OFFICE ORDER

With the approval of the AS &FA, M/o Petroleum &Natural Gas, the period of Shri Janardan Prasad, retired
Senior AcCountant, has been extended as Consultant for further one year, w.e.f. the forenoon of 11.03.2024 on
contract basis in this Office as per terms and conditionsgiven below.
2. Terms & Conditions:

The period of his engagement as Consultant will be one year from the date of joining his duties as
Consultant in this Office or tillthe vacant posts against which he is appointed as Consultant in this Office
is filled by a regular employee of Government of India or till further orders, whichever is earlier.

His appointment as Consultant will be on full-time basis and he will not be permitted to take up any
other assignment during the period of consultancy in the Office
iii. His appointment as Consultant is of a temporarynature against the specificvacant post in this Ofice.
iv. He will be required to examine cases /proposals, of Accounts & other related issues, in the light of
Central Government rules and regulations, prepare briefs/ presentations and analyse the proposals
assigned to him by his controlling officers.

V. Working hours shall normally be from 09:00 am to 05:30 pm. on working days. However,in any exigency
of work, he may be required to sit late and may be called on Saturdays/ Sundays or other holidays.
vi. He will be governed by the Official Secrets Act, 1923, as amended from time to time and will not disclose
to any unauthorised person(s) any information/ data that may come to his notice during the period of
his engagement as Consultant in the Office. Allsuch documents willbe the property of the Government.
vii. He will not utilize or publish or part with, to a third party, any part of the data or statistics or
proceedings or information collected for the purpose of his assignments or during the course of
assignment for the Office without the express written consent of the Office.
vii. The Intellectual Property Rights (IPR) of the data collected as well as deliverables produced by the
Ministry shall remain with the Office.

ix. He will be accountable for any advice or any service rendered by him during his engagement in this
Ministry in viewof norms of ethical business and professionalism.
X. He must act, at all times, in the interest of the Office and render any advice/ service with professional
integrity.
xi. He will maintain highest standards of integrity, transparency, competitiveness, economy and efficiency,
while working as consultant inthis Office.
xii. He shall, in no case, represent or give opinion or advice to others in any matter which is adverse to the
interest of the Ministry nor will he indulge in any activity outside the terms of the contractual
assignment.

3. Remuneration and Allowances:

Emoluments: Monthly emoluments/ remuneration payable shall be equivalent to the last pay drawn
minus the amount of basic pension being drawn by him. The emoluments and the basic
pension drawn
shall not exceed the last pay drawn by him. No increment, Dearness Allowance,
House Rent Allowance
shall be allowed on the remuneration during the term of the contract. Further, the amount of
remuneration so fixed shall remain unchanged for the term of the contract. There will be no annual
increment / percentage increase during the contract period. The remuneration will be Rs 41,800/- per
month.
In addition, he shall also be eligible for Transport Allowance at the rate applicable to him at the time of
retirement. The amount so fixed shall remain unchanged during the term of appointment. No Dearness
Allowance will be admissible on Transport Allowance. However, he may be allowed Transport Allowance
on official tour, if any, as per his entitlement at the time of retirement. The Transport Allowance will be
Rs.3,600/
4. Leave: Paid leave of absence may be allowed at the rate of 1.5 days for each completed month of service. No
remuneration for the period of absence in excess of the admissible leave will be paid to him.

5. Tax Deduction at Source: TDS, as admissible, shall be deducted from his monthly remuneration. A TDS
certificate shall be issued by the DDO on demand.
6. The engagement of Shri Janardan Prasad as Consultant can be terminated by the Office at any time without
assigning any reason thereof. However, he will have to give 30 days of advance notice or remuneration in lieu
thereof before resigning from consultancy.
7. This in continuation of thisOffice Order no. PAO/PET/Apptt. Of Consultant/2022-23/7 14-718 dated 10.01.2023
and Office Order no. PAO/PET/Apptt. Of Consultant/2022-23 dated 05.07.2022.

8 Sh. Janardan Prasad, Retd. Sr. Accountant superannuated on 31.05.2022. Hence, he has not completed 65 year
of age.
