AN ORDER RE-ORGANIZING THE MUNICIPAL ZERO OPEN

DEFECATION (ZOD) VERIFICATION AND CERTIFICATION TEAM
WHEREAS, the Department of Health, as the lead agency in promoting and ensuring public
health and safety through the Environmental and Occupational Health Program, is providing
technical assistance and vigorously encouraging their partners in combating water &
sanitation problems.

WHEREAS, the Department of Health, in line with the Administrative Order 2010-
0021,entitled “Sustainable Sanitation as a National Policy and a National Priority program of
the DOH & it aims to achieve Zero Open Defecation status and attain universal access to safe
and adequate sanitary facilities by 2028 which are also the goals of the Philippines Health
Agenda (2016-2022) & aligned with the health targets of the FOURmula One (F1) Plus and
the Sustainable Development Goals (SDG) of safely managed sanitation services by 2023.

WHEREAS, RA 7160, otherwise known as the Local Government Code of 1991, mandates
the LGU to prioritize projects, programs and activities in the promotion of Good Health
Leadership.

WHEREAS, to ensure attainment of the programs objectives, official verification &

certification of ZOD status of the barangays is needed.

NOW THEREFORE, by the virtue of the power vested in me by law I, HON.

CHARLOTTE D. PANAL, Municipal Mayor of Tambulig, Zamboanga Del Sur, do hereby
order, the re-organization and composition of the ZOD Verification & Certification Team as
follows;

SECTION 1. COMPOSITION. The Zero Open Defecation (ZOD) Verification &

Certification Team shall be composed of the following:

Team Leader : DR. JANET A. HERNANDO, Municipal Health Officer

Members : ME V. HEYRANA, Municipal Sanitation Inspector

HON. BEAM SEPTENNY MART PALUMAR, SB Member Com. on Health
MS. GENEVIVE TAPODOC, IPHO Representative
MS. DOREEN ANN ARAMBALA, PDOHO Representative
 MS. ROSELA PEPITO, CSO
MS. MERCIDITA GAPO, CSO
MS. IMELDA JUMAWAN, CSO
MR. CAMILO VILLARTA, MENRO
OTHER TMHO STAFF

SECTION 2. FUNCTIONS. The TWG have the following functions;

A. Received the letter requests from the barangays seeking verification & certification of
their having achieved a ZOD status
B. Visit the requesting barangays and verify the claim of ZOD status using the ZOD
verification form.
C. Declare and provide certification and to give any awards or recognition to the barangays
achieved ZOD status.
D. Prepare and submit reports to the Provincial Level offices concerned.
E. Monitor barangays status every three (3) months and if necessary to revoke the ZOD
status if the barangay does not sustain the criteria.

SECTION 3. EFFECTIVITY. This order shall take effect upon release of this order.
