Introduction

Somalia is a country in Africa bordered by Djibouti, Ethiopia, Kenya, Gulf of Yemen, and the
Indian Ocean. Somalia has a strategic location on the Horn of Africa along southern approaches
to the Bab el-Mandeb and routes through the Red Sea and Suez Canal. The geography consists of
semi- desert, mountains, and highlands. The government system is a federated parliamentary
republic; the chief of state is the federal president, or sheikh, and the head of government is the
prime minister. Somalia has a traditional economic system in which the majority of the
population engages in subsistence livestock and agriculture. Somalia is a member of the League
of Arab States (Arab League).

SOVPO Backround:

After the collapse of Somali Central Government and during the time of civil war, livestock of
south and central regions of Somalia were subject to a lot of diseases and economic loss.
Livestock is the backbone of the country’s economy and supports the largest production
community of the Somali people. These prolonged civil conflicts in Somalia have changed
livestock services in all federal regions of Somalia, at that time the country has veterinarian
professionals those are qualified doctors but they could not respond current needs of the animal
health services, because they are old doctors (Pension) and then they are in Private associations
those are week. So in respond to this Somali Veterinary Professional Organization (SOVPO)
came to fill this position to undertake Animal Health Services, and awareness of livestock
diseases to the pastoral community, therefore this organization was formed a group of veterinary
doctors those are graduated from different universities inside and outside of the country. SOVPO
is aimed to get health livestock free from any disease and to reduce unemployment to the young
doctors from veterinary Universities inside and outside of the Country.
SOVPO: is None Governmental organization based in Mogadishu (head quarter) this
organization operates in all regions of Somalia. Somali Veterinary Professional Organization
(SOVPO) was started by a group of veterinary professionals in 1thJanuary 2016. It was
officially opened 1thApril 2016.The main aim of the foundation established understood health
services to the Somali livestock, and its Establishment came at a time when Somalis livestock are
in diseases, malnutrition, poor pasture, and starvation and production shortages of meat, dairy
products and eggs. Are the most common things that occur in our domestic animals, Since
Somalia has a livestock population of 41 million and yet there is perpetual shortage of livestock
production due to what I mentioned above.

Health livestock, and Health People, and to be the future national leading of veterinary
associations or organizations in Somalia.

OUR MISSION

The Somali Veterinary Professional Organization (SOVPO) is the voice of the Somali veterinary
profession in promoting animal welfare and One Health, to ensure optimal care for animals,
people and the environment.

OUR OBJECTIVES:

➢ To initiate, promote, disseminate, advance and encourage veterinary public health

activities

➢ To undertake activities conducive to the attainment of the above mentioned objectives

➢ To awareness the peoples in Somalia diseases from animals to humans (Zoonosis)

➢ To investigate communicable diseases those are mostly resident in Somalia.

➢ To support community initiatives which promote mutual existence at the human - animal
ecosystems/ environment interfaces

➢ To promote of animal welfare and health of all animals and the control of zoonotic
diseases in the community

➢ To share disease information or livestock health services to the other associations in the
country.

➢ To promote and encourage unity and friendly relations among recognized veterinary
associations or organizations in the country

➢ To form relations and collaborate with other organizations with similar or related
interests.

➢ To enhance the role of veterinary of the veterinary profession to the general public.

➢ To open national livestock and research institutes in the federal regions of Somalia.

Vision and the Mission of the Organization.
SOVPO is limiting their activities in South-Central Regions of Somalia, our aim or our
operational zone shall be these Regions.

CONSTITUTION OF SOMALI VETERINARY PROFESSIONAL ORG ANIZATION (SOVPO)

ARTICLE 1: NAME AND LOCATION

1.1 The name of the organization shall be the Somali Veterinary Professional Organization
hereby referred to as SOVPO
1.2 The Offices of the organization shall be located in Mogadishu-Somalia, and shall use the
following Tel No and email addresses; Tel: +252615040337/ 252 612134882

1.3 The Organization shall be non-profit making, no governmental organization, non-clan,
and non obstacles.
1.4 The Association shall have an emblem

3.1 ARTICLE 2: VISION & MISSION OF THE ORGANISATION

3.1 VISSION:
A- Health livestock, and Health People, and to be the future national leading of
veterinary associations in Somalia.

3.2 MISSION:

ARTICLE 3: OBJECTIVES OF THE ORGANISATION.

forest and other associations in the country.

➢ To enhance the role of the veterinary profession to the general public.
➢ To open national livestock and research institutes in the federal regions of
Somalia.
➢ To undertake activities conducive to the attainment of the above mentioned

ARTICLE 4: MEMBERSHIP.

Membership in the SOVPO is open to any doctor of veterinary medicine who has graduated
from a Veterinary Medical Universities, Collage, and Institutes inside and outside of the
country.

The members of the organization shall consist of the following:

1-Founded Members, They shall have full vote and rights of the organization

2-Honorary Members/ volunteers. They shall not have any vote when the election comes
and only they have to participate the activities of the organization

5.1 A person shall qualify for membership if:

A) He/she has veterinary certificate degree from a recognized Universities, Collage, and
Institute

B) Every Professional wants to be a member for the Somali Veterinary Professional

Organization Must fills the membership registration form

C) He/she is a Somali Nationality according to the laws of Somalia.

D) He/she is of sound mind.

E) He/she subscribes to the objectives of the organization

F) All membership must bring their own CV in the main office of the SOVPO organization.

ARTICLE 5: RESPONSIBILITIES OF MEMBERSHIP SHALL INCLUDE

A) To vote and elect the offices administrations.

B) Participating in organization events whether it is Seminars, training and scholarships
from our partners and found it the name of the organization.
C) Observing professional and ethical standards.

ARTICLE 5: CESSATION OF MEMBERSHIP

5.1 A person shall cease to be a member of the organization if he/she;

A) His or Her Deaths

B) Resigns
C) Is certified to be of unsound mind by a recognized medical practitioner.
D) Is expelled from the organization provided that members shall not be expelled unless
the Executive committee has heard and given written warning.

ARTICLE 6: OFICERS

The of the organization shall be;

a) The General Assembly.

b) The Executive Committee.
The General Assembly shall be the overall governing body of the organization.

ARTICLE 7: THE GENERAL ASSEMBLY

7.1 The general assembly shall have the following;

A) Receiving and approving reports from the chairperson of the Executive committee
on the activities of the organization for the previous year.
B) Receiving annual reports on projects.
C) Receiving and approving audited financial reports from the treasurer.
D) Deliberating any issue, this may be raised by the members.

7.2 The Executive Committee of the organization comprising of the following positions

C) Secretary
D) Assistance secretary

ARTICLE 7: DUTIES OF OFFICERS

7.3 THE CHAIRPERSON

A) Shall be overall head of the organization.

B) Shall chair over all meetings of the entire organization and that of executive committee.

C) He shall be a signatory to the organization’s account.

D) Without topic or objective the chairperson shall not chair over all meeting.

E) Deposit all monies in the name of the organization in an insured Bank approved by
the association

7.4 VICE CHAIRPERSON

A) Shall perform any of the Duties of the chairperson in the event that the chairperson is
absent or unable to do so.

7.5 SECRETORY

A) Keep up-to date register of all members of Somali Veterinary Professional organization
(SOVPO)

B) Give notice of meeting, take and keep records of all meetings.

C) Perform other duties as maybe assigned by the Executive Committee or General Assembly.

D) Shall be a signatory to the organization’s accounts

7.6 ASSISTANCE SEVRETARY

A) Shall perform any of duties of the secretary in the event that the secretary is absent or
unable to do so.

7.7 TREASURER

A) Shall receive all monies due to the organization and make all payments as directed by the
organization.

B) Shall keep an account of all such receipts and payments

C) Deposit all monies in the name of the organization in an insured Bank approved by the
organization.

D) Shall prepare monthly financial statement to be made available to the organization.

E) Make available all financial documents to the Auditors appointed by the organization.

F) Shall be a signatory to the organization’s account.

7.8 PUBLIC RELATION OFFICER (P.R.O)

A) Shall publicize and advertise the organization and its activities.

7.9 ANIMAL HEALTH OFFICERS

Shall perform all animal health services of the organization:

A) Monitor Health status to identify Pastoral Community health problems of the

livestock.
B) Diagnose and investigate animal health problems
C) Inform, educate, and empower people about livestock health issue
D) Mobilize community partnership to identify animal health problems
E) Develop policies and plans that support livestock and community animal health
efforts.
F) Enforce laws and regulations that protect animals or livestock health and ensure
safety.
G) Link people to need organizational for livestock health services and ensure the
provision of health care when otherwise unavailable.
H) Assure a competent livestock health care workforce.
I) Evaluate effectiveness, accessibility and quality of personal and population-based
environmental
J) Research for new insights and innovative solutions to livestock health problems.
K) To provide livestock training to animal owners
L) To give the livestock owners awareness of diseases from livestock to human
(Communicable diseases).
M) To opens seminars for students learning veterinary medicine

ARTICLE 8: ELLECTION OF OFFICERS

A) The officers of the organization shall hold offices for a period of not more than two
terms accept otherwise directed by the organization.
B) Each term shall run for a period of not more than two years.

ARTICLE 9: ELECTION PROCEDEURE

A) All Offices bearers may hold such for a period not exceeding two consecutive
terms.
B) Subject to the provisions of this Constitution a term limit shall be equal to
two years.
C) Unless as the context may otherwise require, elections of the offices bearers
shall be held during the General Assembly.
D) Subject to the provisions of this Constitution, the method of voting during
Executive and General Meetings shall be by secret ballot.
E) The Executive committee shall have powers to nominate three competent
persons to an extraordinary general meeting among whom the presiding
officer for the general elections shall be selected one month before the
elections provided that no such person shall have connections with or be part
of the organization.
F) Handling and taking over of offices shall be done within five working days
from the date of elections.

ARTICLE 9: SOURCES OF FUNDING

The funding sources of the organization shall include but not limited to the following;

A) Money contributed by members.

B) Money accruing from fundraising activities.
C) Donations from donors.
D) Any other lawful source.

ARTICLE 15: BANK ACCOUNT

15.1 Bank account(s) of the organization shall be opened with any bank agreed upon by the
General Assembly. The same members may further decide on such other financial
institutions deemed fit.

15.2 Except as may otherwise be authorized by the General Assembly, the following
Executive Committee members shall each, be signatories to the organizations bank
account(s) at any material withdrawal.
(a) The Chairpersons.
(b) The Secretary
(c) The Treasurer.
ARTICLE 10: MEETINGS

A) An annual meeting of the association shall be held in conjunction with the annual
Somali Veterinary Youth Organization meeting.
B) Special meetings may be called by the Board of Directors at their own discretion

ARTICLE 11: QUORUM

The quorum at meetings shall consist of one third of the total membership of the
organization.

ARTICLE 12: ESPICIAL DAY OF OUR ORGANIZATION

All in all we have an especial day it is Veterinarian Day that will take place globally on 30
April each year. World Veterinarian Day was created in 2000 by the World Veterinary
Association to highlight and promote the lifesaving work performed by veterinarians
around the globe. Each year, a different theme is chosen which helps pet owners to
remember the importance of various aspects of animal care, and how vets can help, for
example ensuring your pet’s vaccinations are up to date

ARTICLE 13: AMENDMENT

A) This constitution may be amended by a 2/3 vote of (the total membership),

a majority of not less than three quarters of those present and voting shall
be necessary for any change in the constitution.
