1.INTRODUCTION

The Union territory of Puducherry is constituted out of four erstwhile French establish
Of puducherry, karaikal, Mhe and yanam. It interesting to note that puducherry is not single
Block off territorial entity. While puducherry is located about 160km south of Chennai to a
Karaikal lies about about 140kms further down south near nagapattinam, Mahe lies on there
Western ghats surrounded by kerala and it about 653km away from puducherry and yanam Is
about 840kms north east of puducherrry

Puducherry can be accessed though Chennai airport, while yanam is about 200kms from
Vishakapattinam airport, Mahe can be reached from calicat airport which is 70kms from mahe
The total area of all regions is 479 sq.kms with population of about 14 lakhs as per census.

Built by the French, Puducherry town is well planned. The “Grid pattern of twon plan to

The male population is placed at 4,86,961 as compared to 4,87,384 female population


Registering a sex ratio o 1,001 female for every 1000 male. According to sample registering
System, the birth rate as on 2001 in the Union territory of Pondicherry works out to 17.9 while
The death rate is 7.0%. the infants mortality rate is 22 per 1000 live births.The scheduled
tribes in the UT of Pondicherry according to 2001 census report.

Red loam, Coastal deltaic alluvium, red laterite etc., are the major types of soil of
theregions of UT of Pondicherry. The mean maximum temperature is 38.2 C and Mean
Minimum Temperature is 24 C.
Pondicherry is connected with Chennai by Broad Gauge railway line via Villupuram.
Karaikal has no railway facility and the nearest railway station is Nagoor which is located at
about 12 kms. from Karaikal. Mahe is on the Broad-Gauge line between Kozhikode and
Thalaserry. Yanam has no railway facility and the nearest rail way station is Kakinada, which is
located at about 26 kms from Yanam. Gingee and Pennaiyar are the major rivers in the
Pondicherry region. While Gingee river traverses diagonally from North-West to South-East,
Pennaiyar river forms the southern border of the Pondicherry region. A branch of Pennaiyar river
called Malattar flows through the Pondicherry region. Cauvery river and its seven tributaries
serve Karaikal region. While Godavari is the only major river in the Yanam region, the rivers
Mahe and Moola Kadavu serve Mahe region. According to the Geological Survey of India, the
mineral deposits in the Union Territory of Pondicherry include Lime Stone, Clay, Lignite and
Phosphatic rocks, Brick clay, Canker, Garnet Sands, sea shells, laterite and beach sands etc.
Yanam Region does not have any mineral resources of economic value.

Pondicherry Industrial Promotion Development and Investment Corporation


(PIPDIC), a state-owned Finance Corporation has been playing a catalytic role in the
industrial development by extending term loan, hire purchase and lease finance to the
entrepreneurs and by developing new Estates / Growth Centers and Electronic Park endowing
them with infrastructure facilities. It is a limited company formed under Companies Act 1956.

The union Territory of Pondicherry is 480 sq. kms. in area and has a population of 9,74,345
according to the 2001 census. The region-wise break-up is as follows:

The male population is placed at 4,86,961 as compared to 4,87,384 female population,
registering a sex ratio of 1,001 females for every 1000 males. According to sample
Registration System, the birth rate as on 2001 in the Union territory of Pondicherry works out
to 17.9 while the death rate is 7.0%. The infant mortality rate is 22 per 1000 live births. The
Scheduled Castes population is 1,57,771 and accounts for 16.19% of the total population.
There are no Scheduled Tribes in the UT of Pondicherry according to 2001 Census Report.

Minimum Temperature is 24 C.

The Union Territory constitutes two districts namely, Pondicherry and


Karaikal consisting of 264 census villages, 129 revenue villages 6 taluks (4 in Pondicherry,
2 in Karaikal) and 2 sub-taluks (Mahe & Yanam). For the purpose of Development
administration the Territory is divided into six blocks namely (i) Ariankuppam block (ii)
Oulgaret block (iii) Villianur block (iv) Karaikal block (v) Mahe block and (vi) Yanam
block consisting of 47 circles of village level units. Pondicherry Panchayats Act of 1973 &
Municipalities Act of 1973 came into force in 1974. There are 5 Municipalities, namely
Pondicherry, Oulgaret, Karaikal, Mahe and Yanam. There are 10 Commune Panchayats,
namely (Villianur (ii) Mannadipet (iii) Ariyankuppam (iv) Bahour (v) Nettapakkam (vi)
Thirunallar (vii) Neravy (viii) Nedungadu (ix) kottucherry and (x) T.R. Pattinam.

The Union Territory of Pondicherry has an unique mixed economic scenario.


Agriculture continues to be the mainstay of the economy with a distinct urban bias. As against
the national pattern, the percentage of population in urban areas is much higher than the
population in rural areas. The entire Mahe and Yanam regions have been classified as urban.

66% of the territory is classified as urban as against the All India level of 25.7%.

The Union Territory of Pondicherry is an Industrially Backward area classified


as Category-A, Special District. Due to the pro-active investment policies, hassle
free environment and industry friendly Administration, the Union Territory has made rapid
strides in industrialisation. There are 55 large scale, 137 medium scale and 6,877 small scale
industries providing employment to 82,790 persons.

2.COMPANY PROFILE
The Pondicherry Industrial Promotion Development and Investment Corporation
Limited (PIPDIC) was set up by the Government of Puducherry in 1974 with the twin
objective of promoting the Industrial Development of Puducherry and providing financial
assistance to entrepreneurs. It is a limited company with an authorised share capital of Rs.45
crores. PIPDIC provides various facilities such as Term loans, IT Park/Growth
Centre/Industrial Estates.

Brief particulars of various schemes are set out in the following pages. Details of
individual schemes and procedures for availing assistance may be obtained from the office of
PIPDIC. Details of the proposed projects, Incentives and Concessions available in the Union
Territory of Puducherry are provided for ready reference.

The Industrial Policy of the Government is well structured and comprehensive aimed at
ensuring overall growth of the Union Territory. Vibrant economy, reliable power supply,
excellent infrastructure, skilled manpower and attractive concessions with incentives have
made Puducherry a favourite destination for investors. We, therefore, invite you to invest in

I. OBJECTIVES
The Pondicherry Industrial Promotion Development and Investment Corporation
Limited (PIPDIC) was setup by the Govt. of Pondicherry in 1974 with the primary objective
of promoting the Industrial Development of Union Territory of Pondicherry. It is a limited
company formed under Companies Act 1956.

II. FUNCTIONS
The functions and facilities provided by PIPDIC are:-

1.Sanction of Term loans and working capital loan

2. Equity participation/underwriting of capital issues;

3. Hire purchase and Lease financing;

4. Industrial/Electronic/Information Technology parks;

5. Growth Centre, Karaikal;

6. Special Economic Zone, Karasur, Villianur, Pondicherry;

This Dept. has been setup in this Union Territory of Pondicherry in order to promote/ develop
industries.

OBJECTIVE.
‹ To promote balanced and sustainable industrialisation among all the regions of the Union
Territory of Pondicherry.

‹ To foster spirit of entrepreneurship among the people.

‹ Maximize employment to improve the standard of living of the people.

‹ To be a Friend, Philosopher and Guide to help the entrepreneurs realise their dream comes
true.

FUNCTIONS.
‹ Measures to Promote Investment in Pondicherry.

‹ Issue of Provisional/ Permanent registration to Small-scale industries.

‹ Issue of location NOC/production certificate for the Medium and Large-scale industries.

‹ To support Industries by establishing industrial complexes/ Growth Centre/Estate.

‹ To provide information related to industries located in the Union Territory of


Pondicherry and other industrial related Government Orders/Notification issued by the
Govt. of India.

‹ To co-ordinate with other Government agencies to see the entrepreneurs project comes
true.

RESPONSE OF THE ENTREPRENEURS.

A special Post Box No. 303 has been opened by the Directorate of Industries & Commerce, in the
Head Post Office to facilitate the public to send in their complaints/ suggestions. A web site has
also been hosted www. industrypondicherry.com to act as a bridge between the Dept. and the
entrepreneurs.

At the State Level, the Secretary to Government has appointed as the governing person of the
Department and a directorate has been set up in the UT headquarters headed by the Director and
the regional level Assistant Director & Technical officers are heading the regional offices. The

with self certification system.

 Promote forward & backward linkages in raw material supply and marketing efforts towards
optimum use of local produces.

 Promote the use of best international practices in technology, management, marketing, R&D
and innovation in technology.

 Revive and promote traditional crafts and industries by training , marketing, finance, cluster
development.

 To upgrade the Tea Industry & decide future of ATC.

 Promotion of Small Tea Growers (STG)

 To review the State Industrial Policy for attracting bigger investments after consulting

3.REGISTRATIN & GRANT OF SUBSIDIES

DEFINITION OF AN INDUSTRY.

1.Small scale Industry (SSI) :

It is an industry which invest up to Rs 100 lakhs on the plant machinery. The registration
of such industry is being done in the State Directorate of Industries.

2.Medium Scale Industry:

It is an industry which invests more than Rs 100 lakhs on plant machinery and the total
project cost does not exceed Rs 500 lakhs. An Industrial Entrepreneur Memorandum
(IEM) is being by the Ministry of Industry, Govt. of India.

3.Large Scale Industry :

It is an industry which invests more than Rs 100 lakhs on plant machinery and the total
project cost exceeds Rs 500 lakhs. An Industrial Entrepreneur Memorandum (IEM) or
Industrial Licence (IL) is being by the Ministry of Industry, Govt. of India.

1. Procedure for Starting a Small Scale Industries

A. For starting s Small Scale Industry other than the industries identified as those of highly
polluting nature by PPC, entrepreneurs have to first apply to the Directorate of Industries and
Commerce, Pondicherry ,Branch office at Karaikal ,sub-office at Mahe and Yanam,
depending on the location of the unit for Provisional SSI Registration, in the form prescribed.
In case of industries identified as those of highly polluting nature by PPC, entrepreneurs will
have to first get clearances from the Pondicherry Pollution Control Committee through the
Directorate of Industries and Commerce and then approach for provisional SSI registration
after its clearance.

B. All the entrepreneurs irrespective of their size of investment, may approach the `Industrial
Guidance Bureau` (Functioning in the District Industries Centre) for getting the requisite
clearances expeditiously by filing an Common Application form.
C. The regional office of the District Industries Centre will make available to the entrepreneurs/
Industrialists, the prescribed application forms for obtaining clearances/ permissions from the
following Departments (Photocopies and computerised forms in the format required by the
concerned Department will also be accepted):

‹ Municipality /Commune Panchayat, (in whose jurisdiction the industry is proposed to be set
up.)

‹ Chief Inspector of Factories;

‹ Town and Country Planning Department;

‹ Pondicherry Planning Authority;

‹ Pondicherry Pollution Control Committee;

‹ Revenue Department;

‹ Agriculture department; and ‹


Electricity Department.

D. Duly filled in Common application forms in prescribed format along with required copies of
the site, building & machinery layout plans and other relevant documents shall be submitted
to the District Industries Centre or its regional office for obtaining Clearances / Permissions
from the various Departments. The District Industries Centre or its regional office on receipt
of the applications will forward the same to the concerned Department within three days of
the receipt of the applications.

E. After installing machinery. entrepreneurs have to get licences from the concerned
Municipality/ Commune Panchayat, Licence from Inspectorate of Factories and consent
orders from the Department of Environment for operation of the unit.

F. After commencement of regular production, the entrepreneurs have to apply for Permanent
SSI Registration to the Directorate of Industries and Commerce.

2. Procedure for Stating Large/ Medium Scale Industries

i. For starting Large/ Medium Scale Industries, the entrepreneurs have to first apply/ file for
Industrial Licence/ Industrial Entrepreneurs Memorandum with the Secretariat for
Industrial Assistance in the Ministry of Industry, Government of India. After obtaining
the Industrial Licence/ IEM acknowledgment from Government of India, for such
Medium & Large scale industries which are not identified as highly polluting,
entrepreneurs have to apply to the Directorate of Industries and Commerce for
Provisional No objection
ii. Certificate for setting up of their unit.
iii. In case of industries identified as those of highly polluting nature by PPCC, entrepreneurs
will have to first get NOC from PPCC through the Director of Industries & Commerce
and then approach for NOC.

iv. Then the procedures as detailed in paras 1.3 and 1.5 have to be followed.

v. After commencement of regular production, the entrepreneurs have to approach the


Directorate of Industries and Commerce for getting commencement of Production
Certificate to avail Sales Tex exemption and

3. Procedure for obtaining change in location, inclusion of additional activities


in case of Small Scale Industries.

i. Before commencement of production:- In case of Small Scale Industries the


industrial unit has to submit a requisition letter to this effect along with the original
certificate to the Directorate of Industries and Commerce/ branch office at Karaikal/ Sub-
office at Mahe and Yanam, depending on the location of the unit. Then the changes have
to be effected in the permissions/ NOC issued by Municipality / Commune Panchayat,
Inspector of Factories and PPCC.

ii. After commencement of production:- Initially the unit has to obtain NOC from the
Directorate of Industries and Commerce to this effect and these the changes have to be
effected in the licences issued by Municipality / Commune Panchayat, Inspector of
Factories and PPCC. After obtaining those changes, Industries Department will make
amendment in the Permanent Registration certificate.

4. Procedure for change in location, inclusion of additional activities in case of


Large / Medium Scale Industries.

i. At the first instance, the unit has to apply IEM/IL with Ministry of industry ,New Delhi,
G.O.I., for the additional activities and then obtain NOC from the Directorate of

to the Directorate of Industries & Commerce with regard to change in location , as the
location mentioned in IL/IEM is for the whole Union Territory of Pondicherry . Then the
said clearances required for starting a new unit have to be obtained. Finally, the unit has
to apply to the Directorate of Industries and Commerce for necessary changes inclusion in
the Permanent Registration certificate or in the Production certificate as the case may be.
