The Iranian Revolution of 1979, the Iran-Iraq War, the Gulf War, and the
US invasion and occupation of Iraq have dramatically altered the geopo-
litical landscape of the contemporary Middle East. The Arab Spring upris-
ings have complicated this picture. This series puts forward a critical body
of first-rate scholarship that reflects the current political and social realities
of the region, focusing on original research about contentious politics
and social movements; political institutions; the role played by non-
governmental organizations such as Hamas, Hezbollah, and the Muslim
Brotherhood; and the Israeli-Palestine conflict. Other themes of interest
include Iran and Turkey as emerging pre-eminent powers in the region,
the former an ‘Islamic Republic’ and the latter an emerging democracy
currently governed by a party with Islamic roots; the Gulf monarchies,
their petrol economies and regional ambitions; potential problems of
nuclear proliferation in the region; and the challenges confronting the

This book is the result of a collaborative research project that was carried
out by the Arab Forum for Alternatives (AFA—Egypt), the Peace Research
Institute Frankfurt (PRIF—Germany), and the University of Sfax (Tunisia)
between 2013 and 2018. During this period, the core group consisted of
eight scholars: Nadine Abdalla, Nayera Abdelrahman Soliman, and Amr El
Shobaki at AFA; Samiha Hamdi and Bassem Karray at Sfax University; and
Jan-Philipp Vatthauer, Irene Weipert-Fenner, and Jonas Wolff at PRIF. The
project was entitled “Socioeconomic protests and political transformation:
dynamics of contentious politics in Egypt and Tunisia against the back-
ground of South American experiences.” Between 2013 and 2018, we
met at least once a year to discuss our empirical research, theoretical inter-
pretations, and political implications. In addition to our project work-
shops, we also organized panels at international conferences to discuss our
findings with other scholars. Visiting fellowships offered further opportu-
nity for cooperation. The group grew closer, bringing up new ideas such
as joint field research. Inter-institutional ties developed, too, and paved
the way for a new joint research project that has just started and will con-
tinue our research on the social question in the Middle East and North
Africa (MENA) and beyond.
None of this would have been possible without the generous funding

Samiha Hamdi holds a Ph.D. of Sociology from the Faculty of Arts and
Humanities, University of Sfax, and is a member of the research unit Etat,
Culture et Mutations de Société (ECUMUS) at this university.
Prisca Jöst is a Ph.D. candidate at the Department of Political Science,
University of Gothenburg, affiliated with the Program on Governance and
Local Development (GLD). Previously, she was a student research assis-
tant at the Peace Research Institute Frankfurt (PRIF). Her work focuses
on political participation and social movements in Africa and the
Middle East.
Bassem Karray is professor in Public Law at the Faculty of Law of the
University of Sfax. He is also a member of the Fiscal Studies Center and
Doctoral School of the Sfax Faculty of Law as well as an associated mem-
ber of the European Law Laboratory of the Faculty of Legal, Political and
Social Science of Tunis. He has worked as a consultant for Tunisian
and international NGOs and organizations as well as Tunisian
authorities on manifold topics such as constitutional law, decentral-
ization, Euro-Mediterranean relations, as well as customs law and
international trade.
Hamza Meddeb is assistant professor at the Mediterranean School of
Business, South Mediterranean University in Tunis and non-resident
scholar at the Carnegie Middle East Centre. His research interests focus
on the intersection of political economy, security studies, and state-society
relations in Tunisia. He is the co-author of L’État d’injustice au Maghreb.
Maroc et Tunisie (2015, together with Irene Bono, Béatrice Hibou and
Mohamed Tozy). His work has been widely published, such as in Middle
East Law and Governance.
Jan-Philipp Vatthauer is deputy spokesman of the parliamentary group
of Die Linke in the German Bundestag and associate fellow at the Peace
Research Institute Frankfurt (PRIF). Between 2014 and 2017, he worked
as a doctoral researcher at PRIF.
Irene Weipert-Fenner is a senior research fellow at the Peace Research
Institute Frankfurt (PRIF). She holds a Ph.D. in political science from
Goethe University Frankfurt. She works on authoritarian regimes, democ-
ratization, and social movements in Egypt and Tunisia. Her articles have
appeared in peer-reviewed journals such as the Journal of North African
Studies and Politische Vierteljahresschrift (PVS). She is the co-editor of
NOTES ON CONTRIBUTORS xv
Clientelism and Patronage in the Middle East and North Africa: Networks
of Dependency (2018, together with Laura Ruiz de Elvira and Christoph
Schwarz).
Jonas Wolff is head of the research department “Intrastate Conflict” and
executive board member of the Peace Research Institute Frankfurt (PRIF).
His research focuses on the transformation of political orders, contentious
politics, international democracy promotion, and Latin American politics.

CHAPTER 1
1.1 Introduction
When millions of people took to the streets in late 2010 and early 2011,
first in Tunisia, then in Egypt, they shouted slogans such as khubz wa ma’,
Ben ‘Ali la (bread and water, no to Ben Ali), shughl, hurriyya, karama
wataniyya (employment, freedom, national dignity), and ‘aysh, hurriyya,
‘adala ijtima‘iyya (bread, freedom, social justice). In the very moment
when the two uprisings successfully brought down the respective dicta-
tors, it became undeniable that socioeconomic grievances had played an
important role in motivating people to dare the—until then—unthink-
able: to directly and openly challenge the rule of two repressive authoritar-
ian regimes. Yet, shortly after the toppling of Ben Ali and Hosni Mubarak,
this seemed to have been forgotten: rapidly, the reform of political institu-
tions and conflicts over (religious) identity and civil-military relations
began to dominate the political agenda—and academic debates too
(Al-Anani 2012; Albrecht and Bishara 2011; Albrecht and Ohl 2016;
Brumberg 2013; Zeghal 2013).1
In terms of political developments, Egypt and Tunisia have taken differ-
ent paths since polarization between Islamists and secular forces reached
its height in the summer of 2013 in both countries. In Egypt, the military
used the mass demonstrations to oust the then president Muhammad
Morsi, to reassume power, and to openly oppose first the Muslim
Brotherhood and soon afterwards all kinds of oppositional groups (Pioppi
2013; Roll 2016). Tunisia took another direction: a compromise was bro-
kered between the Islamist al-Nahda Party and the anti-Islamist groups
with the help of four civil society organizations referred to as the National
Dialogue Quartet. Additional external pressure from international finan-
cial institutions contributed to the emergence of an elite consensus, which
was long portrayed as a success story, but was also criticized for not mov-
ing in any direction apart from re-establishing old power structures and
suppressing dissent (Boubekeur 2016; Marzouki and Meddeb 2016).
Since 2018, cracks in this consensus have become visible, yet the demo-
cratic order seems to be firmly established (Dihstelhoff 2018).
In spite of the different political trajectories, both countries saw the
introduction of a new constitution as well as presidential and parliamentary
elections in 2014. Frequent government reshuffles, including changes of
prime minister, notwithstanding, it seems that in the course of 2015 the
political transition phase—to democracy in one case and to a reconfigured
authoritarian regime in the other—gave way to a period of relative politico-
institutional stability. Also, when it comes to questions of socioeconomic
development and economic policies, the post-revolutionary trajectories in
the two countries have been remarkably similar. The predominant state
response during the first years after the revolutions was marked by prag-
matic muddling through that refrained from pursuing structural and/or
redistributive reforms. Post-revolutionary governments in Egypt and
Tunisia were unable and/or unwilling to improve the socioeconomic situa-
tion of the general population, and as a result, the socioeconomic grievances

Dunkel ans Licht, Werke I 7 S. 359 f. Om deze reden had Schelling
ook een geheel anderen blik op leven en wereld dan Hegel; voor
dezen was alles redelijk, maar Schelling zag aan alles het
irrationeele, het regellooze, de duisternis, het chaotische ten
grondslag liggen en erkende den lijdensweg van het wereldproces.

De tegenwoordige wereld, in welke wij leven, is slechts als eene
aussergöttliche te begrijpen. Van haar is de mensch door zijn val de
oorzaak, II 3 S. 352 f., diese aussergöttliche Welt ist die Welt des
göttlichen Unwillens, alle Menschen, Juden und Heiden, sind τεκνα
φυσει ὀργης, von Natur Kinder des göttlichen Unwillens, ib. 372 enz.,

gedachten keeren in systematischen samenhang bij de wijsgeeren
Schopenhauer en von Hartmann, in dichterlijken vorm bij Rückert,
Lenau, Byron, Shelley, George Sand, Alfred de Musset, Leopardi en
bovenal ook in de nieuwere fin-de-siècle litteratuur terug; het
Buddhisme, dat in den wil om te leven, in het zijn zelf, de oorzaak
van alle lijden ziet, wordt als de hoogste wijsheid geëerd. Leven is
lijden, het slingert heen en weer tusschen smart en verveling, het is
de moeite van het leven niet waard. De wereld met hare hospitalen,
lazareths, chirurgische martelingen, gevangenissen, folterkamers,
slavenstallen, slagvelden, gerechtshoven, woningen van ellende
enz., biedt eene geschikte stof voor de beschrijving der hel en is
zelve een hel, waarin de eene mensch een duivel voor den ander is.
Indien zij een weinig slechter ware, zou zij van ellende niet kunnen
bestaan. Alwat bestaat is daarom waard, dat het te gronde gaat,

481. Over oorsprong en doel van het lijden zijn de beschouwingen
vele geweest. De philosophie is er bijna altijd op uit, om de schuld
ervan, evenals van de zonde, rechtstreeks of zijdelings te werpen op
God. Het lijden wordt dan afgeleid uit een zelfstandig, boos principe
(Parzisme, Manicheisme), uit een oorspronkelijk boos wezen (Daub),
uit eene donkere natuur in God (Böhme, Schelling), uit den blinden,
alogischen wil om te zijn (Buddhisme, Schopenhauer, von
Hartmann), uit de zelfobjectiveering en Entäusserung Gods (Hegel),
uit de materie (Plato, Aristoteles, Philo), uit natuurnoodwendigheid
(Weisse, Rothe), uit de eindigheid van het schepsel (Leibniz), uit den
ontwikkelingstoestand der wereld (Ulrici), uit het zondig bewustzijn
des menschen, dat de op zichzelf noodzakelijke onvolkomenheden
der wereld als Uebel opvat (Schleiermacher, Lipsius, Ritschl) enz.
Dat echter het lijden niet in dien zin aan God is toe te schrijven, dat
het met de schepping zelve gegeven was, staat vast op grond van
de leer der H. Schrift, van de getuigenis onzer conscientie, en het
wezen der religie, dat heiligheid en zaligheid ten nauwste verbindt.
Toch schijnt een bestaan en ontwikkeling van wereld en menschheid
zonder lijden eene onmogelijke gedachte te zijn. Van eene
geschiedenis zonder zonde en ellende kunnen wij ons geene
voorstelling vormen; zoodra wij deze wegdenken, blijft er in het
ledige raam van den tijd en de ruimte geene gebeurtenis meer over.
Aan het physisch organisme schijnt smart en dood van nature,
noodwendig eigen te zijn; de impassibilitas is eene eigenschap, die
in een zinnelijk schepsel niet te denken valt. Van menschen geldt dit
reeds, veel meer nog van planten en dieren; de nieuwere
natuurwetenschap heeft ons overal in de organische en
anorganische natuur een struggle for life doen aanschouwen, waarin
alle schepselen vijandig staan tegenover elkaar en het op elkanders
dood hebben toegelegd.
En toch, hoe natuurlijk smart en lijden ook schijnen, tegen de
voorgaande beschouwing is met grond het volgende in te brengen:
1o. Indien wij uit wereld en menschheid eens verwijderen konden alle
lijden, dat zonder eenigen twijfel direct of indirect door de zonde is
veroorzaakt, dan zou in eens verreweg het meeste en zwaarste
lijden verdwenen en het probleem des lijdens tot zeer kleine
afmetingen teruggebracht zijn. Niemand kan ontkennen, dat er
tusschen zonde en ellende een allernauwst verband bestaat; vele
zonden slepen naar aller oordeel allerlei schrikkelijke gevolgen na
zich, niet alleen geestelijk, zooals vrees, spijt, schaamte, schande,
berouw enz., maar ook stoffelijk, zooals ziekte, ellende, pijn,
armoede, verwildering enz. En niet alleen is dit het geval bij
vleeschelijke zonden, zooals zingenot, dronkenschap, wellust enz.,
maar ook bij zulke zonden die een meer geestelijk karakter dragen,
zooals afgoderij, bijgeloof, ongeloof, leugen, hebzucht, ijdelheid,
hoogmoed, haat, nijd, drift enz. Zij werken alle in meerder of minder
mate ook op het lichaam in en brengen er verwoestingen aan. Een
stroom van geestelijke en lichamelijke ellende in de individueele
personen, in gezinnen, familiën, geslachten, volken, in staat, kerk,
maatschappij, wetenschap, kunst neemt in de zonde zijn oorsprong.
Neem deze weg, en er blijft volgens aller instemming bijna geen
lijden meer over. Die Welt ist vollkommen überall, wo der Mensch
nicht hinkommt mit seiner Qual (Schiller). Die Hauptquelle der
ernstlichsten Uebel, die den Menschen treffen, ist der Mensch
selbst, homo homini lupus, Schopenhauer, Die Welt II6 663. 2o. Toch,
hoeveel waarheid er ook ligge in Schillers woord, heelemaal waar is
het niet. Al denken wij het lijden weg, dat naar aller oordeel
rechtstreeks of zijdelings in de zonde zijne oorzaak heeft, de wereld
zou er toch niet in eens volmaakt door worden. Er zouden nog
overblijven al die rampen, welke den mensch van buiten af
overkomen en niet voor ieders bewustzijn in verband met de zonde
staan, zooals aardbeving, storm, onweder, watersnood,
hongersnood, pest, spoorwegongeluk enz. Ook hier is er wel naar de
getuigenis der Schrift verband met de zonde, maar het is toch
anders dan bij het bovengenoemde lijden. Farizeën en Motazelieten
zochten ook daarvan de verklaring in persoonlijke zonden, maar
Jezus oordeelde anders, Luk. 13:4, Joh. 9:1. Niet in persoonlijke
zonden, maar in de zonde der menschheid heeft de disharmonie en
vijandschap der natuur hare oorzaak. God heeft om de zonde des
menschen de aarde met den vloek getroffen en al het schepsel der
ijdelheid en verderfenis onderworpen. De gevallen mensch hoort niet
meer thuis in een paradijs; met zijn toestand komt de aarde overeen,
die tusschen hemel en hel instaat. De mensch heeft met de kennis
en gerechtigheid ook de heerschappij en heerlijkheid verloren; de
krachten en elementen der natuur staan menigmaal vijandig tegen
hem over; hij kan ze nu niet anders aan zich onderwerpen dan door
moeitevollen, inspannenden arbeid. In haar geheel is de menschheid
geen betere plaats dan deze aarde waardig; en voor haar
ontwikkeling, opvoeding, behoudenis is er ook geen betere mogelijk.
Van bijzondere rampen kunnen wij bijna nooit de bedoeling
aangeven, waarmee God ze zond, al zijn ze zeker nooit volstrekt
sprakeloos voor dengene, dien ze treffen. Maar des te vermeteler is
het, met Schopenhauer en von Hartmann de schaal in de hand te
nemen, daarin het lief en het leed der gansche wereld tegen
elkander af te wegen, om dan het oordeel op te maken, dat de straf
de vreugde zeer verre overtreft. Want elk schepsel en ieder mensch,
ook de volleerdste pessimist, geeft feitelijk aan het smartvolle zijn
boven het smartlooze niet-zijn de voorkeur en tracht in zijn bestaan
te volharden. En de menschheid in haar geheel heeft in de
worsteling met de natuur een prikkel voor haar energie, een
materiaal voor haar arbeid, een spoorslag voor hare ontwikkeling
gevonden. De vloek over de aarde is haar door Gods genade in een
zegen verkeerd. 3o. Dat de gansche natuur deelt in den val van den
mensch, staat niet alleen vast op grond van de Schrift, maar vloeit
uit de centrale plaats, welke de mensch in de schepping inneemt, als
vanzelve voort, en is ook met het oog op de hedendaagsche
natuurwetenschap meer dan waarschijnlijk. Er is over den toestand
der wereld vóór den val en over hare verandering door en na den val
soms zeer wonderlijk geredeneerd, deel II 548. 549, maar de
Gereformeerden hebben hier over het algemeen eene wijze
soberheid betracht, ib. 559. 560, en den gulden regel gevolgd, dat
wel de forma der dingen door de zonde is veranderd maar de
materia dezelfde is gebleven. De zonde is immers geen substantie
en kan de substantie der dingen, die alleen God tot auteur heeft,
noch vermeerderen noch verminderen. Gelijk de mensch na den val
wezenlijk mensch is gebleven, zoo is het met de gansche natuur. Er
zijn geen nieuwe species in planten- of dierenrijk bijgekomen;
doornen en distelen zijn niet door een woord Gods nieuw geschapen
gelijk het gras en het kruid en het geboomte op den derden dag,
Gen. 1:11; en kruipend en wild gedierte bestond er ook reeds vóór
den val, Gen. 1:24. Maar gelijk bij den mensch dezelfde vermogens
en krachten, door de zonde bedorven, in eene andere richting
gingen werken, zoo is het ook met de gansche schepping, nadat ze
door God met den vloek getroffen werd. Overgelaten aan zichzelve,
geëmancipeerd van de heerschappij en de verzorging van den
mensch, beladen met Gods vloek, is de natuur allengs verwilderd en
verbasterd en heeft doornen en distelen, allerlei ongedierte en
verscheurende beesten voortgebracht. De mogelijkheid van zulk
eene verbastering wordt door de nieuwere natuurwetenschap boven
alle bedenking verheven. De palaeontologie levert slechts zeer
weinig fossilen van verscheurende dieren; de groote dieren van den
oudsten tijd, rhinoceros, mammuth, mastodon waren allen
plantenetend. Van de zoogenaamde sauriërs, die men voor
hagedissen houdt, is het onzeker; maar zelfs de walvisschen leven
ten deele van planten. Insecten zijn alle plantenetend; alleen zijn er
sommige, die in onontwikkelden toestand, zooals rupsen, larven,
sluipwespen (ichneumon) zich voeden met de bestanddeelen van
animale wezens, maar kevers, mieren, bijen, vlinders enz., leven alle
van plantaardig voedsel. Onder de vogels zijn er wel vele, die dierlijk
voedsel gebruiken, maar zij kunnen toch ook van planten leven. Tot
de verscheurende dieren behooren de drie genera van felis (leeuw,
tijger, kat, panther, luipaard enz.), canis (hond, wolf, vos) en ursus
(beer enz). Maar van al deze dieren is het minstens twijfelachtig, of
het vleescheten tot hunne natuur behoort. Darwin heeft in zijn ook in
dit opzicht voor theologen zeer leerzame werk, Het varieeren der
huisdieren en cultuurplanten, vert. door Dr. H. Hartogh Heys van
Zouteveen, Arnh. Nijm. Cohen, bewezen, dat dieren zich aan
veranderde voeding kunnen gewennen en haalt daarvoor
verschillende voorbeelden aan, II 344v. En evenzoo kunnen door
verwildering takken in dorens, en door cultivatie dorens in takken
veranderen, II 361. De natuur is nu in veel opzichten eene antithese
geworden van den mensch, 2 Kon. 17:25, Job 5:22, 23, Hos. 2:20,
Jes. 11:6v. 7:23, 65:20v., Ezech. 14:15, 21, Op. 21, Sir. 39:32v.;
planten en dieren zijn geworden tot levende beelden van
menschelijke zondige neigingen en hartstochten; dierenvrees en
dierenvereering bewijzen de abnormale verhouding van den mensch
tot de wereld rondom hem heen. Maar de nu en dan bij menschen
nog voorkomende wondere macht over de dieren; de vele
veranderingen, die blijkens de palaeontologie in planten- en
dierenrijk zijn ingetreden; de domesticatie en de langzame
variabiliteit bij planten en dieren leveren bewijzen te over, dat een
toestand, als Jesaja in hoofdst 11 en 65 ons teekent, volstrekt niet
tot de onmogelijkheden behoort. Er is niets ongerijmds in de
gedachte, dat, evenals bij den mensch, zoo ook bij de natuur
tengevolge van het oordeel Gods eene belangrijke verandering is
ingetreden. In elk geval is de Schrift heel wat rationeeler dan wat
soms onder den naam van wetenschap aan de markt wordt
gebracht; volgens Lindenschmitt waren de menschen vroeger
verscheurende dieren geweest, die zich tegenover elkander door in
het water gebouwde paalwoningen moesten beschermen, maar de
roofdieren waren toen hoogst onschuldige schepsels geweest, bij
Weiss, Apol. II3 497. 4o. Daarbij vergete men eindelijk niet, dat,
theologisch gesproken, de schepping zelve in zekeren zin
infralapsarisch was, Delitzsch, Genesis 1887 S. 67. De val is voor
God geen verrassing en geen teleurstelling geweest. Hij zag hem
vooruit, had hem opgenomen in zijn raad en rekende er reeds mede
bij de schepping. Deze heeft daarom zoo plaats gehad, dat de
gansche wereld, ingeval de mensch als haar hoofd viel, zoo worden
kon als zij thans is. De toestand van den mensch en van heel de
aarde was vóór den val een voorloopige, die zoo niet blijven kon. Hij
was van dien aard, dat hij opgevoerd kon worden tot hooger
heerlijkheid maar ook, in geval van ’s menschen overtreding, aan
ijdelheid en verderfenis kon onderworpen worden. Door de zonde en
den vloek Gods kwam overal van onder en van achter de harmonie
het regellooze, het chaotische, het daemonische te voorschijn, dat
ons verwart en beangst. Er is over de gansche schepping een
Schleier der Schwermuth uitgebreid. Πασα ἡ κτισις συνστεναζει και
