SUB : PROCESS OF ONLINE PAYMENT TO ALL FUNCTIONARIES RELATED TO


CTET-JANUARY 2021 EXAMINATION TO BE HELD ON 31.01.2021 (SUNDAY)

Sir Madam,

You may be aware that the 14th edition of CTET is scheduled to be held on 31.01.2021 all
over India in 135 cities and due to COVID-19, the Board has also issued advisory guidelines to all
the stakeholders to maintain social distancing and other safety measures to stop spread of
COVID-19 for smooth and fair conduct of the CTET examination.

Moreover, in view of the Government of India policy to promote ease of doing business,
the Board has planned for efficiency in accounts, time saving in processing of bills, transparency
in system and direct credit of amount to each staff involved in the examination.

Presently the payment to City Coordinator and Observer is made after receipt of bill with
supporting invoice vouchers receipts. While for examination centre activities, the 60-70%
advance of estimated expenditure is transferred to the bank account of examination centres 15-
20 days before commencement of examination. The Centre Superintendents (CS), after conduct
of examination, submit the bills to CBSE with supporting invoice vouchers receipts and after
verifying the calculations balance amount is transferred to the bank account of examination
centres.

In order to process these 6-7 thousand bills, lot of accounts’ officials are involved for 2-3
months. The settlement reconciliation of advance is also a cumbersome process. Besides
above, a lot of time of various functionaries involved in conduct of examination is wasted in filling
up the bills, making calculations, sending bills by post and follow up for payments. Lose of bills in
transit and transfer of amount to in-correct bank account is another issue in this process.

The Competent Authority of the Board has decided to make the complete process of
settlement of bills online. The work flow for this process will be as below:

1. The 80% advance amount to the Centre Suptds is being sent to their bank account. This
amount includes expenditure on:
a. Contingent charges
b. Fixed sanitization charges
c. Misc. sanitization charges
d. Frisking charges to invigilators
e. Security Guards for frisking
f. Videography (in identified cities)
g. Conveyance charges for collection of QP & deposit of OMR
h. Refreshment charges to all staff at examination centres.

The expenditure on above items are to be incurred by the Centre Suptds. as per the rates
mentioned in Instruction Manual page 42. The settlement of expenditure on above items
is to be done through online software after examination. There will not be any
requirement of submission of bill voucher receipt towards above expenditure. Online self-
certification in the software will be treated as utilisation of above amount.

2. The payment of remuneration and conveyance to CS, Dy. CS, Observer, Invigilators,
Clerks and Class IV will be sent to the bank account of concerned as per the information
provided by the CS in the online software immediately after the examination is over.
However, the information regarding account details of all the functionaries may be filled
well in advance and properly checked by CS.

3. The payment of remuneration and conveyance charges to City Coordinator, the


clerk class IV used in coordination work & refreshment charges on meeting held one day
prior to examination will also be sent through online software in the bank account
mentioned during online bill filling process after the examination.

4. The payment to observers deputed in same city and within NCR is also fixed as mentioned
on page 42 of Instruction Manual. However the observers deputed from outside cities, it has
been decided to fix the lump sum payment of Rs.12,000 - including remuneration, hotel meal
charges, conveyance transport expenses. On the basis of online self-certification the payment
will be disbursed and there will not be any requirement for production submission of any
supporting bill/receipt.. The criteria for the outside city will be applicable when the observer
is appointed to the examination centre located in other district which is not his her district of
residence (for retired officials) place of work. The outside observers will be appointed only by
the CTET Unit. The City-Coordinators, CS and Board representatives are not authorized to
appoint outside observers. Since the observers are appointed by the CTET Unit o the data of
observer allotted to examination centers will be auto filled in the software with the field of
local outside observer. In case the Board’s appointed observer does not report for duty, only
the option of local observer will be shown in the software.

The fixed amount will be auto calculated by the software and payment to concerned bank
account will be transferred through payment gateway. The claims submitted in online mode
will be self certified by the concerned and there will not be any requirement of submission of
supporting invoice vouchers receipts. Self certification of expenditure will be treated as
utilization of amount spent by the concerned.
