Subject: Expression of Interest (EOI) for Group Personal Accident Insurance of RRU
Students and Staff

1. Rashtriya Raksha University, an Institution of National Importance of India, Pioneering National

Security and Police University of India, Ministry of Home Affairs, Government of India, is established by
the Parliament of India, Act No. 31 of 2020. The University aims to become an academic-research-
training ecosystem for national security and police.
2. RRU has Main campus located at Lavad Village, Dehgam, and four regional campuses. The
main office is in Dehgam, Gujarat. We wish to cover the students and Staff of all campuses for Group
Personal Accident Insurance.
3. RRU is floating EOI for Group Personal Accident Insurance covering all Students, through our
appointed Consultant/Broker Unison Insurance Broking Services Pvt Ltd, as per their appointment letter
reference no RRU/PRC/Insurance Broker/2023/1933 dated 08/12/2023, who are authorized to evaluate
and place the proposed insurance policy as per EOI.
4. Sealed EOI with validity of minimum 45 days are invited from the interested IRDAI registered
Companies for providing insurance policy to the RRU Students for one year. The Policy Term may
be extended up to three years by mutual agreement on Terms and Conditions (T&Cs) of the policies
and payment of premium amount thereof. The bidders should have Annual Accident Insurance
business of Rs 10 crores or more premium in the past two financial years (viz 2021-22 & 2022-23). The
bidder should also provide evidences of it has rendered services to at least 3 organization like
Central/State Government organization, Nationalized Bank / Financial Institutions / Reputable / Large
Corporate Houses, during last 3 years and having a minimum of 1000 insured person.

5. The EOI should be submitted in Two Cover System: Technical Bid and Financial Bid
in separate sealed envelopes.
Technical Bid Should Contain: - (To be submitted in format given at Annexure-I)
(a) Valid Proof of IRDAI registration.
(b) Valid Proof of having done Annual Group Accident Insurance Business of Rs. 10
crores or more premium in the past two financial years. Documentary proof in the form of
necessary financial documents shall be submitted.
(c) The bidder should also provide evidence of it has rendered services to at least 3
organizations like Central/State Government organization, Nationalized Bank / Financial
Institutions / Reputable / Large Corporate Houses, during last 3 years and having a minimum of
1000 insured person.
 Financial Bid should contain:- (To be submitted in format given at Annexure-II)
The price bids/premium to be paid by RRU to cover.
Group Personal Accident Policy (GPA) – Unnamed Basis
Sum Insured and Coverage details.
a) Per student – 2 Lac, Total Students 1,420 (May Increase/Decrease)
Death, Permanent Total Disablement (PTD), Permanent Partial Disablement (PPD)
b) Per Staff – 5 Lac, Total Staff 320 (May Increase/Decrease)
Death, Permanent Total Disablement (PTD), Permanent Partial Disablement (PPD),
Temporary Total Disablement (TTD) - Up to Rs. 5000/- or actual salary whichever is
least. per week for 104 Weeks
Medical Extension (for Students and Staff): Rs. 60,000 or actual claims as in patient
hospitalization (24hrs hospitalization required), with a sublimit of Rs. 30,000 as OPD
or actual claims whichever is lower.
Students are eligible for Medical Extension claim under TTD nature of claim.

6. The interested Insurance Companies may submit their EOI in two cover system, duly signed
and sealed by, by using the Data given in Annexure IV and Benefits to Cover under Insurance as
mentioned in Annexure III in the prescribed format given in Annexure I and II. The financial quotes
should be signed and sealed by the officer of the Insurance Company. The Institute reserves the right
to reject incomplete and unsigned quotes.
7. The separate sealed envelopes containing Technical (Annexure I) and Financial bids
(Annexure II) should be enclosed in an another envelope super scribing “EOI for Group Personal
Accident Insurance Scheme 2024” and submitted to the office of the Purchase Officer, Rashtriya
Raksha University, Lavad-Dehgam – 382305 Gujarat by 1600 hours on 19/03/2024. For any
