DOA's OBJECTIVE: Our Objective, as defined in our Constitution, is the worldwide/India improvement and conservation of human vision. This includes : © Enhancement and development of primary eye and vi n care by optometrists. ‘© Promotion of high standards of education and practice by optometrists including by the promotion of international coordination of optometrists. © Provisi n of support to aid programs directed at the provi: societies in need. © Promotion of the advancement of the science of optometry. © To adopt the definition of optometry and optometrist of WCOMHO and ILO © Advocacy for optometry council as statuary regulatory body under the Indian Parliament Act instead of any other Act like Company Act etc. © Up-graduation of optometry education from diploma in optometry to Bachelor in optometry in four years, master and Ph.D. cources. © Unification of optometrist designation and one nomenclature of degree as Bachelor in optometry as per guideline of University Grant commission. © Reduce the number of blind persons from 80% avoidable blindness due to refractive errors from 24% to 0% in India by the optometry services. @ Implement the guidelines under Master Plan 2014-2019 of WCO and WHO to reduce the burden of refractive errors which is more than 43% and become the first cause of avi lable blindness worldwide. MESSAGES Dear Colleagues, GREETINGS FROM DELHI OPTOMETRISTS ASSOCIATION At the onset, on behalf of the Executive Board of DOA, it gives me immense pleasure and privilege to welcome you all to the 12° National Optometry Conference- NOC 2022 on 29° — 30 " Oct'22 at INDIA INTERNATIONAL CENTRE, New Delhi- India This edition of the conference will be held in collaboration with Global Optometry professionals and more than 30+ esteemed speakers from the 8+ universities. Eminent optometrists are participating in the conference from other countries and more than 300+ delegates attending the conference. International Labour Organization (ILO) classified optometry as an independent profession under the Code No. 2267. The core of optometry has been the assessment of visual health and management strategies centred on spectacle lens and contact lens therapy. This core, however, has expanded greater over the past century to include a umber of other important clinical services with Education upto Ph.D. in optometry under UGC Gazette. These Professionals are providing services in a full range of practice optometry there by enhancing vision, protecting and preventing eye health. ‘According to WHO AND WORLD COUNCIL OF OPTOMETRY (WCO) blindness is increasing globally. Among the 7 causes of blindness are uncorrected refractive errors and cataracts are the leading cause. The majority of people with vision impairment and biindness are over the age of 50 years; however, vision loss can affect people of all ages. Vision impairment poses not only the enormous global financial burden with the annual global costs of productivity losses associated with vision impairment from uncorrected myopia and presbyopia alone estimated to be USS 244 billion and USS 25.4 billion but also has personal impact. Where young children with early on set can experience delayed motor, language, emotional, social and cognitive development with lifelong consequences. Blindness also affects the human behaviors. InIndia, at present the optometry professionals (OPTOMETRISTS) are higher in numbers than ophthalmology professionals (OPHTHALMOLOGISTS). Optometrists can help in sharing the load of primary eye care, enabling the ‘ophthalmologists to focus on surgical and medical procedures comfortably at large, whilst the optometrists could cater to all the diagnostic works, investigations and treatments at the primary eye care level for vision restoration, objective, subjective, refractions, retinoscopy, fundoscopy, orthoticspleoptics, low vision aids, minor eye ailments as primary eye healthcare practitioner. Despite current measures, blindness in the world is increasing by 2.2 million cases per year resulting in 100% increase in world blindness. So to achieve this, an optometry department is a must to have at every level of healthcare establishments like Hospitals, PHC, District Hospitals, Secondary Care Centres, Community Centres and ‘open more optometry education colleges in all Govt. Hospitals under the UGC-approved Universities, etc. To train the optometry workforce at large and appoint them under the National Prevention Control of Blindness (NPCB) and Nation Health Mission program to prevent more than 80% of avoidable blindness in the public interest at large. We believe that the theme for the NOC-2022 conference truly reflects the deliverables that DOA aims to provide to fellow optometrists. The conference will see an exchange of information on the latest developments in the optometry discipline along with discussions on the level of education and status of optometry in the international arena. A key outcome that we seek from this conference is to generate a better understanding of the NATIONAL IMPORTANCE OF OPTOMETRY SERVICES FOR PREVENTION OF BLINDNESS IN INDIA, through the optometry services in eradicating the 80% avoidable blindness in India and other countries. We realize that the key to success is to make these services economically viable and easily accessible to the common public.
