WHEREAS, the Barangay Development Council has endorsed for approval and adoption
by the Sangguniang Barangay the three (3) year Barangay Development Plan (2025-2027)
for Barangay Ulab, Gitagum, Misamis Oriental;
WHEREAS, after review, the said Barangay Development Plan, as attached, is found to be
in line with the development policies of the Barangay Government and the City/Municipal
Development Council;
RESOLVED FURTHER, that copies of this Resolution be forwarded to all concerned for
their information and consideration.

Chapter I- INTRODUCTION
RATIONALE
Barangay Ulab is one of the Barangay of the Municipality of Gitagum in the Province
of Misamis Oriental. It is located at the mid-portion of the municipality with a kilometer
distance of 3.9 from the municipal Poblacion.
Local government units are mandated to provide basic services to support the
overall progress of the community and its people. On the other hand, it is certainty that the
most rural communities do not have the financial capability to implement the identified
demand driven plans and developments. Hence, the need to prioritize the projects in order
to minimize the utilization of limited funds.
The RA 2370 (1959) has given the barangay an autonomy for being one of a quasi-
municipal conglomerates. The delegation of power enabled the barangay to be receptive to
the necessities of the people, to be liable if these needs are responded or solved; to be self-
reliant and accomplish its own resources.
In 1991, the creation of RA 7160 has mandated and given the barangay the power to
manage the entire covered areas. The local government unit shall be liberally interpreted to
give more powers local government units in accelerating economic development and
upgrading the quality of life for the people in the community.
OBJECTIVE OF PLAN:
This 3 years Barangay Development Plan is composed of 2 parts; first part is for
barangay profile in participating of rural appraisal in which residents have ideas in terms of
history, culture, traditions, and resources of barangay Ulab. Second part is the Barangay
Development Plan that starts with the expressions of the collective vision, mission, and the
representation of their sectoral programs and activities.
METHODOLOGY:
The Perimeter Survey was conducted by the team using the Global Positioning
System (GPS) and community profiling was facilitated by the BHW and purok president
using the standard census forms. Note that data gathered was from 2023 wasn’t integrated
due to the data gathering date was on the mid months of the year 2023. Furthermore, the
Source of the Census was on the year 2023.
Combined session and coordination to the barangay council and barangay planner
was done before conducting the actual barangay planning.
During the actual planning using PRA tools, focus group discussion (FGD), and
seminar workshop we are able to used/adopted. There was also a separate team doing the
thematic mapping.
After the planning session, the selected barangay planners have their inputs for the
improvement of the plan and after the presentation of the 3 years development plan. It was
presented to the barangay assembly for their information and approval.

Sa unang panahon daghan kayo kahoy ni nga lugar, matod pa sa mga katigulangan
kalasangan o lasang ni sa unang panahon giabot ang panahon sa ting-init, unya giubanan
sa hangin mao ang hinungdan sa pagbad-id bag-id sa mga kahoy ug nahimo kining kalayo
tungod sa pagbag-id bag-id. Mao ng nag dilaab ang kakahuyan, ug kini ang hinungadan
nga ginganlan ug ‘’Ulab’’, gikan sa netibong pinulungan nga ang buot pasabot
‘’Nagdilaab’’. Tungod nagdilaab ang mga kahoy.
Kani nga lugar dili ni Barangay sa unang panahon sakop pa niini ang lagutay
(G.Pelaez) ug ang kalumapoy (C.P Garcia) nga kauban sa barangay Pangayawan, busa
kon mag fiesta ang pangayawan dugay na nga panahon nga wala gyud nahibaw-an kon
kanus-a nabulag ang Ulab sa barangay pangayawan hangtod nga usa ka adlaw nag storya
me ni Mr. Ceriaco S. Nob 84 years old, nga sa unang panahon matod pa niya, nga kon
muaabot na ang fiesta naay pahina nga mahitabo, aron sa pagpreparar sa kapistahan,
Katorse anyos pa kuno siya adtong panahuna, nagpahina ang mga katawhan sa baybay
pangayawan nahitabo ug taga Ulab ra ang nagpahina walay taga pangayawan kay
nanginhas na hinuon sila imbis magpahina, ug tungod niadtong panghitaboa nahimo nga
dako nga lalis kay lagi taga Ulab nalang kuno ang mupahina busa anang higayuna,
nagdesisyon ang sitio Ulab nga mobulag sa pangayawan, nahitabo ang pahina October 8,
1953 mao kini ang pagkatawo sa among gihigugmang barangay ang Barangay Ulab. Ang
tawag sa unang panahon sa usa ka pangulo sa barangay kay teniente Del Barrio ug ang
unang teniente del barrio kay si Gaudencio Nob 1951 up to 1953.
Nasundan ni teniente Del barrio Seberino Mancolintas 1956 TO 1961. Sunod na dayon
ani nga mga tuig barangay kapitan na, ug ang unang barangay kapitan kay si Kapitan
Eustiquio Salvo 1962 to 1982 dayon ang sunod nga kapitan si Kapitan Cayetano Tomarong
1988 to 2009 dayon nasundan kini ni Kapitan Wilfredo Macapayag 2010 to 2013 dayon si
Kapitan Luis Figuracion 2014 to 2018 sunod si Kapitan Gelyvie Redondo 2019 – 2023 ug
gisundan sa bag ong kapitana Emerita S. Baculio ang kasalukuyan namunuan sa among
Barangay. Tuklas sa araw ng Ulab Mao kini ang history sa Barangay Ulab, ug pagkatawo
sa Barangay Ulab, October 8, 1953.
Location Map
Barangay Ulab is situated near the village of C.P Garcia. It’s a part of the rural areas
of Gitagum due to its strategic location along the national highway and Iligan bay.
Barangay Ulab has a total land area of 289.80 hectares it’s situated at approximately
8.5668, 124.3964, in the island of Mindanao. Elevation at these coordinates is estimated at
112.0 meters or 367.4 feet above mean sea level.
The barangays land facets is characterized by 0-3% level to nearly level, 30-50%
steep, 8-18% undulating to rolling. It presents a general terrain of a surface configuration of
undulating to gently rolling slopes and from hilly to mountainous.
The climate of Ulab falls under classification of tropical rainforest climate. The
average annual temperature is 55% degrees and there is about 332 inch of rain in a year.
In this classification seasons are not very pronounced with relatively dry climate from
November to April and wet the rest of the year. Heavy rains usually occur in the month of
January, February, September and December.
Barangay Ulab belongs to the upland barangays which is divided into Seven (7) puroks.
1- SOCIAL SECTOR
The programs of the local government unit are geared towards developmental social
programs and projects are being conceive to provide basic services health, education and
empowering all sectors of the society.
The Population and Households of Barangay Ulab are distributed by seven (7)
puroks that majority of households located in purok 2, purok 7 and purok 3. The least
number of households located at purok 6. As of this year 2023 the total population is 1,273.
It is composed of 656 male which represents 52 % of the total population and 619 female
representing 48% of the barangay population. The total number of households is 294 which
are divided into seven (7) puroks with 368 number of families.

Single person has a total of 751 found to be a majority than married person which
has 394, where live-in partners has 66, then widow/er has 45 and lastly we had 17
separated couple.
Marital Status
The delivery of health and care services in Barangay Ulab was realized of having a
one Unit Concrete Health Center manned by one Midwife, one BNS and 10 barangay
health workers (BHW).
The center available facilities include, examining table and chairs, Salter scale, BP
apparatus, scanner, Weighting Scale Beam type.

Based on Barangay health workers survey majority of the household has access to
sanitary toilet. Out of 294 Total number of households 272 have access to sanitary toilet
facilities 6 families shared and 53 have no access to sanitary toilet facilities.

1.6 Religion
Improved quality of social services is one of the concerns of the Barangay. It aims to
provide all the essential needs of the people particularly to those who are underprivileged.
On the other hand, for the children’s welfare, one Daycare Center are present in Barangay
Ulab with one daycare worker. It caters children 3 to 4 years old. The daycare center in
purok 3 made up of concrete materials with concrete flooring and fence.
School Year
The table shows that majority of the Elderly is the Female sector which has a
highest number of population in barangay.
There are identified persons with disability in the barangay with different type of
disabilities accordingly to the table present above.
1.9 Housing
CVO Outpost
There are twenty (20) barangay Tanod assigned to seven puroks of Barangay Ulab.
They are assigned in foot patrol at night in CVO outpost to guarantee the public’s peace
and order state.
To carry out the barangay justice system, the Lupon Tagapamayapa was organized
and composed of 8 members and Punong Barangay as their chairman. The Lupon
exercises administrative supervision over the reconciliation of both parties in dispute.
2- ECONOMIC SECTOR
Sineguelas
Agricultural farming is one of the sources of income in the Barangay. Farmers plant
corn for food consumption while the corn (chaff) used for animal food (swine).
Coconut farming also alternative income of the family mostly a farm labor.
Sineguelas harvested ones a year.
Tobacco plant majority of the farmers planted as another source of income due to
the demand of tobacco with good price in selling. It is a big help to the farmers to sustain
their needs.

In this sector it covers the income generated of the household engaged in small
scale business in the barangay and source of income to sustain daily needs of the family.
The use of present technology for fast and easy access of communication.
2.3.2 Transportation
The barangay can be reached through any mode of land transportation. Motorcycles
and tricabs are commonly used by the residents for fast and easy access on their daily
lives.

This support is intended to serve people and provide safe travels and fastest
communications.

The barangay always cared for the citizen of Ulab especially the social support to
turn to in times of needs and crisis.
4.1 Schools
At present the barangay has Elementary School named Ulab, Elementary School
located at Purok 2 and Child Development Center located at Purok 3.
The barangay has 3 water sources which are deep wells in purok 2, purok 3 and
purok 7 with one reservoir each purok except the deep well in purok 2. And the water
source from purok 3 will be distributed to Purok 1, 2, 3 and 4 and purok 2 water source will
be distributed to purok 2 only and purok 7 water source will be distributed to purok 5, 6 and
7. Water is also the priority of the barangay as an important needs of the people in their
day-to-day life.
Barangay Hall
The barangay hall is located in purok
3, it serves as venue for official functions and session. One story concrete building with
floor area of 5.50 m x 7.20 m or 39.60m2. It serves various official purposes. It is located
along the provincial road.
Health Center
Mandatory Barangay Assembly held at barangay Covered Court by every 1st and 2nd
semester of the year.
The wastes of the barangay biodegradable are came from domestic garbage such
as food wastes and paper this is dumped through burning in their backyard pits and
composting.
Non-biodegradable wastes such as plastics and bottles also came from household
consumption.
The residents usually reuse the plastics from mineral water and bottles. These are
being used as water containers or cans are collected to sell at junkshop buyer.
Agricultural wastes such as dried leaves burned in backyard. The residents aside
from the wood, coconut hush used to cook food.
Air quality index is good considered satisfactory, and air pollution poses little or no
risk. It is most acceptable for most individuals. However, sensitive group may experience
minor to moderate symptoms for long term exposure.
There is no proper dumpsite in the barangay. Household are still adopting the traditional
practice of disposing their garbage which is burning method and backyard compost pit.
Waste segregation is not implemented although awareness and advocacy encourage every
household on waste segregation, composting and recycling to protect the environment.
Thus, the barangay at present has 7 Material Recovery Facility (MRF) located at every
purok areas.
