1. INTRODUCTION

This specification provides for the design, manufacture, testing in factory, supply, delivery
and off-loading on site for the Hard-Drawn Copper and Aluminium Conductors

It shall be the responsibility of the Contractor to furnish equipment, which shall meet in all
respects the performance specification and will have satisfactory durability for the prevailing
site conditions.

The Contractor shall furnish all material and labour not herein specifically mentioned or
included, but which may be necessary to complete any part of the work or work as whole, in
compliance with the requirements of this specification.

The detailed design arrangement of the equipment shall be the responsibility of the
Contractor subject to the approval of the purchaser Engineer.

The Hard Drawn Copper and Aluminium Conductors supplied shall also fully comply with the
following ECG specifications, namely:

• ECG Service Conditions (G01);

• ECG System Conditions (G02);

• ECG Packing and Shipment Requirements (G03);

• ECG Submittal Requirements (G04);

• ECG Nomenclature for easy identification of materials and equipment (G05);

• Standards and Codes.

Except where modified all equipment and materials shall be in full accordance with IEC
(International Electrotechnical Commission) and ISO (International Standards Organisation)
standards and recommendations. If relevant IEC or ISO standards and recommendations
are not available in any case or cases then relevant British Standards or National Standards
shall apply if available.

When IEC, ISO, BSI or National Standards are referred to the edition used shall be that
current at the date of Tender, together with any amendment issued to that date.

Further to that above additional standards order of preference is listed below:

• IEC International Electrotechnical Commission;

• ISO International Standards Organisation;

• BSI British Standards;

• NS National Standards (where available);

• ANSI American National Standards Institute.

Where the use of a standard other than IEC, ISO or BSI is agreed then this standard shall be
used, where applicable. Where other standards are proposed in place of IEC, ISO or BSI
Standards, confirmation shall be provided that the provisions of the standards are equivalent
to or exceed those of the equivalent IEC, ISO or BSI standards.

Copies of any standards proposed in substitution for IEC, ISO or BSI standards must be
submitted with the Tender accompanied where necessary by English translations of the
appropriate sections.

Notwithstanding any descriptions, drawings or illustrations which may have been submitted
with the Tender, all details other than those shown in the ‘Deviation from the Technical
Specification Schedule’ and approved by the purchaser’s Engineer shall be deemed to
be in accordance with the Specification and the standard specifications and codes referred
to therein.

No departures from the specification except those shown in the ‘Deviation from the Technical
Specification Schedule’ and approved by the purchaser’s Engineer are to be made
without the written approval of the purchaser’s Engineer.

The Hard Drawn Copper and Aluminium Conductors shall comply with the latest editions of
and amendments to, the standards/specifications listed below:

• IEC 61089 – 1991-05 Round wire concentric lay overhead electrical stranded
conductors;

• BS 7884:1997 Specification for copper and copper-cadmium stranded conductors for


overhead electric traction and power transmission systems

• BS 6485 Specification for PVC-covered conductors for overhead power lines

• BS EN 50363-0 Insulating, sheathing and covering materials for low-voltage energy


cables. General introduction

• BS EN 50363-3 Insulating, sheathing and covering materials for low voltage energy
cables. PVC insulating compounds

• BS EN (IEC) 60811. Insulating and sheathing materials of electric cables. Common


test methods. General application. Measurement of thickness and overall dimensions.
Tests for determining the mechanical properties. Section 1: Measurement of thickness
and overall dimensions

2. PRODUCT
2.1 General
This specification covers two conductor types, these being:

• Hard Drawn stranded copper conductor;

• Hard Drawn stranded aluminium conductor.

2.2 Stranding
In all constructions, successive layers shall have opposite directions of lay, the outermost
layer being right-handed. Right-handed lay and left- handed lay shall be as defined in the
latest edition of IEC 61089 (1991-05) and BS 7884:1997.

The wires in each layer shall be evenly and closely stranded.

The lay ratios of different layers shall comply with BS 7884:1997 (copper conductors) or IEC
61089 (1991-05) (aluminium conductors), as applicable.
In conductors having multiple layers, the lay ratio of a layer shall not be larger than the lay
ratio of the layer directly below it.

2.3 Joints in wires


Joints in wires shall comply with the requirements of BS 7884:1997 (copper conductors) or
IEC 61089 (1991-05) (aluminium conductors), as applicable.

2.4 Tolerances
2.4.1 Aluminium wires
Wire diameter shall not depart from the normal value by more than +/-1%.

2.4.2 Copper wires


No diameter of a wire shall differ from the standard diameter by more than +/- 2%. The
mean diameter of a wire shall not differ from the standard diameter by more than +/- 1%.

2.4.3 Resistance measurement


Measurements of resistance shall be carried out to an accuracy of at least 0.1%.

2.5 Greasing of conductors


The inner layers of all aluminium conductors shall be covered with approved anti-corrosive
grease having a high melting point. The grease shall completely fill the interstices between
the strands. There shall be no excess grease remaining on the outer surface which
might cause adherence of grit and other material during pulling out and erection. The
minimum drop point (IP 31) of the grease shall be 120oC, and it shall not migrate towards the
bottom of the conductor when the conductor is maintained continuously at a temperature of
95o.

All greases shall permit operation of the conductors at a temperature of 95°C.

No mixes of different greases in any one length of conductor shall be permitted without the
approval of the Purchaser.

The specified characteristics of the grease shall be unimpaired after heating to 15°C above
its drop point for 150 hours.

The grease shall protect the conductor from corrosion in service which may include
operation in atmospheres containing salt spray or industrial pollution.

The grease shall not corrode component wires of conductors.

The grease shall be compatible with any wire drawings lubricant present on the wires.

The grease shall not flow within, nor exude from the conductor, at temperatures up to and
including 110oC.

The grease shall retain its properties including pseudoplasticity, thixotropy, syneresis,
resistance to oxidation and chemical stability at all operating temperatures between -10oC
and +100oC.

Grease must not present a health hazard and shall meet all relevant current health safety
requirements.

All conductors shall be greased according to IEC 61089 Case II.

The Supplier shall give details of the proposed greasing system and name the grease to be
used in the Technical Data Schedules.

The Supplier shall specify the minimum weight of grease (kg/km) in each of the conductors
offered in the attached technical Data Schedules.

PVC covered conductor shall not be greased.

2.6 PVC covered conductors


2.6.1 General
This part of the Specification concerns PVC covered versions of the various conductor types
contained herein. The conductor within the PVC covering shall be in accordance with the
relevant part of this Specification for that conductor. (PVC-covered, hard drawn all
aluminium conductors shall not be greased in accordance with Section 2.5 of this
specification).

PVC covered conductors shall conform and be tested according to the following standards:

• BS 6485;

• BS EN 50363;

• BS EN (IEC) 60811.

Following sizes of PVC covered conductors shall be supplied:

2.6.2 PVC covering


Two types of PVC-covering are required:

• A GREEN coloured (RAL 6037) PVC covering of thickness not less than 1.8 mm.
This is for use on the Purchaser's 11 kV system;

• A BLACK coloured (RAL 9005) PVC covering of thickness not less than 1.0 mm.
This is for use on the Purchaser's 433/250 system.

PVC covering compound shall conform to the type TI1 compound requirements of BS EN
50363-3.

Green coloured PVC covering shall be suitable for tropical conditions.

A tolerance of 10% shall be permitted on the above figures. On all conductors all outer
interstices to be filled with PVC so as to minimize corrosion.

Identification of the maker, the year of manufacture and of the size and type of conductor
shall be embossed on the PVC covering at one metre intervals. The letters ECG shall also
appear on the PVC covering at one metre intervals. The letter height shall not be less than
20% of the overall diameter of the insulated conductor.

2.7 Packing
2.7.1 Delivery lengths
Nominal standard delivery lengths shall be stated by the Supplier and shall be subject to a
permitted tolerance of plus or minus 5%.

2.7.2 Samples
The Supplier shall, if requested, submit samples of the conductors for which he quotes.
Samples shall, if requested, be submitted for Purchaser's approval before commencement of
deliveries.

2.7.3 Delivery drums


All conductors shall be wound on strong wooden drums suitably treated for outdoor storage
and capable of withstanding all normal transportation and handling. All nails and metallic
parts on the inner surfaces must be countersunk so at they cannot damage the conductor.
All old nails remaining from previous use of the drum shall be removed. Drums shall not be
treated with chemicals injuries to the conductors. A round spindle hole of minimum diameter
70 mm is required at the centre of all wooden drums. Preservative treatment shall be applied
to the entire drum with preservatives of a quality which is not harmful to the conductor.

The conductor ends shall be properly sealed and secured on the side of one of the flanges
to avoid loosening of the conductor layers during transit and handling .

Drums shall be non-returnable.

The maximum weight of any loaded drum shall not exceed 1350 kg.

Each drum shall be clearly and indelibly marked with the following information:

• Supplier's name;
• Supplier’s Country of origin
• Year of manufacture
• Conductor type and name;
• Conductor size and stranding;

• Exact length of conductor (in metres) contained in the drum;

• Gross weight (in kg’s) of the loaded drum;
• Net weight (in kg’s) of the conductor;
• Purchaser's Order Number;
• Drum Serial Number;

• Name of Purchaser - Electricity Company of Ghana Limited.

This information shall be on fixed metal or plastic plates. The Supplier shall state the
drum dimensions.

The PVC-covered conductors shall be delivered in coils or small drums.

The coil lengths shall be as shown in the table below unless otherwise specified at

Each length of conductor shall be durably sealed before shipment to prevent ingress of
moisture. The drums, reels and coils shall be lagged or covered with suitable material to
provide physical protection for the conductors during transit and during storage and
handling operations. The lagging shall provide suitable protection against all climatic
conditions prevailing during transport and on site.

The detailed BOQ & cable conductor details shall be finalized during detail engineering.

Each case shall contain a fully detailed packing list in a sealed waterproof envelope. Three
copies of each packing list shall be sent to the Purchaser prior to dispatch.

2.8 STORAGE

The complete material shall be delivered to the project site. Before delivering the material, the
dispatch schedule shall be issued by ECG along with the delivery items, address, mode of
transportation etc.

The stranded conductors shall be made of best quality copper satisfying the requirements
of BS 7884:1997 and shall be smooth, free from inequalities, spills and splits. They shall
have the mechanical and electrical properties specified herein. The mechanical and
electrical properties of joints (if any) in wires shall be within the same limits as those
specified for the wire itself.

Strength(kN):

The stranded conductors shall be made of best quality aluminium (material type AL1 as
per EN50182 or A1as per IEC 61089 (1991-05)) and shall be smooth, and free from
inequalities.

They shall have the electrical and mechanical properties specified herein.

3. TESTING AND INSPECTION

3.1 Acceptance of material


Each separate consignment of material shall be accepted or rejected by the Purchaser,
depending on the results of tests carried out on the consignment.

Acceptance tests shall be carried out on samples from not less than 10% of the individual
lengths of conductor wire to be included in any one consignment.

Each sample shall be of sufficient length to provide one test specimen for each of
the specified tests.

If any sample fails to pass any one of the tests nominated for the conductor/wire, then
samples shall be taken from every drum in the consignment and any drum length from which
a sample proves defective shall be rejected. On no account shall any rejected material
be presented again for test unless with the written approval of, and under conditions
determined by the Purchaser.

3.2 Test certificates


Type/Design Tests may (at the Purchaser's discretion) be dispensed with if the
Supplier/Contractor furnishes evidence to the Purchaser's satisfaction that the relevant

tests have already been performed on identical equipment. In this case the
Supplier/Contractor shall provide documentary proof in the form of Certified Test
Certificates that the assembled equipment and its component parts been successfully type-
tested by an independent testing authority in accordance with the relevant clauses of
referenced Standards. Test Certificates as evidence of successful completion of type tests
shall be submitted as part of the Bid.

The type test report shall not be more than 5 years old or otherwise as per mutual
agreement between client and manufacturer.

The independent test authority should be able to demonstrate they have the International
Accreditation Service (IAS) accreditation to ISO/IEC Standard 17025 and are a member
of an independent testing authority such as STL (Short Circuit Testing Liaison). See

Approval of type tests certificates supplied by any authority is subject to the written
acceptance of the Electricity Company of Ghana.

The Supplier shall submit to the Purchaser certified triplicate copies of test certificates, giving
the results of the tests as required. No materials shall be dispatched until the test certificates
have been received by the Purchaser and the Supplier has been informed that they are
acceptable.

The test certificates must show the actual values obtained from the tests in the units used in
this Specification and not merely confirm that the requirements have been met.

Test Certificates shall also carry further information regarding details of the order and drum
lengths.

3.3 Inspection
Purchaser reserves the right to witness the manufacturing process, any type tests
specifically performed on the equipment to be supplied to purchaser a n d any routine
tests required in the manufacture and supply of such equipment. Supplier/Contractor shall
provide free access to Purchaser to any site where such manufacturing process, or tests,
either type or routine tests are taking place. Supplier/Contractor shall bear the in plant costs
of such witness. Supplier/Contractor shall provide the Purchaser of a schedule of
manufacture and tests at least two weeks before the events are to occur.

All costs in connection with the testing shall be borne by the Supplier. The Purchaser shall

have the right to select the samples if he so desires and shall also have the right to verify the
calibration of the testing apparatus.

3.4 Testing methodology and acceptance of Bare Conductors

The final inspection shall be done at manufacturing place & will be witnessed by either
purchaser or third party appointed by purchaser or both.

Hard Drawn Stranded Copper Conductors will be subject to tests according to:

• BS 7884.

Hard Drawn Stranded Aluminium Conductors will be subject to tests according to:

• IEC 61089 (1991-05).

3.5 Testing methodology and acceptance of PVC covered conductors


In addition to standard tests specified in 3.4 the PVC covered conductors will be subject to
tests according to:

• BS 6485;

• BS EN 50363-0;

• BS EN 50363-3;

• IEC 61089 (1991-05).

6. RECOMMENDED SPARES, SPECIAL TOOLS, AND TEST EQUIPMENT

The Tenderer is required to provide a list of recommended spares for a 5 year period. All
unit prices quoted shall be valid for any spare parts ordered by the Purchaser in this period.
Details of all special tools and test equipment (including prices where not included in main
offer) required should also be provided. All unit prices quoted shall be valid for tools and test
equipment ordered by the Purchaser during the Contract Period.
