CONSTRUCTION SAFETY AND HEALTH PROGRAM

Pursuant to the provision of Section 25.3 of the implementing Rules & Regulation (IRR) Part-A of RA 9184 and in
accordance with the provision of Section 5 Department Order No. 13 Series of 1998 of the Department of
Labor and Employment (DOLE), We hereby submit the Technical Proposal of our Bid for the above-mentioned
contracts, this CONSTRUCTION HEALTH & SAFETY PROGRAM which once approved by the Department of
Health, shall be implemented by us for the said contracts if it is awarded to us.

1. CONSTRUCTION SAFETY & HEALTH COMMITTEE

The Project Safety Organization is consist of a Safety Committee, a Safety Officer, a Project Nurse/First Aid and
Licensed Doctor on retain age basis.

The Safety Officer shall have the following duties, responsibilities & authority;

a. To implement the provision of a safety program all the time without exemptions.
b. To direct work stoppage (full or temp) when there is eminent danger to life and property.
c. To adopt and enforce Safety Rules & Regulation applicable to each particular type of job.
d. To orient newly hired or rehired employees to the safety requirements of his job by means of lecture,
observation of a working place and its assignment.
e. To submit a written report of the accident within twenty-four (24) hours to the contracting officers.

2. SPECIFIC SAFETY POLICIES

POB CONSTRUCTION & SUPPLIES acknowledge its total responsibility as a Prime Contractor to
comply with the Philippine Safety Standards Requirements to provide a place of employment were no
worker including those of any sub-contractor, shall be subjected to condition that are unsanitary,
hazardous and dangerous to workers Health & Safety.

POB CONSTRUCTION & SUPPLIES also believes that the safety of its workers/staffs against works
injuries, illness and protection of any properties from damages and other unnecessary losses is one of the
primary concerns and responsibility. We shall also conduct our operation in a way that the Health & Safety of
all individuals is safeguard while due regards to the protection of the environment.

3. PENALTIES & SANCTIONS

No persons shall violate with regard to safety & Health Programs Rules, violators shall be punished accordingly;

a. COUNSELLING –a discussion with the employees on how to improve their performance & behavior
concern.
b. WRITTEN WARNING –a reprimand letter given to employee subjected to suspension for violation of
Safety & Health Policy.
c. SUSPENSION –a suspension letter with a certain no. of days but not exceeding 15 days depending
on the gravity of his/her violation. Suspension deprives him/her of his pay during the period of his
suspension.
d. TERMINATION –In addition to the just and legal cause of termination, an employee may also dismiss
from the company if he has been issued five (5) warnings for a period of six (6) months.

4. BENEFITS

a. Potential for injury property damages could be prevented & eliminated.


b. Necessary Safety Precautions could be planned.
c. Job procedures and construction methods could be adjusted & improved.
d. Provides training in order to increase safety awareness.

CONCLUSION

POB CONSTRUCTION & SUPPLIES on the proposed Safety & Health Program provides action directed at the
reduction of losses involved in and undesired events resulting from unsafe conditions and unsafe acts,
emphasizing the facts that safety health is everybody’s concern.
