AND DESIGNATING SANGGUNIANG BA ANGAY MEMBE AND ITS STAFF TOLEAD AND MANAGE THE ESTABLISHMENT
AND MAINTENANCE OF THE BA ANGAY COMMUNITYGA DENWHE EAS,
Section 16 of the Local Government Code of 1991 mandates that every local governmentunit shall exercise the
powers expressly granted for its efficient and effective governance and those whichare essential to the
promotion of general welfare and that one among other things is the promotion of health and safety;

WHE EAS,
the economy of the Philippines depends on the agriculture sector and given its geographiclocation, the country had
experienced numerous threats to food security brought about by strings of naturalcalamities that have rendered farm
produce unusable or increased food prices due to food shortage;

WHE EAS,
the COVID-19 pandemic further worsened the country’s food insecurity, disrupting the availability and
access to fresh and nutritious foods at affordable prices;

WHE EAS,
to address the problem of hunger and food security, the national government enacted several laws
and implement various initiatives and strategies to ensure sustainable and resilient productionand food availability
throughout the country;

WHE EAS,
in support to the thrust of the current administration and cognizant of the role of barangaysas essential partners of
the national government in contributing to addressing hunger and ensuring foodsecurity, the DILG issued
Memorandum Circular No. 2023-001 re: Implementation of the Halina’t Magtanimng Prutas at Gulay (HAPAG)
sa Barangay Project, likewise mandating all Barangays to establish their respective Barangay Community
Garden;

NOW THE EFO E, I, Punong Barangay of Barangay by virtue of the powers vested in me by law do hereby
order:Section 1.

SETTING UP OF BA ANGAY COMMUNITY GA DEN.

There shall be an

pursuant toprovisions of DILG Memorandum Circular No. 2023-001 re: Implementation of Halina’t Magtanim ng
Prutasat Gulay (HAPAG) sa Barangay Project for the purpose of planting and growing vegetables
and fruitbearing trees. The Barangay Community Garden will serve as a strategy to diversify the food source
andcontribute to ensuring food security in the community.

Section 2.

DESIGNATION OF SANGGUNIANG BA ANGAY MEMBE AND STAFF TO

LEADAND MANAGE THE BA ANGAY COMMUNITY GA DEN.

C o m m i t t e e o n E n v i r o n m e n t i s h e r e b y d e s i g n a t e d t o L e a d a n d M a n a g e t h e establishment
and maintenance of the Barangay Community Garden.Further designating the following Barangay Officials to provide
support services to SangguniangBarangay Member Florante Pagud in the operation and maintenance of the
barangay community garden:

Barangay Treasurer

Barangay SecretaryThe Designated Barangay Officials shall perform the following functions in relation to the
operationand maintenance of the Barangay Community Garden:1.Coordinate with the Municipal Agriculture Office for
any available agricultural training, seminarsand capacity-building services as well as seeding materials and other
agricultural equipmentand facilities that would help in the operation of the barangay community
garden;2 . L e a d t h e p r o m o t i o n o f b a r a n g a y c o m m u n i t y g a r d e n i n g t o t h e c o m m u n i
t y i n c l u d i n g i t s importance and benefits as well as the products produced through community garden;3.Promote
agribusiness, especially for hig h value product in the area;4 . K e e p a r e c o r d o f
t h e o v e r a l l o p e r a t i o n s o f t h e c o m m u n i t y g a r d e n s u c h a s t h e t y p e s o f seedlings
planted, number of seedlings per plant planted, and number of vegetables and fruitsharvested, among
others;5.Assist in ensuring the adequate provision of agricultural services and facilitie s in the
barangaypursuant to Section 17 of the Local Government Code of 1991;6.Assist in the enactment of Ordinance
regarding the setting-up and operations of the barangay community garden and in allocation of funds
to sustain its operations;7.Assist in establishing a group of voluntee rs in the community to help in the
establishment and/or maintenance of the barangay community garden as well as spread the
information insetting-up household vegetable gardening and/or planting fruit-bearing trees; and8.Submit
necessary compliance reports on the establishm ent of barangay community garden to DILG Municipal
Field Office as required.Section 3.

EFFECTIVITY.
This Executive Order shall take effect immediately.
