1. Why and how do presidents use persuasion?
a. Responses should show understanding of Neustadt’s meaning of persuasion: convincing
people that what the president wants them to do is in their best interest and that presidents use
persuasion to help accomplish their goals. It is a way of expanding influence beyond formal
powers. Examples might include a president agreeing to campaign on behalf of a member of
Congress who votes for a bill he wants passed.

4. What strategy do modern presidents use—instead of persuasion by bargaining—to gain
support for their policies? Why is this strategy more successful?
a. “Going public” involves taking the case directly to the American public who, provided they
respond favorably, will then put pressure on Congress to enact the president’s policies. In an era
of divided government, looser coalitions, and more individualistic politicians, it is harder to
bargain. Going public often offers a more effective alternative.
