1 INTRODUCTION
1.1 General
To comply with the International Organization for Standardization’s requirements on ISO/IEC
17025 General requirements for competence of testing and calibration laboratories) in
order to enhance the credibility, validity and accuracy of your testing your products . ISO/IEC
17025 is the international standard that sets out the general requirements for the competent,
impartial, and consistent operation of laboratories. It specifies the activities that must be included
in laboratory operations to promote confidence in its ability to produce valid and consistently
reliable testing, calibration, and sampling results.
Sonates Resources Investments Limited wishes to submit a proposal to the DANGOTE
PETROCHEMICAL FZE to provide technical support and advisory services for the implementation
of the above-mentioned standard in your organizational processes leading to accreditation of
your testing services.

1.2 1.2 Deliverables

i- To establish the current level of conformity of the management policies, procedures
and associated organizational practices to the requirements of ISO/IEC 17025
ii- To create ISO/IEC 17025 awareness and culture of continual improvement within
the Organization.
iii- To advise on the training of internal auditors on the requirements of ISO/IEC 17025
and auditing skills
vi- To develop ISO 17025 documentation and establish same in the Organization as best
practice.
v – To conduct internal audit of the laboratory management to confirm conformance to
requirements and establish effective implementation of ISO 17025
vi - To guide DANGOTE PETROCHEMICAL FZE to achieve accreditation to ISO/IEC 17025

2 SCOPE OF WORK
The scope of work covers gap analysis, creation of awareness, documentation, implementation
guidance and internal audit of ISO/IEC 17025 requirements within DANGOTE PETROCHEMICAL
FZE preparatory to accreditation by a competent accreditation body.
The details of the various activities containing methodologies, responsibilities time frames and
cost implications are provided below

4 EXECUTION PLAN

4.1 General
The sections highlight the execution plan for the work scope to ensure effective
management of the execution process.
4.2 Structure and Responsibilities
While it’s the responsibility of Sonates to establish a workable assessment plan,
it’s the responsibility of Management of PETROCHEMICAL FZE to ensure full
cooperation of staff and availability of information. A detailed project plan following
the work breakdown structure shall be developed in consultation with
PETROCHEMICAL FZE Management

4.3 Methodology
Sonates will conduct gap analysis to establish current status of system
documentation and practices, create awareness, conduct trainings, develop
documentation and guide in conducting internal audit in line with the ISO standard
requirements and provide guidance for implementation of the standard within
PETROCHEMICAL FZE

The evaluation covers all the locations of PETROCHEMICAL FZE as listed in the
scope.

4.5 Communication/Reporting

The Company shall nominate one focal representative for this service through
which Sonates shall communicate and/report on its activities. This does not
undermine formal reporting to Management if requested by Sonates or
PETROCHEMICAL FZE Laboratory Management.

4.6 Facilities to be provided by Client

The Company shall provide, but not limited to the following:

I. Meeting room and office equipment (as may be required).

II. Laboratory strategic plan.
III. Laboratory Profile and Brochures.
IV. Laboratory’s Organizational chart.
V. Photocopy and printing facilities.

5 PROPOSAL PRICE

The financial implication is as below:

I suggest we expunge this summary as the costing done should have factored our
professional fees but we can add an estimated logistics cost of about 2,000,000

7 CLARIFICATION
(i) The financial implication of the proposal is as stated in this section. It excludes
the logistics for the consultants as this cannot be pre-determined.
(ii) It also excludes logistics of any staff of PETROCHEMICAL FZE whose service
may be required during the execution
(iii) Other logistics like photocopy of forms, printing, meeting venues, etc are the
responsibilities of PETROCHEMICAL FZE.
(iv) The stated dates are tentative and dependent on the date of contract approval.

8 VALIDITY
The proposal is valid for (3) three months.

9 CONCLUSION

This proposal has been carefully planned based on the experiences and expertise
of Sonates team of auditors/assessors/evaluators so as to ensure hitch free

implementation process for maximum benefits. The technical proposal is arranged

to ensure constructive approach and timely delivery process. However, realities on
field during implementation may require swapping of one or two of the processes
with another in the interest of the organization to achieve the desired objective. If
this happens, Sonates hereby guarantees that the objective of the organization will
be achieve in good time.

Sonates Resources Investments Limited (SRIL) was formally registered with
Corporate Affairs Commission (CAC) as a business name in 2007 as Damager
Ventures. No sooner than it was registered that the company started attracting
customers from all over the country as consultant in Management Systems. In June
2015, the name of the company was changed to Sonates Resources Investments
limited and was re-registered with CAC as a limited liability company to allow for
