ELECTRICAL REQUIREMENTS

6.27 Each annunciator window shall have two lamps connected in parallel which
operate at not more than 75% of their rated voltage.
6.28 There shall be a three tier system of protection and annunciation:
(a) Alarm both audible and visual.
(b) Warning with delayed shut down –time delay through a timer of range 0-
60 sec.
(c) Disturbance associated with failures of systems elsewhere.

6.29 Individual meters shall be provided for speed reference, speed feed back,
current reference, current feedback, pulse output, and regulated power supply
voltages. All meters shall conform to at least accuracy class 1.0.
6.30 Stranded, flexible copper cable of 2.5 sq.mm shall be used for C.T. circuits
and 1.5 sq.mm for other control circuits. However for PCB terminals 0.75
sq.mm may be accepted.

6.31 TESTS

Acceptance tests shall be conducted at the works of the Bidder‟s and/or his
sub-vendor to ascertain that performance stipulated in this specification has
been honoured (e.g. overcurrent capability, measurement of ripple voltage &
current, P.F. measurement, Audible noise, etc). Dummy loads as required for
the purpose of simulating the operation conditions at the VENDOR‟s works
shall be considered in scope of this specification. However, should this not be
possible, testing at site with the actual load shall be conducted to prove the
performance of the power converters.

h) Observation of various wave forms i.e. current and voltage.

ELECTRICAL REQUIREMENTS

It shall be responsibility of the bidder to provide adequate illumination in the


area/rooms where their supplied equipment are installed. All luminaries shall
be LED type complete with all accessories. Outdoor type fixtures shall be
provided with outdoor type weather-proof box with IP 65. For outdoor yard
areas lighting cum lightning mast of suitable height shall be used. Lighting
system shall be fed from 1 Phase, 240V Lighting Distribution board through
adequately rated 2 x 100% capacity 415V/240V lighting transformers. Type of
fixtures for different areas with designed average lux levels are indicated in
table below:

8.0 LIGHTING SYSTEM

8.1 GENERAL

8.1.1 The lighting fixtures in the plant are fed from lighting panel and group
controlled from local control station. Lighting wiring between panel and lighting
fixtures shall be done by PVC insulated 3 -core (phase, neutral and
earth) armoured cable for hazardous area. Lighting fittings in building shall
be fed from lighting panels (supplied from lighting DB/D.C. Panel). Wiring
in the building shall be done by means of 3 -core copper PVC insulated,
armoured cables, or PVC insulated copper conductor wires in conduit of 1" size.
All joints of conductors in Switch boards/JBS/Fittings shall be made only by
means of approved Mechanical connectors (nylon/PVC connectors), Bare or
twist joints are not permitted anywhere in the wiring system. Cost towards
mechanical connectors is deemed to have been included in wiring.

8.1.2 The contractor shall determine, with approval of the Engineer -in-Charge or his
authorized representative, the exact locations of each fixture in order to avoid
interference with piping or other mechanical equipment and also with a view to
obtain as uniform illumination as practicable, and to avoid objectionable
shadows.

8.1.3 Surface/concealed in wall conduit run shown on drawing shall be


only indicative. These shall be laid out by the contractor to suit field conditions
as per directions of the Engineer -in-Charge.

8.1.4 On walkway, platforms and other outdoor area, lighting fixtures shall be nearer
to landing of stairs or ladders, gauges, flow meters, panel’s boards and other
equipment requiring good illumination.

8.1.5 In pump and compressor areas and other location at ground level, unless
otherwise called for on the drawing or directed by Engineer -in-Charge, lighting
fixtures shall be mounted preferably 4 meters above level of the floor. Where
this is impracticable, the minimum height of any lighting fixture shall be
preferably not less than 2.5 meters above the floor level.

8.1.6 Lighting on walkways and platforms shall be not more than 2.5 meters above
the walkways in order to permit re lamping without the use of a ladder.

8.1.7 Socket outlets in process areas shall be approximately 1200 mm above


finished ground and 300 mm above ground on office area. Lighting and power
panel shall be mounted such that top of the panel is not more than 2000 mm
above finished ground.

8.1.8 Fixtures shall be firmly supported from the structures, support clamps etc. may
be bolted or welded to the existing steel work or metal inserts. In case
of concrete structures, where metal inserts are not available, fixtures will be
fixed to or supported from concrete surfaces with the help of anchor
fastener. In such cases special care shall be taken to see that anchoring
is firm. For smaller weight equipment, nylon (or metallic) sleeve anchors of
approved make shall be used.

8.1.9 All hardware shall be galvanised or zinc passivated. Circuit cables shall be
group cleaved to structure by using galvanised strip clamps or run in
cable trays wherever they are available. Spacers and cleats shall be of suitable
size to accommodate the cables and shall be got approved by Engineer -in-
Charge before fixing at site. For isolated structures lighting cables may be taken
in underground G.I. pipes.

8.1.10 Main runs of wiring from lighting panels and tapings to individual fixtures shall be
in sizes specified on the panel schedule. Wiring for all outlet sockets shall be
done with 3 cores of equal sizes for phase, neutral and earth.

8.1.11 Portable emergency lighting with built in battery back-up shall be provided at
strategic locations in non -plant buildings like administrative building, first aid
centre, fire station, ware house, workshop etc. where it is not practicable to
supply critical lighting from D.C. system of the plant.

8.1.12 All above ground lighting will be locally switched.

8.1.13 Light fittings located adjacent to rotating equipment shall be supplied from
different phases to minimize stroboscopic effect.

8.1.14 Socket outlets for hand lamps shall be provided with built in transformer for 24V
+ 6% 50Hz + 3% supply for the hand lamp. Hand lamp socket shall be
provided near all the manholes of vessels, tanks, spheres, columns etc.

8.1.15 Provision shall be kept for switching off the outdoor area lighting including
street lighting from plant control room.

8.1.16 Exhaust fans/Roof extractors shall be fixed on wall/roof opening. The


contractor shall fabricate necessary steel structure required for installation. The
contractor shall have to fix the framework of the fan in wall/roof rigidly by
suitable anchor bolts. The contractor shall assemble all loose parts like frame,
blades, motor etc. The starter & push buttons for the exhaust fans shall be
installed by the contractor.

8.1.17 Single-phase socket outlet complete with outlet box and plug shall be installed
by the contractor near each exhaust fan. The wiring from socket outlet to
starter shall be done through conduit. Where fans are directly connected to
socket, outlet wiring shall be done by 3-core flexible 2.5 mm2 copper cables,
third core of which shall be used for earthing of exhaust fan.

8.2 CONDUIT SYSTEM

8.2.1 Surface or concealed conduit system of wiring shall be adopted, as specified in


the drawings. Suitable pull boxes or inspection type fittings will be used to
facilitate drawing of wires.

8.2.2 Only threaded type conduit fittings shall be used. Pin Grip type or clamp type
fittings are not acceptable. Conduit ends shall be free from sharp edges or
burrs. The ends of all conduits shall be reamed and neatly bushed with
Bakelite bushings. All screwed connection shall ensure that at least five
threads are engaged and the electrical continuity of conduit is maintained.
Threading of conduit shall be done to close tolerance.

8.2.3 In order to minimize condensation of sweating inside the conduit system, all
outlets shall be properly drained and ventilated in such a manner so as
to prevent entry of insects.

8.2.4 The outer surface of the conduit pipes, including all accessories forming part of
the conduit system, shall be adequately protected against rust, particularly when
such system is exposed to weather.

8.2.5 In all cases, bare threaded portion of conduit pipe shall not be allowed unless
such bare threaded portion is treated with anticorrosive preservative
or covered with approved plastic compound.

8.2.6 Conduit connection to outlet boxes shall be by means of screwed hubs


or check nuts on either side.

8.2.7 Conduit pipes shall be fixed by 16 gauges G.I. Saddles on 25x6 mm G.I.
Saddles bars in an approved manner at intervals of not more than
250mm. Saddles shall be fixed on either side of couplers, bends or similar
fittings, at a distance of 300 mm from the centre of such fittings. The cost of
saddle bore, saddles, clamps etc. shall be deemed to have been included in the
installation of conduits.

8.2.8 Wherever surface conduit is specified, Inspection bends, Elbows or Tees shall
not be used unless shown on the drawings or specifically approved.
Bends shall be avoided as far as possible. Joints and use of conduit nipples
shall be kept to a minimum.

8.2.9 Where concealed wiring is to be adopted, conduit or capping casing shall be laid
with other agencies involved in the civil works in such a way, that the work of
other agencies is not hampered or delayed because of any section on his part.
Vertical conduit runs shall be made either through columns or encases prepared
in the walls. Contractor shall fill these encases or any other openings made by
him after completing the work and neatly finish the surface. During installation,
care shall be taken to see that adequate covers are provided to prevent rusting
of conduits. If required, conduit runs may be concealed in the floor for low
level receptacles and exhaust fans. Contractor shall submit As built layout
drawing.

8.2.10 Wiring for exhaust fans shall be terminated in ceiling/roses/receptacles and the
connection from ceiling/rose/receptacle to the exhaust fan shall be by means of
a flexible cord equivalent in size to the main run of wires.

8.3 HAZARDOUS AREA

8.3.1 Wiring in fuel oil area shall be done by mean of 2.5 sq.mm copper conductor
armoured PVC cables and fixture in hazardous areas shall be of fire proof type.

8.3.2 Correct type of lighting equipment (fixtures and JBs) as specified in the
drawing, shall be installed for the particular classified Zone 1 (Clause I Div. I)
and Zone 2 (Class I Div. II) locations.

8.3.3 The wiring in hazardous area shall be carried out by highly skilled wiremen with
due regard for perfect terminations. The terminations in the junction boxes and
the lighting fittings shall be done so as not to work loose due to vibrations. After
the terminations are made the cover of the junction boxes and the lighting
fittings shall be closed to make the complete fittings weatherproof. All unused
entries shall be properly plugged.

8.3.4 All lighting fittings, junction boxes, receptacles glands etc. meant for
installation in hazardous areas are generally supplied by owner. Cable glands
for terminating cable on equipment with sparking devices such as control
switches push buttons etc. shall be of double compression FLP type. Any
material/equipment, if specified to be supplied by contractor for installation in
fuel oil areas, shall be tested by CMRS and duly approved by C.C.E. Nagpur.

8.3.5 Plant Emergency Lighting shall be fed from emergency lighting panel.

8.4 BUILDING LIGHTING

8.4.1 All the fluorescent lighting fittings to be installed and/or supplied under
this contract wherever specified shall consist of choke, starters and capacitors.
The lighting fittings shall be high power factor type and shall be supplied with
white light fluorescent tubes (Philips or equivalent). All the lighting fittings shall
be with 240Volts lamps.

8.4.2 Mounting details shall be indicated on the drawings. If specified on the


drawings, a group of fluorescent lighting fixtures which are to be mounted end to
end shall be fixed to mild steel cold rolled sections "Metsec channel". The entire
assembly will then be fixed to the ceiling with necessary number of
supports as required to reduce the deflections. The “Metsec” channel shall run
continuous in suitable sections from one end to other end of wall. The complete
channel shall be spray painted, with approved colour as per the directions of
Engineer-in-Charge. All wires inside channel shall be neatly bunched by nylon
tape & buttons.

8.4.3 Fixtures shall be firmly supported from the structures. Support clamps etc., may
be bolted or welded to the existing steel works or metal inserts. In case of
concrete structures where metal inserts are not available, fixtures having
a weight up to 2.5 kg shall be supported by minimum two number nylon sleeves
of approved make. Flameproof or other heavier fixtures shall be supported
by using metallic anchor fasteners of approved size. All supports shall be
thoroughly cleaned and painted in an appropriate colour to suit the fixture.

8.4.4 Fixtures shall be firmly supported from the structures. Support clamps etc., may
be bolted or welded to the existing steel works or metal inserts. In case of
concrete structures where metal inserts are not available, fixtures having
a weight up to 2.5 Kg shall be supported by minimum two numbers nylon sleeve
anchor of approved by using metallic anchor fastener s of approved size. All
supports shall be thoroughly cleaned and painted in an appropriate colour to suit
the fixture.

8.4.5 In case of false ceiling employing minimum tee grid system, fixtures shall be
supported from true ceiling. Exact locations of fixtures shall be finalized in
consultation with air -conditioning contractor and as indicated on Architectural
drawings. Wiring above false ceilings shall not leave loose and shall
be supported along the structures/ceiling. Wiring above false ceiling shall be on
surface and below false ceiling it shall be concealed. To facilitate easy
maintenance "Looping back system" of wiring shall be followed throughout.
Accordingly supply tapping and other interconnections are made only at fixture
connector blocks or at switchboards. Intermediate junction boxes shall be used
for wire pulling as inspection boxes.

8.4.6 Colour coding of wires in conduits shall be followed as per Table below. Each
circuit shall have independent phase, neutral and earth wire. Unless otherwise
specified, insulated conductors of ac supply and dc supply shall be bunched in
separate conduits.

8.4.7 Building conduit lighting system of wiring generally consists of two parts. The
first part includes the work necessary from lighting panel up to switchboards.
The second part is point wiring which shall include the work necessary from
tapping point in the switch board up to various fixtures or fan
outlets/ceiling roses. Point wiring shall be sub classified as under accordingly.

(a) Short Point : Up to 3 meters.


(b) Medium Point : 3 to 6 meters.
(c) Long Point : 6 to 10 meters.
(d) Extra Long Point : > 10 meters.

In case of group control of light points, point to point distance shall be


measured and classified for subsequent points.

8.5 STREET LIGHTING & GENERAL PLANT LIGHTING

8.5.1 Lighting poles shall be installed as per relevant approved drawing. Fixture wire
from marshalling box up to fixture shall be 2.5 mm2, PVC insulated copper
Conductor. Main feeder up to the marshalling b ox shall be as per the respective
drawings.

8.5.2 Each pole shall be grounded by connecting it to the plant ground grid
with suitable size of earth conductor.

8.5.3 The foundation for the poles will be made by other contractor. Street lighting
poles shall be supplied with a base plate and grouted. The street lighting poles
shall be painted with two coats of primer and 2 coats of aluminium paint. The
second coat of aluminium paint shall be given just before handing over the
installation to the Engineer-in-charge. The poles shall be numbered as per the
drawings.

8.6 TESTING AND COMMISSIONING

8.6.1 Lighting installation shall be tested as per the instruction of Engineer -in Charge
and shall include but not be limited to the following:

(a) Measure the insulation resistance of each circuit without the lamps
(load) being in place and it should not be less than 500,000 ohms
to earth.

(b) Current and voltage of all the phases shall be measured at lighting
panel bus bars with all the circuits switched on with lamps. If
required, load shall be balanced on three phases.

(c) Check the earth continuity for all socket outlets. A fixed relative
position of the phase and neutral connections inside the socket
shall be established for all sockets.

(d) After inserting all the lamps and switching on all the circuits
minimum and maximum illumination level should be measured in
the area.

(e) Ensure switch ON/OFF control for each point (light/socket) is only
on live side.

9.0 TESTING & COMMISSIONING OF ELECTRIC AL INSTALL ATIONS

9.1 GENERAL

9.1.1 The contractor shall be responsible for the testing and commissioning of the
installation work executed by him in compliance with the standard procedure in
vogue, codes of practice of Indian Standards and instructions furnished by the
equipment supplier and Purchaser. This is notwithstanding the fact that for
major plant equipment he will be assisted by the Manufacturer's representative
on supervision basis in commissioning of the equipment. The contractor shall
provide his own test equipment including the high voltage test kit, relay testing
sets, continuity tester, multi meters, phase rotation tester, megger etc. and all
other equipment required for testing and commissioning of the plant.

9.2 TESTS AT SITE

9.2.1 The tests and checks set out hereunder shall be conducted in presence of the
Purchaser or without his presence where agreed to, but the results of which
shall be submitted to the Purchaser in the form of test certificates in the

1.0 SCOPE

1.1 The specification covers the plant indoor and outdoor lighting system
comprising of lighting fixtures, lighting distribution boards and panels, light
control switches, lighting and power receptacle units, lighting wires, lighting
poles, masts, ceiling fans or exhaust fans, conduits and other similar items
necessary for lighting system including supply of erection materials and
accessories.

1.2 The electrical installation for the illumination system shall be complete in all
respects and all items essential for proper installation and functioning of the
illumination system shall be deemed to be included in the scope of the
specification whether specifically mentioned in the Technical Specifications
and General Specifications or not. In the event of any counter stipulation being
made in this specification, the Technical Specification shall prevail.

2.0 CODES AND STANDARDS

2.1 In general all equipment/components and accessories shall be designed,


manufactured and tested in accordance with the latest relevant Standards and
codes of practices published by the Bureau of Indian Standards (BIS). In case
where Indian Standard is not available, the equipment and accessories shall
confirm to the latest publications of IEC.

2.2 All items of equipment shall comply with the latest Regulations and the
stipulations of Inspectorate of Factories, Pollution Control Boards and other
applicable statutory bodies of the Government of India and the State
Government wherever applicable. Where required by regulations, the
successful Tenderer will have to obtain the necessary approval from statutory
authorities and other agencies.

2.3 List of standards to be followed for illumination system are given in Annexure-
1.

3.0 SAFETY FEATURES

3.1 Continuity of power supply is the first consideration and the design shall be
such as to simplify inspection, testing, maintenance and repairs at site.

3.2 Special care / arrangement shall be taken to stop entry of rats, lizards and
other creeping reptiles in the enclosed equipment, which otherwise may create
electrical short-circuit inside the live equipment.

3.3 All equipment shall be complete with approved safety devices wherever a
potential hazard to personnel exists and with provision for safe access of
personnel to and around equipment for operational and maintenance functions.

4.0 ILLUMINATION SYSTEM DESIGN BASIS

GENERAL

The lighting system inside and outside plant units shall be designed taking into
consideration the desired illumination level, architectural arrangement, building
dimensions including mounting height, environmental conditions, ease of
maintenance and reliability of the lighting distribution network.

All lighting fittings and accessories shall be standardised so as to reduce


inventory of spares as well as simplify maintenance.

Based on the levels recommended by Indian Standards Institution and the


practices followed in modern steel plants, the general illumination levels in
various plant units/areas shall be as indicated in the Table-1. Supplementary
lighting shall be provided in addition to the general illumination in specific areas
of a plant unit for specialised operation e.g. inspection of materials etc. where a
higher illumination level is locally called for.

4.1 Illumination Calculation Basis:

The lighting system design shall comply with the acceptable norms and the best
engineering practices conforming to IS 3646. Following factors shall be
considered while arriving at the utilisation factor to determine the number of
fixtures for each area/buildings in the plant.

Utilisation factor considering the room index at applicable surface reflection

The value of the ratio of spacing to mounting height shall be commensurate with
the type of fittings selected, uniformly of illumination. The suspension height for
suspended fixtures shall not exceed 1 meter.

Mounting height, spacing of flood lights shall be based on lamp wattage,


uniformly of illumination and vertical angles. Ratio of minimum to average
illumination shall not be less than 0.8. Maintenance factor shall be generally 0.6
under average conditions.

4.2 Lighting Circuit Design

The lighting fixtures shall be arranged in different phase/LPs such that even in
case, one lighting panel is faulty complete lighting is not affected. In case of any
location the lighting shall be arranged from two phases. The circuit loading on
each circuit shall be restricted to 80% of MCB rating. The Voltage drop from
MLDB and any fixture shall not exceed 3%.

5.0 SELECTION OF LIGHTING FITTINGS AND ACCESSORIES

5.1 Indoor lighting fittings

In the main production shops as well as auxiliary units where mounting height of
the fittings exceeds 8 metres from the floor level, the general illumination shall

be provided by means of high bay / medium bay fittings. For these high bays /
medium bay integral type flood light fittings namely, high pressure sodium
vapour (HPSV) lamps shall be selected to give the specified illumination level. In
Switchgear room, cable vault and other areas energy efficient industrial fittings
namely florescent tube light or LED luminaries shall be used. For control rooms,
office etc. energy efficient decorative recessed mounted lighting fittings with
florescent tube light or LED shall be used.

In areas having corrosive vapour and battery room the fittings shall be of anti-
corrosive, vapour-proof design. In hazardous locations, the fittings shall be of
flame-proof or increased safety design, tested and approved by CMRS.

In switchgear/control rooms emergency lighting shall be provided to maintain a


minimum illumination level for important plant operation during power failure.

5.2 Outdoor lighting fittings

All roads, yards, railway tracks lighting fittings shall be mounted on steel tubular
poles having sodium vapour lamps. The fittings shall be of cut-off and integral
type. Where specifically called for high mast towers with sodium vapour flood
light fittings shall be provided.

5.3 High Mast Towers

30 M high mast tower shall be in three (3) section with hot dip galvanised
prefabricated having lightning protection devices. Lantern carriage shall be
made of ERW M.S. Tube with class B material grade suitable for sixteen (16)
numbers 2 x 400 W HPSV flood light fittings symmetrically distributed. Incoming
63 A TPN shall be located inside high mast as incomer. Double drum type winch
with electrical operation through power tool (consisting control panel, motor etc.)
shall be provided for each mast. Provision of manual operation shall also be
kept. Winch shall be provided with stainless steel wire rope and shall have oil
lubrication provision. Torque limiter as applicable shall be considered. All
necessary 1.1 kV grade PVC and flexible cable required along with earthing
material shall be included.

5.4 Road and Flood Lighting Poles

The poles shall be steel tubular type having swaged and welded construction
conforming to IS: 2713. For painting of the pole surface above foundation
following method shall be adopted:

i) Surface cleaning to SA2 1/2 for exposed portion


ii) Epoxy red oxide zinc phosphate primer 2 coats of DFT 30-35 micron.
iii) Intermediate paint epoxy MIO brown of 75-100micron.
iv) Finish point F3-2 pack air dry bituminous ALUMINIUM Paint 2 coats; 25-30
micron conforming to General Specification for Painting.
v) Surface cleaning to ST2 or 3 for embedded portion and Coal tar epoxy paint
(DFT 80-100 micron).

5.5 Control box for automatic switching system

For automatic switching of open conveyor galleries, shop floors, outdoor lighting
along with road lighting installation, necessary power contactor (32 A),
synchronous timers, auxiliary relay, (if required for multiplication of auxiliary
contacts), auto/manual selector switch, start/stop push buttons, ON/OFF lamps,
control MCBs etc. and all other accessories shall be provided for each outgoing
feeder from MCB Distribution Boards. These shall be arranged in a 2 mm thick
sheet steel control box having IP54 degree of protection suitably located near
MCB Distribution Board. For outdoor application degree of protection of MCB
distribution Board shall be IP 55.

5.6 Loop-in and loop-out boxes for road and flood lighting Poles

The loop-in and loop-out box for road and flood lighting poles shall be of
weather-proof dust-tight generally IP55 construction from 2 mm thick sheet steel,
suitable for outdoor installation. The loop-in and loop-out box shall be provided
with 2 Nos. 5 A re-wire able fuse cut-outs.

5.7 Post mounted traffic signal lamp

Signal lamps unit shall be suitable for displaying red/green coloured signals
continuously flashing type having IP 65 degree of enclosure required for rail/road
traffic signal generally conforming to IS: 7537 with blinker (0-60 sec adjustable).

The unit shall comprise LED based signal lamp of effective light intensity. The
LED banks with series parallel combination shall be fitted in cast aluminium alloy
body with transparent polycarbonate cover. Necessary control box with battery
back-up shall be provided with signal lighting system. The unit shall be suitable
for operation at 240 V single phase AC Supply.

Post for supporting traffic signal lamp unit shall be of tubular steel construction of
minimum 2.5 metre mounting height and 100mm diameter, conforming to IS:
2713. The post shall be coated with anti-corrosive primer both inside and outside
and shall have two finished coats outside of which final one will be with black
and yellow colour to have alternate band of yellow and black, or as advised by
Purchaser. Special bituminous solution shall be applied to the portion of the post
to be buried underground.

6.0 LIGHTING POWER SUPPLY AND DISTRIBUTION

6.1 Constructional/Design Features

6.1.1 Main Lighting Distribution Board (MLDB)

The MLDBs will receive power supply from Load Centre Switch Boards/PDBs.
The MLDBs shall have cubicle type construction and shall be totally enclosed
dust-proof, indoor type in min. 2 mm thick sheet steel construction. The cubicle
shall be floor mounting type and shall be dust and vermin proof generally
conforming to IP-54(min.) with multitier compartmental arrangement. The
Incoming feeder shall comprise Isolating switch (MCCB with release may also
adopted if specifically asked for in TS) and outgoing feeders shall comprise

MCCB units of adequate rating. The three (3) phase bus bars shall be of
aluminium /Cu and shall have continuous current rating.

Minimum two (2) Nos. 100 A spare MCCB unit shall be kept as spare in each
MLDB. The Incoming and Outgoing circuits of the Main lighting distribution
boards shall be designed suitably to cater for total lighting loads for the conveyor
galleries, substation, junction houses etc.

6.1.2 Sub-Lighting distribution Boards (SLDB)

The SLDBs with incoming Isolating switch / MCCB ( if specifically called for in
TS) and outgoing DP miniature circuit-breakers (MCB) shall be suitable for 240
V generally conforming to IS:13118 and IS:8623 as applicable. SLDBs shall be
fed from outgoing side of 25/50 kVA lighting transformers.

The sub-lighting distribution board shall generally comprise incoming isolating


switch, requisite number of outgoing miniature circuit-breakers and adequately
rated bus bars. The boards shall be of industrial, totally enclosed dust-proof, wall
mounted, sheet steel cubicle design. The thickness of the sheet steel shall be
minimum 2 mm. The boards shall have welded back and sides and gasketed
hinged door at the front with door handle and suitable locking devices. For
boards with incoming Isolator the access to the operating handle shall be from
the front of the cubicle without opening the front door. Operating knobs of
outgoing MCBs shall be accessible only after opening the front door of the
cubicle. Protective insulated cover plate shall be provided inside the cubicle to
shroud all the live parts with only the operating knobs of the MCBs protruding
outside the cover plate. Adequate space shall be provided within the board to
facilitate termination of incoming and outgoing cables.

The boards shall be factory wired and assembled. The outgoing miniature
circuit-breakers shall be heat resistant plastic moulded type generally designed,
manufactured and tested as per IS 8828 : 1993. Unless specified otherwise all
MCBs shall be provided with quick break-trip free mechanism and direct acting
thermal overload and short-circuit trip elements. The short circuit breaking
capacity of the MCBs shall not be less than 9000 A at 0.8 power factor. The
MCBs shall be selected from standard current ratings.

The main bus bars shall have continuous current rating as required. The bus
bars shall be of aluminium alloy and sizes shall be so selected that with the
passage of rated current, the temperature rise over 40deg C ambient does not
exceed 45 deg. C as measured by thermometer. The minimum size of bus bars
shall be 25 x 3 mm.

The bus bars shall be properly supported with high quality non-hygroscopic, self-
extinguishing and fire retardant insulating material of adequate mechanical
strength so as to withstand, without damage, effects of available short circuit
current. The bus bars shall also be properly spaced to facilitate mounting of
MCBs and taking connections to individual units.

Detachable cover plate shall be provided at top and bottom for cable glands
suitable for PVC insulated, PVC sheathed armoured/unarmoured aluminium
conductor cables or for direct entry of conduit. Cable terminals shall be suitable
for aluminium conductor cables and so arranged to enable connecting and

disconnecting of each circuit without disturbing any other circuits. To facilitate


termination of cables in the outgoing MCBs above 30 A, suitable terminal block
shall be provided. SLDBs which are controlled over PLC or timer shall have
adequately rated contactor and timer as applicable.

6.2 Distribution System:

6.2.1 Normal and Normal-cum-Emergency AC System Supply Distribution

The lighting system shall be designed to provide uniform illumination with


minimum glare. The lighting design shall meet all statutory requirement, local
rules etc.

Voltage of lighting distribution shall be 240V AC. This supply shall be derived
from 415V, 3 phase, 3 wire, 50 Hz system by providing 415/240V, dry type,
AN, cast resin, centre tapped (+120V to -120V AC )lighting transformer. The
secondary side of lighting transformer shall be connected to 240V, 1 phase, 2
wire, 50 Hz, AC lighting distribution board (LDB). The LDB shall be provided
with one (1) no. MCCB incomer and required number of outgoing circuits
controlled by MCBs to feed the lighting panels / MCBDBs to be installed in
various plant units. The minimum rating of lighting transformer shall be 25 / 50
kVA.

AC lighting panels / MCBDBs shall have (1) no. MCB+RCCB incomer and
required number of outgoing circuits controlled by MCBs for feeding the
lighting fixtures in various areas.

Portable emergency AC lighting fittings shall be provided at strategic locations


only and the same shall be finalised during detail engineering stage. Portable
emergency lighting fittings shall comprise sealed maintenance free (SMF)
battery including in-built charger, automatic changeover arrangement in case
of mains failure. Portable emergency lighting fittings shall have miniature
fluorescent lamps operable from 240V, 50 Hz AC supply. Battery backup of
portable emergency lighting fittings shall be 2 hrs. (minimum). These units
shall be complete with housing, flexible cord and suitable plug top. 30% of total
lighting shall be considered as emergency lighting in illumination design.

7.0 DETAILS OF LIGHTING FIXTURES

7.1 Decorative Luminaries:

Decorative fluorescent tube light luminaries shall be indoor type, provided with
CRCA sheet steel channel / rail cum reflector housing complete with stove
enamelled mounting rail, polyester filled ballast, spring loaded rotor lamp
holders, starter holder and starter, power factor correction condenser to improve
the power factor to 0.95 and acrylic diffuser. Provision will be made for mounting

the fitting end to end in continuous row and/or for mounting individually using
high impact black polystyrene end plate. All the fluorescent tube lights fixtures
shall have electronic ballast having third harmonic distortion less than 6% and
total harmonic distortion less than 12%. Channel and reflector shall be finished
with light Grey stove enamelled outside and white stove enamelled inside.

Decorative type luminaries shall be either open type, provided with translucent
white opal acrylic diffusers, polystyrene lens prismatic or square polystyrene
louvers. Luminaries shall be suitable for the number of lamps of specified
wattage, direct mounting on ceiling / wall / column pendant mounting or for
recess mounting in false ceiling as per the application.

Decorative luminaries with mirror optic reflectors shall be made with reflectors
with a high specular reflectivity (of more than 90%) and wide angle dispersion
type. Where these luminaries are mounted in control rooms and computer
rooms, special type of anti-glare mirror system shall be provided to direct the
light output in the desired direction. Luminaries mounted recessed in false ceiling
shall be with reflector housing and spring loaded fixing arrangement for the
diffuser / louver frame. It shall be possible to have access to the lamp and other
accessories from below.

Decorative LED luminaire housing shall be made from die cast aluminium with
powder paint finish.

7.2 Industrial luminaries:

7.2.1 Fluorescent Luminaries

The luminaries shall be provided with CRCA sheet steel mounting rail with
reflector of minimum 1 mm thickness and complete with all control accessories
mounted on it. The finish shall be stove enamelled for general industrial
application or vitreous enamelled where the atmosphere is humid. Luminaries
shall be suitable for the number of lamps of specified wattage, direct mounting
on ceiling / wall / column / pendant mounting. The luminous output of the
luminaries with reflector shall not be less than 75% irrespective of type of
reflector used. The angle of cut-off for fluorescent luminaries shall not exceed 79
deg.

For dusty / moisture prevalent atmosphere, the luminaries shall be totally


enclosed in CRCA sheet steel enclosure with a heat resistant toughened glass
cover. The luminaries shall be dust tight / vapour proof epoxy, stove enamelled
(with IP 54 or better).

The control gear housing and lamp holder assembly shall be provided with
neoprene gaskets to make it proof against entry of corrosive vapours with
minimum degree of protection IP 65.

The luminaries shall have relevant CENTRAL MINING RESEARCH STATION


(CMRS) or other statutory authority certification for use in Zone-II area.

LED Luminaire: The housing shall be extruded aluminium natural anodized finish
with high efficiency diffuser. LED mounted on PCB with integral electronic driver.

7.2.2 Bulk head Luminaries

Bulk head luminaries shall be of robust construction, cast aluminium ,heat and
shock resistant prismatic or clear glass cover. The luminaries shall be suitable
for incandescent lamp up to 150 watts, for direct mounting to ceiling / wall /
column and is used for general purpose indoor lighting. The luminaries shall be
suitable for incandescent lamp.

When used in hazardous areas classified under zone 1 and 2 areas where gas
groups IIA and IIB are specified the luminaries shall be flame proof category with
degree of protection IP 55. The luminaries shall have relevant CENTRAL
MINING RESEARCH STATION (CMRS) or other statutory authority certification
for use in Zone 1 or 2 areas.

Bulkhead LED Luminaries housing shall be die cast aluminum with front cover
of poly carbonate diffuser.

7.2.3 High, Medium and Low Bay Luminaries

Non-integral type high and medium bay luminaries shall be with cast aluminium /
stove enamelled housing, anodised aluminium mirror polished reflector, canopy
with eye bolt for suspension, cooling fins. Glass cover shall be provided if not
otherwise specified sodium vapour lamps up to 400 watts.

Low bay luminaries may be cast aluminium enclosure, wide angle distribution
type polished reflector, acrylic cover and wire guard complete with neoprene
gaskets, mounting bracket etc. The luminaries shall be suitable for sodium
vapour lamps up to 70 watts. The control gear accessories shall be mounted
integral with the luminaries.

Low/Medium/High bay LED Luminaries housing shall be die cast aluminium and
anodized aluminum reflector with polyester powder coat finish or polyester white
paint finish and diffuser shall be made of Polycarbonate material and shall have
heat sink for better thermal dissipation.

7.2.4 Well glass luminaries

Well glass luminaries shall be robust construction, cast aluminium, heat and
shock resistant clear glass cover fixed with neoprene gaskets for sealing. The
luminaries shall be suitable for incandescent lamp up to 200 watts or sodium
vapour up to 250 watts for suspension mounting by conduit pipe, hook or strap.

Luminaries with degree of protection IP 54 shall generally be used indoor. For


semi outdoors use, the luminaries shall be with minimum degree of protection IP
55.

When used in coal dust and hazardous areas classified under zone 2 Groups
IIA, IIB, IIC the luminaries shall be increased safety, intrinsically safe, dust proof,

dust tight and vapour proof with degree of protection IP 55.. The housing shall
be cast aluminium, heat resistant toughened glass cover complete with wire
guard, neoprene gaskets, suspension hook or strap, side 2 way cable entry,

earthing terminal etc. The luminaries shall have relevant CMRS or other
statutory authority certification for use in zone 2 areas.

7.2.5 Flood light luminaries

General purpose flood light luminaries

Flood light luminaries shall be of weather proof construction with cast aluminium
housing, anodised aluminium mirror polished reflector, heat resistant, toughened
glass cover and necessary neoprene gaskets to prevent ingress of dust,
moisture and insect.

The housing shall be supported on a cast aluminium base and capable of being
swivelled in both horizontal and vertical directions and locked in any desired
position. For focussing purposes, knobs shall be provided along with sector plate
indicating the angle in degrees between 0 and 90 deg. in vertical direction.

The luminaries shall be suitable for single and dual sodium vapour lamps upto
400 watts.
Flame proof flood light luminaries shall be with cast iron housing, stove
enamelled reflector, porcelain lamp holder, heat resistant toughened glass
cover, cast iron mounting base, cable gland, earthing terminal etc., having
degree of protection IP 55 and used in hazardous areas classified under zone 1
and 2 areas where gas groups IIA and IIB are specified. The luminaries shall
have relevant CMRS or other statutory authority certification for use in zone 1 or
2 areas.

The Flood light LED luminaire shall be housed in die cast aluminium and
corrosion resistant powder finish. And shall have toughened class diffuser with
integral driver.

7.2.6 Outdoor lantern luminaries

Post Top Lantern: Post top lantern luminaries shall be generally outdoor weather
proof type for illumination of walkways, gate posts, gardens etc. The luminaries
shall have cast aluminium spigot finished with corrosion proof paint for mounting,
opal acrylic or high density polyethylene (HDP) diffuser bowl, complete with
integral mounted control gear, neoprene gaskets, earthing terminal etc. The
luminaries shall be suitable up to 200 W for incandescent lamp and 125 W for
sodium vapour lamps.

The Lantern LED luminaries shall be housed in die cast aluminium and powder
coated finish.

7.2.7 Street Lighting Luminaries:

Street light fittings will be suitable for outdoor duty in weatherproof, single piece
die cast Aluminium enclosure, finished with epoxy paint outside and stove

enamelled inside. The fitting will be provided with GES porcelain lamp holder,
and anodised Aluminium reflector with facility for obtaining cut off as well as
semi-cut off light distribution. These will also be provided with high transparency
clear acrylic cover with neoprene rubber gasket to make

them absolutely dust and weather proof. Control gear compartment will be
provided with detachable CRCA steel, pre-wired with ballast, capacitor, igniter
and terminal blocks for incoming supply, Fittings will be provided with earthing
terminals and wiring will be done with multi-strand copper conductor.

Street lighting fluorescent luminaries shall be outdoor weather proof type for
illumination of secondary roads, walkways, peripheral lighting of buildings etc.
The luminaries shall be of semi-cut off or non-cut off type, with CRCA sheet
steel housing, vitreous enamelled, plain or corrugated clear acrylic cover,
complete with integral mounted control gear, neoprene gaskets, side pipe entry
or top suspension type. The luminaries shall be suitable for 1 x 40 / 36 watts or 2
x 40 / 36 watts fluorescent tubes. The luminaries shall be suitable up to 250
watts sodium vapour lamps.

For LED Lighting, the street Light fixture shall be made up of high pressure die-
cast aluminium alloy with toughened diffuser with anodised aluminium reflector.
The Driver shall be of integral. The fixture shall have excellent heat dissipation
through cooling fins on housing. The housing shall be complete with LED, driver
and accessories pre-wired-up to terminal block in connector compartment. The
degree of protection shall be IP65 or better.

7.3 Luminaries for Special Application

7.3.1 High Mast Flood Light / Flood Light Towers

High mast towers shall be outdoor weather proof type for illumination of main
roads, traffic islands and area lighting.

The high mast shall be continually tapered, polygonal cross section,


telescopically jointed steel fabricated construction. The mast shall be hot dip
galvanised internally and externally. Weather proof door shall be provided near
the base to permit access to winch, cables, plug, socket etc. The mast shall be
designed for wind speeds depending upon wind pressure and direction as per
relevant Indian Standards. Foundation bolts shall be included in the scope of
supply. The moving platform shall be of steel construction hot dip galvanised
and designed to hold the number of flood light luminaries specified. The control
gear boxes shall be cast aluminium weather proof type mounted on the moving
platform. The moving platform shall be raised or lowered with the help of winch,
pulley system and stainless steel wire ropes. The winch shall be suitable for
hand operation or alternately by electric power. The mast shall be suitable for
mounting numbers of luminaries as required. The standard mast heights are
generally from 20 to 40 metres.

7.3.2 Aviation Warning System Luminaries

Selection of type of luminaries e.g. Low Intensity, Medium Intensity and High
Intensity type shall be as per ICAO standard considering the height of structures
/ buildings / chimneys etc.

Low Intensity type luminaries: Low intensity luminaries shall be outdoor, weather
proof type, suitable for mounting on structures / buildings up to 45 metres height.
This luminary shall be with cast aluminium housing, red cluster LED lamp and

suitable transformer for low voltage integrally mounted, shock resistant clear
glass cover, neoprene gaskets and bottom conduit entry.

Medium Intensity type luminaries: Medium intensity luminaries shall be outdoor,


weather proof type, suitable for mounting on structures / buildings up to 200
meters height. These luminaries shall be with cast aluminium base, twin
incandescent lamps, red prismatic glass/acrylic cover, neoprene gaskets and
bottom conduit / pipe entry. Red cluster LED lamps in place of incandescent
lamps are preferable, as per manufacturer’s standards.

High Intensity type luminaries: High intensity luminaries shall be outdoor,


weather proof type, suitable for mounting on structures / buildings of height 200
meters and above. This system shall consist of a beacon with carbon arc lamps
emitting high intensity white light, synchronizer flasher unit and photocell to
measure the ambient light intensity. The system shall be suitable for night and
day operation with intensity of flash 200,000 Candelas during day and 20,000
Candelas during twilight. The rate of flashing shall be 40 flashes per minute.

The means for attaching the luminaries shall be designed to suit the weight of
the luminaries and strength to withstand wind speeds as applicable to particular
area as per relevant IS.

LED Aviation type luminaires (low, medium, high intensity): This luminaire shall
be with die cast aluminum base housing with polycarbonate dome for better
illumination with integral driver for outdoor application. The degree of protection
shall be IP65 or better.

7.3.4 Portable Emergency Light Luminaries

Emergency light luminaries shall be indoor type for providing emergency light
during failure of normal AC supply and such units shall be considered at
strategic locations in ECR / control rooms, staircases, entry / exit of cable
cellars/basements/tunnels, escape routes etc. for safety..

The luminaries shall be with CRCA sheet steel enclosure, complete with
metallised mirror reflector, leak proof re-chargeable long life battery, rated for
100minutes (minimum) discharge, battery, charger, charger-on lamp, push
button switches, automatic changeover switch / relay, two metre length cord with
plug, mounting pads and other accessories required for satisfactory operation of
the luminaries. The luminaries shall be suitable for connection to 240 V, 50 Hz
single phase supply. On failure of normal AC supply the luminaries shall pick-up
automatically and on restoration of AC supply the luminaries shall switch off
automatically. The luminaries shall be provided with LED lamps of 20W or as
available for the purpose.

7.4 GENERAL REQUIREMENT FOR LED LIGHT FIXTURES

7.4.1 All LED luminaires shall be provided with toughened glass and shall have
thickness of sufficient strength and high efficiency prismatic diffuser under the
LED chamber to protect the LED and luminaries.

7.4.2 Suitable reflector / lenses may also be provided to increase the illumination
uniformity and distribution for LED

7.4.3 The fixture shall be designed so as to have lumen maintenance of at least 70%
at the end of 100,000 hours at design temperature of 35 degree C. LED will be
made ON for 10 hours/day.

7.4.4 Adequate heat sink with proper thermal management shall be provided.

7.4.5 Minimum view angle of the LED shall not be less than 120 degree.

7.4.6 Power factor of complete fitting shall be more than 0.95 at full load 240V
and THD<8%.

7.4.7 The LED luminaire shall be free of glare.

7.4.8 The luminaire should be an inbuilt surge protection of not less than 4 KV to
prevent in damage to the driver in case of sudden voltage surge.

7.4.9 LED luminaires shall consist of LED modules, driver, heat sink for thermal
management, fixture & optic assembly.

7.4.10 The luminaire shall be suitable for connection to the power supply mains directly
(without need of separate driver).

7.4.11 It shall be possible to replace or upgrade the burnt out LED modules within the
LED luminaire without replacing the whole luminaire. Such LED modules for
replacement shall be easily available.

7.4.12 Adequate ingress protection (IP) rating of the LED luminaire should be provided
for intended application indicated in this specification. For outdoor application,
luminaires shall be weatherproof type. Any deviations for suggested luminaires
suitable for intended application shall be clearly indicated in the bid.

7.4.13 Distribution of light output shall be either by lens, diffuser or reflector.

7.4.14 Reflectors, diffusers or other features may be incorporated to control glare.

7.4.15 The LED lighting & control gear should comply with the relevant electromagnetic
compatibility standards such as IEC 61000-3-2 for limits on harmonic current
emissions, IEC 61000-3-3 for limits on voltage changes, voltage fluctuations and
flicker and IEC 61547 for immunity requirements.

7.4.16 LED drivers shall incorporate devices to handle power quality issues like power
factor correction, filter for harmonic distortion.

7.4.17 Good heat sink design for LED lighting shall be provided to dissipate the heat
from LED junction and LED driver to maintain the low operating temperature.
7.4.18 LED design should have well-designed thermal management provisions that are
maintainable throughout the life of the LED lighting to ensure LED junction
temperature be maintained within design limit.

7.4.19 Photometric data & test reports per IESNA LM -79-08 or equivalent test
procedure of the LED lighting from qualified independent or manufacturer-based
laboratories should be available to ascertain the overall performance of the LED
lighting.

7.4.20 LED modules & luminaires shall comply with relevant safety & environmental
standards.

7.4.21 Each fixture shall be complete with a four way terminal block for connection and
looping of incoming and outgoing wires. Each terminal shall be able to accept
two 2.5 sq.mm copper stranded conductors.

7.4.22 Each lighting fixture shall be provided with an earthing terminal suitable for
connecting 2.5 sq.mm copper wire

8.0 ACCESSORIES FOR LUMINARIES

8.1 Lamps:

8.1.1 Lamps shall be capable of withstanding small vibrations and the connections at
lead in wires and filaments / electrodes shall not break under such
circumstances. Lamps / tubes shall conform to latest relevant standards and
shall be suitable for supply voltage and frequency specified in general / technical
specification.

8.1.2 Incandescent lamps: General lighting service (GLS) lamps are not preferred for
energy conservation. However, if the same are to be used, the lamps shall be
tungsten filament incandescent type rated for 230 / 250 volts, single phase AC.
Lamps shall be with Edison Screw metal lamp caps to prevent pilferage. Lamps
shall be milky white for diffused, soft, glare free lighting and rated up to 100
watts. Unless otherwise specified, lamps shall be clear type, rated up to 500
watts. Lamps for special application with high intensity local lighting such as for
lathes, carom boards, show windows, reading tables etc. shall have surface
coating and rated up to 60 W.

8.1.3 Halogen Lamps: Halogen lamps shall be tungsten halogen type suitable for
fitment in flood light luminaries. Lamps shall be rated 250 volts single phase AC
up to 1000 watts.

8.1.4 Fluorescent Lamps: Fluorescent lamps shall be low pressure mercury vapour
type with low wattage consumption and high efficiency and longer burning life
(about 7500 hours). Lamps shall be of warm white or cool day light type with trib
and phosphor coated type suitable for operation on 240V, single phase AC in
standard lengths of 2 and 4 feet.

8.1.5 Compact Fluorescent Lamps: These compact fluorescent lamps shall be of low
pressure, low wattage type with integral glow switch starter with separate / inbuilt
ballast. Suitable for operation on 240 V, single phase AC with burning life (about
7500 hours). Lamps shall be rated 7 W, 9 W, 11 W for compact fluorescent
(CFL) type and ratings up to 25 W for bulb (SL) type.

8.1.6 High Intensity Discharge Lamps: These lamps include the high pressure sodium
vapour lamp. High pressure sodium vapour lamps shall be with polycrystalline
translucent, coated discharge tube, coated shell, quick re-strike time (of within 5
minutes) and with burning life (about 10,000 hours) in standard ratings up to 400
watts.

8.1.7 Metal Halide Lamps: Metal halide lamps shall be single ended or double ended
as required. The lamps shall be with quartz discharge tube and transparent /
internal coated shell, quick re-strike time (of within 5 minutes) with burning life
(up to 5000 hours) in standard ratings up to 2000 W. The colour rendering index
of these lamps shall be very high. These lamps shall be used only in enclosed
luminaries (lamps without protective coating) and can be used only in open
luminaries in lamps with Teflon or other coating to hold the shell in case of non-
passive end of lamp life.

8.1.8 Low Pressure Sodium Lamps: These lamps are high efficiency discharge lamps,
with re-strike time (of within 11 minutes) and with burning life (about 10,000
hours) in standard ratings of 18 W and 35 W.

8.2 Reflectors:

8.2.1 The reflectors shall be made of CRCA sheet steel /Aluminium for above
mentioned luminaries. The thickness of steel / aluminium shall comply with the
relevant standards. Reflectors made of steel shall have stove enamelled.
Aluminium used for reflectors shall be anodized / epoxy stove enamelled / mirror
polished. The finish for the reflector shall be as indicated for above mentioned
fittings. Aluminium paint on the reflectors of flame proof lighting fittings is
prohibited.

8.2.2 Reflectors shall be free from scratches or blisters and shall have a smooth and
glossy surface having an optimum light reflecting coefficient such as to ensure
the overall light output specified by the MANUFACTURER. Reflectors shall be
readily removable from the housing for cleaning and maintenance without
disturbing the lamps and without the use of tools. They shall be securely fixed to
the housing by means of positive fastening device of captive type.

8.3 Lamp Holders:

8.3.1 Lamp holders shall comply with relevant available standards. They shall have
low contact resistance, shall be resistant to wear and shall be suitable for
operation at the specified temperature without deterioration in insulation value.
They shall hold the lamps in position under normal condition of shock and
vibration met with under normal installation and use.

8.3.2 Lamp holders for the fluorescent lamps shall be of the spring loaded bi-pin rotor
type. Lamp holders for incandescent, sodium vapour lamps shall be of Edison
Screw (E.S.) type.

8.3.3 Starter holders for fluorescent lamps shall conform to the latest standards. All
material used in the construction of the holder shall be suitable for tropical use.
The starter holders shall be so designed that they are mechanically robust and
free from any operational difficulties.

8.4 Ballasts:

8.4.1 The ballast’s will be made up of low loss silicon with steel lamination and will be
wound with polyester-based super enamelled copper wire. The ballast will be
polyester filled and able to dissipate the heat efficiently so as to keep the
temperature rise well within the limits specified in the IS.6616-1972. The ballast
will be provided with tapping at 200,220 and 240 volts to set the voltage within
the range specified in technical specification. Ballasts shall be mounted using
self-locking, anti-vibration fixings and shall be easy to remove without
demounting the fittings. They shall be in dust tight, non-combustible enclosures.

8.4.2 Electronic Ballast: Electronic ballast shall be suitable for 1x36 W, 2x36W
fluorescent lamp and shall be energy saving, warm start type having a power
factor better than 0.96, having an optimum wattage delivery to the lamp. The
choke shall be suitable for 180 – 270 V AC operation at ambient temperature
range of -15ºC to +50ºC. The choke shall have low radiated and conducted EMI
/ RFI. Separate ballast for each lamp shall be provided in case of multi lamp
luminaries, except in the case of 2 x 20 watts luminaries.

8.5 Igniters and Starters:

8.5.1 Starters shall have bimetal electrodes and high mechanical strength. Starters
shall be replaceable without disturbing the reflector or lamps and without the use
of any tool. Starters shall have brass contacts and radio interference capacitors.
The starters shall generally conform to the latest relevant standards. The igniter
and starters will be suitable for tropical condition and conform to IS: 2215-1968

8.6 Capacitors:

8.6.1 The capacitors shall have a constant value of capacitance and shall be
connected across the supply of individual lamp circuits. The capacitors shall
have 0.95 lag or better power factor. Capacitors will have element wound from
layers of high purity Aluminium foils laid over the two faces of capacitor paper.
The Aluminium cylindrical case containing the elements will be dried under high
vacuum and impregnated before being sealed. The solder type lug terminals will
be mounted over porcelain insulators at the sealed end and the capacitor will
conform to IS: 1569.

8.7 Conduits and Accessories:

8.7.1 Conduits shall be rigid steel, hot-dip galvanised, furnished in standard length of 3
metres, threaded at both ends. Thickness of conduits up to and including 25 mm
dia shall be of 16 SWG and conduits above 25 mm shall be of 14 SWG.
Minimum size of conduits shall be 20 mm diameter. Each piece of conduit shall
be straight, free from blister and other defects and covered with capped
bushings at both ends. Flexible conduits shall be made with bright, cold rolled
annealed and electro galvanised mild steel strips and coated with PVC. Where

concealed wiring is required, PVC conduit using PVC unsheathed copper


conductor cables shall be used.

8.7.2 Conduit System: In case of unarmoured cable, all conduits shall originate from
the respective lighting panel and terminate in lighting fixtures, receptacles etc.
Exposed conduits shall be run in straight lines parallel to building columns,
beams and walls as far as practicable.

Conduit supports shall be provided at an interval of 1000 mm for horizontal runs


and 750 mm for vertical runs. Conduits shall be clamped on to approved type
spacer plates or brackets by saddles or U-bolts. Spacing of embedded conduits
shall be such as to permit flow of concrete between them and in no case shall be
less than 40 mm. Where conduits are run on cable trays they shall be clamped
to supporting steel at an interval of 600 mm. For directly embedding in soil, the
conduits shall be coated with an asphalt - base compound. Concrete pier or
anchor shall be provided where necessary to support the conduit rigidly and to
hold it in place.

Conduits shall be kept, wherever possible, at least 300 mm away from hot pipes,
heating device etc. when it is evident that such proximity may impair the service
life of cables. For long run, junction/pull boxes shall be provided at suitable
intervals to facilitate wiring.

Conduit joints and connections shall be made thoroughly water-tight and


rust-proof by application of a thread compound which will not insulate the joints.
The Battery Room installation shall be made with acid fume proof conduits. Field
bends shall have a minimum radius of four (4) times the conduit diameter. All
bends shall be free of kinks, indentations or flattened surfaces. The entire
metallic conduit system, whether embedded or exposed, shall be electrically
continuous and thoroughly grounded. Lighting fixture shall not be suspended
directly from junction box in the main conduit run.

In control rooms and office areas provided with false ceiling, conduct run shall be
concealed type embedded in the walls and then run within the false ceiling.
Proper latest termination philosophy will be adopted.

9.0 PANEL MOUNTED COMPONENTS

9.1 MCCB / Miniature Circuit Breakers (MCB) / Earth Leakage Circuit Breaker
(ELCB):

MCCB / MCBs/ELCBs shall be hand operated, air break, quick make, quick
break type conforming to latest applicable standards. The feeders shall be
protected for short circuit by MCCB and MCB shall be provided with
overload/short circuit protective device for protection under overload and short
circuit conditions. MCCB / MCBs / ELCBs shall be provided with locking facility
when called for in the general / technical specification.

9.2 Indicating Instruments and Meters: Whenever required, instruments and meters
shall be of the flush mounting type. They shall be suitably mounted so as to
provide for easy access to CTs and associated wiring. Instruments shall be of
minimum 96 mm square size, shall have provision for zero adjustment outside
the cover and black numerals on white dial. Ammeter/voltmeter selector
switches having 3 positions and off, with stay put contacts rated 10 A shall be
provided when specified.

9.3 Instrument Transformers: Current and voltage transformers shall be of the dry
type, of metering accuracy class 1.0. Unless otherwise specified, it shall be the
responsibility of the VENDOR to ensure that the VA burden of the instrument
transformer is adequate for the meters connected to it. Test links shall be
provided in both secondary leads of the CTs to easily carry out current and
phase angle measurement tests. Facilities shall be provided for short circuiting
and grounding the CTs at the terminal blocks. Voltage transformers shall be
provided with suitably rated fuse at primary and MCB at secondary side meeting
fault level available at the point.

9.4 Internal Wiring:

9.4.1 Panels / boards shall be supplied completely wired, ready for the
PURCHASER’s external connections at the terminal blocks. Wiring shall be
carried out with 1100 V grade, single core, black colour PVC insulated, stranded
copper conductors. Conductors of adequate sizes shall be used to suit the rated
circuit current. (minimum size 2.5 sq.mm).

9.4.2 Engraved identification ferrules, marked to correspond with the wiring diagram
shall be fitted at both ends of each wire. Numbered plastic/ceramic Self-locking
type ferrules shall be provided. Power & control terminals shall be segregated by
insulating material like Hylam / Bakelite sheet. Terminals shall be ELMEX type
suitable for connecting two cores of 2.5 sq.mm wires. The minimum rating of
control terminal shall be 10 Amps. Power Terminal blocks shall be one piece
moulded, 650 V, of reputed make, preferably stud type for higher current ratings
such that wires are connected by cable lugs and complete with nuts and
washers. Terminals shall be adequately rated for the circuit current with
minimum rating as 20 A. Minimum 20 % spare terminals will be provided.
Terminals for circuits with voltage exceeding 125 V shall be shrouded.

9.5 Labels and Diagram Plate: All door mounted equipment as well as equipment
mounted inside the boards/panels shall be provided with individual labels with
equipment designation/rating. Also the boards / panels shall be provided on the
front with a label engraved with the designation of the board / panel as furnished
by the PURCHASER. Clear legible identification labels (anodized aluminium with
white letters engraved on black background) shall be provided. Inside the door
of lighting panels a circuit diagram / description shall be fixed for reference and
identification.

9.6 Light Control Switches: Light control switches of ratings and types, i.e.
decorative/industrial/flame proof, shall be supplied as per requirement. The
switches shall be suitable for use on 240 V, phase to phase, 50 Hz supply.
Switches shall be of flush type for mounting behind an insulated plate or
incorporated with a suitably sized switch or switch box/suitable enclosure.

The switch box/ enclosure may be recessed into or mounted on wall as per the
requirements of project layouts. The switch box/ enclosures shall be made of 1.2
mm thick CRCA sheet steel, stove enamelled / galvanised. The enclosure box
shall be covered with insulating cover. An enclosure intended for surface
mounting shall not have holes or gaps in its sides other than those expressly
provided for cable entry.

Flame proof switch shall be of rotary type construction, enclosed in a flame proof
enclosure and rated for 15 Amps. As a standard feature, unless otherwise
specified, switch shall have two bottom entries, one of which shall be provided
with a flame proof stopper plug.

9.7 Receptacle Units:

9.7.1 240 V Socket Outlets:

240V, 1-Ph, 20/15/6A, 3 pin lighting socket outlets / Receptacle units shall
consist of socket outlet with associated switch/MCB, neon indicating lamp and
plug. The socket outlet and switch or MCB shall be flush mounted within a stove
enamelled / galvanised 1.2 mm thick CRCA sheet steel enclosure with insulating
cover. The box may be recessed into or mounted on a wall as per requirements
of project layouts. These S/O shall generally be in the ECR premises, offices
etc.

Non–reversible, totally enclosed, metal–clad, 240V, 20A, single phase, 3-pin


industrial socket outlets with RCCBs (leakage current 30/100 mA, 10 KA) in dust
& water proof enclosure and suitable for horizontal insertion generally as per IS
1293, should be provided in all important parts of the Plant including junction
houses, for power supply of portable power tools, temporary lighting (say at
intervals of about 25 metres, with 2 nos. of adjacent sockets looped together).

Socket outlets shall be controlled by RCCB mounted flush in the socket outlet
box. Operating handle of the RCCB shall be fixed in such a manner that it will
not be possible either to insert or to withdraw the plug without switching off the
supply. All socket outlets shall be supplied with heavy duty type plug and cap
with chain. The isolating switches shall be of industrial type of category AC22
compressing to IS: 13947 (Part–3). The RCCB shall be housed in dust / water
and vermin–proof sheet steel/cast aluminium enclosure suitable for terminating
aluminium conductor cables either directly by means of cable gland to through
conduits.

The receptacle units shall be suitable for 240 V, 1 phase, 50Hz / 415V, 3 phase,
50 Hz supply. The plugs shall be provided with cord grips to prevent strain and
damage to conductors/wires at connection and entry points. These socket
outlets shall be catered by feeders from lighting system DBs. Inscription plate
shall be provided indicating the voltage rating for the switch socket outlet.

9.7.2 24 V Socket Outlets: 24 V Socket Outlets should be provided in confined areas


for temporary lighting by hand lamps if specified in the Technical Specification.
10A Socket outlets and plugs to be used in 24 V single phase circuits shall be of
industrial, dust and water proof design housed in cast iron or cast aluminium box

having projected fixing lugs and suitable provision for terminating


conduits/pipes/PVC insulated and PVC sheathed cables. The socket outlet shall
be designed in such a way that inadvertent insertion of 240 V plug is prevented.
Inscription plate shall be provided indicating the voltage rating for the switch
socket outlet. These socket outlets shall be catered by feeders from lighting
system DBs through 415/24 V Transformers. 415/24 V transformers shall be of
single phase, two winding, dry, air cooled and synthetic resin vacuum
impregnated type, One end of the transformer secondary winding shall be
earthed.

9.8 Ceiling and Exhaust Fans/Roof extractors: Ceiling fans shall be suitable for
operation on 240 V, 1 phase, 50 Hz supply and shall be complete with standard
mounting accessories such as suspension rods, top and bottom caps etc. The
fans shall be supplied with appropriate speed regulators. The fans shall
generally conform to the applicable standards. Details regarding blade sweep
and suspension requirements shall be as per Project requirements.

Exhaust fans/Roof extractors shall be fixed on wall/roof opening. The


contractor shall fabricate necessary steel structure required for installation. The
contractor shall have to fix the framework of the fan in wall/roof rigidly by suitable
anchor bolts. The contractor shall assemble all loose parts like frame, blades,
motor etc. The starter & push buttons for the exhaust fans shall be installed by
the contractor.

9.9 Lighting Wires / Cables:

9.9.1 The wires for wiring in lighting system shall be 1100 V, 1 core, PVC insulated,
unarmoured with stranded copper conductors, unless otherwise specified in
Technical Specification. The wires shall conform to the applicable standards.
The minimum area of conductors shall be 2.5 sq.mm for light fittings and 5A
receptacles and 4 sq.mm for receptacles rated 15 A. The wires shall be coded
white for phase/positive of DC and black for neutral / negative of DC.

9.9.2 Unless otherwise specified, lighting cables of 1100 V grade, 3, 3 ½ and 4 C,


stranded aluminium conductor, PVC insulated, armoured, PVC inner and outer
sheathed for lighting distribution boards and incoming to 1 phase/ 3 phase
lighting panels shall be considered.

9.9.3 Armoured cables, preferably copper stranded conductor, have to be used for
outdoor lighting. Suitable copper flexible cable shall be used between JB & Light
Fitting. Conduit wiring can be used for indoor including office buildings

9.10 Junction Boxes: Suitable Junction Boxes (JBs of approx. size 200 X 150 X 100
mm) with terminals shall be provided for lighting circuit, at regular intervals for
branching and terminating lighting cables when required for outdoor areas,
socket outlets/ receptacles etc. for ease of maintenance.

The junction boxes shall be dust and vermin proof and shall be fabricated from
1.2 mm to 2 mm CRCA sheet steel depending on the size of the junction box
and shall be complete with removable cover plate with gaskets, two earthing

terminals each with nut, bolt and washer. Boxes shall be additionally weather
proof as per site condition. The boxes shall have provision for wall, column, pole
or structure mounting and shall be provided with cable/conduit entry knock outs,
terminal blocks etc. The terminals shall be made of copper alloy and shall be of
box clamp type. The boxes shall be hot dip galvanised/painted with one shop
coat of red oxide zinc chromate primer followed by a finishing coat of paint as
specified.

9.11 Lighting Poles and Towers:

9.11.1 Lighting poles for street lights and flood lights shall be of stepped tubular/swaged
type steel poles as per applicable standard. RCC poles are preferred
considering corrosive atmosphere at site. The steel poles, where used, shall be
coated with bituminous preservative paint on the inside as well as embedded
outside surface. Exposed outside surface of steel poles shall be painted with
one coat of red lead oxide primer. After completion of installation two coats of
aluminium paint shall be applied. The supply of poles shall be complete with
fixing bracket/necessary pipe reducer for fixing the fitting and also include the
necessary associated pole mounted junction boxes. The required sizes of poles
and the junction box shall be as indicated in the attached drawings.

9.11.2 Unless otherwise specified, towers shall be painted with red lead oxide primer
and two coats of aluminium paint. A steel ladder and platform at the top shall be
provided. The length of each step of the ladder shall be at least 300 mm and
spacing between two adjacent steps not more than 300 mm. The structure shall
be suitable for mounting the required number of flood lights, weights of
maintenance crew and specified wind pressure. The factor of safety shall be 2
for each part and section. The CONTRACTOR’s structural design drawings shall
be approved by the PURCHASER before fabrication. Street light poles shall be
given two coats of aluminium paints after installation.

10.0 INSTALLATION OF PLANT INDOOR AND OUTDOOR LIGHTING SYSTEM

10.1 The lighting installation shall be carried out in accordance with IS 732-Codes of
Practice for electrical wiring installations and National Electrical Code as
applicable.

10.2 Lighting installation shall generally include mounting of lighting fittings,


installation of lighting distribution boards, MCB boards, lighting transformers,
switches, socket outlets etc. as well as wiring and earthing of lighting fittings ,
associated distribution equipment and accessories. The Contractor shall
thoroughly study the structural and architectural arrangements of the buildings
and wherever necessary shall, in consultation with the Purchaser's
representative at site, make suitable adjustments in the location of lighting
fittings, distribution boards, switches, socket outlets etc. and routing of cables,
with a view to avoid interference with any part of the building, structure, cable
trays, piping’s and other plant equipment.

10.3 Lighting fittings in the plant buildings shall generally be suspended from MS
brackets, pipe brackets, hangers, hooks, suspension pipes and chains. All

mounting devices and accessories shall be of adequate strength to support the


lighting fittings safely. For high bay lighting suitable provision shall be made, in
the mounting arrangement to prevent damage of lamps due to vibration from
crane movement. Proper access shall be provided for maintenance of lighting

fittings. Normally high bay fittings will be maintained from crane maintenance
platform. In production shops where cranes are normally not available for the
maintenance of lighting fittings, separate lighting walkway shall be provided for
maintenance of lighting fittings.

10.4 The installation of lighting fittings and accessories shall be complete in all
respects and shall include supply of items like MS brackets, hangers, chains,
suspension pipes etc. as required. Before mounting the fittings the Contractor
shall check the internal wiring of the control gears for sodium vapour, metal
halide and fluorescent fittings and wherever necessary rectify the defects at site.
There should be no fouling with any other utility equipment.

10.5 All lighting fittings shall be mounted in proper alignment and correct mounting
height so as to maintain symmetry of the installation. MCB boards, switches,
socket outlets etc. shall be mounted by means of MS brackets welded to the
building steel structures or fixed on concrete or brick column/ wall with bolts.
Direct welding on steel structures or direct fixing on column/ wall is not
permissible. The bottom of the local switch boards shall be at a height of 1500
mm from the finished floor level.

10.6 Connections from sub-circuits to individual lighting fittings shall be with flexible
copper conductor cables. For installation in plant buildings, tap-off junction boxes
provided shall have terminal blocks rigidly fixed in the box and having tinned
copper screwed terminals. Corrosion inhibiting compound shall be used while
terminating aluminium conductor cables in copper terminals to prevent
oxidization and bimetallic action.

10.8 Wiring for lighting installation shall be done in such a manner as to avoid
damage during installation and also permit easy maintenance as well as
replacement. No live parts shall remain exposed anywhere in the installation.
The phase and neutral conductors shall have different colour of insulation (white
for phase and black for neutral) so as to be easily distinguishable and the same
colours for the respective conductors must be adhered to for the complete
installation.

10.9 After connection of all single phase lighting sub-circuits from 3-phase and neutral
lighting distribution boards, the Contractor shall check loading in each phase and
in case of any unbalance in the system, the wiring shall be suitably modified to
balance the system as far as practicable.

10.10 Conduits and lighting fittings shall be suitably grounded. To achieve perfect
electrical continuity, the conduits shall be effectively bonded. Identification marks
shall be painted on all the lighting distribution boards, MCB boards, switch
boxes, lighting transformers, socket outlets etc. The road lighting poles and
brackets shall be symmetrically arranged with uniform mounting height and
indication. All supporting/ mounting steel brackets, saddles, junction boxes, pull
boxes, required for lighting installation shall be galvanized.

10.11 During construction, conduits ends shall be plugged or capped to prevent entry
of foreign material. After installation the conduits shall be thoroughly cleaned by
compressed air before pulling in the wire.

10.12 All equipment shall be given touch-up paint as required after installation

11.0 MAINTENANCE EQUIPMENT

The Contractor shall supply one (1) no. of wheel mounted adjustable aluminium
ladder for the maintenance of street lights if street lighting is within the scope of
the vendor as per Technical Specification. For the maintenance of lighting
fixtures, the contractor shall also supply two (2) nos. free standing adjustable
aluminium ladder, adjustable from 5 metre to 10 metre.

12.0 CABLING

In outdoor areas, main runs from lighting panels shall be by means of AYWY
cables, directly buried in ground or laid in trenches for the underground portion
and through conduit for the over ground portion. Buried cables shall be laid and
covered with sand/ riddled earth, and protected from damage by bricks at sides
and pre-cast concrete stab at top. Suitable Heavy duty Cable markers shall be
provided for buried cables, at intervals of 10 metres, and at Bends and Ends.
Suitable Aluminium Cable tags shall be tied to each & every cable at interval of 5
to 10 metres and at Bends and Ends. Cable Tags shall be fixed at the time of
installation of Cables itself. When buried cables cross road / railway track,
additional protection to be provided in form of hume / G.I. pipe.

13.0 GROUNDING

Lighting fixtures , receptacles, switches, conduits and junction boxes shall be


properly earthed using 2.5/4 sq. mm. Copper wire per circuit of green colour or
galvanised iron wire of 12 SWG. Earth wire shall run inside along the entire
length of the conduit between the fixture and the corresponding lighting panel
where it shall be connected to the station earth.

For outdoor earthing of the lighting poles and masts, 8 SWG GI wire shall be run
buried in ground at a depth of 600mm, In case of lighting poles where the main
earth grid is far away from the pole, local earth pits shall be provided for pole
earthing.

Conduits and fittings shall be earthed by 12 SWG GI wires (unless otherwise


specified) run along the length of the conduit and secured by means of suitable
clamps efficiently fastened to conduit. To achieve perfect electrical continuity,
the conduits shall be bonded effectively on either end of a coupling and other
joints.

Conduits shall be grounded at the ends adjacent to switch boards at which they
originate or otherwise at the earth clip, clamp or gland, in effective electrical
contact with the conduit.

14.0 TESTS

14.1 All equipment shall be fully tested in accordance with the relevant clauses of
applicable standards. All components, devices and wiring shall be checked for
correct operation before despatch.

14.2 Type test certificates shall be submitted to the Purchaser for all equipment as
stipulated in the relevant standards. Type test shall be carried out as per the
relevant standards in the presence of Purchaser's representatives for those
items stipulated in the Technical Specification and agreed with the Purchaser to
ascertain compliance with the type test certificates. Certificates for short-circuit
test for bought out items / components shall be furnished.

14.3 Routine tests as per relevant standards shall be carried out on all equipment.
Tests which are required to be carried out in the presence of Purchaser's
representatives shall be as listed in the technical specification and as agreed
with the Purchaser.

14.4 Illumination in different areas are as per designed lux level, shall be established
to the satisfaction of the Purchaser after installation of the system as part of site
testing.
