MANDATING BARANGAY MADDARULUG, SOLANA, CAGAYAN, TO RE-ORGANIZE THE

BARANGAY COUNCIL FOR THE PROTECTION OF CHILDREN (BCPC).

WHEREAS, Republic Act No. 7160 otherwise known as “Special Protection of Children Against
Child Abuse, Exploitation and Discrimination Act” provides special protection to children from
all forms of abuse, neglect, cruelty, exploitation and discrimination, ang other conditions
prejudicial to their development including child labor and its worst forms;

WHEREAS, DILG Memorandum Circular No. 101-2002 dated August 5, 2002 mandates that Local
Government Chief Executive (LCES) from Provincial down to Barangay Government shall
organize the children’s programs. The BCPC of Barangay Maddarulug, Solana, Cagayan which
shall constitute in accordance with the said order.

NOW THEREFORE, I SHIERELL U. SANTOS, of Maddarulug, Solana, Cagayan in my official

capacity as Punong Barangay by virtue of the powers vested in me by law, do hereby ordain;

Section 2. Function of BCPC

Foster education of every child.

1. Take steps to prevent juvenile delinquency and assist parents of children with behavioral
problems so that they can get expert advice.
2. Adopt measures for the health of children.
3. Conduct capability building projects to increase knowledge and skills in handling
children’s programs.
4. Encourage the proper performance of the duties and responsibilities of parents, and
provide learning opportunities on the adequate rearing of children and positive parent-
child relationship.
5. Promote wholesome entertainment in the community especially in movie houses.
6. Prepare AWF for children and recommend appropriations to the Sanggunian.
7. Provide coordinative linkages with other agencies and institutions in the planning,
monitoring and evaluation of plans of children.
8. Establish and maintain database on children in the barangay.
9. Advocate for the passage of Barangay resolutions/ordinances responsive to child issues
and concerns and ensure the inclusion of children’s program in the executive agenda.
10. Advocate for the establishment and maintenance of playgrounds, day care centers and
other facilities necessary for child and youth development.
11. Protect and assist children in need of special protection and refer cases filed against child
abusers to proper agencies/institutions.
12. Monitor situational reports on children and prepare quarterly updates including the
implementation of children’s program and make recommendations to the Municipal
Council for the Protection of Children for consideration and nationwide application.
13. Perform such other functions and other child related laws especially in matters of child
and parent education, health entertainment, etc.

Section 3. This Executive Order shall take effect immediately and shall remain enforce unless
otherwise repeated and or suspended by succeeding orders.
