Emergency Response / Rescue Plan for


Confined space
After make ensuring that following controls are put in place then confined space entry
allowed.
 Review the rescue protocol outlined in the space specific hazard assessment.
 Inspect and set-up all needed rescue equipment. Stage all rescue technicians equipment at the point
of entry.
 Our workers will enter inside tank safely when make sure all necessary reasonable control measure
are put in place.
 Stand by man (SBM)/ Hole watcher monitor the activity by verbally or visually.

If any worker Injured/Unconscious inside the tank then following action should be taken

 Make verbal contact with the employee to help them stay calm.

 SBM (stand by man) stop the work and inform to the rescuers rescue the victim person.

 All rescue equipments (such as breathing apparatus) are present at nearest to entrance point
to recovering the victim person.

 Workers perform duty inside the tank free of safety belt and life line.

 When a victim person injured/unconscious inside the tank then rescuer’s wearing their BA set
and rescue him by either pushing/lifting to the entrance point and the other two rescuers
recover him from manhole.

 After rescue the victim person shifted to suitable fresh air environment by stretcher.

 Inform to the emergency response team of SHELL all about the accident and submit one copy
of accident investigation report to management with on seven days.

 Work will continue after the situation becomes normal.

1.0 Confined Space Location
Shell LOBP at SPL-11 Tank at tank farm area.

2.0 Personnel Involved


The activity will be performed in the presence of 1 supervisor, 1 tank entrants and 1 stand by
personal.

3.0 Trained Personnel


All Personnel are trained in confined space working and confined space rescue should be
trained.

4.0 Rescue Equipment


Stretcher, SCBA , First Aid Kit and a DCP Fire Extinguisher. Rescue equipment will be set up at
the work location before tank entry and will remain in position for the duration of the work. All equipment
will be visually inspected and confirmed as in good working order prior to work beginning. Any changes
necessary to adapt to conditions on the day of the work will be risk assessed and agreed prior to the
work beginning.

5.0 Methodof Rescue


The Supervisor will be responsible for coordinating any emergency response.
Method of rescue is explained above. The N&S emergency response plan for this Tank is
showing the flow diagram below.
