Sub: Alleged Violation of UGC Regulations - Reg.

Sir,

Appointment of Vice-Chancellors in Universities is to be made as per the UGC


(Minimum Qualifications for Appointment of Teachers and Other Academic Staff in
Universities and Colleges and Other Measures for the Maintenance of Standards in Higher
Education) Regulations, 20 I 8.

Following complaints against the appointment of Dr.Ajit Ranade as Vice Chancellor ol


Gokhale Institute of Politics and Economics, allegedly in violation of the above-mentioned
regulations, UGC has sent two letters viz. on I 5.01 .2024 an d 04.06.2024. Neither the institute
has given a convincing reply with proper supporting documents in support of its claim, nor
have any conective measures taken by the institute. Furthermore, the institute has not yet
submitted the MoA though the last date given in the regulations expired long ago.

UGC takes such violations very seriously and reiterates that UGC Regulations are
mandatory, and all universities and colleges will have to follow the regulations without fail.
The Hon'ble Supreme Court, in a number of cases. has made it clear that the selection
procedure given in the UGC Regulations is mandatory in the appointment ofa vice-chancellor.

In view ofthe above, you are requested to submit a status report on the action taken in
the matter immediately upon receipt of this letter. Failure to respond to this letter will result in
the constitution of an enquiry Committee which may result in closure of the courses or
programmes ol study or Departments and ofI-campus or constituent institutions or off-shore
campuses or may result in withdrawal of the status of an institution deemed to be University
(clause 34 ofUGC regulations 2023).
