‫المقدمة‬
‫تعتبــر الجمــارك خــط الدفــاع األول الــذي يحمــي أمــن واقتصــاد دولــة‪ .‬كمــا أنهــا تلعب دورًا رئيســيًا فــي تطويــر التعامالت‬
‫التجاريــة وزيــادة حجــم التجــارة مــن خــال تبنــي أحــدث التقنيــات واألجــراءات التــي مــن شــأنها تســهيل وتســريع دخــول‬
‫وخــروج البضائــع مــن وإلــى الدولــة‪.‬‬

‫مــن هنــا بــرزت الحاجــة الســتخدام تقنيــات حديثــة فــي مجــال التفتيــش األســراع فــي انجــاز وتخليــص البضائــع دون‬
‫المســاس بالجانــب األمنــي لعمــل الجمــارك‪.‬‬

‫لــذا قامــت اإل دارة العامــة للجمــارك بدراســة التقنيــات واألجهــزة المســتخدمة عالميــً الختيــار األنســب منهــا وبمــا يغطي‬
‫حاجــة الجمــارك مــن أجهــزة متطــورة تســاعد فــي التفتيــش وتراعــي جانــب الصحــي والوقائــي حرصــً مــن اإلدارة‬
‫العامــة للجمــارك علــى عــدم تعريــض أي شــخص أو بضاعــة ألي تأثيــرات جانبيــة فــي مــا يخــص الســامة اإلشــعاعية‬
‫ســواء للعامليــن أو ســائقين أو ركاب‪.‬‬

‫أنواع األجهزة‬
‫قامــت اإلدارة العامــة للجمــارك بتوفيــر أنــواع عــدة مــن أجهــزة الكشــف بأســتخدام اإلشــعة الســينية لمختلــف المراكــز‬
‫الجمركيــة و بأســتخدام التقنيــات التــي مــن شــأنها الحــد مــن تعريــض أي شــخص لألشــعة بطريقــة مضــرة وهــي‪:‬‬

‫تم توفير أجهزة فحص الحقائب لكافة المراكز و منها‪:‬‬

‫‪ 1.1‬أجهزة فحص الحقائب للمطارات وتكون على نوعين‪:‬‬

‫•أجهــزة مرتبطــة مــع نظــام مناولــة الحقائــب فــي صــاالت القادميــن وتعمــل كافــة األجهــزة مــن خــال نظــام‬
‫مركــزي شــبكي متكامــل مــع خاصيــة عــزل الحقائــب المطلوبــة للتفتيــش‪.‬‬
‫•أجهزة مستقلة للحقائب اليدوية بنفس خاصية فصل الحقائب المطلوبة‪.‬‬
‫•أجهزة مغلقة ال تصدر أي أشعة خارج الجهاز‪.‬‬

‫•أجهزة متحركة محمولة على سيارة الستخدامها في أي موقع يتطلب التفتيش فيه‪.‬‬
‫•أجهزة ثابتة تستخدم تقنية البعثرة الخلفية (‪.)Backscatter‬‬
‫•أجهزة ثابتة تستخدم تقنية البعثرة األمامية (‪ ) transmission‬وتشمل‪:‬‬
‫•أجهزة الكشف على الطرود و الرسائل‪.‬‬
‫•أجهزة الكشف على البضائع في قسم الشحن في المطارات‪.‬‬
‫•أجهزة مغلقة ال تصدر أي أشعة خارج الجهاز‪.‬‬

‫•تعمــل هــذه األجهــزة بــدون الحاجــة إليقــاف المركبــة ونــزول الــركاب األمــر الــذي يوفــر امكانيــة تفتيــش أعــداد‬
‫كبيــرة مــن الســيارات لتالفــي الزحــام المــروري‪.‬‬
‫•تحــوي هــذه األجهــزة علــى نظــام قــاريء لوحــة الســيارة ممــا يوفــر امكانيــة الرجــوع إلــى صــور التفتيــش‬
‫باســتخدام رقــم الســيارة‪.‬‬
‫•مرتبطة بنظام تفتيش أسفل المركبة ‪( UVIS‬منظومة تفتيش أسفل المركبة)‪.‬‬

‫تقسم أجهزة الكشف على الشاحنات إلى نوعين ‪:‬‬

‫ال‪ :‬أجهزة متحركة وتستخدم للكشف المبدئي وتمتاز بسرعة الكشف وتعمل بتقنية البعثرة الخلفية‬
‫(‪.)Backscatter‬‬
‫ثانيًا‪ :‬أجهزة ثابتة تستخدم في دخول الدولة و تمتار بالتالي‪:‬‬
‫•تحتوي على مولد ذي قدرة عالية مما يوفر نسبة اختراق عالية للمعادن‪.‬‬
‫•تســتخدم هــذه األجهــزة تقنيــة البعثــرة الخلفيــة (‪ )Backscatter‬مــن خــال ثــاث مولــدات أشــعة ذات قــدرة‬
‫منخفضــة لتوفيــر ثــاث صــور للســيارة اثنــان أفقيــة و واحــدة عاموديــة األمــر الــذي يوفــر صــور لكافــة أجــزاء‬
‫المركبــة مــن دون وجــود نقــاط أو زوايــة ميتــة‪.‬‬
‫•مرتبطة بمنظومة كشف على المواد المشعة‪.‬‬
‫•تكشف كامل الشاحنة بضمنها مقصورة السائق‪.‬‬

‫ثالثًا ‪ :‬أجهزة ثابتة تستخدم في الخروج من الدولة وتمتاز بالتالي‪:‬‬

‫•تحتوي على مولد ذي قدرة عالية مما يوفر نسبة اختراق عالية للمعادن‪.‬‬
‫•ال يتم تعريض مقصورة السائق إلى األشعة حيث يتم تفتيش الحمولة فقط‬
‫•يتم تفتيش الحمولة أثناء سير الشاحنة بدون‬
‫الحاجة للتوقف‪.‬‬

‫أجهزة الكشف على األشخاص‬

‫وتســتخدم فــي مطــار أبوظبــي للكشــف علــى األشــخاص المشــتبه بتهريبهــم للمــواد المخــدرة عــن طريــق البلــع أو‬
‫اخفائهــا داخــل أحشــاء الشــخص‪ ،‬األمــر الــذي يوفــر ســهولة وســرعة فــي التفتيــش بــدل ارســال المســافر إلــى المختبــر‬
‫وانتظــار النتائــج علمــً أن المســافر لديــه الخيــار بتفتيشــه بالجهــاز أو الذهــاب إلــى المختبــر‪.‬‬

‫اجراءات السالمة اإلشعاعية المتبعة في اإلدارة العامة‬

‫للجمارك‬
‫األجهزة المستخدمة للكشف على الحقائب‪ ،‬البضائع والبريد‬
‫•هذه األجهزة من األجهزة المغلقة‪.‬‬
‫•نقوم بكشف شهري للتأكد من سالمة الجهاز‪.‬‬
‫•نقوم بقياس لألشعة لمحيط الجهاز بصورة دورية‪.‬‬
‫•توفيــر شــرائح خاصــة لــكل موظــف يعمــل علــى األجهــزة لقيــاس الجرعــة األشــعاعية ويتــم تحليلهــا وتوفيــر‬
‫التقاريــر الخاصــة بذلــك عــن طريــق جهــات صحيــة معتمــدة داخــل الدولــة‪.‬‬
‫•حصول األجهزة على ترخيص الهيئة اإلتحادية للرقابة النووية لمطابقتها‬
‫مع المعايير الصحية المتبعة داخل الدولة‪.‬‬

‫•هــذه األجهــزة ذات إشــعاع بســيط جــدًا ال يؤثــر علــى الــركاب حيــث أنهــم يتعرضــون لجرعــة بســيطة جــدًا‬
‫ولثــوان معــدودة‪.‬‬
‫•يمكــن لنفــس المســافر أن يمــر ألكثــر مــن ‪ 20000‬مــرة فــي الســنة ولــن يصــل للحــد المســموح بــه حســب أنظمة‬
‫الســامة العالمية‪.‬‬
‫•تم عمل مسح ميداني من قبل كل من هيئة الصحة في أبوظبي مع هيئة البيئة للتأكد من ذلك‪.‬‬
‫•المراقب الجمركي يعمل في غرفة تحكم بعيدًا عن الجهاز‪.‬‬
‫•توفيــر شــرائح خاصــة لــكل موظــف يعمــل علــى األجهــزة لقيــاس الجرعــة األشــعاعية ويتــم تحليلهــا وتوفيــر‬
‫التقاريــر الخاصــة بذلــك عــن طريــق جهــات صحيــة معتمــدة داخــل الدولــة‪.‬‬
‫•حصــول األجهــزة علــى ترخيــص الهيئــة اإلتحاديــة للرقابــة النوويــة لمطابقتهــا مــع المعاييــر الصحيــة المتبعــة‬
‫داخــل الدولــة ‪.‬‬
‫•تواجــد أزرار الطــوارئ فــي مختلــف األماكــن والتــي مــن شــأنها إيقــاف الجهــاز كام ـ ً‬

‫•توفر الشركات الشهادات الصحية والتي تثبت أن الجهاز مطابق لقوانين السالمة األمريكية‪.‬‬

‫أجهزة الكشف على الشاحنات‬

‫•إنزال السائق من الشاحنة وجعله ينتظر في منطقة محمية خارج المنطقة المستخدمة للمسح‪.‬‬
‫•موظف الجمارك يعمل في غرفة تحكم محمية خارج المنطقة المستخدمة للمسح‪.‬‬
‫•ضمــان خلــو المنطقــة المســتخدمة للمســح مــن أي عنصــر بشــري قبــل تشــغيل الجهــاز باســتخدام كاميــرات‬
‫المراقبــة‪.‬‬
‫•توفير جهاز قياس نسبة األشعة في المبنى‪.‬‬
‫•عمل مسح إشعاعي بين فترة وأخرى من قبل مختصين‪.‬‬
‫•تواجــد أزرار الطــوارئ فــي مختلــف األماكــن والتــي مــن شــأنها إيقــاف الجهــاز كام ـ ً‬
‫ا عنــد الضغــط عليهــا فــي‬

These devices are used in Abu Dhabi Airport to screen the individuals suspected of smuggling
narcotics by swallowing or concealing within individuals entrails which facilitates readily and
expedient screening instead of sending the passenger to a laboratory and awaiting results
taking into consideration that the passenger have the option to be screened by the device or
going to the laboratory.

The trucks screening devices comprise two types:
Firstly: Mobile screening devices which are used in initial inspection and featured with rapid
inspection and works with Backscatter technology.
Secondly: Fixed screening devices which are used inter-state with the following
characteristics:
• Containing a high capacity generator which ensures a high metals penetration.
•  hese devices used Backscatter technology through three X-ray source generators with

Preamble
Customs are the first defense line protecting a state’s security and economy. As well, it plays a
critical role in developing trade deals and increasing trade volume by adopting state-of-the-art
technologies and procedures which facilitates and expedites goods entry and exit to and from
the state.

From this perspective, emerged the need to employ modern techniques in the inspection field
to expedite the goods finalizing and clearance without impacting the customs security.
