of 279 are using family planning methods, with
pills being the most common (8.24%), followed by ligation (3.94%),
IUD (1.79%), implant (0.72%), and condoms (0.35%). This shows
moderate acceptance of family planning methods, which contributes
to reproductive health management.

2023 were recorded. The barangay also addresses drug prevention
and abuse issues through youth development activities funded by
the Sangguniang Kabataan.

Barangay Dampias shows strengths in health services, sanitation,

education, and community organization. The high access to safe
water, good housing conditions, and active participation in social
welfare programs contribute to a decent quality of life. Areas for
potential improvement could include further promoting family
planning methods, enhancing educational facilities, and possibly
expanding health services for more specialized care within the
barangay.
Barangay Dampias relies entirely on a community water system
(e.g., Maynilad) for its potable water needs. All 279 households are
connected to this system, indicating full coverage with access to
improved water sources. This suggests good infrastructure support
for basic water supply needs, likely resulting in better health
outcomes and quality of life for residents.

Electricity from MORESCO II is universally available, with 100% of

households (279 households) connected to the power grid. This
indicates reliable access to electricity for lighting purposes, which is
crucial for daily living, safety, and economic activities.

Most households (92.83%) primarily use firewood or charcoal for

cooking, while a smaller proportion (7.17%) use LPG. This dual fuel
usage pattern reflects accessibility to traditional cooking methods
BARANGAY DEVELOPMENT PLAN CY 2024-2029
alongside some adoption of cleaner cooking technologies (LPG),
albeit to a lesser extent.

The fact that all households are served by MORESCO II

demonstrates comprehensive electrification, likely contributing to
improved living conditions and economic opportunities through
enhanced access to modern amenities.

Barangay Dampias has a total of 1.6 kilometers of barangay roads,

specifically serving Purok 2, Purok 3, and Purok 6. This network
supports local mobility, though its relatively limited length suggests
potential challenges in accessibility, especially during adverse
weather conditions.

The primary mode of transportation within the barangay is

motorcycles, indicating a reliance on individual motorized vehicles
for local travel. While motorcycles provide flexibility, they may pose
challenges in terms of safety and environmental impact.

Residents have access to various telecommunications services,

including internet and mobile networks, ensuring connectivity for
communication, information access, and possibly economic activities
like e-commerce.

Broadcast media such as radio, television, and multimedia

entertainment (e.g., karaoke/DVDs) are available, contributing to
both information dissemination and recreational activities within the
community.

While there is no dedicated postal service facility within the

barangay, arrangements are made for mail collection and
BARANGAY DEVELOPMENT PLAN CY 2024-2029
distribution through the barangay hall, ensuring basic access to
postal services despite the absence of a formal post office.

Barangay Dampias demonstrates significant infrastructure

development in critical areas such as water supply, electricity,
transportation, and communication. These services collectively
contribute to the overall quality of life, economic potential, and
community well-being. However, challenges such as limited road
infrastructure and predominant use of traditional cooking fuels
highlight areas that may benefit from further development and
modernization efforts to enhance resilience and sustainability.
