1. Introduction
This Site Plan was prepared for the project “Design and Construction of Network and House
Connections in the City of Malanje” by the Contractor: Jiangsu Geology & Engineering Co., Ltd.

The purpose of this Site Plan is to present the physical space where the fixed support facilities
for the execution of works are installed, the auxiliary support equipment is fixed and the
temporary infrastructures (water, sewage, electricity) are installed, to create a comfortable
living, office and working environment, keep the site safe, clean and hygienic, and ensure the
yard work carried out in healthy and safe conditions.

In this site plan, Jiangsu will identify the various components of the yard and their related
corelations, their organization and their sizing, the set of facilities and equipment that will be
deployed in the yard.

2. Location
The yard which support the project “Design and Construction of Network and House
Connections in the City of Malanje” is inside the Malanje Water and Sanitation Company
(EASM), which is located in Alta - Hospital District of Malanje Municipality. Figure 1 shows the
location of the yard. The distance to the center of Malanje city is about 1.5 km.

There are 2 road access to the yard. One is on the “Luanda - Lundas Road”, the other is on the
secondary street that runs perpendicularly from the “Luanda - Lundas Road”. The nearest
water line is Guinea River, which is about 4 km far from the yard.

This setting will ease the safety and traffic issues and pedestrian access issues. In short, we
think this terrain is suitable for the identified needs and requirements.

Its size is approximately 18.00m × 22.80m, including the fence.

3. Legal Requirement
The Site Plan will be carried out in accordance with the requirements of existing Angolan
Legislation and execution requirements of the World Bank. The main applicable legal
regulations for site plan in Angola are the following:
• Law No. 5/98, of 19 June - Framework Environment Law
• Law No. 6/02, of 21 June - Water Law
• Law No. 9/04, of 9 November - Land Law
• Presidential Decree No. 190/12 of 24 August - Waste Management Regulation

As regards requirements of the World Bank, Jiangsu will consult the Client on a timely basis.
These requirements may be taken from their websites or requested from the Client.

In the course of the Contract, Jiangsu will ensure to review the legal requirements periodically
and identify possible changes in the existing legal requirement for an update.

4. Deployment

4.1 Organization
It is expected that there are about 20 workers at the yard.

The yard includes the following areas:

 The accommodation area:


 Dormitories (120m2)
 Dining room (60m2)
 Kitchen (15m2)
 Collective bathrooms and toilets (30m2)

 Work office area includes:


 Offices for contractor (30m2)
 Offices for supervisor (45m2)
 Meeting room (15m2)

The detailed architecture of the accommodation and office area is filed in Annex 1.

The equipment and material storage area will consist of:


 An inert storage area (sand and stones) (300m2)
 A storage area for the main materials (500m2)
 Structure workshop area (140m2)
 Solid waste storage area (20m2)
 A parking area for vehicles and machines (250m2)

The general layout of the yard is filed in Annex 2.

4.2 Signaling Plan


As for the signaling plan, it includes the following parts:

- A reference plate will be placed next to the entrance gate in the yard with the project
name “Design and Construction of Network and House Connections in the City of
Malanje”, the owner of work “Financial and Contract Management Unit (FCMU) of the
National Water Directorate (DNA) of the Ministry of Energy and Water (MINEA)”, the
consultant company “HydroConsult-FISPRO” and the contractor “Jiangsu Geology &
Engineering Co., Ltd”. Finally, signs will also be placed at the fork in the main road with
the entrance of the yard
- A placard informing works duration, contact for communities (information and
grievance, etc.)
- Sign of entrance and exit of veihicles near the entrance of the yard
- Any other signs necessary

The signaling plan is filed in Annex 3.

4.3 Information Posting Placard


The information posting placard will be installed in place of maximum visibility, which will be
posted the following documents:

 General plan of the yard


 Evacuation plan
 Code of conduct
 Organization chart with all the work involved
 Useful contacts in case of emergency
 Working hours
 Updated work accident insurance
 Communication to MAPTESS

4.4 Yard Fence


The yard is implemented in the existing EASM deployment area, the fence of which is 2m high
and already existing. The concierges of ESAM are permanently occupied by the policemen who
will be in charge of the entrance control to authorized personnel only.

The yard has also been already fenced to ensure safety and less interference with the existing
service of EASM, and Jiangsu will arrange a security man for the entrance control of the yard.

A good relationship with local authorities and communities will be sought and maintained to
prevent the risk of vandalism and theft.

5. Yard Elements

5.1 Offices
In accordance with the contract, the Consultant office will be provided by the Contractor. In
addition, a meeting room for the Contractor and Consultant's joint use seems reasonable, as
well as it can be used to welcome any representative of the Employer who visits the yard.

To this end, we install an arrangement of four standard containers near the yard entrance, to
be used as follows:

- Two for the Consultant (6 persons)


- One for the Contractor (4 persons)
- One for the meeting room (8 persons)

The choice of standard containers allows for quick installation, as well as possible re-
arrangement in case any unexpected factors turn out in the future. In addition, this
configuration needn’t foundations, but some block supports are sufficient to ensure proper
leveling and ground loading.

5.2 Bathrooms and Toilets


As with offices, standard containers are arranged to provide bathrooms and sanitation
facilities for our workers. According to the actual situation of the project, we divide the
bathrooms and toilets for men and women. Bathrooms and toilets allow to receive the
estimated 20 workers, with installation of 6 showers and 4 lavatories.

In addition to the aforementioned bathrooms and toilets, a washing place will also be installed
next to them outdoors to allow washing clothes and shoes. A clothes rack will also be available
to allow drying.

5.3 Kitchen and Dining room


Regarding the food facilities, we establish a kitchen and a pantry by means of containers.
There will also be a covered dining room with enough space for all workers to eat at the same
time.

These facilities will be placed close to bathroom facilities to allow the creation of a space for
workers and thus to reduce movements within the yard.

5.4 Main Material Storage Area


As mentioned in chapter 4, most of the area required within the yard will be for this purpose.
Please note that the reception and storage of materials will be arranged to ensure access to all
different lots by mechanical means.

In this particular project, the main materials will be those in bulk, mostly pipes and fittings,
which will be stored in the closed shed. The smaller components, mostly valves, meters and
home connection fittings, will be stored in the containers. For these retail pieces, the tasks of

opening received packages and reviewing the contents will need some extra space. The
materials like sand and stone will be stored in the unoccupied area near the new reservoir R1.

In addition, many of these parts may be assembled prior to installation. In this way, work in
the yard will be faster and more efficient, reducing the risks of public order disturbance and
theft of parts. Of course, some area must be set aside for this task as well.

5.5 Waste Storage Area


According to the legislation in force (Presidential Decree No. 190/12 of 24 August), the waste is
divided into hazardous waste and non-hazardous waste.

The waste produced in the yard includes:

- Non-hazardous waste generated in the kitchen;


- Non-hazardous solid waste generated in the office, the packings of the materials and
accessaries etc, such as papers, plastic packings and wooden boxes;
- Hazardous waste produced in the accidental event, such as accidental spillage fuel.
An area will be prepared for the storage of the waste prior to disposal. For this, we intend to
have:

- Plastic bins for waste generated in the kitchen. These waste will be stored in the
waterproof plastic bags and the bins will all be with lids, which will always be closed.
- Waste containers for solid waste such as papers, plastic packings and wooden boxes.
- Waterproof container for the hazardous waste.
Hazard waste should be separated from non-hazard waste, and the waste storage area must
be waterproofed to prevent soil contamination in the event of accidental spillage and be in
covered porch for protection against wetting by rainwater.

As regards disposal, Malanje has a municipal waste collection service. We will transport the
waste to the designated waste dumping site, then the municipal management department of
Malanje will be in charge of collecting and transporting the waste to the final landfill site for
the final disposal of the waste.

5.6 Parking Area, Access and Internal Movement


The parking area of vehicles will be located in front of the offices and near the internal
driveway, the parking area of machines will be located on the opposite side of the the internal
driveway and near the Reservoir R0.

There are 2 entrances for the yard. The main entrance near the “Luanda - Lundas Road” is use
for inputs and outputs of machines and equipment, as part of the plan against accidents in
the rapid evacuation of the yard. The secondary entrance near the secondary street that
runs perpendicularly from the “Luanda - Lundas Road” will be projected with control of inputs
and outputs of personnel and vehicles.

With regard to internal movements, Jiangsu will separate pedestrians and vehicle movement
path in order to avoid the risk of injury to pedestrians. The movement of all the vehicles and

equipment in the shipyard can only be carried out in the defined circulation area. Jiangsu will
make the delimitation of pedestrian circulation areas in the yard, whenever possible, through
orange polyethylene networks with the minimum of 1 m height. Appropriate signage will be
placed to identify pedestrian paths and the circulation area for vehicles and machines.

The pedestrian paths and circulation area for vehicles and machines are shown in the signaling
plan filed in Annex 3.

5.7 Structure Workshop


This project practically does not include concrete structures, the construction of chambers and
water meter boxes are the most important. For this reason, the need for steel reinforcement
and formwork will be low. So, Jiangsu will establish a small structure workshop for the
preparation of steel reinforcement and formwork in the defined area.

5.8 Mechanical Workshops


Because of the size limit of the yard, we don’t have sufficient area to establish a workshop for
repairing and maintaining construction machine and vehicles, so the maintenance and repair
of vehicles and machinery will be carried out in local mechanical workshops.

6. Network
After describing the main elements of the yard, this chapter now presents the technical
networks that will ensure the proper functioning of the different units.

6.1 Water Supply


We have already agreed with EASM that the water supply will be made from the direct
connection with the Water Treatment Plant as they are the ultimate owners of the yard.

In any case, a small water tank of 5000 liters will be installed to ensure continuous availability
even in the event of a power failure. Along with this, a small electric water pump will be
installed to ensure reliable service at all points of the yard.

The internal water network will be made by DN32 HDPE piping, buried whenever possible. At
least the following service points will be installed: offices, kitchen and bathing and sanitation
facilities. Suitable taps will be installed for this purpose.

The water supply network will be filed in Annex 4.

6.2 Electricity Supply


According to the contract, a reliable power supply will be established at the yard.

The required electricity will be obtained from the connection to the public electricity network
near EASM. At the same time, we will install one generator, which will work whenever there is
any power failure.

The generator will be approximately 20 KVA, the model of which is Perkins LIS20. The
generator itself already has noise isolation devices, so the noise is low, level of which is

Silent/65dBA. The generator has enough power to supply the electrical demands of equipment
during the normal working day at the yard. The generator will be diesel engine, which will
allow better fuel management in the yard. The installation of the generator should take into
account the implementation rules, namely:

 Retention basin
 Covered and ventilated place
 Peripheral fuel delivery channel in case of spills
 Installation of fire and spill control equipment

The internal power grid should at least provide lighting and serve the offices, kitchen and bath
facilities, and the dormitories. This network will include a frame for the generators and all
cable lines will be buried whenever possible. For supply points, single-phase sockets will be
installed at all points.

The electricity supply network will be filed in Annex 5.

6.3 Waste Water


An internal wastewater network will be built to collect effluents from offices, the kitchen and
toilets. This will consist of DN 110 PVC piping that will drain by gravity to the septic tank. The
dimensions of septic tank are 3.5m long, 2.2m wide and 3.0m deep, total volume is 23.1m3.
This septic tank will function as a sedimentation compartment for suspended solids, where it
will decant, to allow the upper layer of water to discharge along a pipe leading to an
absorption well that will be constructed for this purpose.

A licensed local company will be found for maintaining the tank not to exceed a period of 6
months. Sludge extraction should be carried out where appropriate: the accumulated sludge
should not be less than 0.3 meters from the outlet of the septum and the bottom of the skim
should be at least 0.075 meters above the bottom of the septum. For the sludge extraction,
the access to the septic tank will be supplied for the sewage cleaning truck.

Maintenance operations should only be started after the pit has been open for about 1 hour,
so that concentrated gases can escape inside which, due to their toxicity, may endanger the
physical integrity of the operators.

The wastewater network will be filed in Annex 6.

6.4 Rain Water


At present, in case of heavy rains, the two main issues will be to avoid both soil erosion and
water stagnation. Our terrain has a slight constant southward slope, figure 2 shows the groud
level curves of the yard. An outlet drainage channel will be constructed next to the apron of
Reservoir R1. So the rainwater on the yard will not infiltrate the ground naturally but will be
drained by outlet drainage channel to the public drainage channel, which is located at the edge
of “Luanda - Lundas Road”. Under these circumstances, the above both issues will be avoided
effectively.

The rainwater drainage channel will be filed in Annex 7.

7. Risk Prevention
After describing the elements and network of the yard, the main risks in the normal yard
operation identified by Jiangsu are as follows:

 Fuel pollution
 Waste pollution
 Accidental fires
 Accidental spills
 Vehicle accidents
The prevention measures to be taken will be described in the following sub-chapters.

7.1 Fuels Storage and Control


As mentioned above, fuel will not be stored in the yard, but will be obtained from local petrol
stations and transported to the work fronts if, as and when required.

During the transport of fuel, Jiangsu will take the following safety measures:

 Use the specified gasoline bucket to store fuel


 The lip of bucket must be kept tight to avoid the spillage of fuel
 The bucket must be fixed tightly to the pickup to avoid the bucket falling down
 The pickup must be driven stably, so the bucket will not fall down and the fuel will not
spill out
 Spills absorbent material will be kept in the pickup in case of accidental spillage of fuel

Filling of the fuel tank of the generator will be done by personnel who have been specifically
trained for this purpose. The generators should be switched off, as well as any nearby
machines or possible sources of ignition. Any small spillage occurring during the operation
should be promptly collected (using sand or sawdust), including any soil that may have been
contaminated. The material collected must be packed in watertight plastic bags and deposited
in the specific hazard waste area in the yard.

Proper signage and symbology (no smoking, no fogging and danger) will be placed around the
generator installation area. Appropriate firefighting equipment will also be available. For the
treatment of accidental spills absorbent material (eg sawdust), collection equipment (shovel)
and container for storing contaminated material will always be available. Materials and
equipment must be adequate and sufficient to handle spills up to 100L.

Vehicle and machine fuel will not be stored at the yard and is obtained from local petrol
stations where necessary. Machinery and other equipment shall be provided with appropriate
fire extinguishers and within their expiration date. Any equipment spills will be repaired
immediately and removed from the site.

Training will be provided to workers in the prevention of pollution and accidents / emergency
and training will be prepared to present their methods and procedures. These activities will be
carried out by qualified and trained personnel.

7.2 Hazardous Substances, Waste Storage and Control


All potentially hazardous materials and waste will be handled by trained personnel and stored
in the specific area in the yard in accordance with manufacturer's instructions and legal
requirements.

For the storage of hazardous materials, Jiangsu will observe:


 Their correct identification;
 Their proper packaging;
 Have spill retention systems (liquids);
 Be separated according to their typology.

The waste produced in the yard includes:

- Non-hazardous waste generated in the kitchen;


- Non-hazardous solid waste generated in the office, the packings of the materials and
accessaries etc, such as papers, plastic packings and wooden boxes etc;
- Hazardous waste produced in the accidental event, such as accidental spillage fuel.
The waste produced in work front includes:

- Non-hazardous solid waste generated on site, such as debris of the pipes, packing boxes
etc;
- Hazardous waste produced in the accidental event, such as accidental spillage fuel.
For the waste management and control, Jiangsu will take the following measures:
 Identify the hazardous waste and non-hazardous waste;
 Non-hazard waste will be stored separately from hazard waste;
 The hazardous waste from spillage will be collected and packed in watertight plastic
bags and deposited in a specific hazardous waste area;
 Collect the waste generated in the work front by the teams and transport to the
designated dumping site on a daily basis;
 Transport the waste generated in the yard to the designated dumping site periodically;
 The designated dumping site of waste must be approved by local government;
 Whenever possible, materials used or generated by the construction will be recycled;
As regards waste disposal, Malanje has a municipal waste collection service. After the waste is
transported to the designated dumping site, the municipal management department of
Malanje will be in charge of collecting and transporting the waste to the final landfill site for
the final disposal.

The legislation in force will apply, namely the publication of Presidential Decree No. 190/12 of
24 August, which approved the Waste Management Regulation (“Regulation”), in compliance
with the provisions of no. 11 of Law no. 5/98 of 19 June (Angola Environment Law).

7.3 Behavior Signs and Rules


As shown in the accompanying yard drawings, signs will be installed in the yard regarding
major health and safety issues.

Jiangsu will erected a plaque with safety warning signs near the entrance of the Yard. Typical
safety warning signs are the following:

In addition, Jiangsu will implement awareness-raising work, particularly with regard to the
following aspects:

• Personal protective equipment will be delivered and therefore required for use at all
times.
• Drinking alcohol will not be allowed at work. Random checks may be performed.
• Smoking will not be allowed in the vicinity of generators or fuel storage.
• No bathing or washing in natural water courses. The yard has facilities for this.
• Keeping the workplace in order is the first preventive safety measure.

7.4 Fire Prevention and Control


All reasonable precautionary measures will be taken to ensure that fires are not started as a
result of working activities.

Firefighting equipment will be provided in all dorms, offices, kitchen areas, workshop areas,
material stores and all other identified areas.

It will be ensured that all workers will be aware of fire hazards and how to deal with any fires
that occur. These specifications will include:
 Regular lectures on fire prevention;
 Regular reminders to staff.

A fire network (extinguishers) / fire prevention training will be provided.

Fires that occur will be reported immediately to the supervisor and the competent authorities
as described in the HSP.

7.5 Emergency Procedures


All situations, activities and behaviors that may give rise to an accident or risk will be identified
(Example: smoking near the fuel tank of generator, handling toxic products without protective
equipment, performing two tasks simultaneously, mixing two reactive products, etc.).

These situations include, but are not limited to:


 Accidental fires.
 Accidental spills.
 Vehicle accidents.

Emergency procedure in case of fire:


 Never panic;
 Correctly use existing fire extinguishers as they will allow the fire to be extinguished
or controlled until the fire department arrives;
 All extinguishers must be placed in accordance with the site plan, marked and in
good working order.
 All personnel will be adequately trained to enable the correct use of this type of
equipment;
 If, despite best efforts, the fire can’t be extinguished within 1 minute, call the fire
brigade immediately at the emergency number.
 The alarm must be given correctly and unambiguously so as to evacuate the workers
to the assembly point;
 Remove combustible materials within fire range;
 Proceed with the power cut according to the fire safety needs;
 The evacuation of persons at risk should be given priority over firefighting;
 Prepare and facilitate access to firefighters by collaborating with them in combat and
evacuation operations.
Emergency procedure in case of specific accidents due to spills:
 The source of the spill must be isolated and the spills should be controlled using
sandbags, sawdust, absorbent material and / or other materials approved by the
supervisor;
 The area will be isolated and protected;
 There will always be absorbent materials readily available to absorb / breakdown
spill;
 The quantity of such materials will be capable of handling a liquid spill of at least 100
L;
 Competent authorities will be notified of significant spills that occur;
 The employees must be aware of the procedure for dealing with accidental spills or
leaks;
 The necessary materials and equipment to deal with accidental spills or leaks must be
available at all times.
Emergency procedure in case of vehicle accidents:

 The worker who detects the accident must report to the Health and Safety
Technician or rescuer;
 The person who reports the accident must suspend any work that may destroy or
alter the traces left, without prejudice to the assistance to the victims;

 Depending on the severity, immediately signal and isolate the area, whether personal
injury or not resulting from the accident, in order to prevent other accidents from
happening;
 Only allow workers with adequate skills and training to access to accident areas for

 Before the ambulance arrives, please remember:
• Leave the victim as he is, without moving him;

 Prior to return to normality, the necessary corrective actions must be implemented.

Jiangsu has established an assembly point and first aid location in the site plan, which are
shown in Annex 3.

The evacuation route to the assembly point is filed in Annex 8.

7.6 Health and safety


All legally required health and safety standards enacted by the Angolan Law will be met.

First-aid boxes will be provided in scattered locations around the yard, notably in consultant
office, contractor office and the dining room.

All works that may pose a danger to humans and domestic animals will be sealed, demarcated
or isolated, as per the supervisor instructions.

Appropriate signage will be provided, including mandatory signs, and pedestrian and vehicle
routing. In addition, audible warnings will be provided for signaling maneuvering of machinery.
Operators and drivers should handle the equipment properly, thus ensuring the safety of
people, animals and property and should be trained for this purpose.

With regard to illness, heat shock and injury, particular attention will be given to:
 Malaria that is prevalent in the area. Regular follow-up of malaria symptoms should
be ensured in the construction team to allow timely treatment. Trenches and other
depressions that accumulate standing water will be grounded as soon as possible to
prevent the creation of areas that are conducive to the development of malaria,
cholera and dysentery.
 If outbreaks of these illnesses are possible during flooding periods, they should be
prevented by providing uncontaminated drinking water, sanitation and food on the
premises for personnel.
 Drinking water should be available on site to prevent dehydration and overheating.
 Open wounds should be treated with antiseptic / antibiotics to prevent the
development of tropical ulcers.
