Background of the problem

"The youth of today are the leaders of tomorrow.", Nelson Mandela said. Youth is indeed the future of
this cruel present. Youth is important. They are the stepping stone to success and will make this future
brighter and lighter for the upcoming generations.

However, most of the youth are not that productive in the community. Some of them are not on the
right paths. Some of them are problematoc and overthinking of what may happen tomorrow, and of
course, possibly, it will have a big impact to their future. Youths should not only needed to be guided by
their parents and families, it should be a big help for them to grow it they are also surrounded by the
community, and being supported by the youth leaders.

"About 90% of births to girls ages 15-19". "12 million girls marry before the age of 18 each year-- almost
one every 2 seconds", according to Plan International. "30-50 pregnancies per year in Philippines are
among ten-year old", according to Janina Peralta... are just some cases of teenage pregnancies, one of
the most issued problem of the youths.

Juvenile delinquency, poverty, inadequate employment opportunities, education disparity, obesity,

materialism, violence in schools, early maturity, substance abuse, and single parent households are the
top ten challenges that are experiencing most of the youths this year, according to Preeti Mishra.

One of the problems of the youths are the youth leaders itself. Because of this, the youths are not
evolving to be a productive person in their community. Now the question is, are the youths still guided
by the youth leaders? Where are the youths and the youths leaders now in the community? Are they
both helping the community?

The researchers will conduct a study that will help both the youth and the youth leaders help each other
to help the community.

Conceptual Framework
Statement of the problem

The study is focused on knowing if the roles of the Sangguniang Kabataan Councils are still on progress.
This study will answer the following questions:

1. Is the role of Sangguniang Kabataan Council still helping the youths?

2. Is the Sangguniang Kabataan Council doing their roles and obligations?

3. Are there any hindrances or reasons why their leadership is changing negatively?

Definition of terms

Sangguniang Kabataan Council- leaders of the youth in a barangay

Youth- the time of life when someone is young

Role- a part that something or someone has in a particular activities or a situation

Awareness- knowing and understanding a lot about what is happening around the world

Obligation- something you must do because of a law, role, promise, etc.

Action- a function of something

Knowledge- information, understanding, or skill that get from experience

Progress- the process of improving or developing something over a period of time

Importance of the study

The study is conducted to know the role of the Sangguniang Kabataan Council, and to know the reasons
why the SK Council are struggling on doing their roles and obligations.

This study will help the:

1. Youth- to help them understand the reasons of the Sangguniang Kabataan Council why they are not
on progress

2. Barangay/Community- to give them awareness about the issues that the SK Council are experiencing
and to help the SK Council start again.
3. Sangguniang Kabataan Council- to help them vocalize their reasons why they are not on action and to
give them awareness that they need to do something about this political issues.

4. Researchers- to gain knowledge about the Sangguniang Kabataan Council. To know their reasons and
to help make an action plan.

Scope and limitations of the study

This study will only scope Barangay Buenavista, Irosin, Sorsogon. There will be an interview to the SK
Council. In knowing the side of the youths, there are 150 youths to be interviewed and will be randomly
selected. The respondents should be at age 15-25 years old.

This study will not include parents, and children that are not 15-25 years old. It also excludes other
barangays outside Barangay Buenavista.
