With reference to the above cited subject, it is to inform that as per the extant guidelines,
DRM’s approval has been obtained for withdrawing PRS facility at Bitragunta (unified
location) Tender Notice No. 01/2024/STBA/BZA dt. 15-02-2024 has been issued for engaging
STBA at BTTR & confirmation is also issued to the eligible candidate vide letter under
reference. The tenure of the STBA is from 15.06.2024 to 14.06.2027.

Further, it is to submit there is a charting location at BTTR station for T.No. 17237
BTTR-MAS express which is having reserved coaches in 2S class. The occupancy percentage of
the train is downloaded from PRIMES is summarized as under

Since it is proposed to withdraw PRS facility at BTTR station for implementation of


STBA, it is requested to arrange to withdraw PRS facility at BTTR station and also shift the
charting location from BTTR to NLR for train No. 17237 BTTR-MAS with immediate effect.

Sub: Proposal for withdrawal of PRS facility at 6 stations - A) PAGM, B) CJM,


VTM, NZD, NRP, BTTR - reg.

A) During GM'S annual inspection on BZA-GDR section of Vijayawada division on


22-12-2022, PCOM vide S.No. 8.4 of the PCOM 's inspection note no. 21 of 2022
forwarded vide PCCM/SCR's lr. No.C.325/G.III/PCOM/Insp/22.12.20222 dt.
20.02.2023, remarked that "the number of outward passengers dealt on an
average per day at many stations in KVZ-NLR section is very meagre, i.e, just 2
passengers at SVPM, 2 at AXR, 3 at TMC. Division may critically review and
propose closure of these stations for handling passenger traffic" and marked it
for action by DRM/BZA, CPTM, Sr.DCM/BZA & Sr.DOM/BZA.

In accordance to the instructions, a detailed review of traffic dealt all the 66 Nos.
of NSG-6 stations over BZA division has been undertaken. Based on the
recommendations of the Section CCI reports and as per data obtained from
PRIMES on number of Passengers up to Feb 2023 (2022-23), 16 (sixteen) NSG-
6 stations have been proposed for closure for handling passenger traffic where
the outward passenger traffic is less than 10 (ten) passengers per day (F-799 to
805).

Out of the 16 stations, PRS facility is available at Pennada Agraharam (NSG-6)


station and the summary of transactions for the FY 2022-23 as per PRIMES is
placed at F-806. The average PRS transactions at PAGM is only 7 per day.
Further, PRS facility is available at BVRM (4.71 KM) and VVM (5.83 km) stations.

In view of the foregoing, it is proposed to close PRS facility at PAGM station.

B) Identification of stations for appointment of STBA at NSG-5 & 6 category


stations (F-785- 795 ).

As per extant guidelines on “Implementation of STBAs scheme at NSG-5 & NSG-


6 category stations” vide Railway Board Commercial Circulars No.53 of 2015, CC
No. 04 of 2020 and CC No. 04 of 2022 and drastic decrease in sale of tickets in
post covid period (based on data from April to December 2022) and immediate
requirement for manning reserved coaches of trains, a proposal was mooted for
identification of 06 stations for implementation of STBA scheme for issue of
unreserved tickets round the clock and the reserved tickets will be issued by the
on-duty Operating staff in a separate terminal. The data is as under,

Unified counters are being operated at all these 06 stations. Further, the booking
counter is in the / adjacent to panel room manned by on duty station master.
Out of the 06 stations, only Vetapalem station is opened for Parcel traffic. Upon
approval of the station for implementation of STBA, it was planned to send a
proposal to Headquarters office for closure of Vetapalem station for Parcel traffic.
Alternately, Chirala will be the nearest station opened for Parcel traffic, at a
distance of 7.94 km. Similarly, it was planned to get the wall between the on
duty SM’s room and booking office at Bittragunta station removed.

The objective of the proposal for conversion of abovesaid stations into STBA
operated stations is to redeploy the released staff against the vacancies in

commercial cadre and to transfer the lower grade posts of CCTC to amenities
depot, Vijayawada in ticket checking cadre.

In the process, JAG committee has recommended BTTR, CJM, VTM, NZD, NRP
and PAV stations and the recommendations were accepted by DRM (F-793).
Subsequently, Sr.DOM/BZA, one of the member in JAG committee for
identification of stations for implementation of STBA scheme expressed that the
work of issuing PRS tickets by Station Masters at BTTR, CJM, VTM, NZD, NRP will
burden them as these stations are located in the busy main line sections and
utilizing section capacity to the maximum. SMs should concentrate on safe
passage of trains as they belong to safety category and they rarely find gap in
their working, Hence, the responsibility of issuing PRS tickets shall be avoided. It
was also expressed that SMs working at double/triple line sections may be
exempted from such commercial responsibilities especially in THY-BZA-GDR &
BZA-GDV-BVRM- NDD sections for any future proposals (F- 793-795)

In this connection, instructions issued by Hqrs vide lr. No. C/CR/Withdrawal of


PRS/18 dt. 21.12.2018, on "Closure of PRS centers/ withdrawal of PRS/YTS
facility from a Unified counter" are at F-305 for kind perusal, wherein it was
advised that henceforth any proposal regarding the closure / withdrawal of PRS
facility should be forward to CCM(PM) office with the approval of the DRM for
obtaining the sanction of GM.

In view of the foregoing, in order to proceed with the proposal for


implementation of STBA scheme at BTTR, CJM, VTM, NZD and NRP stations, the
PRS facility at these stations is to be withdrawn, which as per extant instructions
necessitates the sanction of GM.

The average PRS transactions dealt per day at the stations proposed for closure
of PRS facility is summarized as under (F-807-808 )

3. CJM - 20
4. VTM - 20
5. NZD - 38
6. NRP - 22

If approved, a proposal will be submitted to Hqrs., for withdrawal of PRS facility


at Bittragunta, Chinaganjam, Vetapalem, Nuzvid, Narsipatnam Road stations so
that the STBA scheme can be implemented at these stations.
