Criteria for Permission to be admitted to Advanced Clinical Training of

Foreign Medical and Dental Practitioners

1. (1) The applicant must be in Japan for the purpose of acquiring knowledge and skills
related to medical science.
(2) The applicant will enter Japan for the purpose of acquiring knowledge and skills related to medical
science.
(i) Copy of registration as resident
(ii) Passport [Submission of one of (i)-(iv) for (1),
(iii) Residence Card and for (2) only (iv) is acceptable.]
(iv) Certificate of Eligibility
※Consult with the Justice Ministry to confirm eligibility

Note that for persons who were not able to obtain the Certificate of Eligibility specified above at the time
of entry to Japan but who has obtained the Certificate for the clinical training while staying in Japan also needs
to submit the following further documents.

(i)’ Affidavit providing particulars for the person making the application
(ii)’ Document that supports (i)’(Example: Certificate issued by a Japanese language school which verifies
that the person has studied Japanese at the school to obtain the qualifications for advanced clinical
training)

2. The applicant must have the medical or dental knowledge and skills required for medical or dental practice
(must have completed at least a five-year course (specialized course: at least four years) at a medical or dental
university.

(1) For countries where medical licenses are issued


Submit a copy of the medical or dental license.
(2) For countries where medical licenses are not issued
(i) Submit a document which verifies that the applicant is a physician or dentist (certificate of
graduation from a medical or dental university)
(ii) Official statement to verify that the country does not issue licenses (detailing legal grounds)
(※For (ii), this statement is unnecessary if it has already been documented that the country in
question does not issue licenses.)

3. The applicant must have at least three years of clinical experience after obtaining the qualification that is
equivalent to a license as physician or dentist in the country in question.
Submit a document issued by a medical institution which verifies that the applicant was engaged in medical
practices in his or her own country (if multiple institutions, submit documents issued by each institution.)

4. Applicant must be able to guarantee and show the ability to compensate for damages caused by himself or
herself.
Submit a copy of a written insurance policy for liability of damages and a copy of the particulars of the
insurance which must cover indemnity of at least 50 million yen per accident with a separate policy of
compensation for a five-year period after discontinuing practice. Or in the case where the director of the
hospital where the advanced clinical training is to be conducted is deemed responsible for compensating for
damage caused by the applicant, jointly with the said applicant, submit a letter from the director of the hospital
promising to fulfill this requirement.

(Insurance companies that can pay the benefits in Japan are eligible for this kind of insurance.)
(A policy certificate or a letter promising to purchase liability insurance is acceptable.)

5. Submission of medical certificate


The applicant must submit a medical certificate issued by a physician which verifies that the applicant is
unrelated to (not suffering from) any of following matters/conditions:
*The certificate to be provided by a person who has qualifications equivalent to physician in foreign (other
than Japan) countries is also acceptable (this certificate cannot be made out by the applicant).

(1) Blindness, deafness, or inability to speak


(2) Suffering from a mental condition or is a narcotic, marijuana, or opium addict

6. Submission of an advanced clinical training plan and a letter of acceptance


Include the following items in the plan so they are very clear, and submit a statement that the plan has been
approved by the director and a medical or dental clinical instructor of the hospital where the advanced clinical
training will be conducted.
(1) Name of the hospital where the advanced clinical training will be conducted.
(2) Field of the advanced clinical training
(3) Period of the advanced clinical training
(4) Name of the medical or dental clinical instructor in charge of the training
