EXECUTIVE ORDER NO. 22

“REORGANIZATION OF THE BARANGAY DEVELOPMENT COUNCIL (BDC)”
WHEREAS, Section 106 (a) of Republic Act (RA) 7160 otherwise known as the Local
Government Code of 1991; requires that the Local Government Units (LGUs) shall have a
comprehensive multi-sectoral development plan to be initiated by its development council;
WHEREAS, said development shall assist its corresponding Sangguniang Barangay in setting the
direction of the economic and social development as well as coordinating development efforts
within its territorial jurisdiction;

WHEREAS, above premises considered, there is a need to reorganize the Barangay Development
Council;

NOW, THEREFORE, by the power vested in me by law, I, SHIERELL U. SANTOS, of Barangay

Maddarulug, Solana, Cagayan, do hereby order the reorganization of the Barangay Development
Council.
SECTION 1. Barangay Development Council (BDC) Composition
The Barangay Development Council shall be headed by the Punong Barangay and shall be
composed of the following members;

Section 2. Functions.

The Barangay Development Council shall perform the following functions:

1. Mobilize people’s participation in local development efforts.

2. Prepare Barangay Development Plans based on local requirements.
3. Monitor and evaluate the implementation of National or Local Programs and Projects.
4. Performs such other functions as maybe provided by law.

Section 3. Schedule of BDC Meeting

 The Barangay Development Council shall meet at least once every six (6) months, or as
often as maybe necessary.

Section 4. The BDC Executive Committee

Chairman: SHIERELL U. SANTOS - Punong Barangay

Members: ROWELL B. CARANGUIAN - Representative of Sangguniang
Barangay chosen among its members
SAMUEL PATTAGUAN - Representative of NGO represented in
the council

Section 5. The powers and functions of the executive committee

The BDC executive committee shall

 Ensure that decisions of the council are faithfully carried out and implemented
 Act on matters requiring immediate attention or action by the council
 Formulate policies, plans, and programs based on the general principles laid down by the
council
 Act on any matter that may be authorized by the council

Section 7. BDC Secretariat

The Secretariat of the Barangay Development Council shall be headed by the Barangay Secretary
who shall assisted by the Municipal Planning and Development Coordinator concerned.

Section 8. Functions of the BDC Secretariat

The BDC Secretariat shall

 Provide technical support
 Document proceedings
 Prepare reports
 Provide other assistance as may be required

Section 9. Repealing Clause

All other orders issuances ad memoranda issued inconsistent herewith are hereby repealed or
modified accordingly.

Section 10: Effectivity

This Executive Order shall take effect immediately.
