TECHNICAL BID REQUIREMENTS

MAJOR - OPEN CONTRACTS FOR CIVIL WORKS CONSTRUCTION, REHABILITATION &

MAINTENANCE OF ACCESS ROADS IN NAOC LAND AREA

Note: Bidders are allowed to respond to ONLY ONE of the Tender invitations, since the decision to
choose the tender of interest is that of the Bidder. Applying for both the MAJOR & MINOR CIVIL
WORKS tenders is a FATAL FLAW and bidder shall be disqualified from both tender exercises.

B. Health, Safety, Environment and Quality

 Signed HSE policies & Programs

 HSE Management systems to monitoring and control
 HSE Performance indicator.
 HSE Manual.
 Community Affairs Policy.
 Bidders to provide evidence of workmen compensation insurance certificate.
 Bidders to provide company health, safety and environment policy, programs, and management
involvement and performance measures.
 List of PPEs: Hard hats with chin strap, climbing harness with 2 fall arrest, lanyards & rating, steel
toed safety boots, work gloves, safety.
 Quality Policy and ISO certification.
 Quality Control & Quality Assurance Procedures.

C. Financial stability

 Financial capability and Bank guarantee

 Certified Audited Account for past 3 years.

D. Work Statement

 Bidders are to provide work method statements describing details of execution of the work.
 Provide evidence of design done on previous projects of similar scope.

E. Experience/Work Scope

 Bidders are expected to provide evidence of execution of similar project in the past five years
showing POs, Contracts and Work completion certificates.

  Proof of evidence of execution of at least three similar jobs valued at or above USD500,000 for
Minor Civil works, and for Major Civil Works valued at or above USD1,000,000 within the Niger-
Delta region in the past three years.
 Bidders are to provide evidence of previous job done.
 Project Schedule
 Work procedure and method statement
 Procurement strategy (in-country and abroad) with previous abroad procurement evidence

F. Equipment

 Relevant list of Equipment/tools for the specified works.

 Evidence of Earth Moving equipment such as Bulldozers, Excavators, Rollers, Payloaders, Asphalt
Pavers, etc and manpower in place to effectively carry out the Project.

G. Experienced Personnel
 Bidder’s to provide relevant certification AND CV'S of all personnel with key Engineering
personnel showing certificate of COREN registration.
 Bidders are to provide project Organization Structure with names indicating numbers of
Engineers/staff and Technicians dedicated for this project with roles and responsibilities with
details in tabular form.
 Evidence of relevant skill, experience and certificates of personnel for the execution of the project
(with CVs)
 General Organization Structure and organ gram of bidders.
 Current work load chart showing location of work being executed.
 Evidence of detailed engineering service being carried out by COREN registered vendor.
