This is about the Proposal for Establishing a Clinic for PDLs (Persons Deprived of
Liberty) at Silang Municipal Jail. PDL often come from disadvantaged backgrounds with
limited access to healthcare. Jails provide an opportunity for PDLs to receive medical
attention, they may not have access to healthcare. Clinics ensure that PDLs receive
necessary medical care including treatment for chronic conditions, infections, injuries,
and mental health issues.
In this connection, we are requesting on your good office to help us establish a clinic in
safeguarding the health and well-being of PDLs and upholding human rights standards
within the criminal justice system.
Introduction:
The provision of healthcare services to Persons Deprived of Liberty (PDL) is not just a matter of
humanitarian concern but also a fundamental right guaranteed by international human rights
standards. However, in many jail facilities, access to quality healthcare remains a challenge due
to various constraints. In response to this pressing need, we propose the establishment of a
dedicated clinic within Silang Municipal Jail to provide comprehensive medical care to PDLs.
Objectives:
Ensure Access to Quality Healthcare: Establishing a clinic within the jail premises will
ensure that PDLs have access to timely and appropriate healthcare services, including
preventive care, treatment of acute and chronic conditions, and mental health support.
Promote Public Health and Safety: By addressing the healthcare needs of PDL, the clinic
will contribute to the overall health and well-being of the incarcerated population, thereby
reducing the risk of communicable diseases and medical emergencies within the facility.
Scope of Services:
The clinic will offer a comprehensive range of healthcare services tailored to the unique needs
of PDL, including but not limited to:
Implementation Plan:
Needs Assessment: Conduct a thorough assessment of the healthcare needs of PDL within
Silang Municipal Jail to inform the design and implementation of the clinic.
Infrastructure: Allocate dedicated space within the facility for the jail clinic.
Medical Equipment and Supplies: Equip the clinic with essential medical equipment,
medications, and supplies necessary to provide high-quality healthcare services.
Training and Capacity Building: Provide ongoing training and professional development
opportunities for clinic staff to ensure they are equipped with the knowledge and skills to
deliver effective healthcare in a correctional setting.
Develop a comprehensive budget outlining the costs associated with establishing and operating
the clinic, including personnel expenses, infrastructure improvements, medical supplies, and
training programs. Explore funding opportunities through government grants, philanthropic
organizations, and public-private partnerships to support the implementation of the clinic.

from PDL, staff, and other stakeholders to continually improve and refine the services offered
by the clinic.
Conclusion:
Establishing a clinic within Silang Municipal Jail represents a significant step towards fulfilling
