With reference to the Govt. Memo (2) above, I am to inform the Government that
State President, WPRS Association, Vuyyuru, Krishna District has made a request for
promotion from Ward Planning & Regulation Secretaries (WPRS) of AP municipalities,
Nagar Panchayath and Municipal Corporation to the post of Town Planning Building
Overseer (TPBO) on par with Department of Horticulture A.P and Animal Husbandry, AP.

In this regard, it is submitted that as per G.O.Rt.No.523 MA&UD(UBS) Dept, Dt:21-

08-2019 under rule ‘7’ (b) the promotional avenues for the newly constituted post of WPRS
stipulated as follows:

The scale of pay in the cadre of TPBO in R.P.S.2022 is Rs.34,580-1,07,210/- and for
the post of WPRS (Gr-II) is Rs.22,460-72,810/- and at present, there are totally (384) TPBO
posts fell vacant throughout the State and there is an imperative need to fill up said posts.

If the request of the association is considered, the above said G.O.Rt.No.523

MA&UD(UBS) Dept, Dt:21-08-2019 has to be amended.

Further it is to submitted that the Government vide Govt.Memo 1 st cited, have

accorded permission to the department to make incharge arrangements of WPRS working in
ULBs as TPBOs at the level of DTCP, to look after the town Planning activities and for
facilitation of smooth and effective administration of the department with certain conditions
stipulated therein the Govt. Memo. Accordingly directed the department to instruct the
concerned authorities to impart necessary training to all the WPRSs, soon after making in-
charge arrangements, for facilitation of smooth administration and directed to take further
necessary action in the matter.

On receipt of the above Government orders, the appointing authorities in respect of

WPRS i.e, concerned Regoinal Deputy Directors of Town Planning were directed to furnish
details of the WPRSs working in ULBs along with details such as qualifications, seniority and
probation etc.

After careful examination of the matter and in the light of permission accorded by the
Govenment and in exercise of powers conferred on Director of Town and Country Planning
and basing on the report of RDDTPs, incharge arrangement orders to WPRSs working in
ULBs as TPBO have been issued.

The above information is submitted to the Government for necessary further orders.
