and capacity. In spite of challenges
and difficulties brought by the
pandemic, we still stood firm and
continuously serving the people of
the barangay.
With the tedious process we experienced in completing the
Barangay Development Plan, I am very positive that the general
welfare of the people will be uphold. In God’s will, we will be
able to ensure the better quality of life of children, men, women,
person’s with disability, elders, indigenous people and other
groups in the barangay.

Definition of Terms
“Demography” -- the study of statistics such as births, deaths, income, or the
incidence of disease, which illustrate the changing structure of human populations.

“Disaster” – a serious disruption occurring over a short or long period that causes
widespread human, material, economic, or environmental loss which exceeds the
ability of the affected community or society to cope using its resources

“Disaster Preparedness” –refers to measures taken to prepare for and reduce the
effects of disasters.

“Disaster Risk” – the potential disaster losses in lives, health status, livelihood,
assets, and services, which could occur to a particular community or a society over
some specified future period.

“Disaster Risk Reduction” – the concept and practice of reducing disaster risks
through systematic efforts to analyze and manage the causal factors of disasters,
including through reduced exposures to hazards, lessened vulnerability of people and
property, wise management of land and the environment, and improved preparedness
for adverse events.

“Disaster Risk Reduction and Management” – the systematic process of using


administrative directives, organizations, and operational skills and capacities to
implement strategies, policies, and improved coping capacities to lessen the adverse
impacts of hazards and the possibility of disaster. Prospective disaster risk reduction
and management refer to risk reduction and management activities that address and
seek to avoid the development of new or increased disaster risks, especially if risk
reduction policies are not put in place.
“Education” – the act or process of imparting or acquiring general knowledge,
developing the powers of reasoning and judgment, and generally preparing oneself or
others intellectually for mature life.

“Emergency” – unforeseen or sudden occurrence, especially danger, demanding


immediate action.

“Employment” – is a relationship between two parties, usually based on a


contract where work is paid for, where one party, which may be a corporation, for-
profit, not-for-profit organization, co-operative or other entity is the employer and
the other is the employee.
“Hazard” – a dangerous phenomenon, substance, human activity, or condition
that may cause loss of life, injury or other health impacts, property damage, loss of
livelihood and services, social and economic disruption, or environmental damage.

“Livelihood” -- the way you make your living and pay for the basic things you
need in life

“Master Plan” – is a dynamic long-term planning document that provides a


conceptual layout to guide future growth and development. Master planning is about
making the connection between buildings, social settings, and their surrounding
environments. A master plan includes analysis, recommendations, and proposals for
a site’s population, economy, housing, transportation, community facilities, and land
use. It is based on public input, surveys, planning initiatives, existing development,
physical characteristics, and social and
economic conditions.

“Preparedness” – pre-disaster actions and measures being undertaken within the


context of disaster risk reduction and management and are based on sound risk
analysis as well as pre-disaster activities to avert or minimize loss of life and
property such as, but not limited to, community organizing, training, planning,
equipping, stockpiling, hazard mapping, insuring of assets, and public information
and education initiatives. This also includes the development/ enhancement of an
overall preparedness strategy, policy, institutional structure, warning and forecasting
capabilities, and plans that define measures geared to help at-risk communities
safeguard their lives and assets by being alert to hazards and taking appropriate
action in the face of an imminent threat or an actual disaster.

“Response” – any concerted effort by two (2) or more agencies, public or private,
to provide assistance or intervention during or immediately after a disaster to meet
the life preservation and basic subsistence needs of those people affected and in the
restoration of essential public activities and facilities.
“Risk” – the combination of the probability of an event and its negative
consequences.
“Risk Management” – the systematic approach and practice of managing
uncertainty to minimize potential harm and loss.
“Sustainable Development” – is the idea that human societies must live and
meet their needs without compromising the ability of future generations to meet their
own needs

1.1 Location, Political Boundaries and General Features

1.1.1 Geographical composition and History of Barangay

Barangay Colo has an area of 257.42 (hectares) in which (hectares) of it is used in agriculture;
while 32 (hectares) are paddy fields, 21 (hectares) upland and the remaining hectares are for
households.

Seven kilometers away from the town proper and accessible via the Gapan Olongapo National
Road, surrounded by the following barangays;

NORTH : Barangay Tubo-Tubo

SOUTH : Hermosa

EAST : Barangay San Benito

WEST : Barangay Naparing

Colo shares a common border with the following barangay(s):


Naparing, Dinalupihan Bataan
Tubo-Tubo, Dinalupihan, Bataan
Magsaysay, Dinalupihan, Bataan

The barangay is bounded in the Barangay San Benito in the East, Barangay Naparing in the West,
Barangay Tubo-Tubo in the North, and Hermosa in the South.
1.1.3 Municipal Profile

Dinalupihan is a landlocked municipality in the coastal province of


Bataan.

The municipality has a land area of 92.52 square kilometers or 35.72


square miles which constitutes 6.74% of Bataan's total area. Its population as
determined by the 2020 Census was 118,209. This represented 13.85% of the
total population of Bataan province, or 0.95% of the overall population of the
Central Luzon region. Based on these figures, the population density is
computed at 1,278 inhabitants per square kilometer or 3,309 inhabitants per
square mile.
1.2 Barangay Profile
1.2.1 Demographic Profile

Population
Based on the actual barangay data in 2024, the total population of
Barangay Colo is 4, 280. The median age of 27 indicates that half of the
entire population of Barangay Colo are aged less than 27 and the other
half are over the age of 27 (Barangay Data 2024). It can be inferred that
the population of Barangay Colo is relatively young.

The computed 2024 Age Dependency Ratios mean that among the
population of Barangay Colo, there are ___ youth dependents to every 100 of the
working age population; there are __ aged/senior citizens to every 100 of the
working population; and overall, there are __ dependents (young and old-age) to
every 100 of the working population.

Combining age groups together, those aged 14 and below, consisting of the
young dependent population which include infants/babies, children and young
adolescents/teenagers, make up an aggregate of 25.33% (610). Those aged 15 up to
64, roughly, the economically active population and actual or potential members of
the work force, constitute a total of 69.48% (1,673). Finally, old dependent
population consisting of the senior citizens, those aged 65 and over, total 7.05%
(170) in all.
