Based on - Harrod - Domar Model
Aim - Balanced Growth of the Economy
Priorities - Agriculture, Electricity, Transport and price stability.
Fact - Community Development Programme was started from - 2nd October, 1952.
Targeted Growth Rate - 2.1%
Achieved Growth Rate - 3.6 %

SECOND FIVE YEAR PLAN-

Time Period - 1956 to 1961
Based on - Four Sector Model of P.C. Mahalanobis
Aim - Fast Industrialization
Targeted Growth Rate - 4.5%
Achieved Growth Rate - 4.21%
Fact - Steel plant was established in - Durgapur with the help of Britain, Rourkela with the
help of Germany, Bhilai with help of Russia.

THIRD FIVE YEAR PLAN-

Time Period - 1961 - 1966
Based on - John Sandy and S. Chakravarty Model
Aim - Self Reliant and Self - Generating Economy
Targeted Growth Rate - 5.6%
Achieved Growth Rate - 2.72%
India Faced two wars -
First with China in 1962 and another With Pakistan in 1965 during this plan .

Plan Holiday -
Three Annual Plans - 1966 - 1969
Priority - Agriculture
Fact - Green Revolution was started in India during the Plan Holiday.
FOURTH FIVE YEAR PLAN -
Time Period - 1969 - 1974
Based on - Ashok Rudra and Alon S. Manney model
Aim - Economic Growth with stability and progressive attainment of self-reliance
Target Growth Rate - 5.7%
Achieved Growth Rate - 3.3%
Fact - Indo-Pak war 1971 was fought during this plan.

FIFTH FIVE YEAR PLAN-

Time Period - 1974 - 1979
Aim - Poverty Eradication and achievement of self-reliance.
Targeted Growth Rate - 4.4%
Achieved Growth Rate - 4.8%

ROLLING PLAN -
Rolling Plan in India was started in 1978, and the concept of rolling plan was coined by
Gunnar Myrdal.

SIXTH FIVE YEAR PLAN-

Time Period - 1980 - 1985
Aim - Continuous decline in Poverty and Unemployment
Targeted Growth Rate - 5.2%
Achieved Growth Rate - 5.7%

SEVENTH FIVE YEAR PLAN-

Time Period - 1985 - 1990
Aim - improve the growth rate of food production and increase the productivity and
employment opportunities.
Targeted Growth Rate - 5%
Achieved Growth Rate - 6.01%

ANNUAL PLAN -
The Eighth Plan could not take off in 1990 due to the fast changing economic situation at
the centre and the years 1990–91 and 1991–92 were treated as Annual Plans.

EIGHTH FIVE YEAR PLAN-

Time Period - 1992 - 1997
Based on - John W. Miller MODEL
Aim - Human Resource and infrastructure development
Targeted Growth Rate - 5.6%
Achieved Growth Rate - 6.8%

NINTH FIVE YEAR PLAN-

Time Period - 1997 - 2002
Aim - Growth with special justice and equality.
Targeted Growth Rate - 6.5%
Achieved Growth Rate - 5.4%

TENTH FIVE YEAR PLAN-

Time Period - 2002 - 2007
Targeted Growth Rate - 8%
Achieved Growth Rate - 7.7%

ELEVENTH FIVE YEAR PLAN-
