This series examines the crucial role which translation and interpreting in
their myriad forms play at all levels of communication in today’s world,
from the local to the global. Whilst this role is being increasingly recog-
nised in some quarters (for example, through European Union legisla-
tion), in others it remains controversial for economic, political and social
reasons. The rapidly changing landscape of translation and interpreting
practice is accompanied by equally challenging developments in their
academic study, often in an interdisciplinary framework and increasingly
reflecting commonalities between what were once considered to be sepa-
rate disciplines. The books in this series address specific issues in both

Australia. This outsider gaze is helped by the fact that he looks at Commu-
nity Interpreting from two different perspectives: interpreting studies and
management studies. The outsider perspective is also helped by the fact
that he looks at the situation in Australia as a whole, and the state of
Victoria in particular as a visiting scholar. Eser received support from
scholars at RMIT University in Melbourne which allowed him to connect
with important stakeholders, such as the CEO of NAATI, Mark Painting,
Niki Baras, Organiser of the Translators and Interpreters branch of Profes-
sionals Australia, Frans Moens, Head of strategic projects with Victorian
Interpreting and Translating Services (VITS) LanguageLoop and many
others.
At the same time, his status as an insider/scholar in the area of inter-
preting studies allows him to ask the right questions of the stakeholders
he interviews. This insider status also allows him to ‘ask the right ques-
tions’ of policy and other documents he consults and facilitates his ability
to work with the NVivo qualitative analysis tool. After all, it is only an
insider who could make sense of the ‘nodes’ or recurrent themes, while
it requires both an insider and an outsider gaze to make sense of these
nodes, by looking at them with the broad yet insightful gaze required.
Eser uses the management services lens to discuss supply and demand,
quality of services, casualization and so on. At the same time, the author
is able to zoom in on important details, facilitated by interviews with
stakeholders
Community Interpreting has also been referred to as Liaison Inter-
preting (Gentile, Ozolins and Vasilakakos 1996) and is often referred to
as Public Service Interpreting (PSI) (e.g. Enriquez Raido, Crezee and
Ridgeway 2020). The author refers to seminal work on Community Inter-
preting by impactful scholars such as Hale (2007) and Corsellis (2008).
Personally, I quite like the term ‘Community Interpreting’ because of
the connection this creates with the concept of community translation,
as defined by Taibi and Ozolins (2016): like community translation,
community interpreting facilitates community access to important public
service information. It also provides members of migrant and refugee
communities with a voice.
In the opening chapter, the author states his intention to discuss the
challenges facing the community interpreting service industry in Australia
in detail, as a way to underpin recommendations for stakeholders in that
country and beyond. He describes community interpreting as being truly

Despite all the major challenges, it is incumbent upon the government depart-
ments and agencies to grapple with these challenges and draw up strategies
that will make sure culturally and linguistically diverse (CALD) people can
access public services.

sermon preached by this mournful little story is that the French land
is dying for want of cultivation, as the peasants are swarming into the
big towns, where they are not wanted, and leaving to waste the land
that needs them. Each name in France is selected with a regard for
the dignity of mankind. The cook and the barber call themselves
“artists,” and thereby efface any menial touch from their calling. The
retired servant calls himself a rentier, and the retired labourer decks
himself in the gentlemanly title of cultivateur. You may be a
cultivateur with “lands and proud dwellings,” like the earl in the song,
or you may modestly cultivate a single acre.
With such a fine name in prospect, I wonder any peasant lad is
lured from the country to the big, unsatisfactory towns, as M. Bazin
laments in his tale of the métayer and his sons. In the métairie
system the partnership between landlord and métayer is worked in
this wise. The landlord supplies stock, land, and implements; the
métayer brings the labour, and the profits are equally divided. The
métayer boards his labourers, and their wages vary, according to
season, from seventy-five centimes to two and a half francs per day.
The agent, on this system, is done away with, and the landlord and
his partner stand as man to man. The artisan, too, in the country
enjoys a pleasant independence. He builds his own house, he
makes and maintains his own home with thrift and ambition. The
standard of honesty is high. There is little beggary or drunkenness,
and early marriages are frequent.
Of course the peasant is grasping,—it were idle to hide this, even
in praising his frugality. He is close-fisted and hard-headed, and
would rather part with his blood than with a franc; but he and his
brother, the artisan, have made, and help to keep, France where she
is. However deplorable the pictures of their land which French
novelists and story-tellers may offer us, we may believe, without fear
of error, that it is not La Terre which represents the French
peasantry, so human and so lovable, despite its lack of
disinterestedness and generosity; and it is not M. Octave Mirbeau’s
appalling heroine who represents the great hard-working, honest,
and intelligent artisan class. Both of them have qualities above and
beyond any to be looked for in the same classes elsewhere; and if
there were nothing else to admire, surely we must find admirable
their rectitude and their love of independence.
