TUTORIAL QUESTIONS TOPIC 1

1. DEFINE POLICY FROM PUBLIC POLICY

Policy is basically what government choose to do or not to do . the policy has to be discussed
and agreed by group of people with power in order to enforced this policy . This policy
contains objective, strategy, program , activities and financial . The policy that the
government usually agreed enforced is usually the long term problems that need to be
tackled .

This policy will became law , and when it comes to law it will have a punishment and
regulations that will be enforced along with it .One of the policy that has been enforced by
the government is national development policy that is used to strengthen the unity and to
achieve the developed country status .

2. DIFFERENTIATE PROGRAMS FROM ACTIVITIES IN PUBLIC POLICY

Program is a plan of action to accomplished a specific end , programs will include a plan ,
schedule of activities , procedure , etc. meanwhile the activities is one of the things in
program . Activities is a specific deeds, action , functions or sphere of action in program .

For instance , the Ministry of Tourism and Culture Malaysia (MOTAC) set up a program
called Malaysian Homestay programme , and the activities is the programme is traditional
dances and songs , traditional games and activities such as rubber tapping and batu
Seremban .

3. DIFFERENTIATE POLICY ADVOCACY FROM POLICY MAKERS

Policy advocacy is the act of supporting , influence or recommend something to a particular


group , this group could include the non-profit organization , interest group , or even
individuals . For example , the WWF Malaysia . WWF Malaysia has been involved in the
policy and advocacy since it was established , this organization has been advocating about
the environmental protection and sustainable development in Malaysia .

As for the policy makers , its more to having the people who has power to make a decision
on establishing a policy . In Malaysia we have parliament that has been appointed to decide
on policy making.

The difference between these two policy is policy advocacy playing roles in influencing the
governmental decisions while the policy makers discuss on the relevance of the policy and
make decisions either to establish them or not .
4. WHAT IS THE IMPORTANCE OF PUBLIC POLICY.

Public policy is important to ensure that the issues concerning public were responded. This is
because the Malaysian citizen’s rights must be taken care of. For example, the unregistered
nursery , child abuse , and bully at school . This issues need to be stopped by the
government by making a policy to protect the Malaysians citizens itself .

Public policy is also a tool to inform the public regarding the national concern and desired
goals. For example the national education policy , this policy was enforced to ensure that the
Malaysian citizens will be educated in the future . This will also ensure that the citizens were
aware of the development of the country .

Lastly , to enhance people welfare. Malaysian government is responsible to taking care of


the social welfare in Malaysia by providing various type of facility as possible . For instance,
the Program Perumahan Rakyat ( PPR ) , Klinik Kesihatan Kerajaan , and Bantuan Sara Hidup .

5. WHAT IS THE DIFFERENCE BETWEEN THE POLICY MAKERS AND THE POLICY ACTORS .

The difference between the policy makers and the policy actors are the policy makers plan
and discussed regarding the relevance of the policy on the parliament, If the policy is
relevant and all the parliament members were agreed to enforced the policy they will
appoint the policy actors to implement the policy .

The policy actors will implement the policy that has been agreed on according to the
parliament , this action will be taken by the public servants . The public servants that will
undertake the new policy will be briefed and they will enforced the policy that has been
stated accordingly . The ministers will also need to gave their statements regarding the new
policies . For example , the ministry of health Malaysia has released the policy that wearing
face masks is mandatory in Malaysia during Covid-19 seasons .
