COMMUNITY RELATIONS POLICY STATEMENT

Our activities have always been carried out in alien environments. The inhabitants of
these environments have always been our hosts. In our dealings with these communities,
we recognize the following:
 That the environment is remote or alien
 That the inhabitants shall be our hosts
 That the heterogeneous nature of our country presupposes establishing peaceful
co-existence even where difference is spelt in behavioral patterns. We recognize
that we are committed to operate without resort to confrontation.
 As strangers and businessmen, we shall only resort to dialogue at all times and
avoid every bit of confrontation.

Consequently, we will utilise our qualified and experienced staff to resolve disputes with
the neighbourhood. Only by developing a strong, mutually beneficial connection with the
local indigenous people where we operate and reside will relations be established.We
shall therefore,
 Use dialogue at all times
 Encourage host communities in our project by offering employment opportunities
for both skilled and unskilled labor to the best of our ability.
 Respect the existing political and cultural instructions of the people
 Safeguard environmental orders likely to affect the lives and welfare of the people.
 Contribute our quota in supporting developmental activities beneficial to the entire
community.

1. COMPANY COMMUNITY DEVELOPMENT PLAN & CRITERIA FOR COMMUNITY CRISIS


RESOLUTION

It is the policy of SHROMB GEOTECHNICAL LTD to create good working relationship with the
workers and the indigenes of the host community. The management shall exploit
recognized traditional institutions in relating with the host community with the aim of
reducing or eliminating disruptions during contract executions.

The issues that will be considered by SHROMB GEOTECHNICAL LTD are as follows:
 Employment of one liaison officer
 Proactive resolutions of disputes/misunderstanding
 Use of local labour.
 Communication with Host Community/Authority

Where there is a dispute/misunderstanding, the following action plan shall be put in


place.
1. Peaceful resolution of the crisis is of priority. Based on this, all administrative
machinery shall be implored to find out the reason(s) for the misunderstanding.
2. The Community Liaison Officer/Company Relation Officer shall implore dialogue in
finding a lasting solution to the issue(s) at stake.
3. Where an agreement cannot be reached internally, the Company C. L. O will notify
employment Bureau through whom the workers were employed.
4. The management of IKPUTU shall inform the community council of chief, where
management cannot reach amicable solution through PGPA and it is expected
that the council of Chiefs will in their wisdom invite the Company’s representatives
to the palace to find a lasting solution to the issue.
5. Where the above options fails, the Chairman of the Local Government shall be
informed.
6. Where management observe that the solution will jeopardise the safety of lives and
property, all site activities shall be suspended temporarily.

7. The management shall notify CHEVRON NIGERIA LIMITED through the supervising
Department of the day-to-day development of the situation and action taken so
far.
8. In the face of a worsening situation, the Management shall evacuate all personnel
from the site.

2. COMMUNITY RELATIONS AND EMPLOYMENT OF LOCAL INDIGENES

2.1. INTRODUCTION

SHROMB GEOTECHNICAL LTD plans to carry out PROVISION OF FACILITIES (MECHANICAL


MODIFICATION AND UPGRADE WORKS) IN OML - 17.
Over time, there has been a noticeable increase in the impact of community disturbances
on project schedules. Because several communities in their various fields have a history of
causing disturbances in the recent past, we therefore expect community disruptions on this
project. The purpose of this approach is to reduce or eliminate any potential disturbance
to the neighborhood during the project.

2.2. OBJECTIVES
The objectives of the community management plan are as follows:
i. To put in place a clearly defined method of resolving such issues should they occur.
ii. To ensure that the surrounding communities derive maximum benefit from the out
PROVISION OF FACILITIES (MECHANICAL MODIFICATION AND UPGRADE WORKS) IN
OML – 17 and hence establish solid foundation for sustaining HEIRS ENERGIES /
Community relations during the operations phase of the project

2.3. THE HOST COMMUNITIES


Host communities on the PROVISION OF FACILITIES (MECHANICAL MODIFICATION AND
UPGRADE WORKS) IN OML – 17 Contract area for the project are as to be introduced to
SHROMB GEOTECHNICAL LTD Representative.

2.4. COMMUNITY MANAGEMENT STRATEGY


To achieve the stated objectives above, it is planned to employ the following strategies.

A. Community Liaison Office (CLO)

On award of the project, SHROMB GEOTECHNICAL LTD shall appoint a Community Liaison
Officer (CLO) who is conversant with the host communities to liaise between SHROMB
GEOTECHNICAL LTD and the host communities to ensure that all community Affairs issues
are sorted out in a timely and amiable manner.

The responsibilities of the CLO shall include but not be limited to:

i. Mobilization of community leaders and other agencies along the PROVISION OF


FACILITIES (MECHANICAL MODIFICATION AND UPGRADE WORKS) IN OML – 17. Location
including consultations as required for all project activities.
ii. Participation in all land acquisition activities including enumeration/verification of
landowners to forestall community related problems arising from the exercise.
iii. Ensuring warm relationship between SHROMB GEOTECHNICAL LTD and the host
Communities throughout the period of execution of the project by maintaining regular
contacts with key community leaders and giving relevant feedback.
iv. Ensuring submission of weekly reports to alert HEIRS ENERGIES of authentic community
concerns.

B. Courtesy Visits
Courtesy visits shall be made to key traditional rulers in the host communities before
commencement of PROVISION OF FACILITIES (MECHANICAL MODIFICATION AND UPGRADE
WORKS) IN OML – 17. The visits shall be used to pay homage to them and solicit their support
and co-operation in the peaceful execution of the projects. Subsequent visits will be made
to the traditional rulers before commencement of PROVISION OF FACILITIES (MECHANICAL
MODIFICATION AND UPGRADE WORKS) IN OML – 17. The forum will be used to intimate the
communities of the work scope and to solicit for the co-operation of the traditional rulers to
achieve a hitch-free operation.

Two public forums shall be held for the projects, the first two shall be Used primarily to inform
the communities about HEIRS ENERGIES/SHROMB GEOTECHNICAL LTD operations in their
areas, enlighten them on the proposed projects and what they stand to gain from them and
also solicit their co-operation throughout the PROJECT activities. The other two shall be held
during the extended PROVISION OF FACILITIES (MECHANICAL MODIFICATION AND
UPGRADE WORKS) IN OML – 17 phase to continue to dialogue with the host communities on
problems that may arise during the Project Contract activities.

D. Use of Local Labour


SHROMB GEOTECHNICAL LTD has a policy of employing local personnel in the community
where we execute projects. As a matter of policy, all our non-skilled labor staff, is recruited
from the local community closest to the project execution site. We also employ skilled
professional staff from the community if available.

This approach will further stimulate the economy of the local communities and develop the
skills of the indigenes thus ensuring they derive maximum benefits from the projects.

Furthermore, to ensure peaceful industrial atmosphere between the local work force and
SHROMB GEOTECHNICAL LTD, the terms and conditions of employment will be clearly spelt
out to the local labor prior to engagement.

It is expected that the unskilled local labor employed from the communities shall, in the
course of project execution, acquire some skills whenever possible through on-the job
exposure.

Additionally, SHROMB GEOTECHNICAL LTD shall adhere to the following guidelines:


 SHROMB GEOTECHNICAL LTD shall hire workers to fill only legitimate positions. Under
no account shall jobs be created solely for the purposes of bringing locals into our
payroll. No person will be paid for sitting at home. The principle of “NO WORK, NO

PAY" shall apply. Any misunderstandings/problems arising in this regard shall be


reported to HEIRS ENERGIES through PGPA promptly.
 SHROMB GEOTECHNICAL LTD shall maintain good relationship with the communities
throughout the duration of the work.
 Local Contracts
During the PROVISION OF FACILITIES (MECHANICAL MODIFICATION AND UPGRADE
WORKS) IN OML – 17 work, SHROMB GEOTECHNICAL LTD will award contracts to
contractors from the communities for minor supplies/contracts. Local contractors will
also be used as much as possible, as local security and sub contractors for bush
clearing.

E. Minimal Environmental Impact


In line with the provisions of the HEIRS ENERGIES HSE Policy, the execution procedure for
each activity of the PROVISION OF FACILITIES (MECHANICAL MODIFICATION AND UPGRADE
WORKS) IN OML – 17 Project will aim at minimizing any adverse effect on the immediate
environment.

Similarly, efforts will be made to ensure that the sudden increase in boat movement as a
result of materials or equipment and personnel movement does not constitute any hazard
to the affected communities.

To this end, SHROMB GEOTECHICAL LTD and all the parties to the projects will be
encouraged to reduce to the barest minimum the movement of such traffic through the
built-up areas.

Furthermore, the recommendations of the EIA and Survey report on the PROVISION OF
FACILITIES (MECHANICAL MODIFICATION AND UPGRADEWORKS) IN OML – 17 Project will be
fully implemented. This is to achieve a minimal environmental impact on the host
communities.

F. Damages
During the HEIRS ENERGIES’ PROVISION OF FACILITIES (MECHANICAL MODIFICATION AND
UPGRADE WORKS) IN OML – 17 Contract Execution phase, SHROMB GEOTECHNICAL LTD shall
as much as possible ensure that all work is strictly restricted within the acquired HEIRS
ENERGIES’ right of way (ROW). However where there are cases of crop damage
within/outside the Land or need to acquire temporary land for HEIRS ENERGIES’ work,
SHROMB GEOTECHNICAL LTD / HEIRS ENERGIES’ PRO team shall embark on joint assessment
of the affected crops with land owners. Thereafter, they shall pay compensations based on
HEIRS ENERGIES approved rates. Whenever possible, sufficient notice shall be given to
communities and crop owners to remove crops on the Land before Project activities kick
starts.

G. Communication
The guiding principle for tackling all community related issues in respect of this project
would be "resolution through dialogue".
To this end, prior to the commencement of the PROVISION OF FACILITIES (MECHANICAL
MODIFICATION AND UPGRADE WORKS) IN OML – 17, mutually agreed channels of
communication on all community related issues would be established between SHROMB
GEOTECHNICAL LTD / HEIRS ENERGIES’ and the communities.

Responsible authorities/focal points for each party will be clearly identified and procedures
for handling such issues fully established to ensure a peaceful industrial atmosphere
throughout the PROVISION OF FACILITIES (MECHANICAL MODIFICATION AND UPGRADE
WORKS) IN OML – 17.

SHROMB GEOTECHNICAL LTD shall appoint dedicated Community Liaison Officer (CLO), to
liaise between the PGPA and the communities on a regular basis.

The PGPA and SHROMB GEOTECHNICAL LTD will meet bi-weekly to review
community affairs issues and to prepare for community Affairs monthly

briefing/report to HEIRS ENERGIES.

H. Emergency Response
The procedure for emergency response during the PROVISION OF FACILITIES (MECHANICAL
MODIFICATION AND UPGRADE WORKS) IN OML – 17 shall be as stated in the Emergency
Response chart-for the project.

i. Method of Reporting and Handling


Any emergency situation arising from community Affairs during the course of the Project
execution shall be treated as follows: SHROMB GEOTECHNICAL LTD Project Manager (PM)
will report any community issue that arises to HEIRS ENERGIES Project Engineer (PE) and the
PGPA. The PE, PM and the CLO will together resolve the issue with the community.

If the matter could not be resolved at this stage, then it shall be reported to HEIRS ENERGIES,
PGPA. The PM shall also inform the SHROMB GEOTECHNICAL LTD Base Office in Port Harcourt
who will ensure that the matter is resolved. If the efforts fail, then HEIRS ENERGIES, PGPA will
proceed to site and jointly with the PE, CA CLO and the PM, hold discussions with the
community to resolve the matter. If the matter could still not be resolved, then HEIRS
ENERGIES and the SHROMBS GEOTECHNICAL LTD shall jointly enlist the assistance of the
Local Government authority, the Department of Petroleum Resources (DPR), the State
Government and the Government Security Force as may be necessary, to resolve the issue.

ii. Protection of Personnel and Equipment


Each stage of any community intervention shall be closely monitored by the PM and the
PE to determine if/when to stop work. Work shall immediately be stopped when, in the
opinion of both the PM and the PE, there is imminent danger to life and property at site.

They will immediately report the stoppage to HEIRS ENERGIES Project Office and SHROMBS
GEOTECHNICAL LTD base office.

Personnel movement shall, as much as practicable, be restricted to the work area and
within only HEIRS ENERGIES acquisition lands.
All equipment, tools and accessories shall be kept within the work sites and prevented from
direct contact with the communities.
iii. Emergency Evacuation
Evacuation of both HEIRS ENERGIES and SHROMB GEOTECHNICAL LTD’s personnel from work
sites shall be done as quickly as possible. SHROMB GEOTECHNICAL LTD’s shall have enough
vehicles to convey both SHROMB GEOTECHNICAL LTD and HEIRS ENERGY staff from site as
quickly as possible.

3. HEIRS ENERGIES PERSONNEL/RESPONSIBILITIES

3.1. PROJECT MANAGER


The responsibilities of the HEIRS ENERGIES Project Engineer (PE) shall include the following:
 Ensure that the community affairs management strategy as outlined in the approved
plan is implemented, during the execution of the project.
 Liaise with PM and Community Liaison Officer (CLO) on all community related issues
to ensure prompts resolution.
 Ensure that SHROMB GEOTECHNICAL LTD complies with HEIRS ENERGIES regulations on
all community related matters.

4. SHROMB GEOTECHNICAL LTD/RESPONSIBILITIES

SHROMB GEOTECHNICAL LTD’s overall responsibility for co-coordinating all community


affairs issues in respect of PROVISION OF FACILITIES (MECHANICAL MODIFICATION AND
UPGRADE WORKS) IN OML – 17. Contract Project will rest on the Project Manager (PM).

The Community Affairs focal point for SHROMB GEOTECHNICAL LTD shall be the Community
Liaison (CLO) Officers.

The Project Manager (PM) throught the CLO shall be charged with the following
responsibilities:
 Ensure compliance with HEIRS ENERGIES guidelines/requirements on community
related issues in respect of the projects.
 Represent SHROMB GEOTECHNICAL LTD in all discussions and meetings with third
parties in respect of the projects.
 Initiate and maintain continuous dialogue with aggrieved parties in all claims or
disturbances resulting from the activities or actions of SHROMB GEOTECHNICAL LTD,
with a view to preventing or minimizing work disruptions.
 Liaise with SHROMB GEOTECHNICAL LTD Project Engineer (PE) and Community Liaison
Officer (CLO) on all community related issues to ensure prompt resolution
